Cet article propose un aperçu historique de cette évolution et de la manière dont les théories architecturales et urbaines en rendent compte. Le panorama ainsi créé offre une base pour discuter la question solaire dans la ville durable. Cette question n’est pas seulement technique ou économique, comme on la saisit le plus souvent face à l’urgence énergétique, mais elle apparaît également culturelle et sociale. Nous développons l’idée d’un désenchantement solaire qui se manifeste notamment par une technicisation accrue et une privatisation de notre rapport au rayonnement. </text>

                <text>Solar radiation and urban environment: from heliotropism to disenchantment, history and issues of a complex relationship. The connections between built environment and solar radiation vary throughout history. This paper proposes a historical overview of this evolution through architectural and urban theories, from the middle of the nineteenth century. The panorama thus displayed provides a basis for discussing the solar issue in sustainable city. This question is not only technical or economic, as it is most often discussed face to the energetic emergency, but it is also social and cultural. We develop the idea of a solar disenchantment, which is demonstrated by an increased technicisation, and privatization of our relationship to radiation. </text>

Le présent article se propose d’évaluer les retranscriptions locales de cette injonction nationale, en appréciant le projet de trame verte à Marseille au regard de la trame verte potentielle du territoire communal. Il souligne l’enjeu fondamental que représente, en la matière, la périphérie urbaine. En se fondant sur une approche éco-paysagère et sur une analyse de discours, il met en exergue la « schizophrénie du vert » qui s’exprime, dans cette zone, à l’égard de certains espaces à caractère naturel (friches végétalisées). Dans le même temps, ceux-ci sont, en effet, élevés au rang de réservoirs de biodiversité et de réserves foncières.  </text>

                <text>Applied to urban territories, the green way highlights biodiversity-related issues within environmental development projects. The present article is an attempt to evaluate the local applications of this nationwide policy, by assessing the project in Marseille opposite to the potential green way of the territory. It stresses the key role that the urban fringe plays in this process. On the basis of a landscape-focused approach and an analysis of speech, it highlights the “green schizophrenia” expressed, in that area, towards some areas with natural character (planted wildlands). At the same time, these areas are in fact valorised reservoirs of biodiversity and land reserves.  </text>

                <text>Objectif des stratégies de développement durable, la conciliation entre les grands équipements de transport et leurs territoires d’accueil suppose une meilleure compréhension de leurs effets environnementaux et territoriaux. Nous évaluons ici les effets du bruit des avions sur les valeurs immobilières et la mobilité résidentielle des ménages, en appliquant la méthode des prix hédoniques aux valeurs de transactions immobilières observées entre 1995 et 2003 dans huit communes proches de l’aéroport d’Orly. Le bruit des avions déprécie la valeur des logements, et le taux de décote croît depuis 1995 alors que les niveaux de bruit sont restés stables, révélant la sensibilité croissante des ménages à leur environnement. D’autre part, le renouvellement des populations ne s’opère pas à l’identique : les arrivants sont plus jeunes et plus modestes que les partants. Les inégalités environnementales émergent du croisement de ces résultats, des ménages plus modestes supportant des décotes plus importantes.  </text>

                <text>Finding conciliations between large infrastructures of transport and their surrounding area emerges as an important goal of sustanaible development strategies and rests on a better knowledge of their environmental and territorial effects. We report here an Hedonic Price Method (HPM) application to housing values and household mobility, for eight cities located near to Orly Airport and exposed to aircraft noise. Results show that aircraft noise causes property values depreciation, and that the Noise depreciation Index is growing since 1995, even with a noise exposure level remaining stable. Moreover, household mobility shows that newcomers are younger and of lower social level than leaving ones. Hence, crossing these results lets have a glimpse of increasing environmental inequities, for more modest households will have in the future to endure more important depreciations. </text>

La recomposition du paysage culturel que l’on observe en France, notamment autour des agendas 21 de la culture et des nouveaux territoires de l’art, témoigne de la part d’artistes, élus et autres professionnels de la culture d’une volonté de travailler au plus près de la population afin de monter des projets qui remettent la culture au cœur des politiques locales. </text>

                <text>Sustainable development was supposed to be a “civilization” concept, but the power of the economic interests and the pressure of the environmental issues have fragilized the concept. With the recent world crisis, many questions now arise: we must change our model, but how do we want to live, with which values and indicators, in what kind of towns and territories? In this article we propose to analyse how cultural development can help to reach the aim of “living together”. Indeed, taking into account cultural diversity and initiating local activities enables to develop new kinds of projects with the inhabitants, and to promote essential values such as local democracy, solidarity, tolerance, proximity… The changes in the French cultural policies seem to show that things are moving that way. </text>

Le cas d'étude du quartier de Hunts Point (South Bronx) permet d'étudier les stratégies d'utilisation de l'asthme par les activistes locaux, comme un enjeu à l'intersection entre pollution atmosphérique et inégalités sociales et raciales. </text>

                <text>Childhood asthma is a respiratory disease whose prevalence is increasing in industrialized countries. In New York, childhood asthma is twice the national average, and even three times in the South Bronx, a low-income industrialized area located North of the city. The increase of asthma tends to be more and more linked to environmental factors such as air pollution. Originally a public health problem, asthma has become an environmental health challenge. But since the 1980's, asthma in New York has been used as a political and rhetorical tool serving environmental justice advocacy. The case study of Hunts Point (South Bronx) allows us to study strategies for the use of asthma by local activists, as an issue at the intersection between air pollution and social and racial inequalities. </text>

In 1993, Lafaye and Thevenot put forward the hypothesis of a seventh “order of worth” – which has been called the “green city” – besides the six other “orders of worth” identified by Boltanski and Thévenot. Based on semi-directive interviews with public officers and members of non-governmental organizations engaged in the debates about urban green frames of three metropolitan areas in the West of France (Angers, Nantes and Rennes), the current paper shows that, after nearly 20 years, urban green frames take their justification principles from the six pre-existing “orders of worth”. Although “Grenelle 2” French regulation, which defines the green and blue frames, emphasizes the necessity to protect biodiversity for itself, green frames local developers are willing to translate this necessity and achieving compromises between worlds. </text>

This is particularly the case when territorial construction is concerned, that involves consumers, municipalities or local governments. This paper explores forms of local co-ordination between different municipalities confronted with a common preoccupation: the flood hazard. But stakes in relation to sustainable urban development change the view urban planner have concerning the future of flooding zones. The comparison between French and British situation shows us two different ways to produce and implement flood control legislation. In France, it is considered as a quite up-bottom approach, contrarily to Great Britain were negotiation, assessment and dialogue at a local level are developed. Les raisons de ce changement d'échelle, et les conséquences dans le cas particulièrement sensible du point de vue de la gouvernance territoriale de la mise en décharge des déchets non dangereux, sont présentées et analysées dans cet article. On en déduit que le changement d'échelle ne modifie pas fondamentalement la problématique du stockage des déchets en Île-de-France, mais permet de leur donner un cadre institutionnel adéquat. </text>

                <text>The management of the waste of the Ile-de-France region is an interesting case study for analysing causes and effects of a scale change on territorial governance: eight local plans have been recently renewed for a unique regional plan. The reasons of this change and the consequences on the landfilling of non-dangerous waste (a typically controversial application of territorial governance) are presented and analyzed in the paper. The change of scale does not modify the fundamentals of regional waste landfilling, but allows for an adequate institutional frame. </text>

                <text>The greenways identification process leaves an important place to the use of knowledge. Ecological but also territorial dimensions should be linked up along with different types of knowledge – scientific, managerial or local. Through the case study of a modeling work ordered by a Parc Naturel Regional to a research consultancy we analyzed how the chosen methods keep local sources of information away. Overall we consider the place given to the quantitative data in a world obsessed by performance and transparency. This review emphasizes that the present dynamics results from different factors, some of which are ancient. The central place of the public authorities is highlighted, in particular by the way of measures favorable to private ownership.                 <text>Land-uses and neighbourhood conflicts reveal the rise of the rural living environment and with its confrontation with the other functions of the countryside (productive and "nature").  The thesis claimed in this article consists in defending the idea that land-uses conflicts mean as a deal with public decision-makers, taking into account the limits of the expression of the preferences by the voting procedure, and when exit is difficult. The focus is put on a French administrative territory: Puy de Dôme. The five year analysis (1998 to 2002) of litigation of the administrative court of Clermont-Ferrand, and the treatment by a local daily press La Montagne from 1999 to 2002, offer an explanation of different ways of right convened by opponents and the main ways to the material solutions brought to the disagreements. </text>

                <text>Le transport génère des externalités négatives – notamment environnementales – largement reconnues et dénoncées. Aussi, la référence à la durabilité désormais incontournable dans de nombreux domaines de l’action publique, s’étend inévitablement au transport via la notion de transport durable. C’est notamment en matière de fret que les enjeux de durabilité semblent les plus importants : le taux de croissance du transport des marchandises est en effet plus élevé que celui des passagers et le déséquilibre des parts modales s’y creuse davantage, en défaveur des modes les moins polluants. Dans le transport de fret, c’est la politique européenne des transports qui exerce aujourd'hui une influence déterminante à la fois sur la conduite de la politique française (à toutes les échelles) et sur les comportements de la quasi-totalité des acteurs et des opérateurs qui interviennent dans le domaine des transports en France. C’est donc sur le segment des flux de marchandises que notre papier traitera de la traduction européenne des principes fondateurs de la notion de transport durable.  </text>

                <text>Transportation generates negative externalities (especially environmental ones) widely known and denounced. Thereby, the reference to sustainability, now incontrovertible in many areas of the public action, reaches transportation via the concept of sustainable transportation. The most important need in sustainability is on freight transportation : carriage growth rate is higher than passenger transportation, and the unevenness between the modal parts is in favour of the most polluting. On freight transportation, the European Union policy exercises a determining opinion, both on the French public policies (at every scale) and on most of the actors stepping in the transportation domain in France. The topic of this paper is on the segment of carriage flux and on the European translation of the founding principles of sustainable transportation. </text>

                <text>La trame verte et bleue (TVB) constitue un instrument novateur dans l’arsenal juridique de protection de l’environnement en ce qu’il met en évidence l’importance de la connectivité de l’ensemble des écosystèmes qu’ils soient protégés ou non. L’imprécision des moyens de sa réalisation ainsi que le caractère inopposable de la trame mettent toutefois en cause l’effectivité et la pérennité de cet outil écologique. Le dispositif actuel révèle ainsi plusieurs insuffisances juridiques non négligeables à l’heure où certains acteurs proposent de créer via la TVB un espace où regrouper les mesures compensatoires prises suite à différents projets d’aménagements. </text>

                <text>The concept of green corridors network (GCN) is an innovative legal tool because it underlines the importance of keeping connected ecosystems, protected or not. But the lack of precision on how it must be implemented and the fact that GCN are not opposable dramatically reduce the effectiveness and the durability of this tool. The current dispositive shows serious juridical lacks although there are ambitious proposals based on the application of the concept of green corridors network such as to mutualise ecological offsets resulting from new infrastructures implantations. </text>

                <text>L’objet de cet article est de retracer sociologiquement l’histoire du droit des installations classées ou plutôt de la partie de ce droit qui concerne l’urbanisation autour des établissements dangereux et qui entend ainsi encadrer les relations entre la ville et l’industrie. Cette perspective permet d’envisager deux aspects complémentaires de cette question : d’une part, on examine le droit comme une façon de représenter un problème et notamment comment la place de la question urbaine y a été pensée et définie ; d’autre part, on s’intéresse aux règles juridiques comme des outils, des ressources de catégories, de concepts qui définissent des cadres pour l’action publique. Ainsi, l'histoire du droit des installations classées contribue à mettre en lumière la façon dont la gestion de la proximité ville/industrie articule en permanence (mais selon des modalités qui varient au fil du temps) les dimensions sociales, économiques et environnementales qui permettent aujourd'hui d'appréhender et de définir le développement durable. </text>

                <text>The main aim of this paper is to relate the history of a part of the environmental French law, the one which govern the urban development in the vicinity of the dangerous chemical plants. From a sociological point of view, two aspects of this issue may be simultaneously analysed. In one hand, we examine the law as a way to represent the problem of cohabitation between urban area and industry: how this question has been successively thought out and defined? On the other hand, we take an interest in the juridical rules considered as tools, resources and concepts for public management. According to this approach, the history of this part of French law highlight how urban planning and risk management permanently link the social, economical and environmental dimensions of sustainability. But it shows also that those three factors play a part that vary from time to time. </text>
