Bruegmann's fields of research and teaching are architectural, urban, landscape, and planning history and historic preservation. He has received scholarships and fellowships from the National Endowment for the Humanities, the Graham Foundation, the Buell Center for the Study of American Architecture at Columbia University and the Institute for the Humanities and the Great Cities Institute at the University of Illinois at Chicago.
He received his BA from Principia College in 1970 and his Ph.D. from the University of Pennsylvania in 1976 with a dissertation on late 18th and early 19th century European hospitals and other institutions. In 1977 he became assistant professor in the Art History Department at the University of Illinois at Chicago where he is currently Professor with appointments in the School of Architecture and the Program in Urban Planning and Policy. He has also taught at the University of Pennsylvania, Philadelphia College of the Arts, MIT and Columbia University. He has also worked for the Historic American Buildings Survey and Historic American Engineering Record of the National Park Service.
Robert Bruegmann (University of Illinois at Chicago) is an historian of architecture, landscape and the built environment. He is the author of “Sprawl: A Compact History” (2005).

La notion même d’une planification qui construirait des schémas fixes de développement articulés sur une économie et sur un calendrier d’action, celle d’un encadrement rigide d’une croissance ou d’une réorganisation, paraît mise à mal par des logiques de développement hétérogènes, des économies spontanées plus à même de répondre à des demandes qualitatives sans cesse renouvelées.
Progressivement, la ville s’épanche et se recompose en un système ouvert, polynucléaire, qui phagocyte d’autres ensembles urbanisés jusqu’à former le domaine continu d’une conurbation, un territoire ouvert, sans identité, qui n’est plus déterminé par une frontière ou une limite. La question de la métropole, de la ville-source susceptible de rassembler et de fédérer une centralité de la décision, de la gouvernance, de rester le pôle de concentration et d’organisation des réseaux de circulation et d’information, et de regrouper les organes de la gestion économique, se heurte à des économies plurielles répondant à des demandes sociales, économiques, spatiales, ainsi qu’aux échelles de temporalité les plus hétérogènes.

Marseille prétend aujourd'hui au titre de métropole méditerranéenne. On assiste à un ensemble de mutations économiques et sociales qui ont pour but un changement radical de l'image de Marseille (d'une ville précaire vers une ville qui resplendit sur l'Europe entière).<br />

Au vue des différentes luttes locales engagées depuis le début de ces mutations, en particulier au niveau de l'emploi et du logement, on est en droit de se demander si l'optique de ces changements est de réduire la précarité des marseillais ou de réduire le nombre de marseillais précaires.<br />
<br />
De ce questionnement résulte une réflexion sur l'image de la ville, cette ville que l'on cherche à tous prix à standardiser aux critères actuels de la modernité pour mieux la commercialiser. Marseille est en campagne, tel un homme politique qui voudrait revenir sur le devant de la scène, elle fait table rase du passé et tente d'éloigner tout ce qui pourrait entacher le modernisme annoncé de la ville. C'est à grand renfort de soleil que l'on fait disparaître les petites gens de Paul Carpita, les "laissés pour comptes".</div>

Ce soleil, transforme, par un bel effet d'optique, l'usine en bureau, le travail en spéculation, l'ouvrier en cadre attaché-case, l'immigré maghrébin en immigré parisien, le métissage en folklore et le port en plage.</div>

L’espace public comme forme ouverte (place, jardin public, boulevard, etc.) est absent du centre des villes arabo-musulmanes traditionnelles. L’absence ou la rareté des espaces publics est-elle ainsi inhérente au système citadin arabe avant l’introduction de formes urbaines occidentales ? Y a-t-il vraiment dévalorisation de l’espace public au profit du privé ? Ce constat n’est-il pas plutôt le reflet d’une lecture incomplète ?<br />

Tandis que la pensée urbaine occidentale repose sur le modèle antique du forum et de l’agora, donnant une valeur sociale supplémentaire à l’espace public, la vision orientale de l’espace public s’est construite différemment. Entre des quartiers et des maisons, considérés comme des espaces féminins, et des réseaux de circulation et des souks, considérés comme masculins, le communautaire est une autre composante essentielle de l’organisation spatiale urbaine, avec la mosquée comme espace public ouvert.<br />

20 ans après la guerre, la ligne de démarcation demeure un no man's land, sauf pour les voitures. L'urbaniste et architecte Habib Debs travaille à recoudre le tissu social et communautaire.<br />
<br />
L'avenue qui mène vers Damas est l'axe central de Beyrouth qui part de la célèbre place des Canons et se termine vers le Bois des pins, seul parc de la ville... toujours fermé. Durant la guerre civile, la rue de Damas fut aussi la ligne de démarcation entre l'Est ou l'Ouest. Aujourd'hui, 20 ans après les violents combats qui ont opposés les habitants de la capitale libanaise, la rue est encombrée de blocs de béton et l'armée y est encore déployée, histoire de rassurer. Seules les voitures, lancées à tout allure, semblent avoir investi la bande d'asphalte. Quant aux quartiers qui la bordent, ils ne se regardent même pas.<br />

<b>Habib Debs</b>, urbaniste et architecte, travaille, avec d'autres, à recoudre le tissu social et communautaire de la ville en offrant aux "Beyrouthins" une alternative à la ségrégation spatiale. Il s'agit de créer les conditions qui permettront d'autres rapports entre les Libanais.<br />

City planning initiatives and redesign of urban structures often become mired in debate and delay. Despite the fact that cities are considered to be dynamic, innovative and flexible spaces, never finished but always under construction, it is very difficult to change existing urban structures. Cities become fixed, obdurate, securely anchored in their own histories as well as in the histories of their surroundings. Yet, if cities fall victim to a disaster, change of urban structures is sudden, unexpected and often seen as undesirable. At the same time, it is argued that urban disasters can bring about urban innovation and that cities can even benefit from them. The talk will discuss how cities cope with obduracy and vulnerability. Why is it so difficult to bring about urban innovation once urban structures are in place? How do cities respond to urban disasters? How can we explain the ‘rhetoric of innovation’ in cases of urban disaster? These issues will be discussed in relation to theories of obduracy and vulnerability in cities and illustrated with empirical cases.<br />

<b>Anique Hommels</b> is associate professor at the Department of Technology & Society Studies, Maastricht University, the Netherlands. In her PhD thesis she concentrated on the resistance to change (‘obduracy') in urban sociotechnical transformation processes. A book (Unbuilding Cities - Obduracy in Urban Sociotechnical Change (2005). Cambridge, MA: The MIT Press), based on her thesis, has been published by MIT Press in 2005 (paperback edition Fall 2008).</div>

<div><b>Organisers' description :</b></div> </div> The scholarship with regard to the process of urbanization in the context of globalization has been dominated by the "global cities" paradigm in which Saskia Sassen outlines the increasing centrality of cities as they become "command centers" in the expansion of global capitalism, destabilizing the older networks of governance that are embodied in the nation-state. As a result, much of the theorization on urbanization in the recent past has been focused on cities in the developed regions of the world such as New York, London and Tokyo that serve as the material and symbolic sites for global economic production. The cities of the developing countries therefore remain marginal to this theorization of the urban, either defined by the lack of full-scale globalization, or through processes that mimic the developments in the core, or as sites of increasing chaos, poverty and inequality.<br /> <br /> This panel discussion brings together a diverse group of PhD students at UIC, from the fields of urban planning and design, criminal justice and public administration, conducting research in the cities of the global south. While their approaches might vary, they are all engaged in contributing to the production of knowledge on newly emerging global urban agglomerations and the concurrent shifts in the political economy, particularly urban governance. This reflects a demographic transformation of historical proportions wherein the majority of the world's urban dwellers will be in cities of the developing countries. Two-thirds of the world's urban population growth will be occurring in the cities of the developing regions of the world, bringing about rapid uneven distribution of incomes, the proliferation of slum cities, rising demand for urban infrastructure and investment -– physical and social. The discussants will debate some of the emerging contradictions and tensions faced by the cities of the global south and locate areas of further research. The thrust will be on the possibilities of constructing alternative theories of understanding this massive urban change.<br /> <br /> Ratoola Kundu will be presenting on the transformations that take place at the urban fringes and the practices of informality that shape it and are in turn regulated by the policies of the local government as well as global flows of economic investment, using the case of the fringes of Kolkata in India as an illustration.<br /> <br /> Kamna Lal will be investigating semi-formal institutional arrangement for delivery of urban environmental services in an Indian city and drawing out the changes in the relationship between political economy and the ecology of the city in a liberalizing environment.<br /> <br /> Meng Sun’s presentation is on the possible material and social impacts of the Olympic 2008 summer games on the city of Beijing and the significance of "event" or spectacle driven development of urban centers.<br /> <br /> Lan Wang will be dealing with the emergence of new global urban planning and design practices that are being rapidly transplanted into the New Towns of China's urban regions and the kinds of political, economic, socio-cultural changes that drive and are in turn shaped by these design practices of producing "global cities".<br /> <br /> Barry Weisberg will be presenting on the need to reformulate an understanding of what constitutes safety and security with respect to urban populations and infrastructure of the mega cities in developing countries, focusing on Shanghai.</div> </div> <b>Ratoola Kundu, Kamna Lal, Meng Sun, Lan Wang </b>and <b>Barry Weisberg</b> are PhD students at the University of Illinois at Chicago.</div> <b>David C. Dr. Weber will discuss her research on periods of rapid change in the physical fabric of the city -- the dizzying "construction booms" when the real estate industry, financial system, and public planning all operate in overdrive. By asking what leads developers to build more than the market can support, why they build new instead of modernizing older structures,and why some older, "obsolete" buildings are rediscovered, revitalized, and infused with symbolic capital while others are demolished or lay fallow, she argues that the routine professional practices of private real estate actors, financiers, and local governments create incentives for periodic overbuilding. To illustrate these dynamics, she will examine the case of Chicago's Loop during the Millennial boom, roughly 1997 through 2008.</div>

We hear a lot about the poverty and chaos of African cities, but in this edition of Amsterdam Forum, urbanist Abdoumaliq Simone argues that there is also a ferment of resourcefulness that makes cities vibrant places. It takes many forms and needs to be understood, as it could well form an essential basis for urban development in Africa.<br />

Abdoumaliq Simone is an urbanist at Goldsmiths College, University of London. His career has encompassed both academia and social activism.<br />
<br />
Professor Simone prefers to go "beyond alarmist discourses of impending slum wars, geopolitical instabilities, resource rushes and intensified impoverishment" and focus on the "efficacy" of African cities, particularly at survival strategies of people "below the radar" of social sciences.<br />
<br />
Although it's hard to generalise about African cities, Prof. Simone identifies several processes that are both problematic and potential resources for future urban development.</div>
