                <text>The economic zone of Rajin-Seonbong (Raseon) is located at the north-eastern border of North Korea, adjacent to China and Russia. Although its attractiveness to foreign investors has remained limited since its creation in 1991, Raseon is of growing interest as a transit port for Russian and Chinese trade. This paper reviews some theories on the constraints and advantages of remotely located ports, arguing that limited economic base can be overcome by a strategy based on transhipment flows to and from China, South Korea, Russia and Japan. In particular, it develops the idea that economic factors, such as remoteness from the nation's core region, are not sufficient to explain the uneven success of the project. More likely is the mismatch between local industries and port facilities. Unlike the Chinese free-trade zone experiment, port and logistics development in North Korea may take place prior to industrial development, strengthening Raseon as a potential gateway and growth pole in Northeast Asia</text>

                <text>This article investigates the potentials of satellite imagery for the mapping of air quality parameters. Concentrations of black particulates, sulphur dioxide and other pollutants measured in the city of Nantes with ground stations were compared to coincident Landsat TM6 data (thermal infrared band data). The black particulates concentration and the apparent temperature from satellite data are highly correlated. Finally, it is demonstrated that the spatial distribution of the black particulates can be mapped from remotely-sensed data. Possible improvements in precision of the mapping are discussed.</text>

                <text>This study focuses on the assessment of the potentialities of the Synthetic Aperture Radar imagery to study urban micro-climate and air quality. In urban area, air quality is quite dependent on the air flow drag which is influenced by the aerodynamic roughness parameters of the ground. These parameters are linked to the urban structural features and their typologies. They characterise the evolution of the vertical wind profile with the altitude. To extract structural features, the structure function (also called variogram) is processed on ERS images of the city of Nantes (France). A classification according to the structure function is done that leads to a mapping of the aerodynamic roughness by allotting a roughness parameter to each class.</text>

                <text>This paper deals with the major factors influencing the detection of urban fabrics in ERS-SAR images. Data, in SLC and PRI format, were acquired over the city of Nantes (West of France). The analysis of the data was performed in conjunction with aerial photographs, maps, meteorological data, as well as a field survey. The way urban fabrics and its environment, the data processing techniques, and the weather conditions affect the radar signal was examined and discussed. It was found that large effects originate from the geometry of urban features, as well as their orientation relative to the spacecraft orbit. This investigation adds evidence of the fact that the specular scattering prevails over the diffuse scattering in urban area. Practical conclusions concerning the capabilities and the limitations of ERS-SAR imagery are drawn.</text>

                <text>This paper aims at showing the potentialities of the Earth observation (EO) data for the knowledge of the atmospheric pollutants concentration field over metropolitans areas. At present, deterministic modeling and decision support systems only use pollutants maps obtained with mathematical methods. But, given the few scattered stations measuring the pollutants concentrations, an accurate map of the spatial distribution is almost impossible with standard methods. We found a strong correlation between the black smoke (BS) concentrations and data from sensor TM6 of the Landsat satellite. The map derived from the EO data gives errors close to those obtained by standards methods. The representation is nevertheless closer to the real urban environment. In a near future, EO derived products could be treated in near real time in conjunction with pollutants measurements to provide accurate information to decision maker.</text>

                <text>Le texte analyse dans quelle mesure les “ identités urbaines ” se combinent ou s'opposent à d'autres modalités d'affirmation identitaire, notamment socioraciale et ethnique. En quoi les identités et les appartenances sociales produisent-elles de la ville ? En quoi sont-elles produites par la ville ? Exprimé ainsi, ce questionnement se trouve au carrefour de deux préoccupations plus générales : la construction de la ville par ses acteurs-habitants, et la place de l'ethnicité dans cette construction. L'analyse compare trois situations en Colombe: dans une métropole (Cali), une grande ville (Carthagène) et une petite ville (Tumaco).</text>

Je présenterai le contenu d'un fonds d'archives, et les usages qu'en ont fait les historiens ; historiens de l'époque ottomane, et non pas les spécialistes de la colonisation : les premiers y ont prêté attention, pas les seconds Or, ce fonds, le rassemblement des données qui le composent, mais également son classement, quoique essentiellement en arabe, date du début de la conquête française et a été établi dans les années 1830 en vue de définir l'ampleur du domaine de l'Etat, au profit du nouveau conquérant. Dans un deuxième temps, je propose d'observer la même documentation sous l'angle de la taxinomie utilisée dans les archives, et par-delà sous l'angle du poids des catégories administratives dominantes dans la redéfinition des langages de l'espace, mais aussi ses limites. Après avoir interrogé la position de l'histoire ottomane face à cette archive, c'est dans cette partie celle de l'histoire coloniale qui est questionnée. Dans un dernier temps, au contraire, je propose d'observer toujours la même documentation sous l'angle des conflits qu'agitent les questions relatives à la propriété. En effet, ni une mise en forme des voix colonisées, ni un processus de falsification de la portée de ces voix, cette source apparaît plutôt comme travaillée par un ensemble de revendications et de luttes pour les droits, et à ce titre fait figure d'un document de combats.</text>

                <text>L'étude de l'exercice professionnel en urbanisme recouvre plusieurs perspectives. L'enjeu est en effet d'identifier les acteurs et de décrire leurs pratiques au sein d'un espace professionnel, en analysant leur spécificité et les vecteurs de leur légitimité. Cela implique à la fois de caractériser le champ des urbanistes, et de rendre compte des processus de structuration professionnelle de ses acteurs. L'objectif est alors de montrer que l'urbanisme constitue un courant méthodologique, dont l'approche des interactions territoire/société marque un renouvellement théorique et méthodologique et contribue à redéfinir l'objet de l'étude. L'hypothèse est faite que l'organisation des territoires se noue depuis le XIX° siècle autour de problématiques complexes, nécessitant des médiations et des compétences nouvelles. En cela, l'émergence d'un profil professionnel est à étudier, dans la dynamique des pratiques, articulées à celle des autres acteurs de l'espace professionnel, et du courant méthodologique qui en est le produit, où, d'une problématique, l'urbanisme devient une discipline et acquiert un statut scientifique. Au cœur d'une concurrence pour la maîtrise de décisions ou d'outils, les urbanistes sont analysés au regard des logiques et des stratégies mises en place dans leur exercice pour légitimer leur activité et reposant sur l'identité du champ. En parallèle des discussions à mener sur l'opportunité des méthodes employées pour caractériser ce terrain, de l'adéquation des outils théoriques pour rendre compte du jeu d'acteurs dans toutes ses dimensions, il s'agit donc de montrer comment se construit l'urbaniste, professionnel dans un champ aux ouvertures multiples.</text>

Plus précisément, au-delà des dynamiques ségrégatives associées aux limites tracées par la carte scolaire (notamment par l'intermédiaire des choix résidentiels), cette dernière peut servir les politiques exclusivistes que certaines communes périurbaines mettent en œuvre. Il s'agit là d'un effet des spécificités de la structuration institutionnelle du périurbain. Dans ce dernier, de nombreuses communes sont petites et peu peuplées, à tel point qu'elles constituent souvent un maillon élémentaire des secteurs des établissements scolaires, y compris pour les écoles. Cette structuration institutionnelle offre des prises importantes à des actions publiques exclusivistes, prises qui n'existent pas de manière aussi nette dans les centres. La carte scolaire peut alors renforcer ce que nous proposons d'appeler la « clubbisation » des petites communes périurbaines.</text>

                <text>Les réformes du secteur électrique en Jordanie et au Liban s'inspirent d'une logique libérale. Les bailleurs attendent de leurs mises en œuvre des mutations significatives de l'action publique, une performance améliorée et une amélioration des finances. Dans cet article, nous soulignons les enjeux et sociaux de ces réformes, avant d'étudier successivement les réformes en Jordanie puis au Liban. En Jordanie, une profonde réforme institutionnelle a abouti, à l'issue de laquelle des firmes privées sous contrôle étranger (majoritairement émirien) occupent un rôle central. Mais nous montrons que le régime hachémite maintient un contrôle étroit sur le secteur. Au Liban, les blocages politiques entrave les projets de réforme, très proches dans leur inspiration du modèle jordanien. Dans les deux cas, les rapports sociaux structurants du secteur électrique apparaissent néanmoins largement inchangés.</text>

                <text>A rede metropolitana parisiense conhece desde o início da década de 70 uma expansão espacial contínua que levou à criação de 28 estações de metro nos subúrbios da cidade, aumentando para 54 o seu número total. Tal desenvolvimento questiona os efeitos produzidos num espaço heterogéneo, simultaneamente figura da antiga “cintura vermelha”, da actual extensão da centralidade parisiense (Burgel, 1999, 2006) e da reactivação dos arredores mais próximos de Paris como alvo da política regional. A partir da exploração estatística e geográfica da base de dados M.O.S. (Mode d'occupation du sol) e da análise aos projectos de prolongamento das linhas de metro, pretende-se avaliar os efeitos das infra-estruturas no espaço urbano da proche banlieue de Paris. Pouco perceptíveis, as alterações esboçam modos de causalidade diferentes das relações infra-estrutura/território habitualmente apontadas nos discursos e na prática dos decisores em matéria de transporte urbano. À retórica do “efeito estruturante” (Offner, 1993) sobre o urbanismo não corresponde o peso, na decisão, dos critérios da rentabilidade sócio-económica, tidos como racionais e objectivos, e que finalmente constituem um factor de minimização do risco financeiro. Os balanços ex-post, realizados a curto e médio prazo, não facilitam a evolução da prática e dos discursos político e científico. Arriscar e desenhar a cidade com o auxílio do transporte obriga enfim a colocar a questão das contradições que põem em causa a integração das políticas de transporte e de ordenamento. Nas primeiras domina a lógica de rentabilidade e polarização dos fluxos, as segundas respondem a objectivos de distribuição igualitária que tendem por isso mesmo em dispersar a procura (Bonnafous, 1994). Da causalidade figurada às práticas reais, que ligações?</text>
