                <text>De nos jours, quelles que soient les grandes questions qui se posent aux groupes humains et qui impliquent une action collective, publique ou non, celle-ci emprunte fréquemment les voies d'une médiation territoriale et sollicite les formes d'organisation et de pouvoir qui lui sont associées. Nous définirons ici cette notion d'action collective de manière très large. Nous retiendrons qu'elle concerne aussi bien l'intervention des pouvoirs publics de tous niveaux que celle d'institutions à caractère privé ou parapublic, comme les associations les plus diverses, des organismes professionnels et non gouvernementaux, etc. Ces objectifs variés, qui font appel à une action collective ou publique territorialisée, c'est-à-dire s'inscrivant dans des formes spatiales de légitimité, touchent à des registres disparates. Il peut s'agir de questions sociales visant à la production de nouvelles solidarités ou simplement de liens renforcés au sein de sociétés de plus en plus déstructurées, d'aucuns diraient « en miettes ». Certaines de ces préoccupations portent plus spécifiquement sur les jeunes, notamment ceux, plus défavorisés, des cités d'habitat social. Elles s'attachent à lutter contre leur éventuelle déviance, plus largement à définir et à installer leur place dans la société et dans l'espace social d'aujourd'hui. Ces thématiques rejoignent en définitive celles des inégalités, qu'elles se traduisent par d'innombrables formes de ségrégation socio-spatiale, matérialisées dans les figures du ghetto ou, à l'autre bout de la hiérarchie sociale, dans celles des gated-communities, ces nouveaux quartiers de riches, fermés et protégés.</text>

                <text>The aim of every politician is to transform the city into an environmentally sustainable entity. However, while the planning and organisation of passenger services within cities is commonly perceived as a major issue, freight transport is not given the full attention it deserves. As a general rule, the role which freight transport plays in the economy of cities is simply not understood. What invariably attracts attention, on the other hand, is the added pollution and congestion caused by freight transport. &lt;br /&gt;Europe has recently produced a host of new urban development schemes which place more or less severe restrictions on freight movements in cities. While some cities have introduced measures in line with the town planning objectives of territorial development plans, others have adopted short-term solutions to traffic management problems. Since we know that cities are living entities whose vital processes can be disrupted, how can we be sure that all of these measures are a step in the right direction? France's situation is examined in this communication.</text>

                <text>Le marché de gros de La Matanza, espace majeur d'approvisionnement en légumes frais de Buenos Aires, constitue un exemple probant pour analyser comment les migrants, dans leur dynamique de mobilité, construisent des territoires. Les Boliviens, principaux acteurs de l'activité maraîchère de la capitale argentine, s'y installent depuis les années 1980-1990 et se l'approprient. Depuis les périphéries de cultures maraîchères ou les circuits de vente au détail, le marché de gros est l'ultime étape de leur ascension sociale qui leur permet d'être visibles et de circuler dans l'ensemble de la région métropolitaine. Présents dans tous les espaces du marché, ils sont les moteurs de sa réorganisation socio-spatiale. Ils se l'approprient de façon silencieuse, grâce au transfert de leurs modes de vie, de sociabilité, d'échanges. Ni tout à fait argentin, ni complètement bolivien, le marché de la Matanza devient un micro-territoire de l'entre-deux où les Argentins acceptent, faute d'autre solution, les nouveaux acteurs boliviens, et où les Boliviens posent des jalons pour s'installer durablement.</text>

                <text>This introduction takes stock of the disjuncture between several seams of urban studies and historical research. Scholars who paid attention to global cities and the internationalization ofmunicipal government have focused on the recent decades. Their position was based on the view that cities became irrelevant with the rise of the nation state, and only recently returned as independent actors. It suggests ways to reckon with the 'transnational municipal moment' in its different forms since the mid 19th century. From then onwards, not only cities were increasingly part of a transnational municipalization trend, but they also actively exchanged know hows and policies through study tours, conferences or correspondence. To account for continuity and changes in these activities, this piece suggests to consider the circulatory regimes that have shaped and oriented these connections among and about municipal urban governments.</text>

Des recherches menées au cours de ces quinze dernières années on peut tirer deux facteurs éclairant leur rôle : le contexte historique du premier quart de siècle où les milieux réformateurs occidentaux tentent d'ériger la ville en "question"; les effets produits par la première législation française sur la planification urbaine et la désignation de "l'homme de l'art" à laquelle elle procède. Autour de ces deux ensembles se trame le débat entre l'Urbanisme à majuscule, comme cause et combat de la réforme urbaine, et l'urbanisme à minuscule, comme technique et ensemble de règles.&lt;br /&gt;&lt;br /&gt;−−−−−&lt;br /&gt;&lt;br /&gt;Since the beginning of the 20 th century, those who, in France, called themselves "urbanistes" have claimed responsability and power on the control of cities. The scholarship of the last 15 years shed light on two aspects that can explain the fate of this profession: the historical context of the years 1900-1925, when reformers all over the Western World try to construct the city as a "question"; the consequences of the first french legislation on urban planning and of the included designation of the "homme de l'art" who is to be in charge of the plan. The narrative of the dispute between "Urbanisme" as a cause to be fought, and "urbanisme" as a technique and set of rules takes place between those two clusters.</text>

                <text>This lecture puts in historical context a group of rare photographs &lt;br /&gt;by Bert Hardy taken in May 1942 during the Second World War. &lt;br /&gt;The men depicted are just a few of the 10,000 Chinese seamen who manned the Merchant Navy ships, for Britain during the war, mainly Blue Funnel, Ben Line, and Shell.. The pictures show them in lodging houses, their poor living conditions, while they wait for the next ship. The lecture decribes how previously Chinese men had served in the British Army Labour Corps digging trenches in Falnders. Finally, the history of furtive deportations of legally resident Chinese former seamen in 1946-1947 is discussed.</text>

                <text>The story of the manangment of city space over the past 60 years is imbricated with the Chinese state apparatus's desire to erase the physical, spatial traces of a historical memory which lie beyond the control of official history-telling and thus pose a threat to the party-state's monolithic narrative which makes of the past a non-history.&lt;br /&gt;The only strategy for dealing with the incongruities between the Western and the local seems to have been the literal demolition of the old. And yet at the same time hisory-less simulcra ("Culture Streets", new "ancient" Chinese houses) simultaneously abound. The schizophrenic dichotomy, modern=Western versus old=Chinese, with which China has battled for over a century and a half is still dominant. This fear of engaging the past, this anxiety over hybridity, the reluctance to experiment, is connected to two problems – the problem of national identity: What IS Chinese/Chineseness? And the problem of history – the reluctance to think and write hat history as anything other than a narrative facilitating the maintenance in power of the Communist party.</text>

                <text>A l'heure où de nombreuses agglomérations en Europe cherchent à réduire ou à contenir la place de la voiture en ville pour répondre à des objectifs environnementaux ou économiques, cet article vise à quantifier la contribution de certaines tendances lourdes à l'évolution du partage modal entre les transports collectifs et la voiture. Nous examinons l'incidence de l'étalement urbain et de la croissance de la motorisation sur la part de marché des transports collectifs et de la voiture particulière. Sur l'agglomération lyonnaise, au cours de chacune des deux dernières décennies, l'évolution des localisations a été synonyme, selon la décennie et la zone d'étude, d'une perte de 6 à 9 % sur la part de marché des transports collectifs tandis que l'évolution de la motorisation (à structure spatiale des flux stable) a signifié une perte plus modérée de 1 à 4 %. Cette quantification permet d'éclairer les décideurs sur les évolutions probables de la part de marché des transports collectifs et sur l'importance de certains facteurs dans ces évolutions. Elle permet de bâtir des scénarios plus réalistes en matière de partage modal et de mesurer l'importance des efforts à consentir, ne serait-ce que pour contenir la place de l'automobile dans une perspective de développement durable.</text>

                <text>This paper presents the first results of the research program ECORURB (Ecology Rural to Urban) of which one of the objectives is to measure the impact of the city on the local climate. For this study, a network of 16 automatic weather stations was installed according to a gradient from downtown area to periphery countryside. The results show the temporal variability of the UHI (urban heat island). Thus, in 2006, the intensity of the UHI was especially marked at the end of the night during the summer (more 2,5°C on average of 22:00 to 5:00 in July against 1 to 1,3°C during the winter). On the other hand, during the day, the time average deviations between the downtown area and the countryside do not exceed some tenth of degrees.</text>

                <text>Le télétravail est devenu dans les sociétés occidentales un phénomène économique et social de masse, qui demeure mal connu et mal compris, malgré la surabondance médiatique des années quatre-vingt-dix. Trop souvent confondu avec les téléservices, le télétravail est englobé avec eux dans l'utopie de la communication et des « TIC ». Pourtant, entre 10 et 20 % de la population active des pays industrialisés télétravaille, sous l'effet de la banalisation des technologies de téléaccès, de la réorganisation des firmes au sein de la « nouvelle économie flexible », et aussi, de la congestion automobile des métropoles. L'expérience montre que c'est dans ces vastes bassins d'emploi « métapolitain » que se situe l'enjeu majeur du télétravail, en termes d'efficacité économique, d'écologie urbaine et de qualité de vie. Très en retrait quantitativement, la problématique rurale du télétravail n'en constitue pas moins une utopie très prégnante dans la sphère médiatique. Sans préjudice d'un potentiel réel de développement, encore peu exploité.&lt;br /&gt;La flexibilité spatio-temporelle croissante du travail et de la production participe au brouillage des catégories stucturantes de la territorialité et de la sociabilité, à diverses échelles de temps et d'espace : ville et campagne, centre et banlieue, domicile et lieu de travail. Pour cette raison, le télétravail s'impose clandestinement à la société.</text>

Ils proposent au géographe une problématique intéressante : quels&lt;br /&gt;sont les facteurs de localisation d'établissements qui délivrent au client un&lt;br /&gt;service à distance. La carte des implantations dans les aires urbaines françaises,&lt;br /&gt;comptabilisées par postes de travail, montre une répartition spatiale irrégulière,&lt;br /&gt;mais qui reste fortement métropolisée. Une analyse plus fine met en évidence&lt;br /&gt;un processus de diffusion hiérarchique, à partir de la Capitale, puis vers les&lt;br /&gt;métropoles régionales, et enfin vers l'espace à dominante rurale. Ce processus&lt;br /&gt;créé des opportunités de créations d'emploi. Mais la croissance des&lt;br /&gt;délocalisations outre-mer fait peser une menace sur ces activités nouvelles.&lt;br /&gt;La croissance des centres d'appels est un des phénomènes par lesquels les&lt;br /&gt;territoires entrent dans l'ère du « capitalisme cognitif », dans un contexte de&lt;br /&gt;globalisation et de métropolisation. Mais les effets dynamisants de cette&lt;br /&gt;activité fortement taylorienne sont incertains, et elle ne saurait en aucun cas&lt;br /&gt;devenir une mono-activité.</text>

Cependant, la territorialisation des dispositifs sociaux ne va pas sans effets pervers car la combinaison encadrement/autonomie constitutive de la régulation post-keynésienne peut déboucher sur l'émergence de contre-territoires et sur l'ethnicisation des banlieues.</text>
