Après des décennies de bouleversements et de croissance intense, les métropoles latino-américaines sont entrées dans une phase de ralentissement : la population augmente mais à un rythme modéré et l’étalement urbain semble contenu. L’expansion urbaine, auparavant nettement orientée par l’autoconstruction, est aujourd’hui encadrée par le capital immobilier et les pouvoirs publics et, parallèlement, la valorisation foncière est devenue à la fois systématique et généralisée.
Le contraste de la situation actuelle avec la période antérieure est tel que l’on serait tenté d’y voir une forme d’inertie des métropoles. Pourtant, entre densification, verticalisation et étalement, des changements sont à l’œuvre et s’ils sont moins spectaculaires, ils n’en sont pas moins l’expression des profondes évolutions des sociétés urbaines.

Cet ouvrage propose de caractériser la <i>Stimmung</i> particulière qui teint l’espace urbain et suburbain de Buenos Aires aux XIXe et XXe siècles. Il part de l’hypothèse que la ville en tant qu’espace vécu, donc chargée d’émotions, éveille des sentiments. <br />
L’objectif est, donc, de donner un regard aiguisé sur l’effet sensible de la forme urbaine, c’est-à-dire en tant qu’éveilleur d’une <i>Stimmung</i> particulière. Pour dénoter l'ensemble des sentiments éveillés par un lieu, nous proposons la notion de <i>Stimmunglandschaft</i> (sentiment du paysage) qui nous renvoie à l'ésthétique psychologique allemande du début du XXe siècle.<br />
Sur la base de mes souvenirs d’enfance et des représentations de l’espace urbain de Buenos Aires, la ville est analysée en tant qu’espace vécu. Elle est lue à travers des nombreuses sources - architecture, littérature, peinture, photographie, gravure, cinématographie, musique, etc. - dans un contexte historique. Le sentiment que ces représentations produisent permet de saisir non seulement la manière dont la ville était perçue, mais aussi l’effet qu’elle produisait.</div>

<div><b>Abstract from the publisher:</b></div> </div> Based on extensive, original fieldwork, as well as new survey data, The Right to the City contributes to the study of democratization by focusing on the dilemmas and opportunities of popular contention in the city of Buenos Aires. It also offers an excellent overview of the history of social mobilization in Argentina. Gabriela Ippolito-O’Donnell’s main assertion in this study is that through various channels of collective action and associational activities, as well as by voting, the urban popular sector is a fundamental actor in the pursuit of the expansion and consolidation of citizenship rights.<br /> <br /> Using both qualitative analysis and quantitative data, Ippolito-O’Donnell explores what factors—economic, politico-institutional, organizational, and subjective—account for the emergence in the 1980s, and collapse in the 1990s, of a wave of grassroots popular organizations in Villa Lugano, a poor neighborhood located in the south of Buenos Aires. She identifies factors crucial for explaining the organizational weakness and concomitant cyclical patterns of collective action by the urban poor, as well as the consequences for alleviating poverty and inequality in this newly democratized nation.<br /> <br /> <b>Gabriela Ippolito-O’Donnell</b> is professor in the School of Politics and Government at the Universidad Nacional de San Martín in Argentina.</div> </div>

<div>A first of its kind, this COHRE report examines the worldwide phenomenon of urbanisation from the point of view of women’s housing rights.</div> </div> The report focuses, in particular, on the experiences of women and girls living in slum communities throughout the world, premised on the idea that both the causes and consequences of urbanisation for women are, in fact, unique and deeply related to issues of gender. Unfortunately, the question of women’s migration to the cities has, for too long, remained largely under-addressed and unexamined.</div> </div> Activists and scholars alike have tended to overlook and neglect women’s particular experiences within the context of ever increasing urban growth. Shining the light on these experiences makes this study truly distinctive. <br /> <br /> Working across the Americas, Asia, and Africa, COHRE interviewed women and girls living in six global cities, representing some twenty different (and indeed, diverse) slum communities.</div> </div> The stories shared by these women and girls elucidated the very personal struggles which women face in their day-to-day lives, as well as the broader connections that these struggles have to issues of gender-based violence, gender discrimination, and women’s housing insecurity. In turn – as this report makes clear – for women, these issues are themselves intimately connected to the global trend towards urban growth.</div> </div>

By the year 2000, Latin America will contain five metropolitan areas with more than 8 million people. Their combined population will be over 70 million, and approximately one Latin American in seven will live in those five cities. Two of them, Mexico City and Sao Paulo, will arguably be the world's two largest cities.<br />
<br />
The sheer number of people living in Latin America's mega-cities is not the only reason for looking at them carefully. Unfortunately, they also demonstrate many of the worst systems of the region's underdevelopment: vast areas of shanty towns, huge numbers of poor people, high concentrations of air and water pollution, and serious levels of traffic congestion. This book is about the prospects for their future.<br />
<br />
Several clear conclusions emerge from the book. First, the largest cities of Latin America differ greatly in terms of their future prospects. It is far easier to be optimistic in Buenos Aires than in Lima. Second, whether urban problems improve or deteriorate has rather little to do with size of city and a great deal to do with trends in the wider economy and society. Increasingly, those trends are determined not just by local decisions but by decisions made outside the region. Third, Latin America's mega-cities are not going to grow to unmanageable proportions because their growth rates have generally slowed. Fourth, management is a critical issue for the future but it is difficult to know whether the quality of management will improve or deteriorate through time.<br />
<br />
The book contains chapters on each of Latin America's six largest cities (Mexico City, Sao Paulo, Buenos Aires, Rio de Janeiro, Lima, and Santa fe de Bogota). The book also has four thematic chapters. The first discusses the demography of urban growth in the region and the other three focus on what are particularly sensitive issues in very large cities: public administration, transportation, and land, housing, and infrastructure.</div>
