Il est tiré de deux études sociologiques. La principale, initiée dans le cadre d’un Programme régional d’insertion des populations immigrées, fut menée dans l’agglomération nantaise en 2006. Elle a consisté à réaliser une série d’entretiens auprès de professionnels en charge de personnes âgées (médecins, assistants de service social, professionnels de l’aide à domicile, etc.) et de migrants de plus de soixante ans. Cette étude a été complétée par le recueil d'entretiens réalisés la même année auprès de migrants âgés de la ville du Mans et du directeur de la Résidence sociale de cette ville. Ces migrants, lorsqu’ils n’ont pas été rejoints par leur famille, résident le plus souvent dans des foyers de travailleurs. Les logements ont été construits au début des années soixante-dix pour les travailleurs immigrés de passage. Ils étaient donc pensés comme des logements provisoires : ils ne répondent pas aux besoins de personnes installées durablement et moins encore à ceux des personnes âgées. Comment comprendre dans ce cas que des migrants très âgés y résident encore ? A Nantes, sur quatre foyers que compte la ville, deux ont fait l’objet de récentes rénovations pour passer au statut de Résidence sociale. Leur mission d’hébergement provisoire continue de guider les ingénieurs en charge de les penser. Pourtant certaines places sont systématiquement réservées aux migrants âgés. C'est également le cas au sein de la Résidence sociale du Mans. Pourquoi des migrants âgés demeurent-ils comme assignés à résidence dans ces foyers plutôt que d’être orientés vers des structures gérontologiques ou des logements de droit commun ? Notre article tentera de répondre à ces questions en adoptant une double approche. Nous éclairerons d’abord les résistances dont les migrants âgés résidents des foyers font preuve lorsque leur sont proposés de nouveaux logements. La trajectoire migratoire et la crainte du déracinement seront des éléments de compréhension majeurs. Nous interrogerons ensuite les résistances des structures destinées au logement des personnes âgées, vis-à-vis de la prise en charge de migrants du troisième ou du quatrième âge. Nous verrons alors que le grand âge des hommes concernés ne les préserve pas des préjugés culturalistes. This paper concerns the old migrants who came in France in the Thirty Glorious Ones and who are living apart from the others citizen seniors. It relies on two sociologic studies. The first have been realised in Nantes for a Regional program for insertion of migrant population. For this study, I make interviews with old migrants and professionals who work with them (docs, social workers, professional of home help…). I complete this study with others interviews of old migrants who live in le Mans, and with the director of workers’ dwelling. Those migrants, when their family isn’t in France, often live in workers’ dwelling. Lodgings have been constructed at first at seventeen for migrant workers. They had to be temporary. So, they are inappropriate for the people who stay in durably, especially when those people are old. Then, why senior migrants are living there ? In Nantes, there is four workers’ dwelling. Two have been recently renovated, always for being temporary lodgings. Even, rooms are consistently reserved for senior migrants. I make the same observation in Le Mans. Why aren’t they been housed in old people’s homes? This paper analysed this situation, by two different means. In a first time, the old migrants’ resistances are analysed. Their migration trajectories and the fear of uprooting explain their comportments. In a second time, the resistances of manager of old people’s homes are observed. Even they’re old, the migrants are victims of culturalist prejudices. Les groupes d'habitants s'approprient les espaces collectifs (l'immeuble à Gennevilliers, la résidence à Garches) en les identifiant dans leur globalité et leur spécificité par rapport au quartier (mais cette identification ne donne pas lieu à la construction d'une identité socio-spatiale marquée) et en élaborant et respectant des règles et normes comportementales spatialisées, permettant un usage partagé de l'espace commun. Si la réhabilitation semble représenter une opportunité pour créer de nouvelles relations de voisinage et valoriser l'image de l'espace collectif, d'autres facteurs s'opposent à l'émergence de nouvelles pratiques d'appropriation collective. Parmi les recasements, un des exemples les plus frappants est celui de Nedjma, confiné au sud-est de l’agglomération oranaise. Ce lieu dit, rural avant la nouvelle urbanisation, abrite le recasement le plus important sur le territoire national par son envergure : la création de plus 5700 lots sur une superficie de 250 hectares a fini par y regrouper plus de 50 000 habitants. La spécificité réside dans le fait que ce recasement a été réalisé, au su de tous les responsables locaux, sur un site marécageux, regroupant certes un habitat individuel traditionnel mais sous-équipé. Cédé, à un prix dérisoire, le recasement connaît encore aujourd’hui de grandes difficultés d’aménagement liées principalement à un site inondable, à un isolement géographique et à une marginalisation sociale. Les contraintes d’ordre environnemental, l’origine géographique et les revenus modestes des ménages, le sous-équipement sont autant d’éléments qui contribuent à une ségrégation socio-spatiale dont l’origine est une périurbanisation officielle dans un site difficile. An Official Suburbanisation on a Difficult Site:The Case of Nedjma within Greater Oran The spatial development of Oran city, beyond its district limits, is characterised by a variety of land occupation. This has resulted in the creation of suburban spaces socially distinctive. The recasement represents a form of simplified housing estates orientated towards a low income population. It was first initiated towards the end of the 1980’s, and has affected the large Algerian cities suffering from an acute housing shortage problem. Among these recasements, Nedjma, situated in the south east of Oran urban area, is one of the most significant. This small place, rural before its urbanization, has become the largest recasement in the country: the creation of 5700 plots on a land coverage of 250 hectares has resulted in a population of over 50 000.The specificity of this space is that it has been built with the knowledge of local authorities, on a land, although gathering individual housing but with poor quality services. The land was sold very cheaply, the site is still knowing many management problems related to the fact that this area is confronted to flooding; that it is an isolated geographical area and also that it is socially marginalized. Environmental difficulties, geographical origins, low-income householders, low grade servicing are various factors contributing towards social and spatial segregation which origin is related to an official sub urbanisation situated on a difficult site. Based on an ethno-methodological survey, this article offers a qualitative analysis of how relocation and post-relocation have been perceived by people from two districts in the Northern suburbs of Marseilles (Bellevue and Bassens). These districts present major contrasts as far as residential offer is concerned. On the one hand, the condominium of Bellevue, a housing complex built in the 1960s to provide accommodation for the “Pieds-Noirs” population returning from Algeria, has been undergoing de-densification through a process of partial demolition. D'abord considérée comme une situation de privation d'un accès aux ressources essentielles, plus récemment élargie à la privation de possibilité de réalisation personnelle, la pauvreté s'apparente aujourd'hui beaucoup à une situation d'exclusion, « hors-développement », s'articulant avec la notion de « trappes à pauvreté ». Cependant une démonstration contradictoire peut être faite quand on observe la place de la pauvreté dans le contexte urbain de nombreuses villes du Sud : elle n'y est en aucun cas une situation marginale. De fait la pauvreté s'avère être une ressource urbaine intégrée et nécessaire au mécanisme néolibéral du développement urbain actuel. On peut donc s'interroger sur l'efficacité d'une croissance économique renforcée pour réduire la pauvreté urbaine. Au-delà de cette question, si le système de développement urbain néolibéral n'est pas régulé, il produit inexorablement les conditions d'une dégradation environnementale urbaine globale, au sens d'involution de la qualité du milieu de vie et de la vie en société. Si les plus pauvres s'avèrent les plus vulnérables à cette dégradation, ils ne sont pas les seuls à être concernés. Les multiples vulnérabilités créées s'avèrent de fait partagées. Le développement économique urbain néolibéral est en effet un facteur de fragilisation non seulement pour les populations les plus pauvres mais pour l'ensemble de l'établissement social. Si on ne peut réduire directement la pauvreté peut-être serait-il possible d'approcher la question du développement en termes de gestion et réduction de ces vulnérabilités. Poverty definition has been evolving with developing policies. First to be poor was principally meaning to be out of an easy access to essential resources. After the notion has been enlarged to integrate the fact to be deprive of good conditions for personal fulfilment. Today the state of poverty is assimilated to a state of exclusion, to be « out of development », with a strong link with the « poverty trap » concept. But this conception is contradicted by observation's conclusion about urban organisation of numerous developing countries cities. In these cases, poverty is absolutely not a dropout state but appears has an integrated urban resource. Poverty is a necessary and vital economic element in free-market mechanism of actual urban growth. Using free-market economic growth for eradicating poverty seems an impossible urban target within these developing countries cities. Other developing issue appears during the demonstration. If no regulating policy applied to free-market urban system, it inexorably turns out urban environmental degradations, a drop down of surroundings, quality of life and social living. If poor are the more vulnerable to environmental drop down, the entire urban underworld people are concerned. The economic urban development using free-market mechanism is weakening urban life and environment not only for the poorest surroundings but for the entire urban agglomeration. As eradicating poverty is impossible, perhaps useful urban regulation policies innovations can came out using reducing vulnerability mechanism. In Reunion Island the urban question has received little attention from academic research. Knowledge generated originates essentially from technical and operational institutions. Until the 1990s, the urban question was analysed essentially from the point of view of territorial management and technical problems caused by demographic growth, housing needs and employment during the rapid modernisation of the island since 1946. The regional plan of territorial management (schéma d’aménagement régional) of 1995 underestimates the urban question because the strategy of development is based on the rural activities, especially sugar cane production. Urban development is viewed as a threat to the natural and agricultural protected areas and is accepted in residual geographical sectors.Discourses and politics of local planners offer a negative picture of urban areas and neglect their importance in the economy and development of the island.
