                <text>Seaports are key locations within value chains and production networks. Port policies of national and local governments seek higher rents through strategies of specialisation or diversification. Elaborating on longstanding research about urban and regional development, this paper proposes an empirical investigation of the interplay between traffic variety and port performance. The analysis of traffic data per commodity for 330 European ports highlights the influence of multiple factors such as location, function, and local context, together with the specificity of some commodities regarding port evolution. The demonstrated importance of territorial factors provides a good complement to existing literature mostly focused on global networks and economic players</text>

                <text>Les modèles stratégiques de transports urbains ont pour principe de fonctionner avec un nombre réduit de zones (de l'ordre de la dizaine), une représentation de l'offre de transport sous la forme de relations flux-vitesse entre zones et la prise en compte de la rétroaction de l'état de l'offre (congestion) sur la demande. Le modèle stratégique présenté ici se différencie principalement par l'accent explicitement mis sur ces rétroactions et notamment leurs différentes natures selon les motifs des déplacements, ainsi que par la possibilité du fonctionnement pas-à-pas, permettant de tester le comportement du système modélisé au cours du temps. Ce modèle existe aujourd'hui à l'état de prototype sur l'agglomération lyonnaise, sa version complète étant en cours de réalisation. Cet article traite donc surtout des questions méthodologiques : conception générale et architecture du modèle, exemple d'utilisation. La discussion du prototype, confronté aux nombreux facteurs d'incertitude pesant à long terme sur l'évolution du système urbain, permet de proposer un cadre de développement tendant vers une maîtrise pragmatique de cette incertitude.</text>

                <text>L'objectif de cet article est de montrer comment, dans un contexte de grande précarité, les enfants utilisent la rue comme espace mobilisateur de ressources pour assurer la survie de leur fratrie. Les stratégies qu'ils mettent en œuvre s'inscrivent dans un contexte sociohistorique de métropolisation massive dont la description permet de saisir l'origine de leur pratique quotidienne dans le sous-emploi urbain. Cet article s'appuie sur une méthodologie résolument qualitative basée sur des études de cas et sur les sociologies de l'enfance et de la précarité. Si le lien entre le travail ambulant des adolescents et la métropolisation de Lima est évidente selon une articulation entre les sphères micro et macrosociologique, cette corrélation n'a de sens que si on la replace par rapport à l'utilisation de la rue comme espace ressources. Dans les trois cas d'adolescents travailleurs étudiés, la rue symbolise à la fois l'espace d'occupation d'enfants pour leur survie et la métropole en expansion.</text>

                <text>Urban logistics is a field that studies the best solutions for urban freight distribution with high environmental objectives. However, most actions are started by public authorities without taking into account the impacts of the new organizational schemas in the existing distribution enterprises' organization. This paper sets out to show that urban logistics approaches are currently important with reference to the noise and pollution in city center. To this end, we present the success experience of Cityporto (Padoua) in Italy. Cityporto is a service which makes deliveries in city centre by using GPL and electric lorries. So, the service is considered as less polluting as a conventional approach. In this context, it allows a delivery at any time of the day, also in the Limited Traffic Zone which is closed at certain hours of the day. This is based on the findings from an exploratory qualitative approach. Documentary analysis several interviews have be made. These concern three internal stakeholders of Interporto di Padova (the company which manages the intermodal platform of Padova, in charge of Cityporto) and one member of Padova's Municipality (which promote the project). The results of this case study show that environmental aspect is one of the foundations of the project, but the economic continuity has to be first ensured. Indeed, the preservation of this service on the long term is subjected to its solvency. Moreover, its success is associated to the recognition by employees, and also customers. With regard to the collected information, it is possible to propose a balanced scorecard, where three axes emerged in connexion with economic, environmental and social dimensions. The paper makes a contribution to the evaluation and measurement of city urban logistics using a success story that has been developed from the practitioner perspective. This experience could provide a basis for further practices in Italy and other European countries. In conclusion, the proposed case study is presented for its academic, policy and managerial implications. This experience conceptualises city logistics in relation with the Sustainable Development, setting the main objectives and steps of urban planning for freight distribution and logistics issues. But above all, it provides an understanding of the key success factors in a green transport organisation which can become a pivotal position in the upstream supply chain. De facto, the study should facilitate the implementation of green urban logistics taking into account the importance of the project's economic continuity.</text>

                <text>Cette thèse veut faire connaître le lien entre la productivité des villes et 2 éléments : la taille de l'agglomération et ses infrastructures. Pour expliquer la productivité, la taille du marché de l'emploi et l'efficacité des transports urbains sont intégrés. L'objectif de cette recherche est donc double. Il consiste non seulement à contribuer à une meilleure connaissance de ce que représente la taille du marché de l'emploi pour la productivité de la ville et à évaluer les facteurs explicatifs de la taille du marché de l'emploi de la ville, mais aussi à mettre en lumière la contribution de l'efficacité des transports urbains à la productivité de la ville. Les cas de Paris, Londres et de trois villes coréennes dont Séoul sont étudiés. Les 3 éléments que constituent la taille de la ville, la localisation relative des emplois aux résidences des travailleurs et l'efficacité des transports urbains sont considérés comme les facteurs principaux déterminant la taille effective de leur marché de l'emploi. Ces 3 éléments sont vérifiés par des indicateurs appliqués aux cas des villes étudiées. L'approche est résolument quantitative (étude statistique et analyses économétriques), les indicateurs proposés concernent la vitesse moyenne des déplacements urbains - indicateur de l'efficacité des transports urbains, la distance potentielle moyenne domicile-travail - indicateur de la localisation relative des emplois au lieu de résidence des travailleurs. Ces indicateurs servent à tester le rôle de l'efficacité des transports urbains et celui de la taille du marché de l'emploi sur la productivité de la ville, ils sont ensuite comparés sur les 2 agglomérations internationales citées. Les villes de Paris et Séoul sont ensuite comparées entre elles : elles ont une densité démographique comparable, mais les niveaux de qualité de leurs systèmes de transports et de leur productivité s'avèrent très différents.</text>

                <text>La métropolisation, fruit des mouvements de concentration et d'étalement des populations et des activités qui depuis une vingtaine d'années affectent les grandes villes françaises, s'est accompagnée de bouleversements des modes de vie ainsi que de modifications structurelles des besoins de déplacement quotidien des personnes. Individualisation des comportements, éclatement des structures relationnelles, désynchronisation spatiale et temporelle des rythmes... ont débouché sur un éparpillement des flux de mobilité dans de vastes bassins de vie qui tendent à être investis de façon globale en recourant à plusieurs réseaux de transport collectif ou plus souvent à l'automobile. Ces évolutions ont conduit à l'aggravation des difficultés de circulation et de stationnement dans et vers les secteurs les plus denses où sont déployés les réseaux de transport en commun les plus performants. C'est dans ce contexte socio-organisationnel que des stratégies de parcs relais, visant à organiser la complémentarité des moyens de transport collectif et individuel, ont été mises en oeuvre dans les agglomérations et régions françaises. Ils peuvent concrétiser trois principaux types d'enjeux pour leurs différents promoteurs potentiels entre lesquels un compromis de réalisation et gestion doit être trouvé : optimisation de la rentabilité de l'offre de transport sur laquelle sont rabattus les flux diffus, organisation de l'intermodalité et de transferts modaux pour améliorer la desserte territoriale, orientation du développement urbain par réaffectation d'espaces ou territorialisation en des noeuds de réseaux. Ils fonctionnent dans les faits en instruments de maintien de noyaux urbains concentrés dont ils facilitent l'accessibilité ; mais plus largement, à l'échelle fonctionnelle des régions urbaines, ils instaurent un modèle d'organisation hiérarchisée des réseaux dans lequel un déplacement peut être réalisé en utilisant successivement transport collectif et automobile, chacun dans leur domaine géographique d'efficacité socio-économique maximum. La confrontation des échecs ou succès mitigés, finalement obtenus en France, avec les expériences en la matière de pays tant planificateurs (Allemagne, Suisse) que libéraux (Etats-Unis, Royaume Uni), nous montre que des innovations techniques, organisationnelles et institutionnelles doivent être introduites aux étapes de localisation, conception et exploitation de ces pivots de chaînes modales, également interfaces avec le territoire. Elles devront assurer dans le même temps leur intégration dans des politiques locales de déplacement à resituer au sein de réflexions globales sur le fonctionnement et le devenir des aires urbaines.</text>

                <text>L'analyse des systèmes de distribution "sociale" de l'eau et des systèmes de "redistribution" aboutit à une nouvelle approche de la planification et de la conception des réseaux de distribution prenant en compte les limites des premiers et les potentialités des seconds. Les méthodes de prévision de la demande ont d'abord été questionnées. A peu près fiables dans le cas de la desserte par branchements individuels d'une zone à l'urbanisation contrôlée et maîtrisée, elles semblent donner des résultats beaucoup plus incertains lorsque la desserte collective ou semi-collective devient prépondérante. Après avoir analysé chacune des variables explicatives de la demande, notamment les revenus, les tarifs et la distance au point d'eau -les principales en cause pour les systèmes redistributifs-, nous mettons en évidence les difficultés inhérentes aux méthodes d'ajustement statistique de la demande à des variables telles que la population et ses nombreux paramètres descriptifs. Ces méthodes viennent souvent ôter toute signification aux modèles de prévision. En revanche, les outils de l'analyse économique spatiale permettent de jeter les bases d'une modélisation nouvelle de la demande. L'optimisation économique des réseaux de distribution implique non seulement le choix d'un niveau de desserte et d'un tarif optimaux - ce que les modèles précédents peuvent aider à atteindre -, mais aussi de planifier les investissements d'expansion du réseau. La question se pose en effet de savoir si l'on doit construire directement un réseau calibré pour les besoins à satisfaire à l'horizon de planification, ou bien en plusieurs étapes de capacité réduite. Le phasage optimal est celui qui minimise le coût total actualisé des investissements. Grâce au recours à des modèles de réseaux arborescents simples, nous élaborons un modèle d'optimisation du phasage des réseaux ramifiés. Ce modèle aboutit au choix des alternatives (1 ou plusieurs phases) et des dates optimales d'extension ou de densification des réseaux en fonction de la loi attendue de progression de la demande, du retard initial de l'offre sur la demande et du taux d'actualisation.</text>

                <text>Dans une perspective commerciale et en se basant sur la théorie de la communication de SHANNON et WEAWER, sur le modèle de Yale de JANIS et HOVLAND et sur divers travaux de PIAGET, nous avons dégagé deux grands facteurs concourant à la formation de l'image du transport collectif urbain : - la satisfaction des attentes liées aux déplacements, ces attentes se définissant généralement lors des premières utilisations régulières des modes, - les chocs émotionnels consécutifs à des événements considérés comme surprenants ou inhabituels et concernant la sphère Transport. L'analyse de quarante entretiens semi-directifs permet d'une part d'apprécier leur importance, et d'autre part de constater que l'image se structure plutôt à certaines périodes de la vie ou à l'occasion de certains événements. Ceci encourage l'élaboration d'une politique commerciale différenciée et devrait permettre à ses concepteurs d'orienter les actions en y intégrant cette dimension d'image.</text>

L'analyse de ces disparités montre que les réseaux qui s'en tirent apparemment mieux que les autres sont ceux qui avaient en 1964 une efficacité commerciale particulièrement élevée et ceux qui, partis d'une situation médiocre, ont réussi a augmenter fortement leur efficacité commerciale tout en parvenant a freiner leur dégradation financière. Les quatre principaux facteurs externes influençant l'efficacité des réseaux sont la dimension géométrique des agglomérations, la densité et la morphologie structurale urbaines ainsi que les politiques locales de transport, de circulation et de stationnement. L'analyse géographique des disparités d'efficacité par classe de taille montre que ces politiques obéissent a une logique spatiale combinant facteurs structurels (activités économiques dominantes, polarisation de l'espace urbain, structures agraires environnantes...) et facteurs culturels se recoupant partiellement avec les politiques financières locales et les politiques (ou les héritages) d'aménagement urbain en matière de consommation d'espace et de type d'habitat.</text>
