In the center of Mumbai, next to the city’s newest and most expensive commercial developments, lies one of Asia’s largest slums, where as many as one million squatters live in makeshift housing on one square mile of government land. This is the notorious Dharavi district, best known from the movie Slumdog Millionaire. In recent years, cities from Delhi to Rio de Janeiro have demolished similar slums, at times violently evicting their residents, to make way for development. But Dharavi and its residents have endured for a century, holding on to what is now some of Mumbai’s most valuable land.
In The Durable Slum, Liza Weinstein draws on a decade of work, including more than a year of firsthand research in Dharavi, to explain how, despite innumerable threats, the slum has persisted for so long, achieving a precarious stability. She describes how economic globalization and rapid urban development are pressuring Indian authorities to eradicate and redevelop Dharavi—and how political conflict, bureaucratic fragmentation, and community resistance have kept the bulldozers at bay. Today the latest ambitious plan for Dharavi’s transformation has been stalled, yet the threat of eviction remains, and most residents and observers are simply waiting for the project to be revived or replaced by an even grander scheme.
Dharavi’s remarkable story presents important lessons for a world in which most population growth happens in urban slums even as brutal removals increase. From Nairobi’s Kibera to Manila’s Tondo, megaslums may be more durable than they appear, their residents retaining a fragile but hard-won right to stay put.

Urban areas in the Global South now house most of the world’s urban population and are projected to house almost all its increase between now and 2030. There is a growing recognition that the scale of urban poverty has been overlooked – and that it is increasing both in numbers and in the proportion of the world’s poor population that live and work in urban areas.
This is the first book to review the effectiveness of different approaches to reducing urban poverty in the Global South. It describes and discusses the different ways in which national and local governments, international agencies and civil society organizations are seeking to reduce urban poverty. Different approaches are explored, for instance; market approaches, welfare, rights-based approaches and technical/professional support. The book also considers the roles of clientelism and of social movements. Case studies illustrate different approaches and explore their effectiveness.
Reducing Urban Poverty in the Global South also analyses the poverty reduction strategies developed by organized low-income groups especially those living in informal settlements. It explains how they and the federations or networks they have formed have demonstrated new approaches that have challenged adverse political relations and negotiated more effective support. Local and national governments and international agencies can become far more effective at addressing urban poverty at scale by, as is proposed in this book, working with and supporting the urban poor and their organizations.
David Satterthwaite is a Senior Fellow at IIED and a Visiting Professor at the Development Planning Unit, University College, London, UK.
Diana Mitlin is an economist and social development specialist working at the International Institute for Environment and Development (IIED), and a Professor at the University of Manchester, UK, working at the Global Urban Research Centre, the Institute for Development Policy and Management and the Brooks World Poverty Institute.

Cette exposition virtuelle est une émanation de l’exposition "150 ans des 20 arrondissements de Paris" présentée en 2010 à la galerie des Bibliothèques.
La définition des limites actuelles de Paris se joue au cours de la première moitié du XIXe siècle avec la construction des Fortifications. Pendant une vingtaine d’années, les “territoires suburbains” compris entre le mur des Fermiers généraux et le nouveau mur, entourent la capitale. Leur annexion, à partir du 1er janvier 1860, a permis l’émergence d’un Paris agrandi et intégré, pour une bonne part en devenir. La Troisième République poursuit, en effet, au-delà de la chute de l’Empire en 1870, les projets d’aménagement et d’équipement des arrondissements périphériques, commencés sous la préfecture du baron Haussmann. L’annexion pose aussi en termes totalement nouveaux la question de la banlieue, des seuils de la ville et des rapports de la capitale dilatée avec ses périphéries. Les axes du développement urbain ignorent la barrière des Fortifications : de part et d’autre du mur devenu barrière d’octroi s’étendent des activités et des populations semblables, celles des faubourgs. Haussmann n’a pas pensé la banlieue, mais l’agrandissement de la capitale se conjugue avec le développement industriel de la périphérie. La question de la répartition des activités entre la capitale et la banlieue se pose en termes neufs. La banlieue, qui s’étend maintenant au-delà des Fortifications et de la zone, est livrée à elle-même, ignorée par la puissance publique et ses espaces libres accueillent les entrepôts, la grande industrie puis le logement des classes populaires urbaines. La décision de 1859-1860 a favorisé et orienté la croissance urbaine de l’agglomération dans une moyenne durée qui s’étend sur un siècle, de la Restauration à la fin de la Troisième République. Le “cycle haussmannien” s’achève aux alentours de la Deuxième Guerre mondiale, alors que s’ouvre l’âge de la métropolisation

It explores three ways of looking at a central experience, and cultural trope, about New York City: that it is a city of creative destruction, regularly destroying and rebuilding itself. Professor Page begins with a discussion of extraordinary moments of destruction, both natural and human-made (from fires and blizzards, to acts of terrorism), and then argues that it is the "regular" processes of creative destruction - through private real estate development and government urban renewal - which are far more important in shaping both New York's physical organization as well as its cultural image. Finally, he explores how the imagination of New York's destruction - in art, literature, and cinema - is not only at the heart of New York life but of American culture as a whole.
Max Page is Assistant Professor of Architecture and History at the University of Massachusetts in Amherst, where he teaches urban, architectural, and public history.

Cities are the human organizations with the greatest longevity but also the fastest rate of change. Just now the world is going massively and unstoppably urban (governments everywhere are trying to stop it, with zero success). In a globalized world, city states are re-emerging as a dominant economic player. Environmental consequences and opportunities abound.
Cities are humanity’s longest-lived organizations (Jericho dates back 10,500 years), but also the most constantly changing. Even in Europe they consume 2-3% of their material fabric a year, which means a wholly new city every 50 years. In the US and the developing world it’s much faster.
Every week in the world a million new people move to cities. In 2007 50% of our 6.5 billion population will live in cities. In 1800 it was 3% of the total population then. In 1900 it was 14%. In 2030 it’s expected to be 61%. This is a tipping point. We’re becoming a city planet.
One of the effects of globalization is to empower cities more and more. Communications and economic activities bypass national boundaries. With many national governments in the developing world discredited, corporations and NGOs go direct to where the markets, the workers, and the needs are, in the cities. Every city is becoming a “world city." At present there’s little awareness among environmentalists that growing cities are where the action and opportunities are, and there’s little scientific data being collected. I think a large-scale, long-term environmental strategy for urbanization is needed, two-pronged. One, take advantage of the emptying countryside (where the trees and other natural systems are growing back fast) and preserve, protect, and restore those landscape in a way that will retain their health when people eventually move back. Two, bear down on helping the growing cities to become more humane to live in and better related to the natural systems around them. Don’t fight the squatters. Join them.
Stewart Brand is an American writer, best known as editor of the Whole Earth Catalog. He founded a number of organizations including The WELL, the Global Business Network, and the Long Now Foundation. He is the author of several books, most recently Whole Earth Discipline.

For his talk “The 21st-century Medieval City,” Robert Neuwirth took an overflow audience to “the cities of tomorrow,” the developing-world shanty-towns where a billion people live now, and three billion (a third of humanity) are expected to be living by 2050. With vivid stories and slides (shown for the first time publicly), Neuwirth detailed how life works for the squatters in Rio, Nairobi, Istanbul, and Mumbai. It’s hard for new arrivals— 1.4 million a week around the world, 70 million a year. They throw together mud huts and make do with no water, no electricity, no transportation, no sewage, and barely room to turn around amid square miles of dense crowding.

Cities are becoming larger, more diverse, more fluid, and less manageable than in the past. Beyond the obvious issues of infrastructure management, transportation, telecommunications, poverty, health care, migration, and education, custodians of the urban future face unprecedented challenges both from the sheer number of human beings in global urban centers and their complex needs. Furthermore, this new reality is set against a backdrop of expanding international terrorism, a neo-liberal consensus that has counseled against governments accepting responsibility for alleviating social problems, and technological changes that are restructuring everyday life.<br />
<br />
This talk will address a variety of pertinent policy-making considerations that confront the fluidity and complexity of urban life, from ideas of the “right to the city” and humane civitas to the interrelated pragmatism found in arguments regarding sprawl and urban social sustainability.</div>
