Trois jours d’échanges, de débats et de retours d’expériences qui se sont déroulés à la Friche Belle de mai les 25, 26 et 27 octobre dernier. Un colloque proposé par l’université populaire « Pensons le matin »
Il s’agissait pour ce colloque de révéler les mécanismes de la ségrégation urbaine. Avec des analyses d’urbanistes, de chercheurs en sciences humaines et sociales, des retours d’expériences de citoyens engagés pour le droit à la ville pour tous, des interventions d’artistes et d’opérateurs culturels et sociaux.
Sur les ondes de radio Grenouille les auditeurs ont pu entendre quatre point de vue critiques. Soit, un échantillon des nombreuses contributions qui ont nourri ce colloque.

Un film de 24 mn, produit et réalisé en 1983 par l'agence IM'média, remastérisé en 2013 avec des images inédites
"Minguettes 1983 - Paix sociale ou pacification ?" a été tourné au coeur des événements du printemps et de l'été 1983 à la Zup de Vénissieux, dans la banlieue lyonnaise. Des événements à l'origine de la Marche pour l'égalité et contre le racisme, qui traversera la France profonde du 15 octobre au 3 décembre.
Réalisé dans le cadre d'un stage média organisé à Bron / Lyon II - qui donnera naissance à l'agence IM'média-, ce film est un "objet filmique non identifié". Un "OFNI", entre journal de bord, reportage vidéo "embedded", contre-information, décryptage des mass media et film d'atelier. Il a été diffusé en boucle lors de l'exposition "Les Enfants de l'immigration" au centre culturel G. Pompidou (Beaubourg - janvier/avril 1984).
Pour les 30 ans de la Marche, IM'média a procédé à la restauration de ce film et en propose une nouvelle version remastérisée. Tout en restituant son écriture documentaire initiale, il donne à (re)voir la contre-offensive "pacifique" des habitant-e-s de la Zup suite à un cycle infernal d'affrontements avec la police, de la bataille rangée du 21 mars 1983 jusqu'à cette soirée du 19 au 20 juin où un policier tire et blesse Toumi Djaïdja, le jeune président de l'association SOS Avenir Minguettes.
Des images d'époque inédites présentent une Zup loin des clichés sur le "ghetto maghrébin" et sur une "zone interdite" livrée aux "loubards". A l'occasion du dynamitage spectaculaire de tours, les habitant-e-s de toutes origines, jeunes et vieux, donnent leur avis sur les "erreurs d'urbanisme" et sur une autre politique du logement possible. "On s'appelle tous Toumi Djaidja", clament-ils aussi, aux côtés de Christian Delorme et de Jean Costil (Cimade), pour manifester leur solidarité avec Toumi qui, sur son lit d'hôpital, a l'idée de lancer la Marche comme une "main tendue". Une idée présentée lors de "Forums Justice" conjointement avec celle d'un rassemblement national des familles des victimes des crimes racistes et des violences policières devant le ministère de la justice place Vendôme, à l'instar des Folles de la place de mai en Argentine. Face à l'acharnement policier ou judiciaire, face au racisme, au délire sécuritaire et à la complaisance de la plupart des médias, l'objectif est alors de se mobiliser pour rétablir la vérité des faits, d'obtenir justice, de pouvoir vivre, tout simplement.
Le 3 décembre 1983 à Paris, 100 000 personnes se rassemblent pour l'arrivée de la Marche. L'instant est à l'euphorie, collective, fusionnelle. Et l'espoir d'aller vers l'égalité sociale et raciale dans une société plurielle immense ...

ARTE consacre un documentaire à l'ouverture du musée. Outre des compléments à ce programme, le pôle web d'ARTE France propose avec ARTE Radio une fresque interactive. Un « Carnet de ville » à découvrir en images et en sons. Plutôt que d'emboucher les trompettes de la promo ou du dénigrement, les auteurs ont arpenté la ville à hauteur d'habitants. Deux femmes de radio, Jeanne Robet et Caroline Fontana, et un dessinateur, Thomas Azuélos, croisent leur écoute et leur regard. Entendre l'humour et les conflits, peindre les atmosphères chatoyantes comme les blessures de Marseille. Un Café-géo organisé à Tours par les associations Confluence, ESSPACES et l'Université Populaire de Tours le 22 mars 2011.
On oppose souvent au calme des champs le bruit de la ville. De jour comme de nuit, les activités des uns et des autres ne se font pas dans le silence. Deux Français sur trois se déclarent dérangés chez eux par les nuisances sonores, et près d'un sur six a même pensé à déménager selon une enquête réalisée en mai 2010 par la TNS Sofres à la demande du ministère de l'environnement. Le bruit est à la fois un phénomène quantifiable par les décibels et subjectif tant il peut être perçu de mille façons, selon l'attention portée, la provenance du bruit, les préférences personnelles, le moment de la journée. Du désagrément temporaire à la gêne constante, le rapport au bruit peut parfois virer au conflit entre les différents usagers de l'espace urbain. Comment concilier les multiples usages de la ville ? Quelles formes de négociation sont permises aux plaignants?

L’espace urbain : miroir des inégalités homme/femme
Quarante ans après la révolution sexuelle, les rapports hommes/femmes restent marqués par d’importants déséquilibres au sein de la société voire par le maintien de profondes inégalités sociales. Si les femmes semblent avoir pu quitté en majorité l’espace cloisonné du foyer pour entrer de plein pied dans la vie professionnelle, la question de leur place dans la ville reste entière. Ainsi, les valeurs véhiculées par l’architecture, la place répartie entre les sexes dans l’espace public nous montrent notamment à quel point l’espace urbain est le reflet de rapports de domination encore très prégnants dans notre société. La ville des femmes est-elle la même que celle des hommes ? Comment se traduisent les rapports hommes/femmes au sein de l’espace urbain ? La manière dont la ville se fait et se pense est-elle sexuée ?

Kevin Rozario uses the two most devastating urban catastrophes in American history, the Chicago fire of 1871 and the San Francisco earthquake of 1906, to explore how extraordinary recovery from sudden ruination can be both compelling and inspiring. He discusses industrialization and cultural responses to disaster, with analysis of narrative accounts of disaster as well as performative accounts that have served to reassure Americans that new and improved urban environments can come of disaster. He further explores how the "mass consumer culture" of America has shaped American responses to events of September 11th.
Kevin Rozario is Assistant Professor in the American Studies program at Smith College. He holds a Ph.D. in history from Yale University, and has previously taught at Oberlin and Wellesley colleges.

The reconstruction of Berlin, after the massive destruction it suffered in World War II, was complicated in two fundamental ways. First was the question of historical continuity. On the one hand, there was a desire to reconstruct: to repair a damaged but extant city or, more broadly, to continue its best traditions in architectural style, social policy, and economic development. On the other hand, everyone in charge was determined to break demonstratively with the immediate past, that is, with the Third Reich; but they did not agree about which cultural, architectural, or urbanistic traditions were the Nazi ones. The second complication arose from the fact that the city was soon divided between two ideologically opposed regimes in east and west, each determined to claim the legacy of pre-Nazi Berlin, to display the clearer break with Hitler, and to prove its cultural and political superiority. Under these complicated circumstances, the rebuilding of Berlin became one of the most visible venues of the early Cold War, even as it remained a matter of basic comfort and prosperity for ordinary Berliners.

This lecture places the attack on the World Trade Center in the context of New York's history as a place that is seemingly destined to be destroyed and rebuilt with stunning regularity. It explores three ways of looking at a central experience, and cultural trope, about New York City: that it is a city of creative destruction, regularly destroying and rebuilding itself. Professor Page begins with a discussion of extraordinary moments of destruction, both natural and human-made (from fires and blizzards, to acts of terrorism), and then argues that it is the "regular" processes of creative destruction - through private real estate development and government urban renewal - which are far more important in shaping both New York's physical organization as well as its cultural image. Finally, he explores how the imagination of New York's destruction - in art, literature, and cinema - is not only at the heart of New York life but of American culture as a whole.

September 11th and the City
Ralph Waldo Emerson once wrote "The test of civilization is the power of drawing the most benefit out of cities." The test of terrorism, then, may well be the power to inflict the greatest harm to those same centers of culture, commerce, and exchange. This is something that the September 11 terrorists well understood. Mohamed Atta was a man well acquainted with the power and majesty of cities--and presumably their durability and resilience. He was trained as an engineer, architect and urban planner. Yet, warped by fundamentalism, Atta became the "perverted dreamer" that E. B. White imagined decades ago in Here is New York, a man who would "loose the lightning" on Manhattan and attempt to destroy it, symbolically and literally. And even as the rubble of the World Trade Center smoldered in the days and weeks following September 11, pundits in the United States, too, foretold of the death of downtown and the end of the city as we know it. But cities have endured trauma and violence for millennia, much of it far worse than that unleashed by Mohamed Atta on September 11. Any study of the city in history will reveal that human settlements possess an essential ability to resurrect themselves in the wake of devastation, a point that the Resilient City colloquium hopes to reaffirm.
Urban Trauma and the Resilience of Cities
This paper examines the near-ubiquity of urban resilience by analyzing the concepts of trauma, recovery, and remembrance. It questions the definition of "resilience," by exploring the relationship between recovery of the built environment and other ways that a "return to normalcy" may be measured. Urban trauma, like urban resilience, takes many forms, and can be categorized in many ways. First, there is the scale of destruction-which may range from a small single precinct to an entire city (or, potentially, an even larger area). Second, one may rank these traumas in terms of their human toll, as measured by deaths and disruption of lives. Third, one may organize these destructive acts according to their presumed cause-some result from the largely-uncontrollable forces of nature, such as earthquakes and floods; others are hybrids of natural forces and human action, such as fires; while still others result more wholly from deliberate human will, whether executed by conquering armies, aerial bombardment, or terrorist strikes. It is not enough to ask general questions about urban recovery; we must ask who recovers which aspects of the city, and by what mechanisms. The process of post-disaster recovery is a window into the power structure of the society that has been stricken. Similarly, to ask about remembrance is to inquire how what is remembered gets constructed, when, and by whom.

On dit souvent que Hongkong est le « Monaco de l'Asie ». C'est assez juste a ce détail prêt. L'île de Hongkong regorge des fortunes les plus importantes d'Asie mais la partie géographiquement rattachée au territoire chinois concentre une population pauvre vivant souvent en dessous du seuil de pauvreté.
Il y a d'un côté la magnifique tour de la banque HSBC construite par Norman Foster, celle de la Bank Of China conçue par l'architecte Pei et toutes les autres qui font de Hongkong la ville la plus verticale au monde.
Et de l'autre, les immeubles insalubres des quartiers de Tsim Tsa Shui, de Mongkok et de Sham Shui Po. Des immeubles jamais rénovés ni remis aux normes où s'entassent "Les hommes grenier" auxquel ce documentaire multimedia est consacré.
Il y a dans ces immeubles des propriétaires, marchands de sommeil qui ont mis de côté la dignité humaine, le droit de pouvoir se loger décemment.
Dans ces dortoirs, où le mot de promiscuité n'est pas assez fort pour y décrire l'atmosphère, on y trouve des Chinois venus à Hongkong chercher une vie meilleure que sur le continent et des Hongkongais déchus de tout revenu, la plupart retraités. C'est ici dans les odeurs de nourriture, de tabac froid et de sueur que l'on découvre des histoires de vie comme celles de Xiao Liu, Li Zhu ou Monsieur Hong.

Shanghai est encore à l’époque d’Hergé une ville cosmopolite, la perle de l’Orient, le Paris de l’Asie du sud-est.
Mais Hergé ne retient rien du cosmopolitisme de Shanghai. Aucun bâtiment classique des rives du Huangpu — le fameux Bund, essentiellement construit par les britanniques —, aucun hôtel ou édifice caractéristique de la concession internationale n’est ici représenté. Aucun décor de la Shanghai des années trente ne subsiste dans l’illustration. L’atmosphère y est souvent nocturne, ce qui est un peu un paradoxe pour la "ligne claire". Des aplats de gris et halos de lumière, de la pluie, certains lieux sordides ou en transition…

Modern Paris was indelibly shaped by the rebuilding project ordered by Napoleon III and carried out by Baron Haussmann in the 1850s and '60s. The large-scale demolition of whole neighborhoods in central Paris, coupled with a boom in industrial development outside the city, cemented a class division between center and periphery that has persisted into the twenty-first century. Curiously, this division is the obverse of the arrangement of most American cities, in which the inner city is typically impoverished while the suburbs are wealthy.
