This paper is a contribution to the study of ecological inequality from the point of view of the social and cultural analysis. First, this case study proposes to define the notion of "quality of life" in the urban areas for each social categories of the local population. The point of view is to show the impacts of these various representations of the nature on the local environment and the global environment. Secondly, the results suggest how an environmental strategy of conservation could combine a project of social cohesion and sustainable development. In 2005, the entrepreneurs and authorities of the Port of Antwerp were forced to postpone a project to extend the port. The ecological association Natuurpunt responsible for this postponement was subsequently asked to join the governance process. For its part, the Doel 2020 Action Committee adopted a cultural approach to the polders and villages under threat. Whereas this vision – more in line with current socioeconomic issues – should have curried favour in the eyes of the port authorities, it was Natuurpunt which was instead designated as the unique contact partner. Relying on the systemic modelling of nature, the latter played an active role in establishing a political compromise. The evaluation’s methods of wood energy consumption are reviewed in comparison with the resource supply conditions and the availability on data of wood resource demand. Malgré la récurrence dans le temps du phénomène de pollution urbaine de proximité, et l’importance croissante des plaintes des habitants que cela génère, les réponses institutionnelles n’ont pas encore été complètement formalisées jusqu’à présent pour définir un mode de traitement et des réponses à apporter. Un suivi des plaintes, réalisé à Paris et dans la région Nord-Pas-de-Calais, sur le territoire de l’Artois, le montre bien. La prise en compte et le traitement des nuisances dues aux pollutions urbaines de proximité sont encore difficiles et nécessitent du temps pour être reconnues, comme le montre l’exemple de la commune de Drocourt. En outre, ces nuisances sont encore difficilement évaluables et quantifiables et les réponses qui s’esquissent répondent peu au principe de Développement Durable et s’appuient davantage sur une logique de remédiation, bien plus que de précaution. La question des nuisances environnementales et les plaintes qu’elles génèrent ont un caractère ambigu : entre santé et qualité de vie, entre industrie et urbanité, entre nuisance et toxicité, entre gêne et pollution de proximité. Leur ambiguïté permet d’interroger la gestion municipale des nuisances et de la pollution atmosphérique dans le cadre d’une gestion de proximité, au plus près des citoyens, selon les impératifs du Développement Durable. Proximity atmospheric pollutions linked to a dense urban fabric are the subject of nuisance felt and denounced by city dweller. From a historic point of view, stories of noxious odours in urban centers are associated to industrial activities. While very attentive to industrial pollution during the hygienist period, city politics have turned away from atmospheric urban pollution issues when air quality networks have taken charge of measurement and monitoring. The measurement of invisible and toxic pollution have remained in a technical domain until recent years, when progressively, atmospheric pollutions have become a politic issue. Despite the phenomenon of proximity atmospheric pollution recurrence and the increase of complaints by inhabitants, institutional response hasn’t been formalised yet to define a processing procedure and answers to give to the complaints. A complaint survey, done in Paris and the Nord-Pas-de-Calais region, especially in the Artois area, demonstrates this fully.Recognition and complaint processing of proximity atmospheric pollutions nuisances are still problematic and require time to be duly recognized, Drocourt being a clear example of this problem. Moreover, these nuisances are still more difficult to evaluate and quantify, the principle of a sustainable development hasn’t put is on mark in the solutions which outline now. Solutions use more a remediation logic to solve the problem than a safety-first precaution. However, since their creation, the validity of this kind of protected areas has been questioned, considering that the coexistence between men and wild fauna may have negative effects for environment as well as local communities. This paper focuses on human/wildlife conflicts in a rural community in the sustainable development reserve of Tupé, located in the periphery of Manaus city. It mainly observes how conflicts are perceived and resolved and it shows how diverse are the representations regarding problematic species, as well as environmental and social issues related to their protection. Planning greenways in urban areas : find an agreement between landscape architecture and ecology. This paper aims at following the progress of the idea of natural continuity through the vocabulary, its meanings and its manners, in the documents of urban planning of two case studies in provincial and Parisian contexts (metropolitan area of Angers and Plain of Versailles). The question of the contribution of the landscape thinking to the idea of greenway is central. We try in particular to spot the recourse to the notion of landscape by highlighting its connections with the other objects or founding models of the public action on greenways. Pour la première, les TVB doivent être défendues en ville parce qu’elles font partie du quotidien des habitants et pour l’autre elles n’ont pas leur place dans une métropole comme Paris. Ces résultats peuvent être utiles à l’heure de la mise en place de la politique des trames vertes et bleues à Paris. Considering the green and blue corridors (TVB) of Paris delimitated by floral inventories and works in the field of geomatics, the study tried to understand both the usage as well as the perception of these areas. In this densely populated (20 807 inhabitants per km2), densely built-up (41 %), and only little extended (105 km2) matrix the Parisians conceive these areas as places for respiration and liberty. Their perception of these areas is even more linked to their usage than to their social categories. The variables of gender, age or educational level do only interfere with their perception if they influence the usage made by the inhabitants. Two visions of TVB are emerging, one recognizing the strong link between man and nature and the other postulating their differences. In the first one, the TVB must be defended in the city because it is part of the everyday life of the people and in the other one they do not have their place in a metropolis like Paris. These results can be useful in the moment of the implementation of the politics of green and blue corridors at Paris. The indicators of sustainable development are an instrument in full rise in a lot of European cities. How are they built? Who manufacture them? How do they take place to reconfigure the traditional public policies? With the study of an example, the indicator and the map of the "road noise" in Paris, this article proposes to understand the process to transform a new problem into a public policy. The assumption defended here is that indicator appears like a translator and an arranger: A translator because it makes it possible to transform a complex phenomenon into public problem; an arranger since it proposes to attach this problem at victims, a guilty, a legitimate solution to solve it and actors to use it. Les résultats montrent que l’électorat pénalise le parti du maire sortant en cas de pollutions atmosphérique et terrestre relativement élevées. Ils montrent aussi que la présence des transports urbains peut être ressentie par l'électorat comme complémentaire (et non substitut) des pollutions, et se révèle alors coûteuse sur le plan électoral. This paper studies the impact of environmental conditions on the result of incumbent parties' candidates in the 2001 local election in France. Our sample covers 560 towns. Starting from an econometric model of vote adapted for French specificities, we first confirm the presence of an partisan incumbency premium. We also find that the electorate penalizes the incumbent party for ozone and ground pollution. More paradoxically, the presence of underground or tramway lines appears more as an indicator of congestion than of a better quality of life, and is thus electorally costly. This article shows how professionnals and disaster victims involved in natural catastrophes in three different areas - Limoges storm in 1999, Abbeville and Bourg-en-Bresse floods in 2001 and 2005 – built a commun risk story with Information and communication technologies (ICT) : Internet, mobiles, data bases, groupware, etc. At first, ICT uses are concretely approached before, during and after the events in a historic context where sciences and technology are growing up to reduce uncertainties of medical and ecological threats. Ces premiers résultats s’appuient sur 30 références sélectionnées parmi un premier fond bibliographique constitué de 104 documents et travaux internationaux, en santé humaine, en écologie, en urbanisme, en sociologie et en psychologie, constitué par Plante et Cité. De cette vision globale des impacts environnementaux, économiques, sociologiques et culturels du végétal dans le tissu urbain, nous souhaitons présenter ici les impacts sociaux et psychologiques des espaces verts qui, à notre sens, sont les ressorts fondamentaux qui peuvent expliquer pourquoi les attentes de nature s’imposent aujourd’hui en partie prenante des attentes d’habitat et de logement, peut-être plus qu’hier avec la réduction continue des espaces naturels au profit de l’extension urbaine. Cette première étude amène deux conclusions. Comment continuer de concevoir des politiques territoriales dites de « développement durable » sans remettre au cœur de celles-ci l’Homme, les habitants et les usagers des territoires ? C’est un enjeu pour le législateur : répondre aux attentes sociétales de Nature des habitants, à l’évolution des modes d’habiter la Ville et la Campagne. La réglementation en urbanisme se doit d’acter la nécessité de construire un maillage d’espaces verts en terme d’usages qui consolide voire élargit l’emprise des trames verts et bleues. C’est un enjeu pour la recherche française qui doit apporter des données quantitatives et qualitative par des recherches interdisciplinaires entre santé publique et urbanisme par exemple : quel ratio espace vert/espace urbain pour quels usages et quels impacts ? The green evolution of the regulation in town planning since the debut of the beginning of 2000 (SRU, AEU, Grenelle 1 and 2) allowed a (re)introduction of the Nature in Cities and development of the Urban ecology. Is it sufficient to build Green Cities? In our sense, the response is negative. To re-lay sustainable town planning, it is advisable to integrate in the environmental approach, the societal approach. This article proposes a first frame of definition of the societal approach of the town planning of tomorrow, seen by the inhabitants and the users of the urban spaces, by leaning on a first exploratory bibliographical synthesis on the "Positive impacts of the vegetal in town". We did it under the guidance of Plantes et Cités in 2010, with the aim of gathering present-day knowledge about the positive impact of vegetation in urban areas, on human health, well-being and social dynamics. We wish here to presenter the social and psychological impacts of the green spaces, put evidence within a global vision of the environmental impacts, economical, sociological and cultural of the vegetal in the urban space, stemming from the analysis of 30 references chosen among a first bibliographical bottom of 104 documents and international works, in ecology, town planning, sociology and psychology, constituted by Plantes et Cités. This exploratory study affable two conclusions. How continue to conceive territorial policies say of "sustainable development" without putting back at the heart of these the Man, the inhabitants and the users of territories? Appliqué à la ville, il peut être défini comme la capacité d'un système urbain à absorber une perturbation et à retrouver ses fonctions à la suite de cette perturbation. En partant de l’analyse des définitions des deux concepts de durabilité et de résilience appliqués à la ville, l’objectif de cet article est de s’interroger sur la façon dont s’articulent les concepts de résilience et de ville durable puis de proposer des outils et méthodes contribuant à la résilience de la ville dans une optique de durabilité, avant d’en étudier les limites. Urban resilience questions the way we think urban systems and disturbances. Applied to cities, resilience is the ability of a city to absorb a disturbance and recover its functions after the disturbance. Then, urban systems need to adapt their functioning and their components to possible disturbances. In managing the crisis and organizing the recovery process, the complexity of urban systems must also be taken into account. Then, it seems that translating the theoretical concept of resilience into practice is possible if functioning, interactions, disturbances and stakeholders are analyzed together, which should contribute to urban sustainability at the same time. Urban services are a relevant case study in doing so. We first review the definitions of both concepts: sustainability and resilience, in order to discuss the conceptual links between them. Then we propose methods and tools dedicated to practioners involved in making cities resilient and sustainable and we discuss the limits of the concepts. Pour tenter de répondre à cette question nous avons analysé le cas des habitants de la Communauté Urbaine de Lille (LMCU) en ajustant un modèle de projection démographique Âge-Cohorte calé sur trois enquêtes ménages déplacements (1987, 1998, 2006) qui permet d’isoler des effets structurels d’âge et de génération liés au cycle de vie. Le vieillissement de la population n’explique cependant qu’une part des évolutions observées et on assiste à des changements de comportement significatifs. À l’horizon 2030, la proportion d'adultes titulaires du permis de conduire devrait stagner. En calant le modèle successivement sur 1987 1998, puis sur 1998 et 2006 pour la distance journalière parcourue par habitant, nous obtenons des projections très contrastées : d'une croissance ralentie dans le premier cas au prolongement de la diminution amorcée en 2006 dans le second. L'analyse par mode de transport montre, au-delà de la renaissance des transports en commun observée dans les années 2000, que la croissance de leur utilisation entre 2000 et 2030 pourrait aller de +18% d'après le calage 1987-1998, à +38% en calant le modèle sur les deux dernières enquêtes. Le modèle Âge-Cohorte, sur l’exemple de Lille, permet de montrer que le vieillissement de la population ne rend compte que partiellement du plafonnement de la mobilité observée dans les années 2000. Cepen­dant le vieillissement qui donne moins de poids aux jeunes, amplifie le phénomène de plafonnement. Les différences significatives observées entre les comportements prévalant jusqu'aux années 90 et dans les années 2000 expliquent bien le retournement de tendance observé, et conduisent à des projections divergentes. Recent trends in France and other developed countries such as a reduction in drivers’ license ownership and stagnation of daily urban mobility suggest that “ peak travel ” within urban areas may have been reached. Are we assisting to cyclical or structural changes? We tried to answer to this question by applying a prospective demographic Age-Cohort model to the Metropolitan Area of Lille, calibrated from household travel surveys conducted in 1987, 1998 and 2006. The model permits to isolate age and generation effects linked to the life cycle. Population ageing explains only partially the decline of daily traveled distance per person. Indeed there are significant changes in behavior. According to the model the proportion of adults with a driver’s license should remain almost constant till 2030. Forecasts derived from the Age-Cohort model show a slowdown of travel distance increase, when the model is calibrated on 1987 and 1998 surveys, while it shows a slow decline from 2000 to 2030 when calibrated on the two most recent surveys. Concerning the revival of public transport observed around the year 2000, calibrated with the 1987-1998 surveys, the model shows an increase by 18% between 2000 and 2030, and it could reach +38% when calibrated with the 1998 and 2006 surveys. The Age-Cohort model, based on the case study of Lille, shows that population ageing explains only partially the saturation in daily mobility observed in the 2000’s. However, ageing, which gives less weight to the younger generations, amplifies the phenomenon. The significant differences observed in the behaviors until the 90’s and in the 2000’s, explain well the reversal of tendency observed which leads to diverging projections. En termes de mobilité quotidienne ensuite, les résultats tendent à montrer que la satisfaction globale est peu affectée par l’insatisfaction liée aux déplacements domicile-travail. Par ailleurs, alors que les difficultés liées au déplacement domicile/travail sont souvent invoquées par les personnes souhaitant retourner au Luxembourg, ces problèmes de mobilité sont beaucoup moins cités par les personnes étant effectivement retournées vivre au Grand-Duché. Le rôle de la mobilité quotidienne dans ces stratégies résidentielles transfrontalières s’avère donc complexe. Between 2001 and 2007, nearly 8,000 resi­dents of Luxembourg went to live in Bel­gium, Germany and France though they remained employed in Luxembourg. For the vast majority of these people, this cross-bor­der move implies a growth of commuting distance and can therefore be regarded as a particular form of cross-border suburbaniza­tion. Despite these growing distances, indi­viduals report some residential satisfaction. However, beyond this apparent satisfaction, the analyses reveal some paradoxes. In terms of location first, it appears that most respondents would have liked to stay in the Grand Duchy, but at the same time only few of them wish to move back to Luxembourg. Then, in terms of daily mobility, the results suggest that residential satisfaction is little affected by dissatisfaction with commuting. Moreover, while the difficulties of commu­ting are often invoked by those seeking to return to Luxembourg, the mobility pro­blems are much less mentioned by the people actually being returned to live in the Grand Duchy. This article analyses the forms of long term installation of Keralite immigrants (South India) in Kuwait whereas immigration is intrinsically temporary and linked with a working contract and whereas the citizenship is impossible to obtain. Based on fieldwork, this paper shows that family reunifications, residential mobilities and changes in confessional identities reveal processes of settlements among this expatriate community.
