A la fin de chaque mois, les Urbanités “zooment” sur une ville ayant valeur de laboratoire urbain dans le monde. Destination Shanghai cette semaine, où s’ouvre le 1er mai la 75e Exposition universelle. Cette exposition sera la plus grande, la plus chère, la plus ambitieuse de toutes les expositions universelles. La ville de Shanghai a déployé des efforts incroyables pour l’occasion. Elle a construit le plus gros hub de transport au monde, un nouveau terminal d’aéroport, des centaines de kilomètres de voies de métro et d’autoroutes, elle a démoli et rebâti des quartiers entiers. Le plus symbolique d’entre eux est sans aucun doute celui du Bund, le long de la rivière Huangpu, avec ses grands immeubles coloniaux, témoins du formidable essor de la ville dans les années 20 et 30. Le Bund brille d’un tout nouvel éclat, complètement rénové, et doté d’une statue en bronze, une réplique du taureau que l’on peut voir à New York sur Wall Street. Le même artiste a livré celui de Shanghai, mais il l’a fait deux fois plus grand que son petit frère américain. Et la bête fait face - de l’autre côté de la rivière - à la nouvelle cité de Pudong, les 101 étages du World Financial Center et autres gigantesques gratte-ciel. Il s’en est construit 4000 ces 20 dernières années.</div>

La réforme agraire, le premier choc pétrolier et la révolution islamique ont tour à tour bouleversé le visage de la capitale iranienne, jusqu’à l’avènement de la société urbaine dans les années 1980.</div>

Depuis 1950, Téhéran a vu sa population multipliée par huit, son agglomération avoisinant quant à elle les seize millions de personnes. La politique menée depuis 1979 s’avère inefficace, car aussi contradictoire qu’absurde. Monopolisant les activités nationales dans la capitale, l’État provoque la croissance rapide de la ville tout en demeurant incapable de maîtriser son développement. Cet ouvrage se propose ainsi de mettre en évidence les forces motrices de cette croissance, le développement urbain et démographique, ainsi que le problème du logement et de l’équipement à Téhéran.</div>

Conjuguant urbanisme, sociologie, histoire et politique, Daniel Imani signe une radiographie édifiante de la capitale iranienne. <div><b>Abstract from the publisher : </b></div> </div> Urban Design Since 1945: A Global Perspective reviews the emergence of urban design as a global phenomenon.<br /> The book opens with the urgent need to rebuild cities and re-house the millions of refugees living in camps and shantytowns at the end of the Second World War. Against this background, the book traces the collapse of the modernist, comprehensive state-planning schemes on both sides of the Iron Curtain as global corporations emerged, concentrating on networks and enclaves. It describes how Latin America and then Asia began a rapid urbanisation process, shifting the global urban centre away from Europe and overturning existing urban design models. Le XXIe siècle connaîtra-t-il, parallèlement au dépérissement international et national de l’État, un "nouvel âge mondial des villes" ? On assiste en effet à une imparable accélération de la transition urbaine à l’échelle planétaire. Au début du XIXe siècle, pas une ville au monde n’atteignait un million d’habitants ; en 1960 on en comptait 105 ; en 2009 la dernière "aire urbaine" au monde à atteindre un million d’habitants figurait au 480e rang. La population de ces ensembles, dans bien des cas supérieure à celle de nombreux États de l’O.N.U., et la capacité de ceux-là à capter et exploiter les flux économiques globaux leur confèrent une puissance qui en fait désormais, à côté des États, des acteurs directs du nouvel ordre mondial. Si les avantages de la métropoli(tan)isation semblent incontestables pour la compétitivité économique et technologique, les émeutes urbaines n’ont pas cessé depuis la seconde moitié du XXe siècle de se multiplier, en réponse à une marginalisation, voire à une ghettoïsation accrue, de populations paupérisées et stigmatisées.</div>
<br />
La dualisation des territoires nationaux, entre les espaces métropolisables qui gagnent et ceux dépourvus des ressources nécessaires pour participer à la compétition des villes entrepreuneuriales, traverse de l’intérieur les grands ensembles urbains : les nouvelles élites urbaines perçoivent souvent les problèmes des populations des "banlieues" comme des handicaps en termes de charges et d’images à l’ascension de leur cité. Les errements des "politiques de la ville" étudiées ici plus particulièrement au Maghreb, en France et aux U.S.A., témoignent des difficultés à déterminer une réponse efficace entre les États et les villes elles-mêmes, et de la tendance à définir des programmes presque toujours sous le coup des événements, en faisant pour l’essentiel des politiques de l’émotion.</div>

La situation des quartiers sensibles nous interroge sur la crise du temps postcolonial, sur le travail postnational des sociétés et sur les conséquences d’une régulation postdémocratique de fait collatéralement associée aux nouvelles méthodes de l’action publique. A handful of megacity regions in the advanced and advancing economies, as clusters of large and overlapping daily urban systems are the prime powerhouses and central nodes of the world network economy. These regions, from the US North East, the Euro delta in Europe (including the Randstad, Belgium’s large cities and the Ruhr Area) to the Pearl River Delta, face not only complicated economic challenges but also demographic and natural challenges that clearly demand strategic planning and development at the scale of the megacity region. The international congress organized by the Dutch Megacity Foundation at the Faculty of Architecture at Delft University of Technology in November 2008, addressed these various challenges. how can planning at the scale of the Megacity cope with the challenges within, and tensions between, the realms of people, planet & profit? is there potential for (more) synergy between these three realms at the megacity scale, and how can planning help in realizing this potential? These are the central questions to be addressed, whereby the perspective will move from profit to planet to people and finally food, as a topic of special interest in the present situation.</div>

<i>Regards sur la Terre</i> consacre son dossier 2010 aux villes, espaces et acteurs en première ligne du développement durable. Au-delà du constat des enjeux et des obstacles à surmonter, l'ambition est d'identifier les dynamiques porteuses du changement de trajectoire indispensable.<br />
<br />
Plus de la moitié de la population mondiale est aujourd'hui urbaine. Les villes – acteurs de dimension mondiale pour certaines d'entre elles –, produisent l'essentiel des richesses et des connaissances, mais concentrent dans des conditions souvent précaires les populations parmi les plus fragiles, et sont aussi à l’origine d’une part importante des dégradations de l'environnement.<br />
<br />
Pourtant c’est aussi là que se recherchent au quotidien des réponses politiques, sociales et environnementales aux défis du XXIe siècle. À ce titre, les futures mégalopoles du Sud pourraient, en développant d’autres normes que celles héritées du siècle passé, jouer un rôle déterminant.<br />

Les missions géographiques, philanthropiques et les grandes explorations dans les profondeurs africaines ont conduit à l’occupation, à l’exploitation et à la colonisation de l’Afrique noire.<br />
<br />
Le roi des Belges Léopold II créa l’État Indépendant du Congo en 1884, devenu Congo belge en 1908. Depuis son indépendance (30 juin 1960), l’étendue du pays, sa mosaïque d’ethnies et ses richesses naturelles en ont fait un état fragile et vulnérable.<br />
<br />
La République démocratique du Congo, le Zaïre entre 1973 et 1996, reste confrontée à une éternelle convoitise internationale, à une permanente crise économique et sociale.<br />
<br />
L’insécurité politique, économique et sociale a engendré un développement anarchique des grandes villes, dont Kinshasa la capitale. <br />
<br />
Mégalopole, cette dernière concentre tous les aspects de ces réalités.<br />
<br />
Pourquoi ce rendez-vous manqué ou ajourné d’un pôle de développement en Afrique centrale ? Problème de bonne gouvernance, de structures ou des institutions ?<br />
<br />
Après des études supérieures à l’IPN (actuelle UPN, Université Pédagogique Nationale de Kinshasa) où il a commencé à travailler comme assistant puis Chef de travaux, <strong>Sébastien Tshingi Kueno Ndombasi</strong> a obtenu un doctorat en Histoire de l’Afrique à l’Université Paris VII-Denis-Diderot. Collaborateur au Laboratoire du Tiers-Monde à Jussieu, il a participé à plusieurs colloques et publications sur les villes, les transports, la jeunesse et les fêtes en Afrique.</div>
