La question de la métropolisation parisienne émerge comme un enjeu économique, politique, culturel majeur au XXIe siècle.
Il peut paraître paradoxal que dans cette « capitale mondiale du tourisme », qui attire annuellement plus de 40 millions de visiteurs du monde entier, le phénomène touristique n’ait été que très marginalement abordé comme un des facteurs de compréhension et de production du processus de métropolisation.
Tel est l’objectif des géographes, urbanistes, architectes, anthropologues ou sociologues réunis dans cet ouvrage : aborder le tourisme en tant que facteur du développement et du renforcement de la métropole parisienne, par sa contribution en termes de concentration humaine et d’apport économique, financier, culturel.
Comment le tourisme concourt-il à redessiner la métropole parisienne ? De quelle façon contribue-t-il à la renforcer par ses apports culturels, sociaux ou économiques ? De quelle façon permet-il de renégocier les limites d’une ville administrativement enfermée dans un périmètre rigide ? Comment participe-t-il à la création d’un imaginaire métropolitain ?
Telles sont les questions appliquées à Paris en tant que « laboratoire » privilégié des rapports entre tourisme et métropolisation.
Edith FAGNONI est maître de conférences en géographie, et habilitée à diriger des recherches. Elle exerce ses fonctions d’enseignant-chercheur à l’Université Paris-Sorbonne (IUFM) et est membre de l’EIREST (Equipe Interdisciplinaire de REcherches Sur le Tourisme) de l’Université Paris1 Panthéon-Sorbonne.
Maria GRAVARI-BARBAS est professeur de géographie. Elle dirige l’IREST (Institut de Recherches et d’Etudes Supérieures du Tourisme) et l’EIREST (Equipe Interdisciplinaire de REcherches Sur le Tourisme), Université Paris1 Panthéon-Sorbonne.

L'impact sur le territoire est considérable, qu'il s'agisse des centres anciens, disparus ou en voie de l'être, des modes de vie, des mutations sociales et économiques des années 1990 qui ont transformé en biens marchands les “ prestations sociales ” du régime maoïste, en matière de santé, d'éducation, de logement notamment. <br />

Quels principes ont régi cette urbanisation forte et rapide ? La civilisation chinoise est par ailleurs célèbre pour la tradition urbaine qui servit de modèle à la construction de nombreuses capitales en Chine et jusqu'au Japon, ou encore par la déclinaison de modèles d'habitations, véritables entités urbaines au coeur des cités marchandes. Quelle considération a-t-on pour ce patrimoine hors pair et peut-on véritablement parler d'une stratégie de protection, face à la pression spéculative ou à la montée du tourisme intérieur ?<br />

L’extrême ségrégation spatiale des capitales n’est pas nouvelle : des riches de plus en plus riches se regroupent dans les centres urbains. Ce qui l’est davantage, c’est que ceux-là vivent ponctuellement dans des villes qui ne sont pas les leurs. Où ils ne résident pas habituellement, transformant de fait ces capitales en villes-musées.<br />
<br />
Paris n’échappe pas à la règle qui a vu, en l’espace de cinq ans, près de 20 000 de ses logements soustraits du marché locatif traditionnel.<br />
<br />
Le phénomène a un nom : la location meublée touristique. Dans certains arrondissements - notamment dans le centre et l’Ouest de Paris - ces locations, à la nuitée ou à la semaine essentiellement, peuvent représenter jusqu’à 20% de l’offre locative.<br />
<br />
Les prix constatés sont proches de ceux du secteur hôtelier, soit un niveau compris entre le double et le triple des prix des locations traditionnelles. A tel point que la Ville de Paris commence à se réveiller. Transformer un logement en location touristique nécessite désormais une autorisation préalable de changement d’usage avec compensation. La loi prévoit donc qu’une autorisation auprès de la mairie est nécessaire avant de transformer un logement en location courte(s) durée(s) pour une durée inférieure à un an (ou neuf mois pour un étudiant) lorsque la propriétaire ne vit pas dans le logement.<br />
<br />
Sauf que dans les faits, cette demande n’est jamais posée dans les règles. Et même si un propriétaire contrevenant s’expose à une amende de 25 000 euros et une astreinte d’un montant maximal de 1000 euros par jour et par mètre carré jusqu’à régularisation, la vérité des chiffres parle d’elle-même : pour l’heure, seules vingt situations ont été condamnées par le procureur de la République, au tribunal de Paris...</div>

<div>In this 2011 seminar at the Institute of Historical Research, University of London School of Advanced Study, Joseph de Sapio discusses fog in the representation of Victorian London, particularly from the perspective of tourists to the city. He argues that, beyond their use in the literature of the period, representations of London fog 'can provide an alternative environment for considering the relationship between the citizen and the urban system', as fogs sever the relationship between an observer and the urban environment. The paper is 'designed as something of a starting-point for exploring the ways in which these representations of the fog-bound city pose challenges to the ideas of the urban system based on vision and movement. It argues that the urban environment during a thick fog is considerably altered from its nominal, everyday state, and the set of practices by which the modern city is constituted in the observer's mind are, as a result, inverted in a theatre of the street'.</div>

Romola Sanyal’s talk will address multiple narratives of Dharavi, Mumbai and how these competing and complimentary narratives produce particular claims to citizenship. Much of the work is based around her recent and brief fieldwork in Dharavi, but also draws on postcolonial theory. The fieldwork entailed going on several ‘slum tours' and the talk will pick up on how the slum is narrated through these and other media.<br />
<br />
<b>Romola Sanyal </b>is Lecturer in Global Urbanism at Newcastle University. Her work focuses on the intersection between Refugee Studies and Urban Studies in trying to understand how refugee spaces urbanize. Studying refugee 'colonies' in Calcutta and camps in Beirut, the work endeavours to show how the production of space is central to the production of refugee identity and rights. The aim is not only to debunk widely held beliefs that refugee camps form spaces of exception, by pointing to the complexity of relations that construct refugee identities and spaces, but to show how these sites are becoming increasingly informalized and urbanized as a result of particular geopolitics. Her work studying the refuge through the lens of the city raises critical questions of identity, citizenship and belonging can be raised particularly in relation to space and place.</div>

Capitale catalane, cœur économique de l’Espagne, métropole méditerranéenne, siège de l’exposition universelle de 1929 et des Jeux olympiques de 1992, Barcelone a traversé l’histoire. Depuis les années 1980, ses quartiers anciens – la « Ciutat Vella » des Barcelonais – ont fait l’objet d’une politique ambitieuse associant réhabilitation du patrimoine, développement du tourisme et construction de nouveaux équipements culturels et de logements sociaux : un Modelo Barcelona dont on connaît mieux, trente ans après, les limites.<br />

L’ouvrage livre une analyse des transformations sociales et urbaines contemporaines qui ont bouleversé le paysage des quartiers anciens de Barcelone. L’exemple de la métropole catalane est une invitation à s’interroger sur les mutations qui affectent les grandes villes européennes depuis les années 1980 : patrimonialisation, développement du tourisme urbain, mais aussi gentrification, transformation démographique des quartiers anciens et renouvellement de leur population, parfois au détriment de leurs catégories populaires.<br />

Mais, derrière ces fonctions matérielles, se cachent des dimensions plus immatérielles comme l’image, le rayonnement international, l’attractivité, la fierté des habitants et leur sentiment d’appartenance à la ville ou au contraire de mise à l’écart, toutes réalités qui transforment nos villes et orientent leur avenir plus sûrement que beaucoup de réalisations matérielles. Ces questions ne sont pas nouvelles, mais des phénomènes récents comme la mondialisation ou la réduction du temps de travail leur ont donné une dimension sans précédent dans l’histoire.<br />

Comment ces questions interagissent-elles dans la politique des villes aujourd’hui, dans leur stratégie internationale comme dans leur politique vis-à-vis des habitants ? Cet ouvrage s'intéresse aux lieux laissés vacants, avec le projet d'y débusquer le sens caché que recouvre leur expulsion du jeu social. Il aborde leur réaménagement ou leur restauration, leur "renaturation", qui leur confère une valeur mémorielle.<br />

Autrement dit, il s'essaie à décrypter le jeu subtil de l'oubli et de la mémoire qui s'y joue, entre l'enfouissement et la résurgence. Parmi ces lieux, l'auteur examine particulièrement les friches et étudie celles-ci sous leurs multiples facettes. En référence à leur statut, qu'on les qualifie de rurales, urbaines, industrielles, militaires, touristiques... même si le plus souvent elles sont tout cela à la fois. <br />

En rapport à leur durée, variable, car il en est d'immémoriales mais aussi d'éphémères, d'involontaires et de circonstanciées. Et au regard de leur finalité, dès lors qu'elles sont réappropriées par des activités patrimoniales, touristiques... <br />

La thèse ici soutenue serait que les espaces délaissés deviennent des lieux de mémoire par le biais de leur réappropriation patrimoniale, dès lors qu'une recherche identitaire s'accommode de leur mise en tourisme. La friche est donc présentée ici comme un fondement de l'illusion mémorielle patrimoniale, une nostalgie du Rétro. <br />

C'est en cela que la Vacance des lieux fait consensus social, en ce sens qu'elle dépassionne les tensions. Qui pourrait s'offusquer qu'un tel miracle se fasse au prix de détournements de sens ?</div>

<b>Philippe Bachimon</b> est professeur de géographie du tourisme à l’université d’Avignon. Comme chercheur en poste, invité ou en mission, il a parcouru le monde, y étudiant la reconstruction des identités locales au contact du tourisme. The book develops a new approach to urban development in which leisure, pleasure or experiences are seen as key drivers. History, authenticity, urban qualities, local culture and leisure offerings or a vibrant retail sector are thus assets in local development also outside of the big cities. Globalization and high mobility are necessary aspects of the development, which entails the development of high urban profiles in a globalized and highly competitive world. Apart from experiential qualities a critical urban size, is also required. Experience qualities can be connected to urban design, where particular designs stimulate citizens’ learning and activity in the urban space. They can also be connected to more tourist related large scale projects of experiential mass consumption with fun parks and shopping. A combination of the two approaches has been developed to promote for example car brands and cities through experiential car museums. New stakeholders, new network based forms of cooperation and new entrepreneurial strategies are connected to urban development in ‘the experience economy'. In particular new network based approaches are needed if small and rural places should also reap the fruits of the experience economy.<br />

Cette anthropologie du tourisme urbain a été menée auprès des visiteurs du site de la Tour Eiffel. A partir de ce lieu central de la capitale, lieu d’une importante économie touristique, cette enquête explore les pratiques des groupes qui le traversent et interroge la place de cet espace emblématique dans le monde.</div>
<br />
L’auteur à l’écoute des changements actuels observe les interactions qui s’établissent entre les différents protagonistes (touristes bien sûr mais également vendeurs patentés ou ambulants, promeneurs, parisiens, etc.) sur ce site étendu. Ce terrain ethnographique d’un nouveau genre s’intéresse au cas des villes monde et centre son regard sur les dynamiques et les représentations à l’oeuvre chez les différents acteurs du tourisme.</div>

<div><b>Abstract from the publisher:</b></div> </div> This book explores the politics of place marketing and the process of ‘urban reinvention’ in Berlin between 1989 and 2011. In the context of the dramatic socio-economic restructuring processes, changes in urban governance and physical transformation of the city following the Fall of the Wall, the ‘new’ Berlin was not only being built physically, but staged for visitors and Berliners and marketed to the world through events and image campaigns which featured the iconic architecture of large-scale urban redevelopment sites. Public-private partnerships were set up specifically to market the ‘new Berlin’ to potential investors, tourists, Germans and the Berliners themselves. The book analyzes the images of the city and the narrative of urban change, which were produced over two decades. In the 1990s three key sites were turned into icons of the ‘new Berlin’: the new Postdamer Platz, the new government quarter, and the redeveloped historical core of the Friedrichstadt. Eventually, the entire inner city was ‘staged’ through a series of events which turned construction sites into tourist attractions. New sites and spaces gradually became part of the 2000s place marketing imagery and narrative, as urban leaders sought to promote the ‘creative city’. By combining urban political economy and cultural approaches from the disciplines of urban politics, geography, sociology and planning, the book contributes to a better understanding of the interplay between the symbolic ‘politics of representation’ through place marketing and the politics of urban development and place making in contemporary urban governance.</div> </div> <b>Claire Colomb</b> is Senior Lecturer in Urban Sociology and European Spatial Planning at the Bartlett School of Planning, University College London (UCL).</div> </div>

By the early twentieth century, elites envisioned the city as the heart of a modern, advanced society—poised at the physical and metaphysical centers of the world. <br /> <br /> In City at the Center of the World: Space, History, and Modernity in Quito, Ernesto Capello analyzes the formation of modernity, memory, and myth through the eyes of Quito’s diverse populations.
