Reconciliation through reintegration? : a study on spatial proximity and social relations in two post-civil war Beirut neighborhoods.</div>
</div>
Although the Lebanese Civil War ended in 1991 and Beirut became a reunified city, much of it remains divided between a Christian East and a Muslim West. Beyond certain parts of the capital, many of its residential neighborhoods remain almost entirely religiously homogeneous. This study takes an in-depth look at two neighborhoods undergoing sectarian integration. Relying on neighborhood observations and face-to-face interviews with over 30 residents, it highlights the reasons that residents have chosen to reside in non-co-religious neighborhoods. Factors facilitating sectarian residential integration seem to include a past history in the neighborhood, historical ownership of assets in the area, appealing neighborhood attributes, affordability, and location (vis a vis other destinations and activities). Mixing appears to be a function of larger dynamics as well, such as the rising price of real estate that excludes many groups from other desirable areas. This study reveals that rising real estate prices in and around Beirut are driving people to reside in more affordable, yet non-co-religious neighborhoods. I analyze the extent to which and under what conditions spatial proximity actually leads to social relations between non-co-religionists. Integration alone does not seem to guarantee interaction. Factors limiting cross-sectarian interaction within the same neighborhood appear to include an absence of neighborhood attachment and identification, high levels of personal activity in other locations, involuntary or temporary relocation, and co-religious clustering. Factors facilitating the production of cross-sectarian social relations within a neighborhood include high levels of neighborhood engagement and activity, experience growing up in a mixed neighborhood, attendance at a religiously-mixed school, and weak political party affiliation. I speculate that a relatively apolitical, secular, and non-polarizing environment facilitates integration. Alternatively, the presence of polarizing political and religious images and symbols can act as barriers, essentially keeping non-co-religionists out. I also speculate that with rising real estate prices, more families may be forced to live in non-co-religious or polarized neighborhoods and this may introduce increasing tension. Public policies should thus focus on improving relations between non-co-religionists living in mixed neighborhoods. Enhancing civic engagement of all the groups in such integrated environments may head-off tensions and instability and strengthen collective community identification.</div>

This major conference on the theme of The Vital City was held under the auspices of the European Urban Research Association (EURA). EURA brings together an inter-disciplinary network of urban researchers from across Europe and beyond. It provides a forum for cross-national debate on urban policy and acts as a bridge between research and policy in this rapidly urbanising world. The conference, which attracted an audience of over 260 delegates and featured over 180 papers, celebrated EURA's 10th Anniversary. This work reports on a small portion of my continuing sociological research on city neighborhoods. The subjects which are dealt with here are quite delicate and my long-term involvement in the community is both an advantage as well as a disadvantage for understanding and describing it. Although at first glance this may appear to be a case study of a single neighborhood, as in William Whyte's <i>Street Corner Society</i>, the abstractions and concepts either generated or employed in this piece are by no means limited to the particular site for this research. The same phenomena have been observed and documented by myself and others not only in American cities but cross-nationally as well. Sociological phenomena are seldom, however, expressed exactly the same way in any two locations.</div>

The major theoretical theme of the book is the complex relationship between cultural symbols and societal structures which are embodied in the concrete entities of society - people, buildings, streets, maps and all forms of human settlements. One particular aspect of this general relationship is the interaction between self-images and the social meanings of the neighborhood communities in which people live. It is one of those many social phenomena "taken for granted" as part of everyday life and seldom analyzed, but nevertheless influential in the social construction of local community realities.</div>

Smagacz uses a comparative approach to look at two very different but related processes: what she calls the “revitalization” of two formerly peripheral and now prosper- <br />
ous, innovative and trendy urban districts: the first a part of the historical Polish capital, Krakow, and the second of the dynamic Northern Italian city of Milan. Both are useful objects of analysis in Smagacz’s perspective, and comparison throws into high relief the differences as well as the similarities. For Smagacz cities are important from a methodological point of view: not only are they of growing significance in today’s world, where an ever greater proportion of the population has become, willingly or not, urban: for Smagacz cities force us to integrate our disciplinary approaches and tools. The city cannot be understood unilaterally, but brings the researcher necessarily to look to different disciplines, or rather across and between disciplines, in order to create a meaningful and realistic picture. <br />
<br />
Marta Smagacz is by formation a sociologist, and sociological concerns were the starting point for her study. Her methodology is based on the conviction that the city and its parts are made, interpreted and continually reinterpreted by the inhabitants as they construct and reconstruct ‘their’ city. Interviews with the present inhabitants of the two districts form the core of her empirical evidence. The object of study and the results obtained inspired Smagacz to bring a historical and political-cultural perspective to bear on Ticinese and Kazimierz, in the attempt to highlight and to explain their similarities and differences.</div>

Cincinnati’s historic Over-the-Rhine neighborhood began in the nineteenth century as a nonelite suburb and became in the twentieth century an inner-city slum, burdened with a broad range of problems characteristic of such places everywhere in the United States. As Zane L. Miller and Bruce Tucker point out, however, Over-the-Rhine’s history is also the history of planning for both inner-city neighborhoods and big-city downtowns. Beginning in the 1920s, Cincinnati’s government and civic leaders explored the entire repertoire of policies and programs considered or implemented in cities throughout the country for such closed-in neighborhoods. The first set of attempts included schemes for comprehensive planning, zoning, slum clearance, redevelopment, and neighborhood conservation and rehabilitation.<br />
<br />
Over-the-Rhine survived this first assault on the slums, but at mid-century a new understanding of the city generated different visions of Over-the-Rhine’s future and long and bitter fights for control of that future. While factions fought, the neighborhood deteriorated, and by the 1990s it was one of the poorest and most violent parts of the city. The story ends with a double irony: the adoption of an Over-the-Rhine “urban renewal” plan that endorsed a ghettoish status quo; and the murder of Buddy Gray, the city's premier white community organizer, by a mentally troubled man whom Gray had rescued from the streets and befriended.<br />
<br />
Miller and Tucker look beyond the fight over slums to illuminate other issues in American civilization. They focus on changing concepts of culture, neighborhood, and community as dynamic factors, and basic components of city planning. Changing Plans for America’s Inner Cities is essential reading for anyone concerned with the future of urban neighborhoods.<br />

<b>Abstract from the publisher:</b></div> </div> Larry Bennett's <i>Fragments of Cities: The New American Downtowns and Neighborhoods</i> examines the social consequences of both the new approaches to downtown design and the physical upgrading of residential neighborhoods.</div> </div> Bennett draws upon lively case studies - ranging from Detroit's Renaissance Center to New York City's SoHo to Chicago's Wrigley Field - to relate physical redevelopment and urban social life. He demonstrates that a small, well-located delicatessen can bring people together while clusters of multi-million-dollar office centers in renovated downtowns can drive them apart.</div> </div> Bennett's evaluation of contemporary urban rebuilding, which is unique in giving equal attention to the political, economic, and social impact of urban design and rebuilding, is frequently pessimistic. He finds that the gentrification of many big-city neighborhoods and the design strategies chracterizing new downtowns do little to promote street life, unplanned social encounters, or public life in general. Bennett also contends some advocates and practitioners of the much-praised neighborhood movement have chosen isolation and local security as their primary goals, thus echoing in their concerns the physical plans developed by urban designers. In contrast, Bennett argues, both groups should embrace a vision that encompasses the entire city, or they will risk losing some of the best things cities encourage - surprise, tolerance, innovation, and democratic participation.</div> </div> Bennett does find cause for optimism in the designs of some particularly innovative architects and planners, and he praises the broadening initiatives taken by many residents acting independently to give life to their cities. Does the neighbourhood in which people live matter for the resourcefulness of their personal network and thus for their opportunities in life? Do residents of a multi-ethnic ‘problem’ area maintain fewer relationships with fellow-residents compared to residents of a homogeneous problem-free neighbourhood? And do ‘diversity-seekers’ who choose to live in a mixed neighbourhood translate their liking for diversity into more mixed networks and more bridging ties?<br />
This book brings together key insights from urban studies and network studies in order to understand whether and how spatial segregation matters for personal networks and inequality. By approaching these questions through different urban sociological perspectives, the book engages with current debates on poverty concentration as well as ethnic diversity, gentrification and social capital. The study is based on detailed quantitative and qualitative data on the personal networks of people living in three differently composed neighbourhoods in Rotterdam, the second largest city in the Netherlands.</div>

The insecurity of tenure, the poor housing conditions, the insufficient supply of basic public services such as water, sewage, streets, electricity, schools, and health centers, as well as the need for political and social inclusion, have been the focus of discussions at international conferences. The response to these challenges has been articulated by an international consensus of comprehensive approaches for improving the living conditions in informal areas, raising the quality of life in poor and deteriorated districts, creating circumstances for long-term poverty alleviation, and guaranteeing legal and secure tenure. A commitment to the Millennium Development Goals by the member countries of the United Nations is assured by their having put these strategies on their national agendas. </div>
For a generation Sam Warner has written about American urban history by sketching the development of particular cities. A 1994 poll of urban history scholars identified him as the country's most influential urban historian and designated Urban Wilderness as one of the books they would recommend most strongly as an introduction to North American urban history.<br />
<br />
Many urban historians write about cities as collective works of art, while others treat them as museums displaying famous structures, as political organizations, as economic engines, or as sites of population change. Warner gives due attention to all these aspects of urban history, but he examines cities especially as settings for human life, reflecting incessantly on how human life could improve through wise, historically informed public action.</div>

Like other West European countries, the Netherlands are facing a growing uneasiness about its changing demographics. It is within this context that animated discussions concerning immigrant neighbourhoods dominate. The general opinion is that living in such neighbourhoods hinders the 'integration' of immigrants into Dutch society. This book contributes to the academic and policy debate by not only examining the effects of ethnic concentration, but also by finding out how people are sorted into neighbourhoods. Bringing together different bodies of literature, this book offers a more holistic view of the creation of ethnic residential segregation and its potential significance for individual life chances.</div>
