                <text>Housing prices being one factor thought to contribute to segregation patterns, this paper aims at differentiating gated communities from non-gated communities in terms of change in property values. To what extent do gated communities contribute to price filtering of residents, accentuated by patterns of price differentiation favoring gated communities in the long run? The paper provides an analysis of the territorial nature of gated communities and how the private urban governance realm theoretically sustains the hypothesis of better protection of property values in gated communities. In order to identify price patterns across time, we elaborate a spatial analysis of values (Price Distance Index), identifying gated communities with real-estate listings in 2008, matched with historical data at the normalized census tract level from Census 1980, 1990 and 2000, in the greater Los Angeles region. We conclude that gated communities are very diverse in kind. The wealthier the area, the more they contribute to fuel price growth, especially in the most desired locations in the region. Furthermore, a dual behavior emerges in areas with an over-representation of gated communities. On the one hand, GCs are located in local contexts that introduce greater heterogeneity and instability in price patterns, and by doing so contribute to a local increase of price inequality that destabilizes the price patterns at neighborhood level. On the other hand, GCs spread in contexts that show a very strong stability, in terms of producing price homogeneity at the local level.</text>

This refers either to climate policies or to measures adopted for other reasons but which impact on greenhouse gas (GHG) emissions. The first part describes the French context related to GHG emissions to emphasize the importance of taking into account local specificities when considering the determinants of GHG emissions. The second part analyses the framework of French governance relevant to climate mitigation at the national and at the local levels to emphasize tools at the disposal of local authorities to undertake mitigation actions. The last part describes and analyses actions undertaken in rural and urban areas to show the limits of the current articulation between the central state and decentralized levels of governance regarding climate issues and to propose improvements.</text>

                <text>To analyze the response of cities to urban policies or transportation shocks, describing a succession of stationary states is not enough, and urban dynamics should be taken into account. To do so, the urban economics model NEDUM is proposed. This model reproduces the evolution of a monocentric city in continous time and captures the interaction between household moves, changes in at sizes, rent levels, and density of housing service supply. NEDUM allows, therefore, for a temporal and spatialized analysis of urban transitions. Applied to climate policies, this model suggests that the implementation of a transportation tax causes a larger welfare loss than can be inferred from traditional models. Moreover, such a tax increases signi cantly inequalities if its implementation is not anticipated enough. According to these results, therefore, smooth and early implementation paths of climate policies should be favored over delayed and aggressive action.</text>

                <text>La complexité des systèmes urbains est un défi constant pour les acteurs qui y sont confrontés. L'appréciation de ce phénomène est largement conditionnée par la posture (usager, technicien, pouvoir public, chercheur) et le bagage culturel, disciplinaire et professionnel, comme en rend compte une littérature pluridisciplinaire prolifique. Sur le plan de la recherche, multiplier les regards sur les systèmes complexes contribue à déceler des pistes de développements originales. Cette thèse est le fruit d'une rencontre entre le génie industriel, les sciences politiques et l'urbanisme autour d'une logique de transfert technologique. En effet, les technologies de la conception, notamment collaborative, et de l'innovation centrée-utilisateur sont parmi les réponses du génie industriel aux problématiques générées par la complexité et auxquelles doit faire face le monde industriel. Notre analyse nous amène alors à considérer le potentiel que représente l'adaptation de la conception collaborative distribuée (CCD). En conséquence, nous formulons des outils, des méthodes et un environnement nécessaires au développement d'une CCD dédiée aux projets urbains afin de favoriser leur acceptabilité globale et durable. Ces travaux posent alors la question de la place accordée à l'usager final dans le processus de conception des projets urbains. Dans ce cadre, les sciences politiques nous aident à comprendre les rapports entre citoyens et experts. Ce faisant nous pouvons poser les bases d'une approche collaborative dès la phase de conceptualisation car celle-ci influence l'ensemble du développement des projets. Plus globalement, le collaboratif participe à l'émergence de villes durables.</text>

                <text>Le développement de l'habitat informel dans la périphérie algéroise et la pratique d'intégrer une activité économique au sein de l'immeuble familial ont permis l'émergence de nouvelles polarités urbaines dont l'offre de biens et de services s'avère large et répartie sur l'ensemble de l'agglomération. Cette dynamique accroche ces territoires marginalisés à l'économie de l'agglomération et concourt à leur valorisation. Le tissu économique informel ainsi créé a offert des emplois qui ont permis aux ménages de sortir de la précarité et d'offrir aux enfants des débouchés. Cependant, si le secteur informel fait par lui même l'expérience d'une modernisation laborieuse pour s'adapter aux besoins du marché, il n'en présente pas moins des archaïsmes quant à son organisation, à la qualité et au respect des normes en vigueur. Les paradoxes de ce secteur laissent entièrement ouverte la question de ses potentialités en matière de logique entrepreuneuriale et d'innovation sociale.</text>

                <text>Cet article propose une nouvelle grille d'analyse, bâtie autour de la notion de " système hydrique urbain " (SHU). Elle permet de caractériser l'état de la gouvernance de l'eau dans les villes. L'élaboration de la grille s'appuie sur le concept d'encastrement institutionnel et, plus largement, sur la théorie néoinstitutionnaliste. Le SHU articule un volet institutionnel, les institutions régulant le système, à un volet économique, comprenant les usages et leur fourniture. Au final, l'apport du SHU réside dans sa capacité à rendre compte finement du processus de gouvernance en isolant les éléments internes du système, leurs interactions ainsi que les potentielles sources de dysfonctionnement. Après avoir présenté la construction de la grille d'analyse, l'article illustre une application possible, en traitant la question du renouvellement des infrastructures dans les villes européennes.</text>

                <text>A partir de l'identification de plusieurs frontières de l'espace djiboutien (auparavant Côte française des Somalis, puis Territoire français des Afars et des Issas), nous revisitons l'histoire coloniale de Djibouti sous l'angle de la fabrication des territoires. Nous étudions particulièrement cinq frontières que l'on peut tracer sur une carte : les limites ethniques, les limites internes, les frontières internationales terrestres, le corridor ferrovaire et les frontières maritimes. Nous étudions comment ces différentes frontières ont été découvertes ou inventées à Djibouti, dans le cadre général de la formation des espaces dans la Corne de l'Afrique au XIXe siècle, puis comment elles ont été réalisées. Nous analysons les évolutions - dont l'éventuelle consolidation - de ces frontières jusqu'à l'indépendance. Enfin nous en étudions les conséquences et répercussions, en particulier la coercition qu'elles exercent, directement ou indirectement, sur les habitants.</text>

                <text>In freight distribution services a required quality level may have a relevant effect on transportation costs. For this reason an evaluation tool is useful to compare different service settings and support the decision, on the base of quantitative indicators. This paper proposes a method for cost evaluation in this context and presents an application to a case study concerning a freight distribution service, which operates on a wide road network having a city centre, a peripheral urban area and a peri-urban rural zone. A simulation method is proposed to obtain real-life scenarios in order to test the method and its indicators. The performance of each indicator has been evaluated in an experimental context to produce realistic test cases, using a trip planning tool and a demand generator. First, the behaviour of the indicators is analysed with regard to the time windows width planned for the service. Then, their ability in estimating the total transportation cost to satisfy all the requests, under different time period profiles, is shown. The results confirm the ability of the set of indicators to predict with a good approximation the transportation costs and therefore to be used in supporting the service quality planning decisions.</text>

                <text>L'essor des nouvelles technologies de l'information et de la communication (NTIC) est un atout pour les possibilités de diffusion des connaissances autour du patrimoine. L'enjeu principal est donc d'exploiter les technologies numériques (3D, dispositifs tactiles, géolocalisation, etc.) au service des collections du musée. Ainsi, le projet proposé par le musée d'Histoire de Nantes vise à mettre en place un dispositif de médiation culturelle novateur et d'aide à la lecture d'un objet patrimonial. Il s'agit en effet de valoriser une maquette du port de Nantes réalisée pour promouvoir l'activité portuaire de Nantes lors de l'exposition universelle de 1900. Un important travail de recherche et développement réalisé dans le cadre d'un partenariat entre le musée et quelques-uns des grands établissements d'enseignement supérieur de Nantes (Université de Nantes, École Centrale de Nantes, Polytech'Nantes). Cela a notamment permis de réaliser plusieurs centaines de notices historiques, traitant de thématiques diverses et variées (entreprises, bâtiments singuliers, activités portuaires, etc.). Le corpus documentaire ainsi créé sera stocké dans une base de données permettant au dispositif muséal de transposer les connaissances liées à l'objet et son environnement au sens large dans un objectif de médiation culturelle. Cette base de connaissances a été conçue de manière innovante pour permettre au projet global d'être évolutif dans son contenu et accessible aupublic qui pourra contribuer à son enrichissement.</text>

                <text>Le projet de simulation des mobilités MobiSim est développé depuis le début des années 2000 et a fait l'objet d'améliorations constantes, souvent initiées et financées par le Ministère de l'écologie et par l'Agence de l'environnement et de la maîtrise de l'énergie (ADEME), notamment dans le cadre du PREDIT. Son objectif est double : d'une part, il s'agit de répondre aux problématiques et aux préoccupations actuelles sur les questions d'urbanisation et de politiques de transport et, d'autre part, de fournir un outil d'aide à la décision aux collectivités territoriales et aux aménageurs. Dans ce contexte, le projet MobiSim vise à explorer, par la modélisation, le lien entre la forme des villes et les mobilités quotidiennes et résidentielles qui y prennent place.</text>

                <text>L'étude propose une mesure des changements dans la structuration régionale et locale au regard de la disparité des niveaux de vie des ménages. Les situations en 1990 et 2007 sont comparées à celle de 1999 pour bénéficier d'un recul, sur une longue période. En complément, une typologie des territoires en 2007 est proposée. Au centre de l'agglomération, les contrastes se renforcent entre le secteur aisé de l'ouest et un secteur nord de plus en plus compact et homogène de quartiers pauvres. Entre ces situations extrêmes, de nombreuses communes représentant près de 90% des ménages ont des profils plus divers ; en grande couronne se diffuse un modèle résidentiel où dominent des ménages aux revenus moyens-aisés, tandis que les quartiers réellement mixtes sont surtout présents à Paris, mais en retrait.</text>

                <text>L'action collective urbaine est confrontée à une double injonction potentiellement contradictoire en matière de mobilité quotidienne. Elle doit garantir l'accès à la mobilité pour tous et réduire les mobilités individuelles motorisées. Avec la pluralisation des politiques urbaines, cet enjeu de cohérence se double d'un enjeu de coordination, qui subsume la traditionnelle cohérence urbanisme-transport. Cette thèse interroge la conciliation des enjeux d'accès à la mobilité et de mobilité durable. L'étude analyse la prise en compte des inégalités d'accès à la mobilité dans les politiques urbaines de la Communauté Urbaine de Lyon. Les aides à la mobilité des politiques de retour à l'emploi et les Plans de déplacement inter-entreprises portés par la politique temporelle, sont comparés à la tarification sociale et l'amélioration de la desserte des quartiers défavorisés de la politique de transport. Les résultats montrent que les enjeux sociaux n'ont jamais fait l'objet d'une attention aussi grande, avec le passage d'un droit au transport pour tous à un droit au transport ciblé et l'émergence de droits à la mobilité. Mais, la conciliation entre les enjeux potentiellement contradictoires d'accès à la mobilité pour tous et de mobilité durable est difficile à l'échelle d'agglomération, ces enjeux étant concurrents lorsque sont arbitrés les choix politiques et financiers. La prise en compte des enjeux sociaux est retardée, limitée, voire oubliée en cours de route, la stratégie d'agglomération étant orientée vers l'attractivité économique et l'exemplarité en matière de développement durable.</text>
