                <text>La mutualisation des flux de transport est un sujet très populaire mais encore peu exploré. En milieu urbain, une mutualisation des flux de transport permet une meilleure rationalisation des moyens mis en place se traduisant à la fois par une réduction de coût et un impact environnemental moindre. Elle s'avère une alternative pour le secteur de la messagerie de presse, qui en France rencontre de plus en plus de difficultés à réduire ses coûts de distribution. Dans ce contexte, tout messager de presse, tel que le cas d'étude ici considéré, le groupe Nouvelles Messageries de la Presse Parisienne (NMPP), voit le taux de chargement de ses véhicules et entrepôts diminuer de manière constante. L'objet de ce travail est de faire un état des lieux des besoins, des marges de manœuvre et des choix envisageables pour obtenir un système performant de mutualisation des flux de transport, en l'appliquant au cas du groupe NMPP.</text>

                <text>The architect and planner Michel Ecochard has had a long career in developing countries, from its first works in Syria under the French rule, until the 1970's. He represented the modernist and functionalist approach to planning in a time of modernization. In this article, we concentrate on his work in Lebanon and Syria between the end of the 1950's and the 1960's. He prepared the master plans of Beirut and of Damascus. Those works represented the end of an era rooted in colonial planning. It was also the beginning of a new time, with the local planners taking on, sometimes sharing, sometimes contesting Ecochard's visions. Building on recent scholarship on the circulation of planning ideas, we focus on the reception of Ecochard's proposals. Though most political elites and planning professionals shared most Ecochard's views, the political circumstances and the changing social conditions led to adjustments and reorientations. The new planning framework was also a major factor of change.</text>

                <text>Pour les intellectuels et lexicographes officiant sous l'Ancien Régime, le peuple de France n'est alors pas un mais multiple. Au cœur de l'espace urbain, exclusion faite de la population mendiante et vagabonde, la partie tout à la fois la plus nombreuse et la moins bien considérée de ce peuple regroupe les travailleurs journaliers et sans qualification, ceux de la terre ou plus ou moins qualifiés mais non dépendants d'un cadre corporatif, la domesticité au sens large, les ouvriers de manufactures, les compagnons et garçons de métiers jurés ainsi que l'ensemble des chambrelans besognant en contravention aux statuts des jurandes. Cette population que nous identifions sous l'appellation " second peuple " se caractérise par une existence de ses membres majoritairement vécue dans la précarité quotidienne, une insertion plus ou moins bien définie et solide au sein de la société urbaine et une inscription en dehors de toute forme officielle d'organisation horizontale du travail. Une attention portée sur trois pans majeurs de l'existence du second peuple de la ville de Nantes au dernier siècle de la monarchie absolue, soit la vie en communauté, la consommation matérielle et l'activité laborieuse, est en mesure de dévoiler quelques-uns des traits essentiels des individus le constituant : place centrale de l'élément féminin, importance des notions de déplacement et d'implantation géographiques, force des connexions et solidarités de voisinage, rapport parfois houleux à l'autorité et frugalité de l'environnement matériel du quotidien.</text>

                <text>L'objectif de cet article est d'explorer les nouvelles formes de mobilisation sociale en milieu urbain qui utilisent les technologies de l'Internet. Le développement des réseaux sociaux en ligne offre en effet de nouvelles possibilités d'expression et de contestation. Le Web 2.0 se transforme ainsi en un espace public numérique complémentaire de l'espace public physique traditionnel surtout lorsque celui-ci est particulièrement contrôlé. Le cas de la " carte du sang de l'immobilier chinois " est particulièrement représentatif de ces transformations. Mise en ligne en octobre 2010, cette carte coopérative fait appel à la connaissance des internautes pour répertorier les développements immobiliers ayant donné lieu à des violences physiques. Celles-ci peuvent aller de la simple répression de manifestations à des immolations par le feu. La version vérifiée de la carte présente 85 événements et la version ouverte 199 cas. La publication de cette carte a été reprise dans les médias chinois et internationaux, participant ainsi à l'inscription sur l'agenda politique international des enjeux sociaux liés au développement urbain et immobilier chinois.</text>

                <text>A partir de l'étude d'un cas dans la longue durée, celui d'un Stadtwerk situé dans une ville moyenne, cet article s'interroge sur la recomposition du mode de gouvernement local des réseaux en Allemagne. Il montre comment les réformes néo-libérales et la crise des finances publiques communales constituent de puissants facteurs de transformation. Celle-ci se traduit non pas par une perte de pouvoir pure et simple pour la ville mais par une profonde reconfiguration des relations qu'elle entretenait traditionnellement avec son Stadtwerk. Un nouveau type d'interaction émerge, qui repose sur une plus grande formalisation et sur une certaine " mise à distance " du politique, la ville se réappropriant de son côté une fonction de pilotage stratégique et financier que la période précédente, celle du monopole et de la prospérité communale, avait tendance à minorer.</text>

                <text>Le projet Harmonie-cités visait à construire des bases de données cohérentes sur les villes, pour la comparaison dynamique et internationale. Il s'agissait de réfléchir sur la conception et la formalisation de modèles de données génériques, permettant une harmonisation à la fois longitudinale et transversale des délimitations de villes sur plusieurs décennies, voire plusieurs siècles (Etats-Unis, France, Afrique du Sud, Europe, Chine, Inde). En outre, des bases de données sur les activités ont été construites de manière harmonisée pour les Etats-Unis, la France et l'Afrique du Sud de 1960 à nos jours. Les premières exploitations, transversales et longitudinales, montrent de fortes proximités entre ces trois pays (structuration hiérarchique des systèmes, trajectoires fonctionnelles des villes). L'articulation de bases de données sur les réseaux de transport inter-urbains, d'une part, et sur les villes, d'autre part, a permis de réfléchir sur la mise en cohérence de deux types de bases de données (appariement et généralisation cartographique). La numérisation du réseau ferroviaire sud-africain a été réalisée entre 1860 et 1960, celle du réseau ferroviaire des Etats-Unis (1830-1960) est en cours. Enfin, une interface permettant d'interroger de manière dynamique et interactive les bases de données constituées dans le projet a été construite de manière générique et implémentée pour la France et les Etats-Unis.</text>

                <text>In this paper, a modelling framework to complete the recent scientific works on urban goods modelling is proposed. More precisely, we introduce a substitution procedure that estimates the number of trips and the corresponding travelled distances for shopping drive, home delivery and reception points' strategies. Moreover, an appraisal of scenarios is proposed in order to study how these three new forms of proximity delivery services impact on the overall urban goods movement distribution. Starting from four extreme situations, we introduce more realistic scenarios in order to find a suitable combination of delivery strategies. All the scenarios are simulated using the proposed framework, and the main traffic issues related to e-commerce distribution channel are discussed. The best realistic combination promotes the joint usage of home deliveries and proximity reception points and allows a reduction of about 13% of the road occupancy rates in urban areas.</text>

Après une introduction qui évoque le contexte plus général des transformations de la Russie post-soviétique et une première partie historique (période soviétique), la thèse se penche sur l'émergence de nouveaux acteurs politiques locaux à la faveur de la perestroïka. Les chapitres suivants proposent une analyse des transformations économiques, politiques et administratives du pouvoir local, la place des anciens et des nouveaux acteurs, et les modalités ténues d'une recomposition du politique compte tenu de l'affaiblissement du pouvoir représentatif. La conclusion replace la décennie 1990 dans une perspective qui tient compte des évolutions plus récentes dans les années 2000.</text>

                <text>L'étude du déroulement de trente neuf contrats de délégation de services d'eau et d'assainissement aboutit à la construction de cinq parcours contractuels type, en cohérence avec l'organisation de la collectivité délégante. Deux modes de fonctionnement se dégagent. Pour deux cinquièmes des contrats, dans les collectivités les plus impliquées, la régulation locale se fait par renégociations successives du contrat avec l'entreprise délégataire, conformément aux conclusions de la théorie des contrats incomplets. Dans les autres services, l'asymétrie d'information domine. Il y a appropriation d'une partie du surplus social par le délégataire, dont l'opportunisme porte sur l'entretien et la maintenance des installations. Cette situation va à l'encontre des enjeux sectoriels environnementaux et financiers, notamment au regard des investissements importants auxquels les services auront à faire face prochainement. Les acteurs sectoriels proposent d'introduire des indicateurs de performance dans le contrat de délégation local pour que ses objectifs rencontrent les leurs. Mais cela ne fait que renforcer la dichotomie entre les collectivités organisées pour le pilotage de la relation contractuelle et les collectivités pour lesquelles les coûts de transaction correspondants sont un facteur limitant. Y favoriser l'équilibre de la négociation locale suppose de sortir d'une logique sectorielle uniforme et de mutualiser les services par l'intercommunalité et/ou les compétences fonctionnelles d'achat public, voire d'adapter les conseils aux différentes situations rencontrées.</text>

                <text>L'histoire du commerce d'Alexandrie a jusqu'à présent été presque entièrement écrite comme une histoire méditerranéenne. La présente contribution entend l'aborder dans un cadre tout autre, celui de la mer Rouge et de l'océan Indien. L'étude de deux épisodes de cherté du poivre, bien documentés en 1347-1348 et 1412-1419, met en lumière l'évolution des conditions d'approvisionnement du marché alexandrin à la fin du Moyen Âge. Entre les deux périodes, les structures de l'échange ont radicalement changé. Alors que la crise de 1347-1348 s'inscrit encore dans l'ancien système du Kârim reliant 'Aydhâb et Aden depuis le xie siècle, la crise de 1412-1419 révèle la place nouvelle acquise par La Mecque dans le négoce des produits de l'Inde. Ce glissement des routes du poivre explique l'importance nouvelle des villes et ports de Syrie dans la vente des épices à compter de la première moitié du xve siècle et la perte progressive du monopole alexandrin sur ces denrées.</text>

                <text>In Bucharest, the urban problems inherited from the socialist period were suddenly magnified in the 90s by a tortuous process of property restitution, unbridled land liberalization, unfunded decentralization and lack of global planning. In a short time, the 2 million inhabitants' capital has lost roughly 10% of its population, experiencing the radical leap from the socialist model, based upon social and spatial justice, to the neo-liberal agenda promoting deregulation and competition. Extending the Romanian capital to the north thus led to the three-stage construction of closed residential complexes built in disregard of the basic rules of land use (lack of roads, etc.). Angered by congestion and inadequate housing, and longing for comfort similar to that enjoyed by the affluent in major Western cities, many inhabitants of Bucharest have taken up residence in the area between the brand new World Trade Center and the Baneasa Airport. Developers eager to take advantage of less restrictive zoning and the appetite for the unrestrained application of liberal precepts have invested in this area which is particularly attractive because of its preserved natural environment and its proximity to the Otopeni International Airport. These closed residential complexes aim at ensuring the winners of the transition and integration into the European Union a lifestyle described as "among our own" reflect both the new extreme social polarization and the breakdown of the urban fabric of the Romanian capital.</text>

                <text>Il dinamismo dello sviluppo dei "sistemi locali dell'alta tecnologia" dipende dall'interazione tra due serie di fattori che possono essere definiti come fattori di contesto e fattori di agenzia. Un altro tipo di approccio porta ad analizzare le relazioni tra il "sistema locale dell'alta tecnologia" - il termine è ancora da definire - e la società urbana in cui s'inserisce. La strutturazione della società urbana è il risultato di un processo storico di lunga (e corta) durata, un processo che crea, in ogni città (o piuttosto in ogni regione metropolitana) un contesto territoriale specifico che può essere definito come un'articolazione di risorse ambientali, umane, culturali, economiche, sociali e politiche. Questo contesto territoriale appare come un insieme di potenzialità (e di vincoli), che possono essere o non essere valorizzate (superati) dagli attori locali. Il "sistema locale di alta tecnologia" può essere percepito come un sistema di attori che, nel corso della storia, è all'origine di iniziative indirizzate ad attuare le potenzialità locali. La ricerca recente ha proposto numerosi concetti, come quelli di "milieu innovateur", di distretto tecnologico o di cluster, per caratterizzare tale sistema. Questa premessa analitica sarà utilizzata per descrivere il processo di trasformazione di una città industriale in uno dei principali poli scientifici e tecnologici di livello europeo. All'inizio del novecento, Grenoble, con meno di cento mila abitanti, è una città interclusa nelle Alpi con una specializzazione industriale. In un secolo, ha conosciuto delle riconversioni economiche, sino a diventare un centro di rilevo per l'elettronica, l'informatica, il software e le nanotecnologie.</text>
