L'accès à un logement y apparaît comme un fil conducteur, qu'il s'agisse de l'analyse des dispositifs publics ou des parcours résidentiels des ménages.<br />
<br />
Dans une première partie l'approche croise politiques publiques, pratiques de gestion et changement social des territoires. La vulnérabilité des ménages, les tensions sur les marchés du logement, les transformations de l'intervention de l'Etat et la ségrégation urbaine constituent les principaux éclairages des analyses proposées.</div>
<br />
La seconde partie interroge les relations entre les concepteurs, la production d'édifices ou de projets, l'élaboration de modèles d'une part, les usages et l'adaptation des "modèles" à ces usages et pratiques d'autre part. Elle confronte le thème de l'inscription spatiale à celui des mobilités en s'intéressant particulièrement à la maison individuelle et aux espaces de transition entre public et privé, comme le jardin ou la cour.</div>

L'essentiel des contributions souligne la nécessité d'une conception large de l'habitat et de l'habiter, d'une combinaison des échelles et des méthodes - alliant analyses morphologiques et approches sociales ou fonctionnelles - si l'on veut rendre compte de la diversité des choix et des comportements observés. Ce recueil confirme ainsi l'intérêt des confrontations entre disciplines afin d'enrichir un champ de recherche particulièrement lié à la demande sociale et à l'actualité des politiques publiques.<br />

L’étude de la privatisation et de l’ethnicisation des politiques du logement et des évolutions résidentielles des minorités ethniques dans deux villes britanniques, Leicester et Bradford, nous amène à proposer les deux constats suivants.<br />
<br />
Le premier constat de notre recherche s’inscrit contre le discours du New Labour depuis les émeutes urbaines de 2001 : malgré les propos sur la sécession résidentielle des minorités qui mettrait en péril l’unité de la Nation, on constate une baisse de la ségrégation entre 1991 et 2001, à Leicester, réputée comme le modèle de gestion multiculturelle, comme à Bradford, théâtre des émeutes urbaines de 2001.<br />
<br />
Or cette évolution s’explique par une double mobilité résidentielle des minorités ethniques et religieuses :<br />
<br />
– d’une part, la déconcentration des minorités des inner cities vers les quartiers plus aisés est une conséquence de l’ascension sociale puissante d’un grand nombre de ménages ;<br />
– d’autre part, les politiques ethniques du logement contribuent, dans une moindre mesure, à la diversification des parcours résidentiels des ménages de couleur et à leur relocalisation en dehors des inner cities des deux villes étudiées.<br />
<br />
Le second constat est de souligner le lien entre la privatisation du logement social et l’ethnicisation des politiques du logement. En effet, la gestion et la construction du logement public se sont affaiblies depuis le début des années 1980 au profit d’associations de logements, parmi lesquelles les Black Housing Associations. Gestionnaires et productrices de logement social « adapté » aux besoins des minorités de couleur, elles doivent obéir, en même temps, à des impératifs managériaux et financiers, ce qui contribue à leur propre affaiblissement.</div>

<div><b>Abstract from the publisher:</b></div> </div> At 1:27 on the morning of August 4, 2005, Herbert Manes fatally stabbed Robert Monroe, known as Shorty, in a dispute over five dollars. It was a horrific yet mundane incident for the poor, heavily African American neighborhood of North Philadelphia—one of seven homicides to occur in the city that day and yet not make the major newspapers. For Michael B. Katz, an urban historian and a juror on the murder trial, the story of Manes and Shorty exemplified the marginalization, social isolation, and indifference that plague American cities.<br /> <br /> Introduced by the gripping narrative of this murder and its circumstances, Why Don't American Cities Burn? charts the emergence of the urban forms that underlie such events. Katz traces the collision of urban transformation with the rightward-moving social politics of late twentieth- and early twenty-first-century America. He shows how the bifurcation of black social structures produced a new African American inequality and traces the shift from images of a pathological black "underclass" to praise of the entrepreneurial poor who take advantage of new technologies of poverty work to find the beginning of the path to the middle class. He explores the reasons American cities since the early 1970s have remained relatively free of collective violence while black men in bleak inner-city neighborhoods have turned their rage inward on one another rather than on the agents and symbols of a culture and political economy that exclude them.<br /> <br /> The book ends with a meditation on how the political left and right have come to believe that urban transformation is inevitably one of failure and decline abetted by the response of government to deindustrialization, poverty, and race. How, Katz asks, can we construct a new narrative that acknowledges the dark side of urban history even as it demonstrates the capacity of government to address the problems of cities and their residents? <div><b>Abstract from the publisher:</b></div> </div> Social housing appears to offer a solution for the housing of poor and disadvantaged people. The French "right to housing" offers poor and disadvantaged citizens priority in social housing allocation, and even a legal action against the State to obtain a social home. Despite this, France is suffering a long-lasting housing crisis with disadvantaged people having particular difficulties of access, often despite the efforts of local housing actors. This situation is affected by the European Court of Human Rights and EU decisions limiting diverse national housing and rental policies.<br /> <br /> Between historic French revolutions and the modern riots, negotiated solutions to social dilemmas emerged. Despite progress in constitutional principles, complex local negotiations still ultimately determine who is housed. Local social landlords, mayors and employee and tenant representatives use their privileges to house their insiders: existing tenants, locals and employees, with rent insufficiently subsidized. ‘Insider Outsider’ theory is used for an economic analysis of exclusion in social housing allocation: its processes, institutional context, and stigmatizing effects. This highlights the spatial effects of nimbyism, excluding disadvantaged outsiders, and concentrating them in deprived areas. Simultaneously, urban regeneration reduced affordable housing stock and ‘social mix’ became a reason to refuse a social home.<br /> <br /> History, comparative law, economic theory and local interviews with housing actors give a detailed picture of what happens in and around French social housing allocation for an interdisciplinary housing policy audience. Constitutional principles appear in an unfamiliar guise as negotiating positions, with the "right to property" supporting landlords and the "right to housing" supporting tenants. French debates about the function of social landlords are echoed across Europe and reflected in European policies concerning rights, and the exclusion of disadvantaged minorities.</div> </div> <b>Jane Ball</b> is a senior lecturer at Newcastle University where she teaches several law courses concerning the organization of people on land.</div> </div>

<div><b>Abstract from the publisher : </b></div> </div> City of Extremes is a powerful critique of urban development in greater Johannesburg since the end of apartheid in 1994. Martin J. Murray describes how a loose alliance of city builders—including real estate developers, large-scale property owners, municipal officials, and security specialists—has sought to remake Johannesburg in the upbeat image of a world-class city. By creating new sites of sequestered luxury catering to the comfort, safety, and security of affluent urban residents, they have produced a new spatial dynamic of social exclusion, effectively barricading the mostly black urban poor from full participation in the mainstream of urban life. This partitioning of the cityscape is enabled by an urban planning environment of limited regulation or intervention into the prerogatives of real estate capital.<br /> <br /> Combining insights from urban studies, cultural geography, and urban sociology with extensive research in South Africa, Murray reflects on the implications of Johannesburg’s dual character as a city of fortified enclaves that proudly displays the ostentatious symbols of global integration and the celebrated “enterprise culture” of neoliberal design, and as the “miasmal city” composed of residual, peripheral, and stigmatized zones characterized by signs of a new kind of marginality. He suggests that the “global cities” paradigm is inadequate to understanding the historical specificity of cities in the Global South, including the colonial mining town turned postcolonial megacity of Johannesburg.</div> </div> <b>Martin J. The 60s and 70s saw a strong role of planning, social engineering, etc but there has since been a move towards a more decentralised ‘community planning’ approach.<br /> <br /> The book examines urban planning and policy in the context of deeply contested space, where place identity and cultural affinities are reshaping cities. Throughout the world, contentions around identity and territory abound, and in Britain, this problem has found recent expression in debates about multiculturalism and social cohesion. These issues are most visible in the urban arena, where socially polarised communities co-habit cities also marked by divided ethnic loyalties. Marginalization in urban China is a consequence of the processes that constrain the disadvantaged from making a claim to citizenship. This book provides insights into marginalization in Chinese cities, and enriches social inequality research by creating comparative perspectives on property right changes, rural to urban migration, the role of the state and welfare restructuring. It covers a wide range of topics such as social inequality and the polarization debates, neoliberalism and the urban poor, urbanization, citizenship and property rights, residential segregation, and reemployment training. The contributors draw on their extensive experiences in urban inequality research to highlight that marginalization in urban China is related to constrained rights rather than deserted 'outcasts'. They base their analyses on up-to-date empirical materials from in-depth interviews, quantitative social surveys, and detailed population census data, which have not been disclosed on such a detailed geographical scale before.</div>

En s’accentuant et en se généralisant à partir de la seconde moitié du XXème siècle, la croissance de l’urbanisation dans le monde a impliqué une reconfiguration de la dualité classique ville/campagne, voyant émerger des territoires diffus aux frontières incertaines. Désormais, ces espaces de desserrement fondés pour certains essentiellement sur des logiques de pendularité, de dépendance à une ville-centre, se transforment et se complexifient sous l’effet de plusieurs facteurs (changements des modes de vie, récession économique, tournant environnemental…). Les territoires de l’habiter n’y sont plus seulement ceux de la mobilité, leurs habitants comme leur formes construites et habitées se renouvellent, indurant déjà pour certaines d’entre elles sous la forme d’héritages. Des espaces d’ouverture s’y dégagent tandis que de nouvelles frontières se structurent, donnant ainsi une actualité particulière à la compréhension nécessaire de ces périphéries urbaines en devenir auquel cet ouvrage vient contribuer.<br />
<br />
Trois parties y revisitent donc d’abord les formes d’habitat et d’habiter caractéristiques des périphéries, puis s’attachent à éclairer l’émergence d’espaces ouverts émergents, faits d’opportunités mais aussi de confl its et de résistances, pour réactiver, enfin, plusieurs modèles classiques tel celui de la ville linéaire.<br />
<br />
Les schémas conventionnels s’y brouillent : à partir de situations françaises et étrangères, plusieurs matières à penser sont déroulées autour d’entrées spécifiques telles que la subsidiarité, l’intermédiarité, les temporalités… qui sont moins de nouveaux mots pour caractériser et délimiter ces espaces qu’en restituer en profondeur comme en surface les dynamiques.<br />
<br />
Vers un monde en changement ? L’ensemble de l’ouvrage nourrit l’idée que ces nouvelles périphéries constituent des instantanés temporels d’une étape de transition qui serait moins spatiale (entre la ville et la campagne, entre l’hyperurbain et le périurbain) que celle d’un cycle plus général dans l’histoire des sociétés rurales et urbaines.</div>

L’usage du terme "ghetto" dans les nombreux discours politico-médiatiques conduit à prendre au sérieux les risques sociaux, écologiques et politiques que les villes encourent suite aux processus de ghettoïsation qui les touchent en ce début de XXIe siècle.</div>

La ville d’aujourd’hui s’éloigne de plus en plus de la ville historique, à taille humaine et aux frontières bien délimitées, et prend le chemin d’une ville informe, fractale, s’étendant à l’infini et où les flux franchissent les frontières nationales. Mais loin d’être ouvert, lisse et sans entraves, le monde urbain contemporain est à la fois marqué par une forte mobilité et par le principe séparatif. Les ségrégations sont devenues dans la ville d’aujourd’hui un élément omniprésent, séparant riches et pauvres, classes ouvrières et classes moyennes, étrangers et nationaux, chômeurs et actifs, élites mobiles et indigents sédentaires, ou encore croyants et non-croyants. Aussi est-il possible de repérer toute une série d’espaces bien identifiés, circonscrits, voire ghettoïsés : centres-villes gentrifiés, edge cities, quartiers bourgeois, gated communities, Megachurches, bidonvilles, cités HLM précarisées…</div>

L'analyse développée ici par Jacques Donzelot, montre que se combine d'une côté, un processus d"altération de la condition salariale qui s'accroît à mesure que l"on va du centre de la société ou de la ville vers la périphérie, des emplois les plus qualifiés vers ceux qui le sont le moins voire point. Un processus qui, dans les fait, conduit à déplacer la population la plus fragilisée et le plus souvent issue de l'immigration vers les territoires de relégation que constituent beaucoup de cités et de grands ensembles. Sous couvert d’une urbanisation généralisée, il semble que les mécanismes antérieurs d’unification de la société inversaient leurs effets. Des HLM aux "beaux quartiers" en passant par les lotissements pavillonnaires, une voie existait qui montrait un possible passage d’un espace à l’autre, même s’ils étaient physiquement éloignés. La pacification que procurait la séparation valait comme condition pour la promotion.</div>

A présent, l’inverse se produit. La distance – entre les cités d’habitat social et le péri-urbain pavillonnaire, entre celui-ci et les centres gentrifiés des grandes villes – est vécue comme rejet d’un univers par l’autre, alimentant l’amertume et les frictions, le sentiment de ne pas appartenir à la même ville, à la même société.<br />

Au lieu d’un mouvement unique et unifiant les espaces de la ville, c’est à l’avènement d’une ville à trois vitesses que l’on assiste : celle de la relégation des cités d’habitat social, celle de la péri-urbanisation des classes moyennes qui redoutent la proximité avec les "exclus" des cités mais se sentent "oubliés " par l’élite des "gagnants" portée à investir dans le processus de gentrification des centres anciens.<br />

La "démocratisation scolaire" n’a pas fait disparaître les inégalités de scolarisation. Avec l’allongement des études, la diversification des établissements, la multiplication des filières ou des options, elles ont pris des formes nouvelles. Mettre son enfant dans une "bonne école" requiert des parents un véritable sens du placement : du temps, de l’argent, des informations, une familiarité avec le système, autant de ressources dont toutes les familles ne disposent pas de manière égale. La distribution géographique des lieux de résidence et des établissements publics exprime et renforce à la fois ces processus ségrégatifs.<br />

La suppression annoncée de la carte scolaire ne peut qu’accentuer les logiques inégalitaires. Contre les discours favorables à la dérégulation éducative, ce livre démontre pourquoi le libre choix entre des agents inégaux a pour effet d’accentuer les écarts existants. D’un côté les établissements de plus en plus sélectifs scolairement et socialement concentreront toutes les ressources publiques et privées, de l’autre les collèges et lycées les moins attractifs pour les familles et les enseignants verront s’amplifier les difficultés au détriment de tous les élèves qui, plus que jamais, n’auront d’autres alternatives que de les fréquenter.<br />

Ce livre est issu d’une enquête menée pendant plusieurs années en région parisienne par un sociologue, <b>Franck Poupeau</b>, et un géographe, <b>Jean-Christophe François</b>. Mobilisant une pluralité de méthodes quantitatives et qualitatives, il offre une approche inédite de l’articulation entre ségrégation résidentielle et ségrégation scolaire, et plus généralement de la production et de la reproduction des inégalités socio-spatiales de scolarisation.</div>
