Le dispositif de l'entretien itinérant réalisé dans le centre historique d'Avignon a plusieurs atouts: il fait force de preuve par la mise en présence de l'interviewé dans les lieux, il permet de construire un récit tout en parcourant la ville, il permet d'avoir accès aux pratiques quotidiennes, ordinaires de la ville. Grâce à lui, on peut comprendre comment le pratiquant ordinaire construit son attachement au patrimoine urbain à travers les pratiques ordinaires. L'analyse de certains entretiens réalisés lors de l'itinérance a dégagé quelques indicateurs de patrimonialité qui permettent de comprendre les représentations patrimoniales à partir du sujet. In other words, public actors in "cities unbound" deal with problems that are not restricted to their own institutional area, and that cannot be solved at that level either. In this article, we have focused on the way public actors come to an agreement on the rules (norms, ratios, perimeters, etc.) that serve as guidelines for local public action. What are the different rationales that govern this "rule-building process" and how do the actors reach agreement when they have diverging points of view? In our investigation, we gave priority to the ideological and area-based aspects by examining how the negotiations between local authorities and the state and the actions that are undertaken reflect the ideologies of local actors and the interests of the areas and the people they represent. In the context of French debate on the reform of local institutions, two types of local actors more specifically aroused our interest: the intermunicipal authority and the "Département". In recent years, the development of intermunicipal institutions received a real impetus from the 1999 local government act. In order to meet the changing needs of urban areas, the act created a new kind of intermunicipal authority, the "Communauté d'Agglomération", which was invested with extensive responsibilities in the areas of local development and planning. As no elections are held to appoint individuals to intermunicipal authorities, these institutions are not politically independent of the governments of the municipalities that comprise them. Do the intermunicipal authorities take part in defining new local issues? How do they contribute to the coordination of policies for different sectors at their own level? Based on a case study of the "Communauté d'agglomération du Val-de-Bièvre" in the Greater Paris Region, we will highlight the role of intermunicipal authority in public rule-building process. On the other hand, the continued existence of the Départements - subregional institutions that were created during the revolutionary period and that became local authorities in 1871 - is frequently questioned. Though they have traditionally focused on public action in rural areas, the Départements have recently been given extended responsibilities for transport and housing policy. We will show that, in contrast with what is usually assumed, the Départements do take part in urban policies, either through their own competencies or by making financial contributions to assist the actions of other institutions. We shall demonstrate this by referring to the actions of the "Département du Val-de-Marne", which is situated in the inner ring of the Paris suburbs, in relation to two development projects which were implemented at the level of the "Communauté d'agglomération du Val-de-Bièvre". The paper then analyzes the changing presentations of destruction from the 1950s to the 1980s and relates them to the dominant fears and anxieties of each period. Ce qui est vrai pour l'ensemble du budget communal, l'est encore plus en ce qui concerne les dépenses de voirie. En effet, les communes de plus de 10 000 habitants consacrent en 1986 plus de 23% de leur investissement à la voirie et presque 19% de leur budget de fonctionnement. Les outils existants actuellement ne permettent pas de connaître précisément les dépenses liées à la voirie (la comptabilité M12 ne peut y répondre et les essais de comptabilité analytique ne rentrent souvent pas suffisamment dans le détail). Or, cette connaissance est la condition sine qua non de la mise en œuvre, de la mesure et du suivi d'une politique de voirie, dès lors que les contraintes budgétaires dominent. Un des enjeux majeurs posé par la voirie est donc l'identification et l'évaluation des dépenses qui y sont liées. C'est pour essayer d'y répondre que nous avons envisagé une étude auprès d'une quarantaine de communes de plus de 10 000 habitants. Une première phase doit permettre de dégager les principaux postes qui figurent au budget voirie. Une deuxième phase permettra d'aller encore plus loin dans le détail en analysant des chantiers de voirie. Cette étude faite au niveau général du budget ne présage cependant rien en ce qui concerne le détail de chacun des postes de dépense. Or, l'hypothèse d'un investissement en grande partie lié aux dépenses passées et aux caractéristiques actuelles est tout à fait plausible pour le chapitre des dépenses de voirie. La gestion locale des services de transports collectifs urbains est un thème qui, dans le contexte économique actuel et les fonctions nouvelles des collectivités territoriales en France, retient de plus en plus l'attention. Au début des années 70, dans le cadre du renouveau des TCU, l'Etat est intervenu pour favoriser le développement et la modernisation des réseaux en décentralisant les compétences au niveau local et en donnant aux collectivités un nouveau moyen de financement : le versement transport. Cette décentralisation s'est traduite par une réorganisation juridique des réseaux et une politique de développement de l'offre de TC (création de réseaux de métro, extension des réseaux de surface, renouveau du tramway). Le financement des investissements est assuré en partie par des subventions d'Etat (pour les TC en site propre) et par le recours à l'emprunt ; le versement transport est utilisé pour le remboursement des annuités d'emprunt. Au début des années 80 apparaissent les premiers signes de la crise du financement des TCU en France avec le désengagement de l'Etat et la stagnation du versement transport. La raréfaction des ressources a entraîné un recours croissant à l'emprunt pour financer les investissements et une augmentation de plus en plus forte de la contribution des collectivités locales au déficit d'exploitation. Molti dei più interessanti capitoli della storia urbana di tali città sono stati scritti usando le informazioni date da una o più cronache. La dimensione più ovvia di questa relazione tra conoscenza storica e fonti come le cronache, riguarda la cronologia. La cronaca è narrazione, e vi si trovano molti degli elementi fondamentali della storia fattuale. Date e eventi, battaglie e dati del commercio vi vengono riportate con più o meno precisione a secondo della personalità dell'autore. Anche la storia dei regni ha usato molto questo tipo di fonte. E siccome in molte cronache l'autore fa anche opera di compilatore di conoscenze storiche (alcuni si confrontano anche alla storia universale) le cronache costituiscono una base fondamentale per la conoscenza della storia del mondo arabo medievale e poi del mondo ottomano.<br />Con il progressivo movimento di rottura della materia storica con la passività della narrazione fattuale, e con lo sviluppo delle scienze sociali, l'uso storico delle cronache è andato raffinandosi. Si è comminciato a cercare nella cronaca elementi potendo servire a una storia economica o sociale. Ogni tappa dell'iscrizione della storia nelle scienze sociali è stata accompagnata di una rilettura delle maggiori cronache arabe e ottomane, ogni volta con uno sgardo e una retorica diversi. Ma molto di rado si è riflettuto sulla natura della cronaca stessa.<br />Come mai per quasi tutte le città del mondo arabo, dal medioevo all'introduzione di metodi moderni di amministrazione cittadina durante la seconda parte dell'Ottocento, abbiamo delle cronache? Come mai in tutte queste città qualcuno ha deciso di trascrivere ogni giorno o quasi l'accaduto in ambito urbano? Non puo' ovviamente essere totalmente un caso.
