Les missions géographiques, philanthropiques et les grandes explorations dans les profondeurs africaines ont conduit à l’occupation, à l’exploitation et à la colonisation de l’Afrique noire.<br />
<br />
Le roi des Belges Léopold II créa l’État Indépendant du Congo en 1884, devenu Congo belge en 1908. Depuis son indépendance (30 juin 1960), l’étendue du pays, sa mosaïque d’ethnies et ses richesses naturelles en ont fait un état fragile et vulnérable.<br />
<br />
La République démocratique du Congo, le Zaïre entre 1973 et 1996, reste confrontée à une éternelle convoitise internationale, à une permanente crise économique et sociale.<br />
<br />
L’insécurité politique, économique et sociale a engendré un développement anarchique des grandes villes, dont Kinshasa la capitale. <br />
<br />
Mégalopole, cette dernière concentre tous les aspects de ces réalités.<br />
<br />
Pourquoi ce rendez-vous manqué ou ajourné d’un pôle de développement en Afrique centrale ? Problème de bonne gouvernance, de structures ou des institutions ?<br />
<br />
Après des études supérieures à l’IPN (actuelle UPN, Université Pédagogique Nationale de Kinshasa) où il a commencé à travailler comme assistant puis Chef de travaux, <strong>Sébastien Tshingi Kueno Ndombasi</strong> a obtenu un doctorat en Histoire de l’Afrique à l’Université Paris VII-Denis-Diderot. Collaborateur au Laboratoire du Tiers-Monde à Jussieu, il a participé à plusieurs colloques et publications sur les villes, les transports, la jeunesse et les fêtes en Afrique.</div>

À l'heure des débats et des controverses sur le Grand Paris, le Comité d'évaluation et de suivi de l'<a target="_blank" href="http://www.anru.fr/">ANRU</a> a tenté de qualifier l'échelle pertinente de gouvernance des projets de rénovation urbaine en Île-de-France. L'avenir d'un million habitants et l'évolution de près de 150 quartiers sont en jeu.</div>
</div>
Or la dispersion et le mitage des intercommunalités franciliennes et l'éclatement des pouvoirs affectent la crédibilité des objectifs du PNRU - la mixité sociale et la réintégration durable des quartiers dans leur agglomération.</div>
<br />
Au risque de reconstituer les ghettos, la diversification de l'habitat et le désenclavement des quartiers - physique, social et économique - devraient être conduits au-delà de l'échelle communale.</div>
</div>
Ce rapport propose plusieurs moyens - juridiques, réglementaires et fiscaux - pour y parvenir. Ses recommandations s'adressent à l'ANRU mais aussi plus largement aux collectivités locales, au législateur, et à l'ensemble des acteurs des politiques locales de l'habitat et du renouvellement urbain.<br />

<i>Regards sur la Terre</i> consacre son dossier 2010 aux villes, espaces et acteurs en première ligne du développement durable. Au-delà du constat des enjeux et des obstacles à surmonter, l'ambition est d'identifier les dynamiques porteuses du changement de trajectoire indispensable.<br />

Plus de la moitié de la population mondiale est aujourd'hui urbaine. This volume of The New Encyclopedia of Southern Culture offers a current and authoritative reference to urbanization in the American South from the eighteenth century to the twenty-first, surveying important southern cities individually and examining the various issues that shape patterns of urbanization from a broad regional perspective.<br />

Looking beyond the post-World War II era and the emergence of the Sunbelt economy to examine recent and contemporary developments, the 48 thematic essays consider the ongoing remarkable growth of southern urban centers, new immigration patterns (such as the influx of Latinos and the return-migration of many African Americans), booming regional entrepreneurial activities with global reach (such as the rise of the southern banking industry and companies such as CNN in Atlanta and FedEx in Memphis), and mounting challenges that result from these patterns (including population pressure and urban sprawl, aging and deteriorating infrastructure, gentrification, and state and local budget shortfalls). The 31 topical entries focus on individual cities and urban cultural elements, including Mardi Gras, Dollywood, and the 1996 Atlanta Olympics.</div>

La question de l’intercommunalité est aujourd’hui très prégnante et source de nombreux débats, notamment du fait du projet du Grand Paris. En une quinzaine d’années, les groupements intercommunaux, aux compétences de plus en plus diversifiées, ont pris une place croissante dans l’action publique locale, renforcée en cela par la loi Chevènement du 12 juillet 1999. Décentralisation et intercommunalité ont profondément transformé le pouvoir communal et les logiques d’acteurs. La nécessité d’une coopération intercommunale pour traiter un certain nombre de dossiers qui structurent le territoire est aujourd’hui incontournable : urbanisme, développement économique, logements, transports... <br />
<br />
Mais malgré le développement de l’intercommunalité, les communes revendiquent leur légitimité au nom du suffrage universel et leur capacité d’action locale face aux structures intercommunales. A quels enjeux le système territorial doit-il répondre ? L’élargissement des territoires ne représente-t-il pas un risque d’aggravation de la ségrégation sociale des quartiers des villes les plus en difficulté ? C’est la question que soulève notamment le projet du Grand Paris dont les enjeux en termes de gouvernance et de traitement des inégalités entre territoires sont majeurs.<br />

Today there is a widespread fear of crime on a global scale. This can be seen as a response to social inequalities, social polarisation and the fragmentation of cities, which has to a large extent been caused by neo-liberalism. Worldwide, an increasing number of middle and high-income groups have looked to security measures, such as cameras, fences, walls and gates, to separate themselves from other people in the city. These physical measures, in combination with hired guards, replace the ‘older’ social control mechanisms, which are based on social cohesion within the community concerned. One may question whether those living in gated ‘communities’ indeed feel responsible for other urbanites. In other words, will such a hard closure (physically-marked segregation) lead to soft closure, reflected in social-cultural and political segregation? What is the impact of the lifestyle(s) of those living in gated communities on the dynamics of the city, urban identity and urban governance?</div>

<b>Peer Smets</b> is assistant professor at the department of sociology, VU University Amsterdam and has recently co-edited the special issue ‘Countering Urban Segregation’ of Urban Studies. Nowadays, he publishes on neighbourhood dynamics in Amsterdam and interethnic contacts at the neighbourhood level.</div>
