On envisage que cette nouvelle méthodologie, qui couple l'évaluation de la durabilité avec une technique de modélisation integrée, fournira une base fondementale pour résoudre plusieurs des défis auxquels font actuellement face les chercheurs en développement durable, les décideurs et les autorités de planification des environnements urbains en Australie et dans le reste du monde. / In order to combat the rapid degradation of the world's ecosystems and depletion of natural resources, governments and planning authorities are searching for more sustainable forms of development. The need to assess the sustainability of development proposals is thus of great importance to policy and decision makers. However, effective methods of assessing the overall sustainability of housing developments (proposed or existing) have yet to be established. This research aims to address this problem by presenting a new methodology to assess the sustainability of housing development systems. The methodology uses indicators with a common Sustainability Scale which is derived from percentiles of a population with resource use above a predetermined sustainable level, and has been coupled with a technique for modelling complex housing development systems using multiagent based simulation. The methodology was shown to be operational in the case study application of the Christie Walk housing development in inner-city Adelaide, Australia. The results of the assessment showed that the development compared favourably to the rest of the Adelaide metropolitan area. The case study also highlighted, through behavioural scenario analyses, the importance of good infrastructure and design in reducing the impacts of human behaviour on housing development sustainability. It is envisaged that this new methodology of combining sustainability assessment with an integrated modelling technique will provide the basis for a solution to many of the challenges currently facing sustainability researchers, policy makers and planning authorities of urban environments both in Australia and world wide. Simultaneously, the road-space has been narrowed by about a third. A survey conducted on 1,000 users of the T3 shows that the tramway hardly generated any modal report from the private cars (PC) towards the public transit (PT). However, it did generate important intra-modal transfers: from bus and subways towards tramway concerning the PT, surely from Maréchaux' boulevards towards the Parisian Ring-Road (boulevard périphérique, PRR) and/or adjacent streets for the PC. The various benefits and costs of these changes are evaluated in this research. The welfare gains made by PT users are more than compensated by the time losses of the motorists, and in particular, by the additional cost of road congestion on the PRR. The same conclusion applies with regard to CO2 emissions: the reductions saved with the replacement of the busses and some (few) PC are less important than the increased pollution induced by the lengthening of the automobile trips and the increased congestion on the PRR. Even if one ignores the initial investment of 350 M€, the social impact of the T3 project, illustrated by its Clear Discount Value (CDV), is strongly negative. This is especially true for suburbanites. Concerning the lonely inhabitants (electors) of Paris, our analysis shows that they pocket the main part of the benefits while supporting a weak fraction of the costs. First, we attempted to evaluate the evolution of the congestion cost for the Paris Ring-Road (PRR), the major urban highway surrounding the French capital, during the period from 2000-2007. A speed-density methodology was implemented which enabled us to differentiate the external costs of road congestion between speed-classes of 5 km/h. These results were useful to subsequently propose the order of magnitude of time losses at national and regional scales, as well as marginal pricing schemes which could potentially be used in order to correct road congestion externality on the PRR. Our empirical investigation concluded that, in 2007, the PRR was more costly for central Paris area (130 M€) compared to that of seven years earlier (117 M€). The deterioration of traffic conditions, symbolized by the mean speed fall (- 5.2 %), dominates the infrastructure least used (- 2.2 %). Based on these figures, the social cost of road congestion is thought to reach about 0.2 % of the French GDP. This ratio becomes three times higher once reported on a regional scale and underlines that road congestion is an important issue for Ile-de-France. Finally, despite their analytical limitations, the proposed taxes clearly illustrate the challenges related to road-pricing strategies. Sur la base de cas d'étude français et boliviens, cet article propose une analyse de deux problématiques très interdépendantes, l'urbanisation des systèmes irrigués et le développement du multi-usages des canaux. Cet article a pour but : i) d'analyser comment les associations d'irrigation et les acteurs socio-économiques qui bénéficient du fonctionnement des périmètres irrigués s'adaptent les uns aux autres dans ce processus d'urbanisation ; et ii) de comprendre la place que prennent les arrangements institutionnels dans cette adaptation et ce que l'on peut en attendre face aux enjeux de l'urbanisation et du multi-usages des canaux. On the one hand, irrigation systems, developed locally through farmers' impulsion, private or State donor support, were often designed to meet the needs of agriculture only. On the other hand, the urbanization of irrigation systems enables new and sometimes joint beneficial uses, leading to the growing recognition of the multiple use potential of these systems. This article analyses two very much interdependent issues: urbanization of irrigation schemes and development of surface irrigation canal multiple-uses. The paper aims at analyzing how irrigation associations, agencies and generally benefactors' representatives are adjusting to the urbanization process, and how new agreements are being crafted to address the many issues related to urban encroachment and the multiple uses of canal systems. It analyzes what may be expected from institutional agreements in dealing with this adjustment process. This analysis is based on two country case studies: France and Bolivia. These countries exhibit different socio-economic and legal conditions and traditions. However, Bolivia may be viewed as a good example of developing country context, while France is of interest because of its rather unique legal framework, which bears specific consequences on the way urbanization process is dealt with in irrigation schemes. In France and Bolivia, the consequences of urbanization on irrigation schemes are first presented. Then, the main components of multiple uses from irrigation canals are described, e.g. both positive and negative externalities of canals situated in urban or peri-urban areas, as well as new services that these canals offer, such as raw water service for urban users. At last, the article analyses the different existing institutional agreements that have been designed to ensure the continuous presence of positive externalities, delivery of new services, and tackling negative externalities. A typology of these local agreements is proposed. It appears that there is ample room for institutional agreements of benefit for both irrigation farmers and other users, and that these arrangements almost always designed between local actors in a bottom-up way, based on local issues and initiatives may bring satisfying solutions for a large set of problems dealing with urbanization and multiple uses of canals. This discussion, which remains much more pragmatic that theoretical, may help think better how to implement integrated management for irrigation canals and their water resource. Due to political instability, the region has one the largest refugee and internally displaced populations in the world, mainly consisting of Palestinians and Iraqis. The urban population increased from one quarter of the total population in the 1950s to over 60% in 2005. The migrants — domestic and international, forced or not — are one of the main drivers of urban development in the region. Despite the diversity of existing situations, refugee movements are generally long-lasting, and the ends of conflicts do not always mean a return for the entire refugee population. Inspirée des méthodes d'analyses antérieures du risque réalisées par des géographes de l'Université de Savoie sur les villes de Nice et d'Annecy, cette recherche élaborée de façon à être reproductible, ciblée sur les enjeux, propose une base de réflexion utile aux différents acteurs urbains dans une perspective de planification préventive ; elle fournit des pistes pour la réduction des vulnérabilités et apporte des orientations pour la gestion de crise. Enfin, elle propose une réflexion conceptuelle sur l'articulation des thématiques de la « mobilité » et des « risques » à partir des concepts de « vulnérabilité » et « d'accessibilité ».<br /><br />La démonstration se fonde sur un travail de terrain réalisé durant deux ans et demi à Quito, dans le cadre du programme de recherche « Système d'Informations et Risques dans le District Métropolitain de Quito » initié en 1999 par l'Institut de Recherche pour le Développement (IRD) en collaboration avec la Municipalité de Quito. Ce travail, avant tout méthodologique, a nécessité la constitution d'une base de données géoréférencées et documentées (métadonnées), appelée « Mobilité » structurée grâce au Système d'Information Géographique « Savane » développé par l'IRD.
