Décrypter la nouvelle réalité de Paris et explorer les rouages connus ou méconnus de cette mégapole européenne, tel est l’enjeu de Paris Babel. Un livre d’initiation, de défrichage et de synthèse qui rend compte d’une ville de douze millions d’habitants.
Décrire la mégapole, analyser ses transformations, saisir le changement d’échelle et de vitesse des phénomènes, examiner les forces en présence nécessitent de rassembler des données. Beaucoup d’entre elles ont été mises en images. De très nombreux schémas s’emploient à restituer la ville de manière dynamique avec ses grandes évolutions et ses particularismes, afin de faciliter la compréhension des processus de fabrication ou de mutation à l’œuvre. En parallèle, diverses situations concrètes illustrent l’expérience au quotidien du Grand Paris de Vitry-sur-Seine à Saint-Denis, de Marne-la-Vallée à Belleville en passant par les grandes « machines souterraines » connectant réseaux de transports et systèmes commerciaux.
Livre de constat mais aussi de réponses où l’auteur s’emploie à lever les préjugés. Il dénonce des modèles à bout de souffle pour avancer d’autres scénarios, options ou évolutions possibles en matière de mobilités, d’infrastructures, complexes de gares, de terrains constructibles ou de fonciers invisibles, tout comme d’habitat… car ce qui serait extraordinaire serait d’améliorer l’ordinaire.
Partant de ces investigations ou scenarios, il reste à écrire de nouvelles légendes urbaines reflétant la complexité des défis contemporains à laquelle la mégapole est confrontée pour se refonder. L’ampleur du projet relève d’une opération babélienne, d’où un ouvrage inachevé et inachevable, partiel et partial, à la fois personnel et collectif, à l’image de son sujet.
David Mangin, architecte urbaniste, dont le travail a été couronné par le Grand Prix de l’Urbanisme en 2008. Il est professeur à l’École d’architecture de la ville et des territoires de Marne-la-Vallée où il dirige le master Métropoles. Il enseigne également à l’École Nationale des Ponts et Chaussées (ENPC), et à l’université de Singapour où il est régulièrement invité. Il est membre des conseils scientifiques du PUCA, de la Fabrique de la Cité et de l’Atelier International du Grand Paris (AIGP) dont il dirige une des équipes.
Fondateur de l’agence Seura architectes urbanistes avec Florence Bougnoux et Jean Marc Fritz, ils conçoivent, conduisent et réalisent des projets urbains, des espaces publics, des infrastructures à Douai, Lille sud, Porte d’Aix/A7 à Marseille, Montaudran-Toulouse, Paris-Les Halles, Vitry sur Seine… et des logements à Rouen, Nanterre, Grande Synthe, les Lilas… Il a notamment publié Projet urbain avec Philippe Panerai, La ville franchisée, prix La Ville à lire 2005, La ville passante.

<div><b>Organisers' description :</b></div> </div> The scholarship with regard to the process of urbanization in the context of globalization has been dominated by the "global cities" paradigm in which Saskia Sassen outlines the increasing centrality of cities as they become "command centers" in the expansion of global capitalism, destabilizing the older networks of governance that are embodied in the nation-state. As a result, much of the theorization on urbanization in the recent past has been focused on cities in the developed regions of the world such as New York, London and Tokyo that serve as the material and symbolic sites for global economic production. The cities of the developing countries therefore remain marginal to this theorization of the urban, either defined by the lack of full-scale globalization, or through processes that mimic the developments in the core, or as sites of increasing chaos, poverty and inequality.<br /> <br /> This panel discussion brings together a diverse group of PhD students at UIC, from the fields of urban planning and design, criminal justice and public administration, conducting research in the cities of the global south. While their approaches might vary, they are all engaged in contributing to the production of knowledge on newly emerging global urban agglomerations and the concurrent shifts in the political economy, particularly urban governance. This reflects a demographic transformation of historical proportions wherein the majority of the world's urban dwellers will be in cities of the developing countries. Two-thirds of the world's urban population growth will be occurring in the cities of the developing regions of the world, bringing about rapid uneven distribution of incomes, the proliferation of slum cities, rising demand for urban infrastructure and investment -– physical and social. The discussants will debate some of the emerging contradictions and tensions faced by the cities of the global south and locate areas of further research. The thrust will be on the possibilities of constructing alternative theories of understanding this massive urban change.<br /> <br /> Ratoola Kundu will be presenting on the transformations that take place at the urban fringes and the practices of informality that shape it and are in turn regulated by the policies of the local government as well as global flows of economic investment, using the case of the fringes of Kolkata in India as an illustration.<br /> <br /> Kamna Lal will be investigating semi-formal institutional arrangement for delivery of urban environmental services in an Indian city and drawing out the changes in the relationship between political economy and the ecology of the city in a liberalizing environment.<br /> <br /> Meng Sun’s presentation is on the possible material and social impacts of the Olympic 2008 summer games on the city of Beijing and the significance of "event" or spectacle driven development of urban centers.<br /> <br /> Lan Wang will be dealing with the emergence of new global urban planning and design practices that are being rapidly transplanted into the New Towns of China's urban regions and the kinds of political, economic, socio-cultural changes that drive and are in turn shaped by these design practices of producing "global cities".<br /> <br /> Barry Weisberg will be presenting on the need to reformulate an understanding of what constitutes safety and security with respect to urban populations and infrastructure of the mega cities in developing countries, focusing on Shanghai.</div> </div> <b>Ratoola Kundu, Kamna Lal, Meng Sun, Lan Wang </b>and <b>Barry Weisberg</b> are PhD students at the University of Illinois at Chicago.</div> <b>David C. Melvyn Bragg presents the second of a two part discussion about the history of the city.<br />

George Stephenson invented rail transport in the north-east of England in the 1820s, but it was not until over twenty years later that rail networks began to spring up to ferry workers in and out of the centre of British cities. When they did, this had a vast, transforming effect on the whole nature of cities - taking the pressure off dense, overcrowded central areas, but helping cities like London explode outwards.<br />
<br />
Victorian London was widely held at the time to be rather chaotic - especially in comparison with the grandiose, highly-orchestrated developments in continental European cities like Paris and Barcelona.<br />
<br />
The process of transformation was given another fillip by the introduction of the motor car. In this, the final part of a two-part special edition of 'In Our Time' exploring the development of cities, we're going to examine how Stephenson's invention transformed cities almost beyond recognition, and follow the story up to the present day.</div>

Les infrastructures de ce nouvel âge du futur, fait de risques et de précautions, loin des prospectives assurées des décennies du progrès, ont elles aussi changé. Outil et horizon pour supprimer les frontières et rapprocher les peuples, promouvoir démocratie et consommation, les infrastructures se trouvent aujourd'hui au coeur des scénarios de promotion et de communication d'une ville, dans le challenge d'une concurrence économique et touristique mondiale.<br />

Le territoire accède à son tour au statut de produit. Tandis que les infrastructures chinoises jouent à plein leur rôle structurel et politique dans un pays qui surpasse chaque mois les records en construction d'ouvrages d'art, elles accompagnent la crise qui marque la décroissance de nombre de régions industrialisées.<br />
<br />
Les infrastructures vieillissent, disparaissent, se dissimulent. Recyclées, hybridées, domestiquées ou monumentalisées, elles redynamisent des territoires enclavés, reconvertissent des sites désaffectés et redéfinissent l'image de la ville comme espace partagé des flux et des vitesses.<br />
<br />
L'autre polarité que constituent les pays du Sud révèle l'avancement de nouveaux types d'infrastructure en passe de se substituer aux logiques conventionnelles d'aménagement territorial, tout en palliant à leur dysfonctionnement. Le développement des réseaux d'eau en France a longtemps été considéré comme un domaine d'ingénieurs. Pourtant la gestion de l'eau ne se résume pas à une question d'infrastructures. L'éclairage des sciences humaines – économie, sociologie, gestion – ouvre sur de nouveaux enjeux autour des dimensions politiques, économiques et sociales. La question des transports est au coeur des enjeux sociétaux contemporains liés à la prise de conscience de risques majeurs : hausse du coût de l’énergie, réchauffement climatique, montée de la précarité, altération environnementale… A cela, s’ajoutent les questions de mobilité des populations, l’accroissement des échanges économique, le souci du développement durable.</div>
<br />
Pour examiner les relations entre modes de transport, territoire et société, et la question des enjeux pour les transports publics de demain, trois angles sont étudiés : l’étude de la stratégie des transports urbains dans les grandes capitales européennes (Paris, Rome, Bruxelles...), la prise en compte de grands projets dépassant le cadre urbain, comme la liaison Lyon-Turin, intégrant le paramètre étatique, et du rôle fondamental des comportements et des usages.</div>
<br />
L’analyse a posteriori des conséquences de politiques publiques ou de choix de développement arrêté, tel le maillag TGV en France ou le développement du tourisme en Suisse. Cette mise en perspective des enjeux et des impacts liés aux déplacements conduit à dépasser les clichés et à ouvrir des perspectives ambitieuses pour repenser les rapports entre solutions technologiques, densification de la population, et aspirations et usages sociétaux.</div>

<div><b>Abstract from the publisher : </b></div> </div> Tomography is a method of exploring a phenomenon through a large number of examples or perspectives. In medical tomography, such as a CAT scan, two-dimensional slices or images of a three-dimensional organ are used to envision the organ itself. Urban tomography applies the same approach to the study of city life. To appreciate different aspects of a community, from infrastructure to work to worship, urban planning expert Martin H. Krieger scans the myriad sights and sounds of contemporary Los Angeles. He examines these slices of life in Urban Tomographies.<br /> <br /> The book begins by introducing tomographic methods and the principles behind them, which are taken from phenomenological philosophy. It draws from the examples of Lee Friedlander and Walker Evans, as well as Denis Diderot, Charles Marville, and Eugène Atget, who documented the many facets of Paris life in three crucial periods. Rather than focus on singular, extraordinary figures and events as do most documentarians, Krieger looks instead at the typical, presenting multiple specific images that call attention to people and activities usually rendered invisible by commonality. He took tens of thousands of photographs of industrial sites, markets, electrical distributing stations, and storefront churches throughout Los Angeles. He also recorded the city's ambient sounds, from the calls of a tamale vendor to the buzz of a workshop saw. Krieger considers these samples from the urban sensorium in this innovative volume, resulting in a thoughtful illumination of the interplay of people with and within the built environment. With numerous maps and photographs, as well as Krieger's unique insights, Urban Tomographies provides an unusually representative and rounded view of the city.<br /> <br /> <b>Martin H. In this pioneering study of the water infrastructure of Renaissance Rome, urban historian Katherine Rinne offers a new understanding of how technological and scientific developments in aqueduct and fountain architecture helped turn a medieval backwater into the preeminent city of early modern Europe. Supported by the author’s extensive topographical research, this book presents a unified vision of the city that links improvements to public and private water systems with political, religious, and social change. Between 1560 and 1630, in a spectacular burst of urban renewal, Rome’s religious and civil authorities sponsored the construction of aqueducts, private and public fountains for drinking, washing, and industry, and the magnificent ceremonial fountains that are Rome’s glory. Tying together the technological, sociopolitical, and artistic questions that faced the designers during an age of turmoil in which the Catholic Church found its authority threatened and the infrastructure of the city was in a state of decay, Rinne shows how these public works projects transformed Rome in a successful marriage of innovative engineering and strategic urban planning.<br />

Infrastructure investment became a central part of the region's nation-building initiatives and fueled strong competition.</div> <br /> Without its neighbours' oil fields, infrastructure and territorial development became particularly vital to Dubai. This book provides a unique and detailed understanding of Dubai urbanism by demonstrating that cumulative programmatic intensification and scalar amplification of its large-scale infrastructural components guided its metropolitan growth and generated a territorial organization logic that outstripped the predictive capacity of traditional Western master planning.</div> <br /> Dubai’s rapid series of infrastructural projects culminated in the Jebel Ali Port, Industrial Area, and Free Zone, which marked a definitive "before and after" point. A timely revisitation of renowned urbanist-activist Jane Jacobs' lifework, What We See invites thirty pundits and practitioners across fields to refresh Jacobs' economic, social and urban planning theories for the present day. Combining personal and professional observations with meditations on Jacobs' insights, essayists bring their diverse experience to bear to sketch the blueprints for the living city.<br />

The book models itself after Jacobs' collaborative approach to city and community building, asking community members and niche specialists to share their knowledge with a broader community, to work together toward a common goal of building the 21st century city.<br />
<br />
The resulting collection of original essays expounds and expands Jacobs' ideas on the qualities of a vibrant, robust urban area. It offers the generalist, the activist, and the urban planner practical examples of the benefits of planning that encourages community participation, pedestrianism, diversity, environmental responsibility and self-sufficiency.<br />

Bob Sirman, director of the Canada Council for the Arts, describes how built form should be an embodiment of a community narrative. Daniel Kemmis, former Mayor of Missoula, shares an imagined dialog with Jacobs,' discussing the delicate interconnection between cities and their surrounding rural areas. Dans les années 1960 et 1970, la masse bâtie et les infrastructures se sont accrues de manière exponentielle dans toute l’Europe de l’Ouest. Grands ensembles, campus universitaires, centres hospitaliers et villes nouvelles constituent ce qu’on appelle désormais les "architectures de la croissance".</div>

Pour répondre à cette nouvelle échelle de projet, les architectes, les ingénieurs et les urbanistes ont dû développer des systèmes de construction, de préfabrication et des techniques de planification, de même qu’ils ont forgé des utopies pour repenser l’environnement humain.</div>

En dressant un état des lieux de ces architectures en France, en Allemagne et en Suisse, ce livre revient sur le rôle des utopies, sur la production de masse et propose une analyse des enjeux et des paradoxes liés aujourd’hui à cet héritage complexe et à sa sauvegarde.</div>
