Le retour de Philippe III et de sa cour à Madrid en 1606 implique une nouvelle donne pour les rapports entre la société de cour espagnole et la société madrilène. Le conseil de Castille et sa cinquième chambre, le tribunal supérieur des six alcades de cour, imposent à la métropole madrilène une nouvelle discipline sociale et judiciaire capable d'en faire la vitrine de la monarchie des Habsbourg. L'installation de la maison du roi et des conseils de gouvernement dans la capitale ne se fait sans heurts avec la société madrilène. Le gouvernement de la ville de cour se recompose au profit de la juridiction suprême des alcades de cour, entraînant peut être un déclin de l'autorité du corps de ville, présidé par le corregidor, et de multiples conflits avec les corps privilégiés (le clergé, les instances militaires, le corps palatin). Au bout du compte ce sont les questions du difficile gouvernement d'une ville de cour en pleine croissance démographique (185.000 habitants vers 1659) et de la complexité d'une société urbaine originale qui sont posées par l'action des alcades de cour.</div>

<div><b>Abstract from the publisher : </b></div> </div> Remaking Madrid is the first full-length study of Madrid’s transformation from the dreary home of the Franco dictatorship into a modern and vibrant city. It argues that this remarkable transformation in the 1980s helped secure Spain’s fragile transition to democracy and that the transformation itself was primarily a product of “regionalism”–even though the capital is typically associated with “Spanishness” and with “the nation.” The official project to distance Madrid from its dictatorial past included urban renewal and administrative reform; but, above all, it involved greater cultural participation, which led the revival of the capital’s public festivals and the development of a modern cultural outpouring known as the movida madrileña. The book also explains the ultimate failure of regionalism in the capital by the end of the 1980s and asks whether or not Madrid’s inclusive form of “civic” identity might have served as a model for the country as a whole.</div> </div> <b>Hamilton M. Every 20 years since 1920, Madrid has undergone an urban planning cycle in which a city plan was prepared, adopted by law, and implemented by a new institution. This preparation-adoption-institutionalization sequence, along with the institution's structures and procedures, have persisted – with some exceptions – despite frequent upheavals in society. The planning institution itself played a lead role in maintaining continuity, traumatic history notwithstanding. Why and how was this the case?<br />
<br />
Madrid's planners, who had mostly trained as architects, invented new images for the city and metro region: images of urban space that were social constructs, the products of planning processes. These images were tools that coordinated planning and urban policy. In a complex, fragmented institutional milieu in which scores of organized interests competed in overlapping policy arenas, images were a cohesive force around which plans, policies, and investments were shaped.<br />
<br />
Planners in Madrid also used their images to build new institutions. Images began as city or metropolitan designs or as a metaphor capturing a new vision. New political regimes injected their principles and beliefs into the governing institution via images and metaphors. These images went a long way in constituting the new institution, and in helping realize each regime's goals.<br />
<br />
This empirically-based life cycle theory of institutional evolution suggests that the constitutional image sustaining the institution undergoes a change or is replaced by a new image, leading to a new or reformed institution. A life cycle typology of institutional transformation is formulated with four variables: type of change, stimulus for change, type of constitutional image, and outcome of the transformation.<br />
<br />
By linking the life cycle hypothesis with cognitive theories of image formation, and then situating their synthesis within a frame of cognition as a means of structuring the institution, this book arrives at a new theory of institutional evolution. The constitutional image represents the institution's ideology and precepts that are replicated over space and time via structures and processes. Changing the constitutional image in the minds of the institution's members yields a change in the institution.</div>

Le dossier du n° 32 de Communication & Organisation que nous avons intitulé "La ville dans tous les sens" s’intéresse à un espace urbain dont nous avons voulu saisir à la fois l’importance (plus de 80 % de la population française vit en ville ; c’est aussi vrai ailleurs), la mutation (métropolisation, globalisation) et la complexité. Sous l’angle de la communication, nous avons souhaité que soit posée la question de la limite, à un moment de notre société de nouvelles technologies où les frontières sont invisibles, sans cesse repoussées plus loin, aussi loin que les communications le permettent, apportant un possible infini.<br />

Dans ce contexte, sans vouloir la dramatiser, la ville apparaît aujourd’hui comme un théâtre passionnant d’expressions multiples, métissées, contradictoires, qui interrogent notre société en mutation accélérée. C’est donc une ville multiple, à la fois hétérogène et sectorisée, traversée par des réseaux de fonctionnalité, des réseaux affectifs, habillée par une complexité de messages contradictoires, qui est analysée dans ce dossier consacré aux "nouvelles écritures de la ville".</div>
