La démolition des immeubles de logements sociaux est présentée aujourd’hui comme un mode d’action légal et légitime de la gestion patrimoniale d’un parc social public hérité de la politique d’aménagement des Trente glorieuses et de la gestion urbaine des "cités de la politique de la ville". Cet ouvrage, issu d’une thèse soutenue en 2004, retrace l’histoire du temps long de la résistance de l’État français à transférer à l’espace public local l’arbitrage du recours à la démolition d’un patrimoine public à vocation sociale, de 1975 à 2001. <br />
<br />
En réponse à des demandes de démolition, tout d’abord ponctuelles et localisées, puis de plus en plus nombreuses et diversifiées, l’État va opposer jusqu’en 1988 à cet impensable de la démolition le référentiel réparateur d’une politique de réhabilitation généralisée à l’ensemble du parc social. Le développement des politiques urbaines et de l’expertise locale le conduira à reconnaître à la démolition une première légitimité administrativement encadrée en 1996 dans le cadre des projets urbains. L’usage en sera banalisé en 2001 au nom du renouvellement urbain et de la reconnaissance des limites de la politique de la ville à réduire les phénomènes de ségrégation socio-spatiale contraires à l’idéal républicain de la ville égalitaire.<br />
<br />
Pensé "entre scènes et coulisses", entre résistances et cessions aux réalités du terrain, l’urbanisme est considéré ici comme le produit contingent de stratégies d’acteurs aux intérêts divergents, dont le sujet de la démolition permet d’étudier les modalités de production urbaine.<br />

In a research called ‘Measuring Socially Sustainable Urban Regeneration in Europe’ by Andrea Colantonio and Tim Dixon et. al. it is argued that previous research on sustainability has been mainly limited to environmental and economic concerns. However in recent years social sustainability has gained increased recognition as a fundamental component of sustainable development, beginning to receive political and institutional endorsement within the sustainable development agenda, and the sustainable urban regeneration discourse.<br />
<br />
Rationale: fuzzy understanding of social sustainability<br />
<br />
The delivery of sustainable urban development has moved to the heart of European urban policy through the development of several policy documents and agreements, including the 1998 document “Urban Sustainable Development in the EU: A Framework for Action”, the 2005 “Bristol Accord” and the 2007 “Leipzig Charter on Sustainable European Cities”. Although a growing recognition of social sustainability has spurred an emerging body of research and policy literature, our understanding of this concept is still fuzzy and limited by theoretical and methodological constraints stemming from its context and disciplinary-dependent interpretations. Furthermore, at a practice level, tools, instruments and metrics to foster sustainable urban development currently available are biased toward environmental and economic sustainability. As a result, there is a clear need for further research on both social sustainability and its measurement in the context of sustainable urban regeneration.</div>

Aims and Objectives<br />
<br />
The main objectives of the research were to:<br />
<br />
- define social sustainability and explore the main themes and dimensions at the heart of this concept, in the context of EU cities;<br />
- examine to what extent, and in what ways, social sustainability is incorporated within urban renewal projects within the EU;<br />
- critically review governance models and vehicles, which seek to deliver socially sustainable communities in urban areas, with special emphasis on Public Private Partnerships (PPPs);<br />
- analyse the current sustainability indicators and tools used by the public, private and Non-Governmental Organisation sectors to deliver social sustainability;<br />
- and examine and identify best practices to measure and monitor socially sustainable urban regeneration.<br />

Definition of social sustainability<br />
<br />
One of the main findings of this research is the definition of social sustainability which is decribed as: “social sustainability concerns how individuals, communities and societies live with each other and set out to achieve the objectives of development models which they have chosen for themselves, also taking into account the physical boundaries of their places and planet earth as a whole. At a more operational level, social sustainability stems from actions in key thematic areas, encompassing the social realm of individuals and societies, which ranges from capacity building and skills development to environmental and spatial inequalities. In this sense, social sustainability blends traditional social policy areas and principles, such as equity and health, with emerging issues concerning participation, needs, social capital, the economy, the environment, and more recently, with the notions of happiness, wellbeing and quality of life.”</div>

In recent years, major sporting and cultural events such as the Olympic Games have emerged as significant elements of public policy, particularly in efforts to achieve urban regeneration. As well as opportunities arising from new venues, these events are viewed as a way of stimulating investment, gaining civic engagement and publicizing progress to assist the urban regeneration process more generally. However, the pursuit of regeneration involving events is a practice that is poorly understood, controversial and risky.<br />

Events and Urban Regeneration is the first book dedicated to the use of events in regeneration. It explores the relationship between events and regeneration by analyzing a range of cities and a range of sporting and cultural events projects. It considers various theoretical perspectives to provide insight into why major events are important to contemporary cites. It examines the different ways that events can assist regeneration, as well as problems and issues associated with this unconventional form of public policy. The RSA and the Centre for London at Demos gather a panel of expert commentators at the RSA to mark the 50th anniversary of Jane Jacobs’ landmark book, The Death and Life of Great American Cities.<br />
<br />
Jane Jacobs’ book, first published in 1961, transformed the way we think about our cities and helped discredit the then near universal belief in slum clearance, high rise housing projects and urban motorways. <br />
<br />
Building on close observation of her own Greenwich Village neighbourhood, Jacobs mounted a thorough and original defence of 'traditional' city forms against the dominant approaches to urban planning in her day, including the 'garden city' movement and Modernist city planning. She argued that dense, mixed income mix-used neighbourhoods, designed around short city blocks with busy amenity-lined streets and small parks, had a huge range of benefits unappreciated by modern urban planners who mistakenly associated the old city with all the evils of the 19th century slum. Jacobs claimed that cities could be great engines of cohesion, innovation, and prosperity, but only where they were properly led and managed.<br />
<br />
But has her thinking stood the test of time? What did she get right and what wrong? And in particular what are the implications of her insights for London, the UK's largest, and most unequal city? <br />

<div>Once the cosmopolitan center of the Middle East, Beirut was devastated by the civil war that ran from 1975 to 1991, which dislocated many residents, disrupted normal municipal functions, and destroyed the vibrant downtown district. The aftermath of the war was an unstable situation Sawalha considers "a postwar state of emergency," even as the state strove to restore normalcy. This ethnography centers on various groups' responses to Beirut's large, privatized urban-renewal project that unfolded during this turbulent moment.<br />

At the core of the study is the theme of remembering space. The official process of rebuilding the city as a node in the global economy collided with local day-to-day concerns, and all arguments invariably inspired narratives of what happened before and during the war. Sawalha explains how Beirutis invoked their past experiences of specific sites to vie for the power to shape those sites in the future. Rather than focus on a single site, the ethnography crosses multiple urban sites and social groups, to survey varied groups with interests in particular spaces. The book contextualizes these spatial conflicts within the discourses of the city's historical accounts and the much-debated concept of heritage, voiced in academic writing, politics, and journalism. In the afterword, Sawalha links these conflicts to the social and political crises of early twenty-first-century Beirut.</div>

Marseille a été durement confrontée à la mutation de son appareil industriel et portuaire avec pour corollaire la disparition de nombreux emplois et l’accentuation des phénomènes d’exclusion sociale. Afin de s’inventer un nouveau destin et de changer d’image, la Ville et l’État ont imaginé un ambitieux programme de développement économique liant accueil d’entreprises tertiaires et requalification urbaine.<br />
<br />
Après Barcelone, Gênes ou Lisbonne, Marseille affiche son renouveau à travers la recomposition de sa façade littorale. Ce projet rassemble, sur 480 ha, des quartiers hétéroclites dans lesquels se côtoient anciens noyaux villageois, entrepôts et friches industrielles et grands équipements ferroviaires ou routiers. Par delà ses aspects urbains, cette transformation de grande envergure se veut aussi un ambitieux projet cherchant à repositionner la Ville au centre de sa région urbaine et plus largement de toute la région euroméditerranéenne en construction.<br />
<br />
L’analyse des transformations du centre de Marseille adopte un point de vue d’urbaniste vis-à-vis des transformations spatiales d’une ville essentiellement populaire et rend compte d’un pilotage du renouvellement urbain par le recours à des outils de droit public d’exception et à des capitaux privés.</div>

This book provides concrete examples of the ways in which shifting academic debates, policy and political approaches have impacted on a specific place over the past 30 years. It offers a critical analysis of the history, politics and social geography of the high profile London Borough of Haringey, in the decades prior to the 2011 Tottenham riots.<br />
<br />
The Haringey case study acts as a lens through which to explore the evolution of theoretical and policy debates about the relationship between local institutions and the communities they serve. Focusing on the policy areas of planning and regeneration, it considers the local implementation and outcome of central government strategies that have sought to achieve such accountability and responsiveness through community participation strategies. It examines how the local authority responded to central government aspirations for greater community involvement in planning, in the 1970s, and regeneration, from the late 1980s onwards, before looking in detail at the implementation of New Labour neighbourhood renewal and local governance policy in the borough. In doing so, the book provides a longitudinal case study on how various central government community empowerment agendas have played out at a local level. It offers important lessons and indicates how they might work more effectively in future.</div>

Berlin est aujourd’hui confrontée à des problèmes sociaux liés aux restructurations économiques et à un taux de chômage qui a été amplifié par la réunification. Avec le programme "Ville sociale" en 2000 et le programme de restructuration urbaine de l’Est en 2002, qui mobilisent la ville, le Land, l’État fédéral et l’Europe, la ville a développé une approche intégrée du renouvellement urbain sous le label "management de quartier". Ce dispositif de gestion sociale et urbaine innovant prend appui sur les projets des habitants pour redynamiser la vie locale. Les fonds de quartier berlinois et les jurys de quar- tier accompagnent la régénération urbaine: une participation citoyenne qui a fait naître un "urbanisme participatif". <br />

Onze professionnels de la Seine-Saint-Denis ont sillonné Berlin pour comprendre ces politiques de restructuration urbaine en lien avec la participation des habitants: les quartiers anciens de Kreuzberg, bien connus pour leurs luttes urbaines au début des années 1980, ou de Prenzlauerberg, et les grands ensembles de logements collectifs de Marzahn, dans l’ancien Berlin-Est. <br />

Malgré les difficultés financières de la capitale, l’expérience berlinoise de développement local est particulièrement prolifique, et la volonté y est forte de conduire le développement des quartiers dans toutes ses dimensions humaines et sociales: rendre les habitants acteurs, les associer au processus décisionnel et considérer leur expertise d’usage.</div>

Un état des lieux est dressé sur la situation bordelaise en discutant l’identité des stratégies urbaines depuis le milieu des années 1990. Un débat entre Nantes, Montpellier et Bordeaux aborde les modalités de structuration de l’espace métropolitain et les réponses envisagées/faites à l’étalement urbain. Enfin, un premier bilan du programme POPSU (Bordeaux et les autres agglomérations) est opéré.</div>

A partir des projets urbains de l’agglomération lilloise, la table ronde abordera la question de la production urbaine ainsi que l’évolution de la problématique du développement urbain depuis les enjeux de la ville renouvelée à ceux posés aujourd’hui par la ville intense.<br />

La question de l’économie créative constituera l’orientation privilégiée dans les échanges, à travers l’action publique et la mise en œuvre de projets urbains innovants.<br />

<b>Stratégies, territoires, métropoles</b><br />
<br />
La notion de stratégie métropolitaine sera discutée ici, dans toute sa complexité, à travers la réflexion sur l’articulation entre les politiques publiques locales relevant de champs différents (culture, université, transport…), mais essentiels et leur traduction spatiale dans les documents d’urbanisme (SCOT). La question de la gouvernance sera également abordée, notamment à travers la place de la société civile.<br />

Le renouvellement urbain à Leipzig est caractérisé par son héritage socialiste et par l’influence négative du déclin économique et démographique.<br />
<br />
Depuis 2001, l’Anah (Agence nationale de l’habitat) et la CDC (Caisse des Dépôts et Consignations) s’intéressent aux politiques et aux pratiques de renouvellement urbain dans différents pays européens. Après avoir commandité conjointement des recherches dans les pays du Nord et de l’Ouest, l’Anah et la CDC ont orienté leur programme d’étude vers l’Europe Centrale et Orientale en 2006. L’objectif principal de ces études est de tirer des enseignements utiles en France sur les processus et les méthodes du renouvellement urbain.<br />
<br />
Le rapport décrit d’abord le contexte, la ville de Leipzig et les enjeux de son renouvellement urbain et du logement. La stratégie Logement et renouvellement urbain de Leipzig est débattue en Allemagne car elle place la perte de population au coeur des projets de développement de la ville à long terme. Elle abandonne le modèle traditionnel européen en mettant en valeur de nouvelles qualités urbaines : plus d’espaces verts, moins de densité. Les quartiers sont au cœur de cette stratégie.<br />
Le rapport analyse ensuite le quartier de Plagwitz, ancien site industriel. Dans le cadre du renouvellement urbain, les usines y ont été transformées en centres d’affaires et de formation et le patrimoine architectural industriel a été valorisé.</div>
