This paper intends to analyze the Vélib' system by considering an often ignored, but essential dimension on the subject: the invisible work, which about 400 agents realize on a daily basis to maintain the functioning of this sustainable mobility program. This presentation will analyse the plurality of operations through which the Vélib' system is updated 24 hours a day. It does so by drawing on interviews and ethnographic observations made in a repair workshop, as well as observations made through accompanying technicians in the field. Through the description of the knowledge and the know-how mobilized by agents, I will show how these actors, through their daily contact with the city and users, become real "sociologists" of mobility and of the users. We build a matching model with ethnic externalities where landlords differ in the number of housing units they own within the same building. Multiple-dwelling landlords discriminate more often than single-dwelling landlords only if some tenants are prejudiced against the minority group. By testing the null hypothesis whereby minority tenants are equally likely to have a multiple-dwelling landlord, we can test whether there is customer discrimination or not. We run the test on French data and show evidence of customer discrimination in the rental market. In this city, the market allocation of the population is characterized by partial segregation: both rich and poor consumers can be found in both neighborhoods. Public authorities replace a fraction of the housing stock with public housing. This policy will not decrease segregation if applicants are not screened according to their income level. Any departure from the optimal level of screening has to be compensated for by a larger program. The final policy mix will then be determined by the extent to which public authorities have the ability, either to screen applicants, or to fund more public units. However, this trade-off will be softened when taking neighborhood externalities into account, thanks to a snowball effect of public housing on neighborhood quality. Ces 10 dernières années ont vu une généralisation du CS, ainsi qu'en témoigne l'augmentation du nombre de réglementations de rejet. Ces dernières imposent, dans les nouvelles parcelles urbanisées, la réalisation d'ouvrages ayant pour fonction de réguler et/ou de retenir les eaux pluviales : les techniques alternatives (TA). Une systématisation de ces réglementations ne va pas manquer de générer dans l'avenir de nombreux bassins versants urbains fortement équipés en TA, et dont le comportement hydrologique sera déterminé par les réglementations appliquées. Il apparaît que le choix d'une réglementation par une collectivité est un choix complexe et, d'une collectivité à l'autre, des logiques différentes sont appliquées, dont la cohérence globale peut être discutée. Cette thèse questionne et analyse les politiques de CS, et en particulier les réglementations de rejet, dans une perspective de compréhension de leurs effets hydrologiques dans le long terme. Elle comprend deux analyses complémentaires : nous étudions d'abord l'évolution des politiques de CS dans six collectivités en France, afin de déterminer les logiques appliquées dans le choix des réglementations. We extend a monocentric city model to include farmers' responses to an agri-environmental policy. Combining household panel data from Indonesia with conflict event information, we find an overall decrease in citizen contributions in districts affected by group violence in the early post-Suharto transition period. However, participation in communities with a high degree of ethnic polarization is less affected, and is even stimulated for local governance and risk-sharing activities. Moreover, individual engagement appears to depend on the involvement of other members from the same ethnic group, which points toward building of intra-ethnic social networks in the presence of violence. Finally, our results show the danger of generalization when dealing with citizen participation in community activities. We find a large variety of responses depending on the activity and its economic and social functions. We also find large observed and unobserved individual heterogeneities of the effect of violence on participation. Once an appropriate nomenclature of activities is used and controls for heterogeneity are applied, we find that the ethnic and social configuration of society is central in understanding citizen participation.
