Mutations sociales et frénésie de consommation : les mégapoles sont en mouvement perpétuel avec leur propre histoire et spécificité. La population y joue le premier rôle d’une pièce écrite par des individus qui créent des lieux, du lien social et une dynamique de vie originale. Un extraordinaire foyer de renouvellement où la ville s’invente chaque jour une nouvelle peau, attirant à elle toutes sortes de créateurs et d’expérimentateurs.<br />

Cette série de portraits dessine le visage neuf, insolite, de villes ouvertes au 21ème siècle. Au total, ce sont 9 scènes sur 4 continents qui seront à l'honneur cet été sur France Inter. 9 portraits de villes sous la forme d’un documentaire de deux heures, décliné en deux parties.<br />

La première partie, diffusée le samedi à 15h, est consacrée au dynamisme de la ville, à son bouillonnement à travers des rencontres, des tranches de vie à partager sous le regard éclairé des moins de trente ans qui ont choisi d’y vivre et de s’y investir. Dans la deuxième partie, diffusée tous les dimanches à 15h, nous nous attachons à l’émergence de la société civile.</div>

Capitale de l’Empire ottoman, ville-port caractérisée par une grande diversité ethnique et confessionnelle, Istanbul est à la fin du XIXe siècle une métropole de près d’un million d’habitants, où les enjeux liés à l’ordre public sont particulièrement sensibles. Avec les Tanzimat (réformes de l’État ottoman) et les changements économiques et sociaux du long XIXe siècle, la définition de l’insécurité, le dispositif de maintien de l’ordre et les formes de contestation de l’ordre établi connaissent d’importantes transformations. C’est cette nouvelle configuration qui est ici étudiée, de la fin des années 1870 à 1909, période marquée par le règne autoritaire d’Abdülhamid II et la révolution jeune-turque de 1908.<br />
<br />
Confronté aux défis posés par les migrations, les contestations politiques et les nouvelles formes de sociabilité, le pouvoir fait de la préservation de l’ordre politique, social, moral et religieux une priorité absolue. L’institutionnalisation de la police et son déploiement dans la capitale ont pour corollaire une redéfinition des priorités de l’action des forces de l’ordre et de leurs modes d’intégration dans la ville, processus qui s’inscrit dans un mouvement européen de réforme du maintien de l’ordre. L’ouvrage se concentre sur les nouvelles formes d’interactions, de coopérations ou de rivalités entre les différents acteurs de l’espace urbain : l’institution policière, principale responsable du maintien de l’ordre dans la capitale, les "agents intermédiaires" tels les bekçi (veilleurs de nuit) ou les kabadayı (sortes de caïds), et la population locale.<br />
<br />
Des déviances quotidiennes à la stigmatisation des classes populaires arméniennes, des rondes policières à la pression sociale dans les quartiers, cet ouvrage offre un éclairage nouveau sur les multiples facettes des relations entre l’État et la société à la fin de l’Empire ottoman. Il apporte aussi une contribution originale à l’historiographie de l’ordre public et du maintien de l’ordre en Europe.<br />

L'ancienne cité des empereurs de Byzance s'efface pour devenir Istanbul, la capitale de l'empire ottoman, le symbole de sa civilisation, le signe de sa splendeur. Les Grecs d'Istanbul, qui formaient à la fin du XIXe siècle un des éléments les plus dynamiques de l'Empire ottoman, ne représentent plus, dans la Turquie d'aujourd'hui, qu'une population résiduelle de quelques milliers d'âmes. Le déclin est-il irrémédiable ? Nombre d'observateurs estiment que la communauté est en voie de disparition. Toutefois, ce livre donne aussi la parole à ceux qui croient encore à un rebond. L'amélioration des relations gréco-turques, à partir de 1999, a suscité d'immenses attentes, insufflant un nouveau dynamisme aux rescapés de l'exode.<br />

Ce travail est le résultat de plusieurs années d'immersion dans la vie de l'orthodoxie stambouliote. Fondé sur le partage de moments forts, il se veut surtout témoignage. Mais les auteurs ont aussi veillé à évoquer les turbulences de l'histoire, tout en brossant un tableau précis de la situation actuelle : démographie, vie économique et sociale, structures éducatives, leadership laïque et religieux, patrimoine culturel, lieux de mémoire... L'institution patriarcale, porteuse d'un itinéraire pluriséculaire, occupe dans l'étude une place centrale. Aux yeux de tous, Bartholomaios Ier, l'actuel patriarche œcuménique, est le principal porte-parole de la communauté. C'est lui qui négocie avec les autorités turques. Jouissant d'un prestige considérable, c'est aussi lui qui représente le Phanar sur la scène internationale.</div>

<b>Méropi Anastassiadou</b> est chargée de recherche au CNRS. La plupart de ses travaux portent sur l'histoire des sociétés urbaines de l'Est méditerranéen (Grèce, Turquie). Elle a notamment publié "Salonique 1830-1912. Une ville ottomane à l'âge des réformes" (Leyde, 1997). Elle enseigne à l'École des hautes études en sciences sociales et à l'université de Strasbourg.<br />
<b>Paul Dumont</b>, professeur à l'université de Strasbourg, s'intéresse à l'histoire de la Turquie moderne. Ses travaux récents portent sur des thèmes aussi variés que les minorités, les mouvements d'idées, la littérature de voyage, ou les cercles de sociabilité.</div>

This vividly detailed revisionist history exposes the underworld of the largest metropolis of the early modern Mediterranean and through it the entire fabric of a complex, multicultural society. Fariba Zarinebaf maps the history of crime and punishment in Istanbul over more than one hundred years, considering transgressions such as riots, prostitution, theft, and murder and at the same time tracing how the state controlled and punished its unruly population. Taking us through the city's streets, workshops, and houses, she gives voice to ordinary people—the man accused of stealing, the woman accused of prostitution, and the vagabond expelled from the city. She finds that Istanbul in this period remains mischaracterized—in part by the sensational and exotic accounts of European travelers who portrayed it as the embodiment of Ottoman decline, rife with decadence, sin, and disease. Linking the history of crime and punishment to the dramatic political, economic, and social transformations that occurred in the eighteenth century, Zarinebaf finds in fact that Istanbul had much more in common with other emerging modern cities in Europe, and even in America.</div>

In this study of Kuzguncuk, known as one of Istanbul’s historically most tolerant, multiethnic neighborhoods, Amy Mills is animated by a single question: what does it mean to live in a place that once was—but no longer is—ethnically and religiously diverse?<br />
<br />
“Turkification” drove out most of Kuzguncuk’s minority Greeks, Armenians, and Jews in the mid-twentieth century, but they left behind potent vestiges of their presence in the cityscape. Mills analyzes these places in a street-by-street ethnographic tour. She looks at how memory is conveyed and contested in Kuzguncuk’s built environment, whether through the popular television programs filmed on location there or in the cross-class alliance that sprung up to advocate the preservation of an old market garden. Overall, she finds that the neighborhood’s landscape not only connotes feelings of “belonging and familiarity” connected to a “narrative of historic multiethnic harmony” but also makes these ideas appear to be uncontestably real, or true. The resulting nostalgia bolsters a version of Turkish nationalism that seems cosmopolitan and benign. This study of memories of interethnic relationships in a local place examines why the cultural memory of tolerance has become so popular and raises questions regarding the nature and meaning of cosmopolitanism in the contemporary Middle East.<br />

À travers l’histoire, la littérature, le cinéma, l’architecture et les beaux-arts, mais aussi les aspects modernes et quotidiens, il convie le lecteur à explorer Istanbul, ses lieux emblématiques – du Grand Bazar, de la Corne d’or et du Bosphore majestueux au vibrant quartier de Beyoglu– et les plus méconnus, comme les faubourgs asiatiques et mystiques d’Üsküdar ou les îles des Princes. Cet ouvrage collectif a été conçu et dirigé par <b>Nicolas Monceau</b>, docteur en science politique, auteur de <i>Générations démocrates : les élites turques et le pouvoir</i> (Dalloz, 2007), qui a vécu huit ans à Istanbul comme universitaire et chercheur. Il a rassemblé une équipe de douze spécialistes de Byzance-Constantinople-Istanbul qui partagent la même passion et la même connaissance intime de la ville.</div>

Istanbul : Ara Güler est un témoignage photographique sur la vie quotidienne de la capitale culturelle turque des années 1940 aux années 1980. Les sujets choisis par l’artiste reflètent, avec un esthétisme poétique et sensible, l’oscillation entre tradition et modernité de cette ville, carrefour de l’Europe et de l’Asie, qui fut autrefois Byzance, puis Constantinople.</div>
<br />
Ces remarquables photographies en noir et blanc sont accompagnés d’un texte inédit d’Orhan Pamuk, autre grande figure de la culture turque. Nés tous deux à Istanbul, les deux hommes, dans leur jeunesse, voulaient devenir peintre. Et, chacun à leur manière, ils dépeignent ici leur ville natale et capturent, par l’image ou par les mots, son âme mélancolique.<br />
<br />
<b>Ara Güler</b> a été reporter-photographe pour Time-Life, Paris-Match et Der Stern, il vit et travaille à Istanbul.<br />
<br />
<b>Norhan Pamuk</b> a suivi des études d’architecture et de journalisme avant de se consacrer à l’écriture. En 2006, son œuvre est couronnée par le prix Nobel de littérature.</div>

<div><b>From the introduction : </b></div> </div> During the nineteenth century, a concerted effort was made to transform the Ottoman capital of Istanbul into a Western-style capital, paralleling the general struggle to salvage the Ottoman Empire by reforming its traditional institutions. This book examines the transformations in the urban form of the Ottoman capital in the seventy-year period from 1838 to 1908... Like many non-Western cities of the nineteenth and early twentieth centuries, Istanbul was exposed to powerful cultural and physical impositions coming from Europe. Nevertheless, its response to these external influences was unique, being shaped by a complex heritage and a noncolonial status. I hope to clarify the events and ideas that surrounded the foundation of the Westernization process, which, by giving a new orientation to the development of Istanbul's physical form, planted seeds for an evolution that continues to the present day.</div> </div> <b>Zeynep Çelik </b>is a distinguished Professor in the School of Architecture at New Jersey Institute of Technology.</div> </div> </div> </div>

Caractérisée par une urbanisation rapide des pays des rives Sud et Est et par un étalement urbain dominant au Nord, la problématique de la mobilité urbaine en Méditerranée soulève des questions majeures en termes de développement durable...<br />
<br />
En 2005, les 21 pays du pourtour méditerranéen et la Communauté Européenne, Parties à la Convention de Barcelone, ont adopté la "Stratégie Méditerranéenne pour le Développement Durable" (SMDD), qui a été endossée par le Sommet Euro-Méditerraneén de Barcelone de novembre 2005. La promotion d’un développement urbain durable est l’un des sept domaines d’action prioritaires de la SMDD.</div>
<br />
Dans ce contexte, Plan Bleu s’est engagé dans son cadre d’intervention 2007-2015 validé par les 21 pays riverains, à accorder une attention particulière aux problématiques de transport et de mobilité urbaine en Méditerranée au regard notamment de leurs liens avec le changement climatique, au moyen d’un programme, pour la période 2007-2010, de renforcement de connaissances en matière de déplacements...<br />
<br />
Ce diagnostic à l’ambition prospective est donc le fruit d’un processus de travail partenarial engagé dés 2005, dont il tente de mettre en évidence les principaux enseignements.<br />
<br />
Au regard des difficultés récurrentes de disponibilité des informations observées dans la plupart des cas, il ne s’agissait pas de dresser un état des lieux exhaustif de la situation de la mobilité urbaine en Méditerranée, mais plutôt de poser les premiers jalons vers la mise en oeuvre d’un développement urbain durable en rapport avec les spécificités régionales.</div>
