  L'aménagement des villes suscite de plus en plus de débats et de conflits qui mettent en scène des acteurs publics, des acteurs privés et d'autres issus de la ?société civile?. Comment les rapports d'association et d'opposition entre ces trois catégories d'acteurs ont-ils évolué au cours des quatre dernières décennies ? Un essai de modélisation statistique de ces rapports, à l'aide de données portant sur plus de 2 000 conflits ayant pris place à Québec entre 1965 et 2000, produit une série de résultats dont certains confortent la thèse de la démocratisation des processus de régulation urbaine, pendant que d'autres nourrissent celle d'une certaine instrumentalisation de la participation, et que d'autres encore esquissent une géographie des coalitions et des oppositions entre acteurs urbains.

  Depuis 1997, une trentaine de débats publics sur de grands projets d'infrastructures ont été organisés en France. Cette nouvelle procédure est avant tout une réponse des pouvoirs publics à la généralisation de la contestation des projets d'équipements, qui menaçait de paralysie la politique d'aménagement du territoire. Le monopole de l'Etat et le consensus sur les objectifs des politiques d'aménagement du territoire, qui prévalaient jusqu'aux années 1980, ont laissé la place à un système d'acteurs complexe et instable, défendant des intérêts et des représentations du territoire largement contradictoires. La contestation est d'autant plus efficace que les luttes des écologistes et des riverains convergent très largement. Le débat public entraîne une évolution des pratiques des acteurs, qu'ils soient maîtres d'ouvrage, services de l'Etat, élus locaux ou associations.

Pour cela, les auditoires doivent être représentatifs des groupes ethniques et raciaux de la ville. Cette diversité est vue comme internationale, comprenant des groupes d'immigrants fortement liés aux traditions de leur pays natal, invités par l'intermédiaire d'un lourd marketing fondé sur les codes postaux, signe de la forte ségrégation de la ville. Toutefois, la "diversité" étant fondée sur les catégories du recensement - ethnie, nationalité et race - et non sur d'autres discriminants tels que le genre ou les pratiques, la diversité est vue au travers du prisme de L.A., des ethnies spécifiques aux E.U. et des significations de la musique du monde en dehors de ses pays d'origine. Ces concerts expriment les trois sens du mot circuit (fondés sur les liens, sur les connexions affectives et sur le partage d'une expérience), transcendant ainsi les catégories habituelles et les échelles. Le centre (downtown) est en effet un lieu unique pour l'expression de tels circuits, car il est vu comme neutre et appartenant à tous.   La dévolution qui qualifie le processus de décentralisation en Grande-Bretagne, est le plus important changement survenu dans les modes de gouvernance britanniques depuis 300 ans. La dévolution des pouvoirs, processus complexe et asymétrique soutenu par les partisans de l'union du Royaume-Uni comme par les nationalistes pour des raisons différentes, offre des opportunités d'innovation politique mais se révèle également source de conflits entre administrations autonomes et État central. A travers l'étude de l'émergence d'une politique de transport dans le contexte de dévolution des pouvoirs, cet article souligne comment la modification des cadres territoriaux s'est traduite par un changement de cap des politiques publiques. Si les phases initiales de dévolution ont révélé un processus de rattrapage, les changements survenus sont tels qu'ils pourraient précipiter de nouvelles réformes constitutionnelles et de gouvernance.

  L'objectif de cet article est de contribuer à la compréhension des interdépendances entre processus conflictuels et émergence de dispositifs de gouvernance innovants. L'exemple retenu est celui des Programmes agri-urbains en région Ile-de-France et de leurs liaisons avec les conflits liés à l'agriculture. Pour réaliser ce travail, nous procédons à une recension des conflits dans la Région, à partir de la Presse quotidienne régionale (PQR), avant de nous pencher plus spécifiquement sur le cas des périmètres des Programmes agri-urbains, à l'aide de méthodes d'entretiens directs ou d'analyse de documents. La première partie met en évidence la diversité et la nature des conflits recensés en Ile-de-France par l'analyse de la PQR : les principaux conflits concernent avant tout l'usage de réserve foncière des terres agricoles. La deuxième partie revient sur les spécificités des conflits en fonction de leur localisation à l'intérieur ou dans le voisinage des périmètres de programmes agri-urbains, avec la mise en évidence d'un certain effet de report spatial de la conflictualité. La troisième partie révèle le lien entre processus conflictuels et création de dispositifs innovants, à partir d'un retour historique sur les évènements et les motivations qui ont abouti à la création des programmes agri-urbains.

  Les espaces musicaux d'Istanbul mettent en évidence la richesse d'une structure sociale hétérogène liée à des vagues successives de migration et à la fragmentation croissante issue de la mondialisation. Istanbul est un pont entre l'Est et l'Ouest mais aussi une marge que divers groupes - des modernistes aux islamistes - tentent de contrôler, transformant la rue en champ de bataille symbolique. Des styles musicaux variés provenant de la ville et de la campagne - et les combinant souvent - (arabesk et taverna - liés à la contestation des années 1960 dans les gecekondus, qui chantent la pauvreté des déracinés - fantezi et pop turque), des formes "engagées" de musique populaire (d'extrême gauche, nationalistes, voire islamistes), tout comme des formes globales revisitées localement (rock, jazz, hip-hop, salsa, techno etc.) ont créé des lieux d'écoute et de conflit. L'étude des liens entre sons, construction sociale de l'espace et identités urbaines permet de dépasser les oppositions faciles (traditionnel/ moderne, local/global) inadaptées à un pays non-occidental comme la Turquie. Les processus de "glocalisation" y sont plus fluides, complexes et interconnectés, et n'ont pas conduit à une homogénéisation culturelle car la musique s'est adaptée et remodelée localement. Le quartier de Péra/Beyoglu est l'exemple de cette progressive transformation, depuis l'occidentalisation du XIXe s., puis la volonté de la jeune République de créer un nouveau citoyen laïque dans le nouvel État-Nation, jusqu'au rôle de vitrine moderniste des régimes militaires néo-libéraux que joue la ville depuis les années 1980. Istanbul se fragmente et s'hybride et Beyoglu est devenu une constellation d'hétérotopies foucaldiennes juxtaposant en un même lieu des paysages musicaux incompatibles mais qui fonctionnent en relation à l'espace. Exclusion et ségrégation n'y ont donc pas disparu.

  L'examen des plaintes liées aux odeurs et à la qualité de l'air reçues à la mairie de Paris, au cours de l'année 2001, permet de poser un certain nombre de questions quant à la gestion municipale de l'environnement et donc à l'émergence de la ville durable. En effet, les plaintes nécessitent une nuisance perceptible et, dans la plupart des cas, une source identifiable. Dans ce contexte, les services municipaux répondent, le plus souvent par une médiation opportune, à des enjeux de proximité. Cependant, si la gestion de la qualité de l'air, à travers ses multiples dimensions spatio-temporelles, représente un enjeu majeur du développement durable, les villes sont peu armées pour intégrer, de manière pertinente, cette question dans l'organigramme de la gestion municipale. L'expertise, dans ce domaine scientifique encore peu stabilisé, est largement entre les mains de l'Etat puisque les enjeux sont collectifs, voire planétaires. Comment les élus locaux peuvent-ils répondre aux attentes de leurs concitoyens en matière de pollution atmosphérique ?
