In the center of Mumbai, next to the city’s newest and most expensive commercial developments, lies one of Asia’s largest slums, where as many as one million squatters live in makeshift housing on one square mile of government land. This is the notorious Dharavi district, best known from the movie Slumdog Millionaire. In recent years, cities from Delhi to Rio de Janeiro have demolished similar slums, at times violently evicting their residents, to make way for development. But Dharavi and its residents have endured for a century, holding on to what is now some of Mumbai’s most valuable land.
In The Durable Slum, Liza Weinstein draws on a decade of work, including more than a year of firsthand research in Dharavi, to explain how, despite innumerable threats, the slum has persisted for so long, achieving a precarious stability. She describes how economic globalization and rapid urban development are pressuring Indian authorities to eradicate and redevelop Dharavi—and how political conflict, bureaucratic fragmentation, and community resistance have kept the bulldozers at bay. Today the latest ambitious plan for Dharavi’s transformation has been stalled, yet the threat of eviction remains, and most residents and observers are simply waiting for the project to be revived or replaced by an even grander scheme.
Dharavi’s remarkable story presents important lessons for a world in which most population growth happens in urban slums even as brutal removals increase. From Nairobi’s Kibera to Manila’s Tondo, megaslums may be more durable than they appear, their residents retaining a fragile but hard-won right to stay put.

Au petit matin du 3 avril 2013, en lisière de la Nationale 7 à Ris-Orangis , trois pelleteuses anéantissent un bidonville où vivaient 140 citoyens européens de nationalité roumaine. Ici-même depuis quatre mois, sous l'égide du PEROU (Pôle d'exploration des ressources urbaines), riverains et architectes avaient inlassablement construit, dansé, et transformé l'espace du bidonville comme les représentations qui s'y rapportent.
La Mairie socialiste n'a cure de ce chantier manifeste et justifie les opérations de police par un arrêté d'expulsion pour "péril imminent". Ce texte de huit pages transpire la phobie sécuritaire comme la névrose obsessionnelle : les excréments obnubilent, on y raconte que rien de ce qui est bâti ne saurait rester vaillant, et que le pire est immanquablement à venir. En ce qu'il singe le bon sens tout en promouvant la guerre à l'endroit même où c'est l'hospitalité qui devrait se conquérir, ce texte inouï nous ressemble, il porte nos traits.
Sur fond noir de la destruction d'un espace où l'on chantait, dansait, faisait l'amour, riait et pleurait, "Considérant qu'il est plausible que de tels événements puissent à nouveau survenir" cherche à saisir ces traits, le visage de notre propre monstruosité.

Le 29 mars 2013, un arrêté signé du maire de Ris-Orangis met en demeure les habitants du bidonville dit « de la Nationale 7 » de quitter les lieux. Trois jours plus tard, les forces de polices, accompagnées de pelleteuses, détruisent les habitations et dispersent leurs occupants. C’est à l’examen méticuleux et à la « traduction » de l’arrêté municipal que se livrent les écrivains, philosophes, architectes et juristes dont les textes sont ici réunis, à l’invitation de Sébastien Thiéry, directeur du Pôle d’exploration des ressources urbaines (PEROU).
Le 1er avril à midi, une patrouille placarde les huit pages de l’arrêté municipal n°2013/147 à l’entrée du bidonville dit « de la Nationale 7 », autrement nommé « Place de l’Ambassade » par le Pôle d’exploration des ressources urbaines (PEROU) qui, depuis quatre mois, inlassablement y construit, aménage, consolide et améliore les habitations. Le 3 avril à 6heures du matin, des dizaines de CRS sont déployés, trois pelleteuses prennent position. En quelques minutes les 150 personnes qui habitaient là sont dispersées. En quelques heures, le bidonville disparaît. La Place de l’Ambassade redevient un terrain vague, ainsi que l’exige cet arrêté publié pour cause de « péril imminent ».
Les huit pages constituant l’arrêté municipal (que nous reproduisons in extenso) portent la frappe de l’expertise et l’estampe d’une institution de la République. Sous couvert de raison, s’y invente un certain « art de détruire un bidonville », municipal et d’avant-garde tout autant, qui consiste à prétendre que c’est pour leur bien que les occupants de ces habitations « indignes » doivent être évacués.
C’est au décryptage de ce dispositif, qui se caractérise par une distorsion administrative de la langue et de la citoyenneté, qu’ont été invités les trente auteurs ici réunis. De l’arrêté municipal n°2013/147, dans lequel certains reconnaissent un chef-d’œuvre d’hypocrisie, ils proposent ici une interprétation libre, fidèle, partielle ou systématique. Nous faisons l’hypothèse qu’avant telle entreprise de traduction, nous n’étions pas en mesure de comprendre ce qui a effectivement lieu sur les territoires que nous habitons et rendons inhabitables à d’autres.

En Afrique, la question de la pauvreté donne souvent lieu à des interprétations misérabilistes et même catastrophiques. Elle a fait l’objet de nombreux sommets internationaux où les pays, dont le Kenya, se sont engagés à l’éradiquer. Mais de quelle pauvreté s’agit-il ? Comment vivent les pauvres à qui les politiques d’aide sont destinées ? Ce sont ces premières questions qui ont guidé l’auteur dans son enquête sur les territoires de la pauvreté à Nairobi.
L’ouvrage de Deyssi Rodriguez-Torres commence par un aperçu de l’histoire du bidonville de Mathare Valley à partir de données puisées dans les archives de la ville de Nairobi et de récits recueillis sur le terrain. Cette histoire met en relief le détachement des habitants par rapport aux normes sociales dites traditionnelles, ainsi que les transformations des structures familiales et l’importance donnée à la possession de la terre. L’auteur étudie l’espace de vie et le quotidien de Mathare Valley aujourd’hui. Sont ainsi décrites les différentes formes de travail – formel, informel et illégal –, le rapport des habitants avec les autorités et la présence des pratiques de corruption.
Cinquante ans après l’indépendance du Kenya, Mathare est toujours en 2014 un bidonville où les habitants arrivent à tenir, à survivre, à manger, à se loger et à se soigner grâce à leur travail et à la débrouille. La jeunesse, largement privée de droits, fait de la politique et participe aux élections, mais son action dans celles de 2007 a été la plus violente de l’histoire locale. L’auteur montre en conclusion comment cette jeunesse exaspérée ne tient plus compte des limites tracées par la régulation locale et intervient dans l’espace public par la violence meurtrière.
Issu d’un travail de sociologie politique réalisé durant les années 1990 et 2000, ce récit n’est pas sans rappeler les études publiées sur les grandes métropoles latino-américaines. Il nous offre une information de première main, riche et bien documentée, sur la périphérie d’une des grandes villes du continent africain.
Deyssi Rodriguez-Torres est maître de conférences à l’Université catholique de Louvain UCL-Mons et travaille comme expert auprès d’organismes internationaux. Spécialiste de la politique comparée, africaniste et auteur de nombreuses publications, ses recherches portent sur la construction du politique et la situation des sociétés urbaines lorsque l’État se désinvestit.

Often referred to as ‘Little India’, it has been home to thousands of migrants from across the country providing opportunities for work and livelihood. As such, Dharavi presents a fascinating paradox: the convergence of stereotypes associated with the slum — poverty and misery — and an effervescent economic vitality, impelled by globalisation and international capital flows.
Bringing together 20 years of painstaking fieldwork, this book reveals the social, economic, political, and urban complexities that define Dharavi beneath the shadow of Mumbai, the financial capital of India. It provides a rare account of the slum’s history, with a special focus on the original populace of leather workers — who form the backbone of its urban informal economy — their work, organisation and increasing political awareness. Dominated by a population of ex-‘untouchables’, conventionally stigmatised by poverty and low status, Dharavi illustrates how traditional caste-based occupational and regional divisions continue to be strong and affect structures of political governance and economy. At the same time, it testifies to an intimate encounter with consumerism, liberalisation and technological innovations, and its resultant cultural globalisation under the heady influence of media, advertising and cinema transmitted by the city of Mumbai.
This book traces the mega-slum’s gradual transformation as a thriving trade centre, through an informal economy’s successful adaptation to global markets, in turn establishing an urban paradigm. It will be useful to those in sociology, anthropology, urban studies, politics, public policy and governance, and to those interested in globalisation, transnational migration and town planning.

Cities are the human organizations with the greatest longevity but also the fastest rate of change. Just now the world is going massively and unstoppably urban (governments everywhere are trying to stop it, with zero success). In a globalized world, city states are re-emerging as a dominant economic player. Environmental consequences and opportunities abound.
Cities are humanity’s longest-lived organizations (Jericho dates back 10,500 years), but also the most constantly changing. Even in Europe they consume 2-3% of their material fabric a year, which means a wholly new city every 50 years. In the US and the developing world it’s much faster.
Every week in the world a million new people move to cities. In 2007 50% of our 6.5 billion population will live in cities. In 1800 it was 3% of the total population then. In 1900 it was 14%. In 2030 it’s expected to be 61%. This is a tipping point. We’re becoming a city planet.
One of the effects of globalization is to empower cities more and more. Communications and economic activities bypass national boundaries. With many national governments in the developing world discredited, corporations and NGOs go direct to where the markets, the workers, and the needs are, in the cities. Every city is becoming a “world city." At present there’s little awareness among environmentalists that growing cities are where the action and opportunities are, and there’s little scientific data being collected. I think a large-scale, long-term environmental strategy for urbanization is needed, two-pronged. One, take advantage of the emptying countryside (where the trees and other natural systems are growing back fast) and preserve, protect, and restore those landscape in a way that will retain their health when people eventually move back. Two, bear down on helping the growing cities to become more humane to live in and better related to the natural systems around them. Don’t fight the squatters. Join them.

For his talk “The 21st-century Medieval City,” Robert Neuwirth took an overflow audience to “the cities of tomorrow,” the developing-world shanty-towns where a billion people live now, and three billion (a third of humanity) are expected to be living by 2050. With vivid stories and slides (shown for the first time publicly), Neuwirth detailed how life works for the squatters in Rio, Nairobi, Istanbul, and Mumbai. It’s hard for new arrivals— 1.4 million a week around the world, 70 million a year. They throw together mud huts and make do with no water, no electricity, no transportation, no sewage, and barely room to turn around amid square miles of dense crowding.

Nous avons récemment -et discrètement- passé un cap important : la majorité de la population mondiale vit désormais dans des villes. Un deuxième constat s’ensuit : une part croissante de la population urbaine s’entasse dans ce que l’on appelle communément des bidonvilles. Reflets de la pauvreté et revers des inégalités, ces habitats prennent toutes les formes et pénètrent parfois jusqu’au coeur des villes.
Geopolitis décrypte cette problématique que les Nations unies chiffrent ainsi : en 2010 un homme sur six vit dans un bidonville.
L’invité de Geopolitis : Dennis Rodgers, anthropologue, chercheur à l’Institut Brooks de recherche sur la pauvreté mondiale de l’Université de Manchester et chercheur associé l’IHEID à Genève.

Après « Biodiversité » en 2010 et « Forêts » en 2011, le cycle de 2012 invite le grand public à s’interroger sur les « Villes du Sud ». En effet, penser la ville de demain impose de mieux comprendre, dès à présent, les dynamiques et les changements en cours. La forte croissance de la ville est facteur de profonds bouleversements : l’urbanisation déstructure les campagnes ; les voies de circulation, le développement industriel et la croissance de l’habitat menacent un environnement très fragile et les activités qui en dépendent (pêche, agriculture). Des projets de régulation se mettent difficilement en place.<br />

By 2030 between a third and half of the world's population will be leading a precarious, and often abject, life in the neglected urban interstices. Urban scholarship is beginning to turn to this eye-watering problem, and to questions of sustainable urban competitiveness and growth, but interestingly without referencing one to the other. This paper claims that the 'endless city' is being looked at through the wrong end of the binoculars, with 'business consultancy' urbanism largely disinterested in the city that does not feed international competitiveness and business growth, and 'UN-Habitat' urbanism looking to the settlements where the poor are located for bottom-up solutions to human well-being. The paper muses on the implications of such an urban optic on the chances of the poor, their areas of settlement, and their expectations of support from others in and beyond the city. While acknowledging the realism, inventiveness and achievements of effort initiated or led by the poor, the paper laments the disappearance of ideas of mutuality, obligation and commonality that telescopic urbanism has enabled, in the process scripting out both grand designs and the duty of distant others to address the problems of acute inequality and poverty that will continue to plague the majority city.</div>

Romola Sanyal’s talk will address multiple narratives of Dharavi, Mumbai and how these competing and complimentary narratives produce particular claims to citizenship. Much of the work is based around her recent and brief fieldwork in Dharavi, but also draws on postcolonial theory. The fieldwork entailed going on several ‘slum tours' and the talk will pick up on how the slum is narrated through these and other media.<br />
<br />
<b>Romola Sanyal </b>is Lecturer in Global Urbanism at Newcastle University. Her work focuses on the intersection between Refugee Studies and Urban Studies in trying to understand how refugee spaces urbanize. Studying refugee 'colonies' in Calcutta and camps in Beirut, the work endeavours to show how the production of space is central to the production of refugee identity and rights. The aim is not only to debunk widely held beliefs that refugee camps form spaces of exception, by pointing to the complexity of relations that construct refugee identities and spaces, but to show how these sites are becoming increasingly informalized and urbanized as a result of particular geopolitics. Her work studying the refuge through the lens of the city raises critical questions of identity, citizenship and belonging can be raised particularly in relation to space and place.</div>

La mémoire de l’immigration n’existe pas. Diverses, complexes, les mémoires des migrations se construisent et se reconstruisent selon les époques, les générations et les espaces. Les circulations de la mémoire interrogent d’abord l’articulation entre espaces public et privé. Mais elles posent aussi la question du jeu d’échelles entre territoires, du quartier aux espaces transnationaux, et les échanges qui s’opèrent de l’un à l’autre, jusqu’à dessiner un espace de la mobilité.<br />

C’est le quartier qui servira de fil conducteur à cette exploration des mémoires de migration, avec deux auteurs du numéro "Mémoires de quartiers, mémoires de migration", publié par la revue Diasporas. Histoire et société.<br />
<br />
Dans un premier temps, Muriel Cohen évoquera les bidonvilles de Nanterre, entre "trop plein" de mémoire et silences. Longtemps, ils ont incarné le mal-logement des immigrés, avant de s’imposer comme le lieu martyr de la manifestation du 17 octobre 1961. Mais aujourd’hui, dans la ville même, tandis que la mémoire de la guerre d'Algérie est mise en avant, celle des bidonvilles reste dans l’ombre.<br />
<br />
Dans un second temps, Hélène Bertheleu réfléchira sur la place des migrations dans le développement actuel des mémoires urbaines. Souvent, l’histoire des migrants s’efface devant la mémoire du quartier, laissant dans l’invisibilité la diversité des motifs de la migration et les appartenances transnationales. Les contextes locaux, les politiques publiques jouent ici un rôle décisif, une manière de rappeler que la construction des mémoires résulte aussi d’un rapport de force.</div>

The paper considers how contemporary cities are constructed, framed and understood through vertical axes and dimensions. It charts upward trajectories in not only iconic high-rises, but in vertical gardens, townships, slums and urban farms, and in modes and methods of urban transport. The paper argues that these vertical manifestations and domains of urban life are not simply a response to space constraints and land values but mark and make visible new forms of social and political power, which disrupt notions of centre-periphery in traditional, flatter models of the city. Although recognising the validity and relevance of highlighting and analysing spatial dichotomies between vertical and horizontal urban worlds, the paper seeks to complicate such binaries. Drawing on recent research from Mumbai, the paper explores and identifies overlapping (or vertizontal) connections, practices and assemblages in three-dimensional city-making.</div>

Mumbai, a Kinetic City, presents a compelling vision that potentially allows us to better understand the blurred lines of contemporary urbanism and the changing roles of people and spaces in urban society. An architecture or urbanism of equality in an increasingly inequitable economic condition requires looking deeper to find a wide range of places to mark and commemorate the cultures of those excluded from the spaces of global flows. These don't necessarily lie in the formal production of architecture, but often challenge it. Here the idea of a city is an elastic urban condition, not a grand vision, but a grand adjustment.</div>
