Les contributions réunies ici s’intéressent aux modalités de prise en compte et aux conditions de manifestation des changements climatiques à l’échelle locale à partir de réflexions complémentaires sur les processus d’institutionnalisation et l’évolution des référentiels d’action, ainsi que sur des études de terrain.
Des analyses centrées sur les politiques publiques spécifiquement dédiées à l’enjeu des changements climatiques (étudiées de façon générale en France et plus particulièrement aux niveaux des régions et de deux métropoles - Paris et Lyon) sont croisées avec l’analyse de situations où l’enjeu du climat arrive « par la marge », via la gestion des risques dans les milieux littoraux ou par le biais de mobilisations sociales (mouvement des « Transition Towns »).
Cette diversité de points de vue permet de nourrir une discussion sur l’évolution de concepts clés associés à l’action territoriale, tels ceux de vulnérabilité, d’adaptation et de durabilité, potentiellement remis en cause par l’impératif d’agir localement sur les changements climatiques. Ce qui conduit à interroger en quoi la question du climat vient changer - ou au contraire, faire perdurer - les assises de l’action locale et environnementale et les préceptes du développement durable.
François Bertrand est chercheur indépendant associé à l’UMR CITERES (MSH - Université de Tours). Ses travaux s’inscrivent en aménagement de l’espace et portent sur les politiques locales d’environnement. Il s’intéresse à la construction des changements climatiques en tant que problème public local et à l’émergence des politiques climatiques régionales et locales, en se concentrant plus particulièrement sur les questions posées par l’adaptation aux changements climatiques.
Laurence Rocher est maître de conférences en aménagement et urbanisme à l’Institut d’urbanisme de Lyon et membre de l’UMR Environnement Ville Société. Ses recherches portent sur les enjeux environnementaux dans des contextes urbains et territoriaux. Elle s’intéresse à l’élaboration des politiques publiques, à la gestion des infrastructures et aux conflits qu’elles peuvent susciter, dans les domaines de la gestion des déchets, de la prise en compte du changement climatique et de l’énergie.

<div><b>Abstract from the publisher:</b></div> </div> Phoenix, Arizona is one of America's fastest growing metropolitan regions. It is also its least sustainable one, sprawling over a thousand square miles, with a population of four and a half million, minimal rainfall, scorching heat, and an insatiable appetite for unrestrained growth and unrestricted property rights.<br /> <br /> In Bird on Fire, eminent social and cultural analyst Andrew Ross focuses on the prospects for sustainability in Phoenix--a city in the bull's eye of global warming--and also the obstacles that stand in the way. Most authors writing on sustainable cities look at places like Portland, Seattle, and New York that have excellent public transit systems and relatively high density. But Ross contends that if we can't change the game in fast-growing, low-density cities like Phoenix, the whole movement has a major problem. Drawing on interviews with 200 influential residents--from state legislators, urban planners, developers, and green business advocates to civil rights champions, energy lobbyists, solar entrepreneurs, and community activists--Ross argues that if Phoenix is ever to become sustainable, it will occur more through political and social change than through technological fixes. Ross explains how Arizona's increasingly xenophobic immigration laws, science-denying legislature, and growth-at-all-costs business ethic have perpetuated social injustice and environmental degradation. But he also highlights the positive changes happening in Phoenix, in particular the Gila River Indian Community's successful struggle to win back its water rights, potentially shifting resources away from new housing developments to producing healthy local food for the people of the Phoenix Basin. While climate change, sustainable architecture, and green technologies have become increasingly topical, issues surrounding the sustainability of the city are much less developed. The premise of the book is that an ecological approach is urgently needed both as a remedial device for the contemporary city and an organizing principle for new cities. “Ecological Urbanism” approaches the city without any one set of instruments and with a worldview that is fluid in scale and disciplinary approach. Design provides the synthetic key to connect ecology with an urbanism that is not in contradiction with its environment. The book brings together design practitioners and theorists, economists, engineers, artists, policy makers, environmental scientists, and public health specialists, with the goal of reaching a more robust understanding of ecological urbanism and what it might be in the future.<br />

As the hubs of economic activity, cities drive the vast majority of the world’s energy use and are major contributors to global greenhouse gas emissions. Because they are home to major infrastructure and highly concentrated populations, cities are also vulnerable to the impacts of climate change, such as rising sea levels, warmer temperatures and fiercer storms. At the same time, better urban planning and policies can reduce energy use and greenhouse gas emissions and improve the resilience of urban infrastructure to climate change, thus shaping future trends. <br />
<br />
This book shows how city and metropolitan regional governments working in tandem with national governments can change the way we think about responding to climate change. The chapters analyse: trends in urbanisation, economic growth, energy use and climate change; the economic benefits of climate action; the role of urban policies in reducing energy demand, improving resilience to climate change and complementing global climate policies; frameworks for multilevel governance of climate change including engagement with relevant stakeholders; and the contribution of cities to “green growth”, including the “greening” of fiscal policies, innovation and jobs. The book also explores policy tools and best practices from both OECD and some non-member countries. <br />
<br />
Cities and Climate Change reveals the importance of addressing climate change across all levels of government. Local involvement through “climate-conscious” urban planning and management can help achieve national climate goals and minimise tradeoffs between environmental and economic priorities at local levels. The book will be relevant to policy makers, researchers, and others with an interest in learning more about urbanisation and climate change policy.</div>

Entre ville et campagne, la maison individuelle, fortement plébiscitée, concilie plusieurs des principales attentes sociales contemporaines : l’accès à la propriété, l’intimité, la proximité temporelle aux services comme à la nature, l’espace vital et la mobilité.<br />
<br />
Pourtant ce développement périurbain majoritairement non maîtrisé, qualifié "d’étalement urbain", induit une faible densité démographique dont les corollaires principaux sont une forte consommation d’espaces naturels ou agricoles, la multiplication des déplacements pendulaires et une lourde infrastructure de voies et de réseaux.<br />
<br />
Les conséquences de ce phénomène, en termes d’émissions de GES, de vulnérabilisation des territoires face aux impacts des changements climatiques ou de ségrégation sociale, ne sont pas soutenables.<br />
<br />
Ce constat est partagé depuis plusieurs dizaines d’années, et la lutte contre l’étalement urbain compte ainsi, depuis le vote de la loi Grenelle 1, comme objectif du droit de l’urbanisme.<br />
<br />
Plusieurs initiatives intéressantes ont été lancées (appels à projets EcoQuartier, démarche EcoCité, etc.), mais leur portée risque d’être limitée en l’absence d’une politique nationale cohérente.</div>
