Le second numéro de la revue Urbanités aborde une question qui se veut ultra-contemporaine, celle de la crise. La crise – notamment depuis celle de 2008 et sa jumelle, la crise des subprimes – est devenue le mot-clé récurrent de toute actualité, le concept privilégié pour évoquer les maux dont nous sommes touchés. Il semble d’abord essentiel de comprendre sous quelles formes et selon quelles modalités cette nébuleuse de problèmes – puisqu’il y a définitivement des crises – à la temporalité et la spatialité imprécises, se matérialise et se déploie dans les villes. Mais ce numéro n’aurait pas été concevable sans que l’on se penche sur les solutions proposées, dans le contexte urbain, pour lutter contre les effets néfastes induits et œuvrer à une sortie de crise.

<div><b>Abstract from the publisher:</b></div> </div> Since the 1967 riots that ripped apart the city, Detroit has traditionally been viewed either as a place in ruins or a metropolis on the verge of rejuvenation. In Digital Detroit: Rhetoric and Space in the Age of the Network, author Jeff Rice goes beyond the notion of Detroit as simply a city of two ideas. Instead he explores the city as a web of multiple meanings which, in the digital age, come together in the city’s spaces to form a network that shapes the writing, the activity, and the very thinking of those around it.<br /> <br /> Rice focuses his study on four of Detroit’s most iconic places—Woodward Avenue, the Maccabees Building, Michigan Central Station, and 8 Mile—covering each in a separate chapter. Each of these chapters explains one of the four features of network rhetoric: folksono(me), the affective interface, response, and decision making. As these rhetorical features connect, they form the overall network called Digital Detroit. Rice demonstrates how new media, such as podcasts, wikis, blogs, interactive maps, and the Internet in general, knit together Detroit into a digital network whose identity is fluid and ever-changing. In telling Detroit’s spatial story, Rice deftly illustrates how this new media, as a rhetorical practice, ultimately shapes understandings of space in ways that computer applications and city planning often cannot. Au début du 20ème siècle avec l'invention des chaînes d'assemblage, Détroit devient rapidement la capitale mondiale de l'automobile, et l'une des villes les plus prospères des Etats-Unis avant de connaître un déclin dramatique. Depuis les années 60, principalement à cause de la désindustrialisation, la ville surnommée "Motor City" a perdu plus de la moitié de sa population. Le temps semble s'y être arrêté...</div>

Il en résulte un paysage marqué par des édifices colossaux, symboles de l'architecture américaine du début du vingtième siècle et désormais à l'abandon : autrefois magasins, appartements, hôtels de luxe ou encore théâtres, aujourd'hui ruines fabuleuses.<br />

C'est cette vision grandiose et terrifiante du déclin d'un véritable empire que Yves Marchand et Romain Meffre, deux photographes, âgés respectivement de 29 et 23 ans et travaillant en duo nous présente dans leur dernière série "Détroit, vestiges du rêve américain".</div>

Pratiquant ce qu'ils appellent "l'archéologie urbaine et industrielle", ces deux photographes passionnés de ruines et plus particulièrement celles du XIXème et du siècle dernier, ont su arrêter l'attention de Gerhard Steidl et faire l'événement lors du dernier salon "Paris-Photo".</div>

Loin de s’apparenter à ce « chewing-gum mental » que dénonçait l’architecte Frank Lloyd Wright, reléguant le spectateur à la passivité et à l’impuissance, les séries apparaissent aujourd’hui comme un formidable moyen d’explorer la ville et l’urbanité états-uniennes que ne proposent pas d’autres médias, notamment en raison de leur traitement spécifique de l’espace et du temps. En nous confrontant régulièrement aux mêmes lieux, les séries posent un cadre d’analyse à partir duquel il est possible d’observer, de façon quasi sociologique, les faits et gestes des divers protagonistes. C’est le cas de The Wire où le long déclin de Baltimore constitue le véritable sujet de la série. De plus, le suivi dans le temps long, parfois sur plusieurs années, permet aux séries de montrer l’évolution des cadres bâtis liés aux mutations urbaines ou paysagères, comme la désindustrialisation de Détroit ou des small towns (Hung, Supernatural), la suburbanisation (Desperate Housewives, Breaking Bad) ou la reconstruction de la Nouvelle-Orléans après une catastrophe (Treme). Dans ce cadre mouvant, les protagonistes sont à la fois les acteurs et souvent les victimes d’événements et de politiques qui les dépassent. Au rythme des épisodes et des saisons, le spectateur accède à une compréhension non immédiate mais diachronique ou narrative de l’urbanité contemporaine, dont le sens n’est pas donné une fois pour toute.<br />

Les séries constituent ainsi de véritables terrains d’observation des villes nord-américaines et, peut-être au-delà, des miroirs tantôt déformants, tantôt grossissants où se reflète une condition urbaine, dans laquelle nous nous reconnaissons confusément. On comprend alors mieux pourquoi elles nous fascinent, à défaut de nous rassurer.<br />

The purpose of the virtual issues is to broaden the visibility of and access to the most cited and downloaded articles from recent issues of the JUA. This virtual issue highlights cutting edge research on governing global cities. The five articles highlighted in this issue deal with urban governance in a comparative context from both the macro and micro levels. As a group they emphasize the importance of intergovernmental actions and relationships, citizen preferences, market forces, and governmental competition on local governance regimes and instructional arrangements. They thus remind urban scholars that while “all politics may be local” the theoretical and practical aspects of governing cities are inherently defined by other, often external and even global forces. <strong>Abstract from the publisher:</strong> Unskilled workers once flocked to Detroit, attracted by manufacturing jobs paying union wages, but the passing of Detroit's manufacturing heyday has left many of those workers stranded. Manufacturing continues to employ high-skilled workers, and new work can be found in suburban service jobs, but the urban plants that used to employ legions of unskilled men are a thing of the past.<br /> <br /> The authors explain why white auto workers adjusted to these new conditions more easily than blacks. Taking advantage of better access to education and suburban home loans, white men migrated into skilled jobs on the city's outskirts, while blacks faced the twin barriers of higher skill demands and hostile suburban neighborhoods.<br /> <br /> Some blacks have prospered despite this racial divide: a black elite has emerged, and the shift in the city toward municipal and service jobs has allowed black women to approach parity of earnings with white women. But Detroit remains polarized racially, economically, and geographically to a degree seen in few other American cities. <strong>Contents:</strong> 1.
