                <text>Les notions de renouvellement urbain et de développement urbain durable ont émergé simultanément dans les discours publics français au cours des années 1990 , portent toutes deux en elles une vision critique des politiques urbaines des décennies de croissance fordiste de l'après-guerre. Le lien entre les deux termes a été consacré par le législateur dans la loi d'orientation et de programmation pour la ville et la rénovation urbaine du 1er aout 2003 (dite loi Borloo), qui a institué un Programme national de rénovation urbaine (PNRU) visant " à restructurer, dans un objectif de mixité sociale et de développement durable, les quartiers classés en zone urbaine sensible ". En s'appuyant sur l'examen des conditions de mise en place et de mise en œuvre de ce programme de démolition-reconstruction des grands ensembles d'habitat social, on se propose ici de questionner plus largement les effets de l'introduction du mot d'ordre du développement durable dans les politiques urbaines françaises.</text>

                <text>Les demandeurs d'emploi parisiens présentent un risque anormalement élevé de chômage de longue durée, ceteris paribus. Il s'agit là d'un phénomène spécifique à Paris qui touche de façon assez uniforme l'ensemble des arrondissements et concerne moins nettement les communes de la petite couronne. Le constat est paradoxal dans le cas d'un marché du travail particulièrement dense et actif. Dans ce chapitre, nous proposons une explication qui combine pour l'essentiel deux mécanismes, le skill mismatch et le spatial mismatch. C'est parce que les demandeurs d'emploi parisiens sont physiquement éloignés des emplois qui correspondent à leurs profils, qu'ils présentent un risque élevé de chômage de longue durée. Cette explication est corroborée par l'estimation d'un modèle spatial auto-régressif sur des données franciliennes de durées locales de chômage.</text>

                <text>Nous effectuons un testing afin de mesurer la discrimination dans l'accès à l'emploi des jeunes de banlieue parisienne en considérant à la fois leur origine et leur lieu de résidence. Nous mesurons simultanément les effets du lieu de résidence (banlieue favorisée ou non), de la nationalité (française ou marocaine), et de la consonance du nom et du prénom (évoquant une origine française ou maghrébine), sur les chances d'obtenir un entretien d'embauche en réponse à une offre d'emploi. Notre expérimentation porte sur la profession de serveur pour laquelle nous avons construit 16 profils de demandeurs d'emploi et envoyé 938 CV en réponse à 118 offres d'emploi. Nous obtenons deux résultats principaux. En premier lieu, nous concluons à une discrimination significative à l'encontre des candidats signalant une origine maghrébine. Deuxièmement, nous relevons une discrimination liée au lieu de résidence mais uniquement à l'encontre des candidats les plus diplômés ou d'origine française. Habiter une banlieue défavorisée pénalise davantage l'accès à l'emploi des candidats signalant par leur patronyme une origine française, ce qui contribue à amplifier la ségrégation ethnique des quartiers.</text>

Une enquête ad hoc a été menée auprès de 189 villes de plus de 20 000 habitants ou communautés de communes, rassemblant 13 millions d'habitants, soit près de 20 % des Français et 48 % de la population des communes de plus de 20 000 habitants. Relativement aux caisses d'allocations familiales, aux départements ou aux régions, les villes ont l'offre d'aides locales la plus variée. L'enquête a permis de mettre à jour les formes et les conditions d'attribution des aides locales. Elle révèle également les différents niveaux de coordination existants entre les différents échelons, notamment avec les départements et les formes que cette coordination prend, principalement des financements communs et des échanges d'information. L'enquête fournit enfin des résultats originaux sur les ajustements des aides sociales facultatives dans le nouveau contexte du RSA. Il apparaît qu'une minorité de communes et d'EPCI ont modifié ou prévu de modifier leur offre d'aides locales du fait de la mise en œuvre du RSA. Les motifs de ces changements tiennent beaucoup plus à la dégradation du contexte économique, à la montée du chômage et des difficultés financières auxquelles les ménages font face. Les villes et EPCI qui constituent le premier niveau de l'offre d'aides locales, ont eu à ajuster leur offre d'aide sociale aux nouveaux besoins des populations.</text>

                <text>Nous mesurons la discrimination à l'embauche selon l'aptitude à la mobilité, signalée dans le CV par la possession d'un permis moto, sur la base d'un testing réalisé fin 2008 et début 2009 pour des profils de jeunes contrôleurs de gestion résidant à Paris (300 offres d'emploi testées). Nous trouvons que le fait d'afficher un permis moto en sus du permis auto n'exerce aucun effet significatif sur la probabilité d'accéder à un emploi pour un homme, relativement à un candidat qui ne précise aucun permis. En revanche, ce même signal exerce un effet négatif sur les chances d'accès à l'emploi d'une femme. Dans une profession de plus en plus féminisée, où les femmes ont effectivement un taux de succès plus élevé que celui des hommes dans l'accès à un entretien d'embauche, le simple affichage d'un permis moto par une femme lui fait perdre son avantage relatif vis-à-vis d'un homme. Tout se passe comme si le signal d'aptitude à la mobilité, indiqué dans l'affichage d'un permis A et B, était perçu par les employeurs comme un attribut du genre. Une femme signalant un permis moto est considérée par l'employeur comme l'égal d'un homme ce qui, en l'espèce, diminue ses chances d'être invitée à un entretien d'embauche.</text>

                <text>La discrimination à l'embauche à l'encontre des jeunes en Île-de-France est étudiée à travers trois effets : réputation du lieu de résidence, sexe et origine (française ou maghrébine). Les données résultent d'un protocole de testing : entre mi décembre 2008 et fin janvier 2009, 3684 candidatures ont été envoyées en réponse à 307 offres d'emploi pour une profession qualifiée et en tension, les informaticiens de niveau BAC+5, pour laquelle les discriminations devraient /a priori/ être très réduites. Nous examinons la discrimination territoriale en localisant les candidats fictifs dans trois communes du Val-d'Oise : Enghien-les-Bains, Sarcelles et Villiers-le-Bel. Si dans l'ensemble, une origine maghrébine n'est pas discriminante pour les hommes, elle est pénalisante lorsque les candidats résident à Sarcelles : les hommes y ont de plus faibles chances d'être invités à un entretien d'embauche pour un poste en CDI et les femmes y ont de plus faibles taux de succès quel que soit le profil du poste. Un effet distinct du sexe influence les chances de succès des candidats d'origine maghrébine résidant à Sarcelles d'une part, et celles des candidats d'origine française résidant à Enghien-les-Bains d'autre part. Les femmes sont pénalisées dans le premier cas et au contraire favorisées par rapport aux hommes dans le second cas. Une discrimination territoriale affecte exclusivement les femmes. Résider dans une commune défavorisée (Villiers-le-Bel ou Sarcelles) plutôt que dans une commune favorisée (Enghien-les-Bains) réduit la probabilité d'une candidate d'accéder à un entretien d'embauche. Nous trouvons une pénalité plus importante au fait de résider à Villiers-le-Bel pour les candidates d'origine française : elles sont pénalisées lorsqu'elles vivent dans cette commune défavorisée qui a connu en 2007 des émeutes urbaines médiatisées, plutôt qu'à Sarcelles, commune également défavorisée mais qui a été moins médiatisée. Les femmes d'origine française sont les plus affectées par la discrimination territoriale.</text>

                <text>Partant d'une analyse monographique des secteurs d'activités franciliens ayant des effets favorables sur la biodiversité, nous sommes en mesure de recenser les bio-emplois en Ile-de-France et les emplois induits à l'échelle nationale. Les " bio-emplois " sont ceux dont l'activité ou une part de l'activité contribue à la connaissance, la gestion, la protection, la valorisation et la restauration de la biodiversité de façon intentionnelle ou non, et ceux contribuant à la prise en compte des enjeux de biodiversité dans les autres activités économiques. Ils comprennent aussi les activités de communication et de financement de projets favorables à la biodiversité. La biodiversité est ici définie comme l'ensemble du tissu vivant, de ses fonctions écologiques et de ses services écosystémiques. Selon nos estimations, les bio-emplois ne représentent aujourd'hui qu'1 emploi sur 1000 en Ile-de-France, soient 5090 bio-emplois en effectifs occupés (EO) et 6400 en équivalent temps plein (ETP). Ils se répartissent, à plus de 70%, entre les activités associatives, les activités de recherche et développement et l'administration publique. A cela s'ajoutent 2355 emplois nationaux en EO et 2900 ETP, induits par les bio-emplois franciliens, soit un total de presque 7450 bio-emplois et emplois induits en EO et 9300 pour une comptabilisation en ETP. Ainsi, pour deux bio-emplois, en moyenne, un emploi induit est créé. Pour effectuer ce dénombrement, nous avons construit un outil de simulation, baptisé SPIDER, qui nous a permis de quantifier différents scenarii d'évolution des bio-emplois ainsi que les effets de politiques régionales variées sur les bio-emplois. Ces simulations montrent qu'une politique mixte combinant variation de la production et changement de pratiques est préférable à une politique s'appuyant sur un seul de ces instruments. Nos simulations montrent également que le degré de ciblage optimal de la politique mixte doit couvrir tous les secteurs intégrant des bio-emplois (secteurs dont le bio-coefficient est positif), pour les actions du côté de l'offre, et un petit nombre de secteurs à fort bio-coefficient, pour les actions côté demande. La stratégie régionale devrait donc consister à peu cibler l'action sur l'offre, afin d'inciter les pratiques favorables à la biodiversité dans le plus grand nombre de secteurs, tout en ciblant les mesures de demande sur un petit nombre de secteurs, afin de soutenir la production des secteurs les plus intensifs en emplois favorables à la biodiversité.</text>

                <text>Many occidental megalopolises have experienced a dramatic polarization between a vibrant and intense town center and a suburban sprawl eventually magnified and encouraged by large retail centers linked to highway hubs. On the opposite, Tokyo's compact megalopolis has succeeded in the display of a city-region scheme with a polycentric structure (Frey, 1999). Outside the railway ring of the Yamanote line, there are suburban centralities accumulating almost the same variety of urban functions that the inner city center. As a consequence of an urban planning deeply tied to vernacular logics, these peripheral centers exemplify today a way of sustainable urban metabolism that manages to create attractive urban ambiences.</text>

                <text>This paper presents the experience and some results in the incorporation of the concept of ambience in the studies and intervention projects aimed at environmental policies within CETESB, Environmental Company of São Paulo State. The environmental impact studies have shown, in general, a fragmented approach of human beings and their actions. These studies do not give visibility to the lives of people and their interaction with their biophysical environment and the methodologies that have emerged reinforce an analytical fragmentation of reality which in turn requires a new look. And the notion of ambience has allowed a new look, because it leads to the comprehension of these multiple dimensions that can not be separated, which confers this notion on a fundamental articulate power to understand the city and urban space in these multiple dimensions involved.</text>

To do so, in this study, drawn from my PhD research in progress, we emphasize the role of design quality in the creation of a diversity of environments relevant to the development of a sense of well being in individuals.                 <text>Often, when we choose buildings to be categorized as heritage, it is the building as a whole that calls for protection and not only some specific detail that is worth preserving. In this case, the values of the building not only relate to the tangible, physical material but also to the in-between of the materials. This is what we identify as atmosphere, an enveloping phenomenon that surrounds and affects our sensuous system and well-being when we approach, enter, stay or move in a building. When we leave the building again we carry this atmospheric multi-sensory experience with us without adequate methods to describe and document it. In this paper I will introduce both new and traditional approaches to document the architectural heritage with the final conclusion to describe both tangible and intangible values, it requires an objective and geometrical approach as well as a subjective and phenomenological approach.</text>

                <text>In recent years, the Canadian Centre for Architecture (CCA) has set to question at the assumptions on which architects operate. We have embarked on the study and revision of an undeclared territory of false assumptions, preconceptions, and attitudes in an attempt to evidence hidden agendas. We seek to investigate and explore the "grey zone" of contemporary culture, contemporary society, and contemporary architecture to critically expose its contradictions. The CCA's participation in the 2nd International Congress on Ambiances is inscribed inside a larger effort to study experience in a more critical and productive way. This effort is not directed towards finding or offering possible solutions but in revealing diverse directions and potentials. This expectation directly challenges all the actors involved in city-making, urban planners and architects. However, safety is currently not considered as an essential component of sustainable development projects. The tramway project in Bordeaux shows how an urban project, even if safety is not considered as an important componant, can reduce the "fear of crime". It also points out certain forward-looking policies adopted by the City Government that over the last decades gave way to interesting and radical ambiances within the city.                 <text>Two years ago I lived for 11 months in the 17th floor of a high-rise building in Shanghai. My bedroom had a small bow window, a privileged observatory; wherefrom everyday I looked at the city. From there, there wasn't architecture anymore, there wasn't social life; there was just a big pattern. On the contrary when I was walking on the street, Shanghai appeared to me a crowded city full of signs, people, messages and objects: a tremendous chaos. Looking from my window every thing was appearing differently: it was calm and diffuse. My glance was wondering in front of that view that every morning was changing. Every morning the city was more or less suspended, it was wrapped in a thinner or thicker layer of haze. This opacity made the city lighter, impalpable, almost fragile in front of my eyes. This aesthetic quality won me; I was every day inside a fairy-tale. I connected my visual experience with the "Air" of Shanghai. Here it started "Shanghai, Air and other stories".</text>

                <text>In these large urban development strategies, Morocco has often accompanied the promotion of these new urban projects images of medinas moods. This approach is taken to extremes, when blazing new medinas are projected in the new towns (Tamesna (2005) near Rabat, for example), trying to find old environments, ensuring a traditional urbanity lost. The development of the banks of the river Bouregreg in Rabat, capital of Morocco, is supported by a speech about the trappings of its heritage and unique atmospheres that make up this site: two medinas and kasbahs able of reproducing an atmosphere of nostalgia around the new equipment such as marina.</text>

                <text>The history of window display in France during the fifties and sixties tells us about the creation of strong relationships between this decorative art and theatre. Although decorations and classical principles of composition inherited from the old days did illustrate the very first statements of this art, window display designers also managed to settle visual ambiances in windows to tempt the modern public. Thanks to the clever use of paper, cardboard, metal and any kind of unexpected materials, including modern lighting, they created artificial environments enhancing consumer goods, and introducing dreamlands in the heart of the cities.</text>
