Que reste-t-il, vingt ans plus tard, de cette effervescence ? Ville-chantier, en constant renouvellement, elle a sollicité les plus grands architectes. Ville-mosaïque, parsemée de forêts et de friches, elle cherche ses contours. Ville à fleur de présent, elle hésite entre commémorations hésitantes et abrupts refoulements de son histoire. Berlin fuyante et complexe. Ville de l'entre-deux, du provisoire.</div>

In 2007, Urban Age undertook a research programme in Mumbai, Kolkata, Delhi and Bangalore followed by the Urban Age India Conference in Mumbai, to understand and assess how these cities are responding to the challenges of growth, and to compare these approaches to those adopted in other cities throughout the world.<br /> <br /> India's cities are at the forefront of a global shift to an urban society. Cette étude a été menée par un collectif de chercheurs, sour la direction scientifique de Marcus Zepf. Son objectif ? Modéliser la diversité des projets, des origines, des figures et du mode de gestion des espaces publics.<br />

Comment ? En passant au crible huit projets d‘espaces publics dans sept métropoles internationales. L’analyse de ces projets emblématiques permet d’illustrer un certain nombre de phénomènes contemporains témoignant d’approches particulières quant aux pratiques de création et de gestion des espaces publics.<br />

Nous avons choisi des exemples d’espaces publics dans septs métropoles, susceptibles de témoigner de jeux d’acteurs et d’approches thématiques variés. Ce choix, qui n’a pas vocation à être exhaustif, permet de mettre en évidence des figures thématiques de gouvernance d’espaces publics.</div>

The exhibition City Visions 1910 | 2010 is a celebration of the anniversary of the General Town Planning Exhibition. It compares two key moments in time: The years around 1910 and 2010. <br />
<br />
1910 <br />
The planning exhibition of 1910 presented the summation of contemporary urbanist thought and knowledge. It was the first time that an exhibition had given a comprehensive account of the reality of the built environment of metropolitan areas in the industrial age. The aim was to find solutions ‘for the demands of traffic as well as beauty, public health and economic efficiency’. The main message was that the problems of large cities could only be overcome with a multi-disciplinary approach. <br />
<br />
2010 <br />
A hundred years later today’s agenda in the post-industrial metropolis is determined by a sustainable design approach. The big themes have remained the same to some degree; their context has changed dramatically, however. A new understanding of urban development is finding its way into town planning strategies, which are often broad in approach and controversial in design. At the same time new problems that threaten the integrity of cities are emerging such as a dramatic weakening of the influence of the public sector, the encroachment of private <br />
companies on the public realm and new forms of social polarisation as a result of de-industrialisation and immigration. <br />

The exhibition concentrates on Berlin, Paris, London and Chicago, four outstanding metropolitan cities, whose approaches to town planning attracted a lot of attention in 1910 as it does today. <br />

Berlin <br />
In 1910 Berlin was trying to find answers to the challenges of unplanned growth in the industrial age. 100 years later Berlin is considered a model city of the post-industrial society. <br />
<br />
Paris <br />
Paris in 1910 was characterised by the big plans and visions of Eugène Hénard. Today’s Grand Pari(s) initiative marks an era of a new national urban development policy. <br />
<br />
London <br />
Previously Greater London was the birthplace of the Garden City Movement, which aimed to decentralise the metropolis in an orderly way. Today it has become the model of a renaissance of urban centres. <br />
<br />
Chicago <br />
In Chicago the world famous plan of Daniel H. Burnham was introduced in 1909. This aspired to enhance a city seen as lacking in beauty. Chicago Metropolis 2020 presents itself as a new strategic plan to develop a sustainable metropolitan region.</div>

Berlin est aujourd’hui confrontée à des problèmes sociaux liés aux restructurations économiques et à un taux de chômage qui a été amplifié par la réunification. Avec le programme "Ville sociale" en 2000 et le programme de restructuration urbaine de l’Est en 2002, qui mobilisent la ville, le Land, l’État fédéral et l’Europe, la ville a développé une approche intégrée du renouvellement urbain sous le label "management de quartier". Ce dispositif de gestion sociale et urbaine innovant prend appui sur les projets des habitants pour redynamiser la vie locale. Les fonds de quartier berlinois et les jurys de quar- tier accompagnent la régénération urbaine: une participation citoyenne qui a fait naître un "urbanisme participatif". <br />
<br />
Onze professionnels de la Seine-Saint-Denis ont sillonné Berlin pour comprendre ces politiques de restructuration urbaine en lien avec la participation des habitants: les quartiers anciens de Kreuzberg, bien connus pour leurs luttes urbaines au début des années 1980, ou de Prenzlauerberg, et les grands ensembles de logements collectifs de Marzahn, dans l’ancien Berlin-Est. <br />
<br />
Malgré les difficultés financières de la capitale, l’expérience berlinoise de développement local est particulièrement prolifique, et la volonté y est forte de conduire le développement des quartiers dans toutes ses dimensions humaines et sociales: rendre les habitants acteurs, les associer au processus décisionnel et considérer leur expertise d’usage.</div>

De 1987 à 2006, soit sur une période de vingt ans, Jean- Christophe Ballot a réalisé des images de villes aux quatre coins du monde : Paris, Rome, Berlin (deux époques avant et après la chute du mur), Burgos (en Espagne), Bratislava, Zagreb, Ostrowiek (en Pologne), Casablanca, New York, Chicago, Surabaya (en Indonésie), Singapour, Shanghaï. <br />
<br />
<strong>Jean-Christophe Ballot</strong> a suivi des études d’architecture, d’où peut être cette attirance à traiter des espaces en images et cette capacité à se mesurer, voire à affronter la dimension monumentale de certaines architectures. <br />
<br />
Son regard ordonne, construit, sans être jamais réducteur, la complexité de l’espace. Il travaille depuis une vingtaine d’années sur le paysage urbain, réalisant des « portraits de villes » qui font la matière de cet ouvrage. Il aborde la dimension scénique et symbolique de l’espace public et les tensions urbaines issues de la rencontre des masses architecturales. <br />
<br />
Le paysage urbain devient alors un fantastique décor, un théâtre où se donne chaque jour une représentation. Ses images interrogent la mémoire, elles portent l’histoire de la ville, de la sédimentation urbaine. Quelque chose de l’ordre de la mutation et de la trace est à l’oeuvre dans son travail. <br />
<br />
A l’opposé du photojournalisme, son oeuvre ne s’inscrit en rien dans l’actualité, mais en deçà et au-delà dans une "distance historiée", selon sa propre expression. Il travaille à la chambre et choisit généralement la frontalité pour aborder son sujet. Il privilégie ainsi les formes, les masses, les lignes et les surfaces. <br />
