An account of the resource

Abstract from the publisher:

Migrants have organized at all times and in all cities and places. The processes of their accommodation, however, differ, with local authorities and other state institutions playing an important role in these processes. Offering comprehensive empirical insights both from recent sites of immigration in Southern Europe, as well as from places of more established immigration in the north, this book examines the accommodation of migrant organizations in different cities and the factors that affect this process. It thus sheds light on the manner in which the interplay of immigration regime, national integration policy and local responses shape the differing patterns and trajectories observed in the formation and action of migrant organizations across Europe.

Margit Fauser is a researcher and lecturer in the faculty of Sociology at Bielefeld University, Germany.

Description
An account of the resource

Abstract from the publisher :

In this book Nina Glick Schiller and Ayse Çaglar, along with a stellar group of contributing authors, examine the relationship between migrants and cities in a time of massive urban restructuring. They find that locality matters in migration research and migrants matter in the reconfiguration of contemporary cities. This book provides a new approach to the study of migrant settlement and transnational connection in which cities rather than nation-states, ethnic groups, or transnational communities serve as the starting point for comparative analysis. Neither negating nor privileging the nation-state, Locating Migration provides ethnographic insights into the various ways in which migrants and specific cities together mutually constitute and contest the local, national, and global. Cities are approached not as containers but as fluid and historically differentiated analytical entry points. Chapters explore migrants' relationship to the neoliberal rebranding, redevelopment, and rescaling of down-and-out, aspiring, and global cities in the United States and Europe.

The various chapters document the pathways of incorporation and transnational connection of migrants from Asia, Africa, Latin America, and Europe. Migrants are approached not as a homogenous category but in terms of their range of experiences of class, racialization, gender, history, politics, and religion.

Setting aside the migrant/native divide that haunts most migration studies, the authors of this book view migrants as residents of cities and actors within them, understanding that to be a resident of a city is to live within, contribute to, and contest globe-spanning processes that shape urban economy, politics, and culture.

Contents :

Introduction : migrants and cities - Ayşe Çağlar and Nina Glick Schiller
The urban question and the scale question : some conceptual clarification - Neil Brenne
The socioterritoriality of cities : a framework for understanding the incorporation of migrants in urban labor markets - Michael Samers
Locality and globality : building a comparative analytical framework in migration and urban studies - Nina Glick Schiller and Ayşe Çağlar
Scalar positioning and immigrant organizations : Asian Indians and the dynamics of place - Caroline B. An account of the resource

An account of the resource

Workshop organized by the Irmgard Coninx Foundation and the Institute for Migration Research and Intercultural Studies (Osnabrück University) held at the Social Science Research Center Berlin on 25-27 October 2007.

The workshop intended to explore pertinent migratory patterns and processes into urban agglomerations and examined ways how the responsible administrations attempt to cope with migration-related social consequences and problems. The focus was placed less on the reasons of migration, the motives of migrants and on the concrete living conditions upon arrival, but more on the dynamics and characteristics of migration processes themselves and the options and means to regulate or govern these processes.

Many contemporary European urban policy initiatives emphasise an area-based approach, which also aims to involve the community in planning and implementation of projects. There is a recognised need to strengthen the democratic element, further social inclusion, integrate social, employment, cultural, and physical regeneration components, and to promote urban renewal for the existing residents, rather than to gentrify.

Does this signal a break with previous more sector-organised initiatives and the birth of a new coherent and integrated urban policy better suited to tackle the complex social and economic challenges of the city of the 21 Century?

What challenges and barriers confront efforts to rethink city governance?

Do participatory methods and partnerships in community involvement render superfluous the traditional democratic models of urban government?

Are they better or do they pose new problems in terms of lack of legitimate democratic representation?

The aim of the conference is to bring forward recent European and international research and experience regarding the effects of the new generation of urban policy initiatives both emphasising theoretical debate and empirical findings.

Aims of City Futures in a Globalising World

The central aim of the Madrid Conference in 2009 is to lift the quality of international dialogue about urban issues by:

* Creating a whole conference sharply focussed on international exchange.
* Engaging different disciplinary perspectives and approaches.
* Welcoming papers that address policy concerns – local, regional, national and international – that speak to the impact of policy on the ground.

Conference Themes

This conference calls for papers relating to one or more of the following themes. We welcome scholars from diverse disciplines as well as practitioners.

* Climate change, resource use, and urban adaptation. How sustainable are modern cities? What policies are being introduced to tackle climate change?

* Knowledge and technology in urban development. How are cities harnessing knowledge and technology to increase the quality of life for their citizens? Whither local economic development in a rapidly changing world?

* Community development, migration and integration in urban areas. How are cities coping with rapid population movements – both into and out of cities? What are the implications for housing, urban regeneration and community building of international population shifts?

* Urban governance and city planning in an international era. Sound city governance and urban planning are critical to urban success. What are the implications of current trends for political and managerial leadership? How should cities position themselves internationally?

* Architecture and the design of the public realm. The quality of architecture and urban design affects the quality of life in cities. What innovations are taking place in urban design and planning at street level? Are cities redesigning themselves to cope with new challenges relating to, for example, public safety?
