Face aux menaces liées au changement global, dont le réchauffement climatique est une manifestation, et au moment où la population urbaine dépasse en nombre la population rurale, une nouvelle gestion de l'espace urbain se met en place. Celle passe notamment par la (re)qualification des espaces verts, auxquels on assigne le rôle d’être à la fois des pourvoyeurs de systèmes écosystémiques et des lieux où les citadins renouent avec la "nature". Que ces espaces verts soient considérés comme paysage culturel ou comme infrastructure urbaine, ils apparaissent comme un nouveau terrain d’investigation à toutes les échelles d’intervention. Associer le climat, l’urbain et la nature dans une même réflexion devient aujourd’hui un enjeu majeur.

L’agriculture située en périphérie des villes en Suisse est soumise à forte pression. Alors que l’étalement urbain convoite les parcelles agricoles, la proximité citadine peut être cause de nuisances et d’entraves à l’exploitation.<br />
<br />
La place pour cette agriculture urbaine reste encore mal définie en Suisse. Entre espace de production, patrimoine, paysage rural, zone de loisirs, espace naturel et réserve foncière, les espaces agricoles accumulent des rôles contradictoires généreusement distribués par les citadins.<br />
<br />
Le développement des expériences d’agricultures contractuelles de proximité montrent aussi que le voisinage entre agriculture et ville peut être l’opportunité de rapprocher producteurs et consommateurs. De même, le développement durable et le principe de souveraineté alimentaire donnent de plus en plus sens à une production locale et à la conservation d’espaces agricoles qui participent aussi de la qualité de vie en ville.<br />
<br />
L’objectif de ce numéro d’Urbia consacré à l’agriculture urbaine est de poser les bases de définition de ce concept et de donner à voir la complexité et la richesse actuelle de la relation entre agriculture et ville aussi bien en Suisse qu’ailleurs en Europe.<br />

L’agriculture urbaine est un thème de recherche et d’intervention mettant à contribution une approche scientifique multi- et interdisciplinaire. L’agriculture urbaine fait appel à diverses disciplines afin d’en analyser la multifonctionnalité et sa place dans le cadre d’un développement urbain viable. En effet, l’agriculture urbaine est un outil pour un aménagement viable des villes et un développement social des quartiers.<br />
<br />
L’émission “La semaine verte” de Radio-Canada a suivi la première École d’été sur l’agriculture urbaine qui s’est tenue du 3 au 8 août 2009 à l’Université du Québec à Montréal. Eric Duchemin, co-directeur et rédacteur en chef de la revue en était l’un des trois coordonnateurs, avec Jean-Phillippe Vermette et Fabien Wegmuller.<br />
<br />
Organisé par le Collectif de recherche en aménagement paysager et agriculture urbaine durable (CRAPAUD), cette école a regroupé des intervenants en sciences de l’environnement, en éducation, en sciences sociales et politiques, en aménagement urbain et en architecture. Les participants de cette école ont été amenés à appliquer concrètement les connaissances acquises en développant des plans d’aménagement sur différents sites choisie dont le pavillon des sciences de l’UQAM. Durant les 6 jours les participants ont eu la chance de participer à l’élaboration de projets et mené une réflexion approfondie sur la place des différentes formes d’agriculture urbaine à Montréal, mais aussi ailleurs.</div>

It is also its least sustainable one, sprawling over a thousand square miles, with a population of four and a half million, minimal rainfall, scorching heat, and an insatiable appetite for unrestrained growth and unrestricted property rights.<br /> <br /> In Bird on Fire, eminent social and cultural analyst Andrew Ross focuses on the prospects for sustainability in Phoenix--a city in the bull's eye of global warming--and also the obstacles that stand in the way. Most authors writing on sustainable cities look at places like Portland, Seattle, and New York that have excellent public transit systems and relatively high density. But Ross contends that if we can't change the game in fast-growing, low-density cities like Phoenix, the whole movement has a major problem. Drawing on interviews with 200 influential residents--from state legislators, urban planners, developers, and green business advocates to civil rights champions, energy lobbyists, solar entrepreneurs, and community activists--Ross argues that if Phoenix is ever to become sustainable, it will occur more through political and social change than through technological fixes. Ross explains how Arizona's increasingly xenophobic immigration laws, science-denying legislature, and growth-at-all-costs business ethic have perpetuated social injustice and environmental degradation. But he also highlights the positive changes happening in Phoenix, in particular the Gila River Indian Community's successful struggle to win back its water rights, potentially shifting resources away from new housing developments to producing healthy local food for the people of the Phoenix Basin. <div><b>Abstract from the publisher : </b></div> </div> "The challenges of an increasingly poor urban population, as well as the mushrooming of illegal or semi-legal settlements and slums, have been acknowledged by both local authorities and international development agencies. The insecurity of tenure, the poor housing conditions, the insufficient supply of basic public services such as water, sewage, streets, electricity, schools, and health centers, as well as the need for political and social inclusion, have been the focus of discussions at international conferences. The response to these challenges has been articulated by an international consensus of comprehensive approaches for improving the living conditions in informal areas, raising the quality of life in poor and deteriorated districts, creating circumstances for long-term poverty alleviation, and guaranteeing legal and secure tenure. A commitment to the Millennium Development Goals by the member countries of the United Nations is assured by their having put these strategies on their national agendas. In Egypt, GTZ supports governmental authorities of various levels in performing their tasks by adopting a variety of conceptual approaches, such as participatory strategies for upgrading informal areas and capacity development. GTZ also strengthens private sector and civil society organizations in recognizing and exercising their responsibility within the urban community and their roles in resolving existing problems. We hope it will be of interest to a wide range of experts concerned with urban development."</div> </div> <b>Regina Kipper</b> studied geography, journalism, and cultural anthropology at the University of Mainz, Germany. In her thesis she analyzed the importance of social networking in development cooperation projects, particularly the example of the GTZ Participatory Development Program in Cairo. During her studies she focused on urban and social geography. She has worked at the Center for Research on the Arab World, as well as in the fields of real estate and international cooperation. <br /> <br /> <b>Marion Fischer</b> is the Manager of the Participatory Development Program in Urban Areas in Cairo. She has worked for GTZ as a development expert since 1984 in various countries in West Africa, as well as in Brazil and Germany. As the hubs of economic activity, cities drive the vast majority of the world’s energy use and are major contributors to global greenhouse gas emissions. Because they are home to major infrastructure and highly concentrated populations, cities are also vulnerable to the impacts of climate change, such as rising sea levels, warmer temperatures and fiercer storms. At the same time, better urban planning and policies can reduce energy use and greenhouse gas emissions and improve the resilience of urban infrastructure to climate change, thus shaping future trends. <br />
<br />
This book shows how city and metropolitan regional governments working in tandem with national governments can change the way we think about responding to climate change. The chapters analyse: trends in urbanisation, economic growth, energy use and climate change; the economic benefits of climate action; the role of urban policies in reducing energy demand, improving resilience to climate change and complementing global climate policies; frameworks for multilevel governance of climate change including engagement with relevant stakeholders; and the contribution of cities to “green growth”, including the “greening” of fiscal policies, innovation and jobs. The book also explores policy tools and best practices from both OECD and some non-member countries. <br />
<br />
Cities and Climate Change reveals the importance of addressing climate change across all levels of government. Local involvement through “climate-conscious” urban planning and management can help achieve national climate goals and minimise tradeoffs between environmental and economic priorities at local levels. Il préconise de s'interroger sur les conditions d'une ville "robuste" à travers quatre entrées :<br />

• l'implication sociale des individus, dans une époque où les habitants sont davantage “co-sociétaires” que “concitoyens”. Il est donc nécessaire de trouver des systèmes de représentation complémentaires à ceux d’aujourd’hui.<br />
• l'impartialité de la puissance publique : c’est une condition de l’implication sociale des individus ;<br />
• la sobriété des organisations urbaines qui est nécessaire avec la fin programmée des ressources ;<br />

Pour éviter d’alimenter la machine à dérégler le climat, nos émissions de CO2 doivent baisser très franchement. Enfin, nous devons, malgré tout, nous préparer à des aléas climatiques extrêmes. Ces enjeux nous incitent à penser « autrement » les lieux dans lesquels nous vivons. Précisément, ces lieux portent un seul et même nom : la ville, où vit majoritairement l’humanité depuis 2008. C’est bien au creux de nos villes, de Paris à Tokyo, en passant par Le Caire et Mexico, que la population mondiale va massivement croître dans les décennies à venir. Ce sont donc les mégalopoles, mais aussi les villes de taille petite et moyenne qu’il faut réenchanter.<br />

Si l’idée de rendre la ville durable est reprise à l’unisson, par des responsables politiques, associatifs, des scientifiques ou des acteurs du monde économique, notamment en Europe, elle fait aussi l’objet de nombreuses critiques. Tantôt « fourre-tout », nouvel alibi d’un mode de développement qui marcherait sur la tête, ou concept trop déclaratoire et pas assez concret, la ville durable ne serait pas la solution pertinente pour faire face aux grands défis environnementaux, économiques, sociaux, culturels et politiques de nos sociétés urbaines. Ces accusations s’adressent-elles au développement urbain durable pour ce qu’il est ou pour ce qu’il en est fait ? Autrement dit, la ville durable est-elle intrinsèquement un fourretout abstrait au service d’un modèle de développement qui a montré ses faiblesses, ou son sens est-il dévoyé voire instrumentalisé ? Dit encore plus simplement : bâtir la ville durable en vaut-il la peine ?<br />

En dix chapitres, comme autant de grandes questions, le premier volume de l’étude tente de cerner les enjeux de la ville durable :</div>

En analysant les concepts de "développement durable", de "croissance économique" et de "phénomène urbain", qui constituent l’assise de la ville durable.<br />

En replaçant la notion dans le contexte de l’Union européenne, entité supranationale qui présente la triple particularité d’intégrer ses membres plus que ne le fait toute autre organisation internationale, d’avoir une identité urbaine commune, et de mener une action volontariste en matière de développement durable.<br />

En se servant de la présentation de la méthodologie de l’étude pour réfléchir sur la façon de juger de la durabilité d’un projet.</div>

La partie thématique constitue le coeur de l’étude. Elle illustre la partie analytique par le biais de fiches de bonnes pratiques, mettant en valeur un projet de développement durable particulier dans plus de 50 villes européennes différentes, regroupées en 10 thématiques. L’idée est de montrer la diversité des applications du développement urbain durable, géographique comme thématique. Il s’agit de dépasser les exemples rebattus et sacralisés des pays nordiques et de la seule protection de l’environnement. Chacune des fiches ne vise pas à dresser un palmarès des 100 villes européennes les plus durables, qui tomberait fort mal à propos avec l’ambition générale de l’étude. Toujours dans l’idée d’illustrer la diversité et l’opérabilité du développement durable dans les villes européennes, elles auront pour objet de cerner des projets variés tentant de répondre aux problèmes des villes de manière soutenable, en tenant compte des contraintes posées et du contexte propre à chaque territoire. Les fiches ne montrent pas le passage obligé, elles font naître des idées pour les collectivités souhaitant investir dans le développement durable de leur territoire.</div>
