La sécurisation des quartiers au sein des villes africaines prend des formes multiples, mais qui ont en commun l'importance des acteurs non étatiques et un certain degré d'informalité. Le recours à des compagnies privées de sécurité dans les espaces résidentiels, commerciaux ou d'affaires (City Improvment Districts, Waterfront), la mobilisation des résidants pour leur sécurité locale (comités de quartier, patrouilles de rue, vigilantisme) et l'enfermement au sein de gated communities ont un profond impact sur les formes urbaines, les pratiques spatiales, mais aussi et surtout sur les relations sociales, les dynamiques internes aux communautés et les rapports entre citoyens et Etat.<br />
<br />
Nourries par des études de cas (le plus souvent à l'échelle des quartiers) sur des contextes urbains encore peu étudiés, fondées sur des regards croisés entre villes d'Afrique de l'Ouest, de l'Est et d'Afrique australe, les contributions de cet ouvrage ont pour point commun d'explorer le rôle changeant de l'Etat et les enjeux de gouvernance urbaine mis en lumière par le défi sécuritaire, et de s'interroger sur l'impact de la privatisation de la sécurité sur la ville dans un contexte de transferts de modèles internationaux.</div>

De la Villa Montmorency aux cercles et autres clubs huppés, les familles de la haute société réquisitionnent les plus beaux espaces pour leur usage personnel. C’est une mauvaise nouvelle pour ceux qui croient encore en l’idée d’une France égalitaire. À trente minutes de Paris, la multinationale Disney est en train de fabriquer, sous l’œil bienveillant de l’État, la première ville "privatisée" du pays : le Val d’Europe.</div>

"Privatisée" parce qu’elle est en dehors du droit commun et qu’elle regroupe une population sociologiquement "typée", les classes moyennes. Dans ce monde selon Disney, la ville publique n’est pas cassée, elle est morte. Le moralisme et la planification abusive de la multinationale du loisir ont réussi à tracer un modèle de vie qui marque la fin de l’histoire républicaine française et le début des hystéries communautaires. En un mot, l’avènement du sarkozysme à visage urbain.</div>

Le plus étrange est que cette ville neuve n’inquiète personne. Ni le monde politique, ni la société civile. Mais il y a encore plus angoissant : le Val d’Europe est en train de devenir la référence en matière de productions urbaines et de pactes sociaux ; des centaines d’individus en redemandent chaque année.</div>

La question urbaine occupe désormais une place essentielle. Les reportages se multiplient tant sur les banlieues à problèmes que sur les "ghettos dorés", résidences sécurisées pour classes aisées. Les premières ont fait la une depuis plusieurs décennies, les secondes suscitent l’intérêt récemment, à raison de l’expansion rapide des communautés résidentielles fermées. L’idée de "fracture urbaine" semble ainsi prendre la relève de celle de fracture sociale.<br />
<br />
Sous couvert d’une urbanisation généralisée, il semble que les mécanismes antérieurs d’unification de la société inversaient leurs effets. Des HLM aux "beaux quartiers" en passant par les lotissements pavillonnaires, une voie existait qui montrait un possible passage d’un espace à l’autre, même s’ils étaient physiquement éloignés. La pacification que procurait la séparation valait comme condition pour la promotion.</div>

A présent, l’inverse se produit. La distance – entre les cités d’habitat social et le péri-urbain pavillonnaire, entre celui-ci et les centres gentrifiés des grandes villes – est vécue comme rejet d’un univers par l’autre, alimentant l’amertume et les frictions, le sentiment de ne pas appartenir à la même ville, à la même société.<br />
<br />
Au lieu d’un mouvement unique et unifiant les espaces de la ville, c’est à l’avènement d’une ville à trois vitesses que l’on assiste : celle de la relégation des cités d’habitat social, celle de la péri-urbanisation des classes moyennes qui redoutent la proximité avec les "exclus" des cités mais se sentent "oubliés " par l’élite des "gagnants" portée à investir dans le processus de gentrification des centres anciens.<br />

</div>
The idea of the open city as a place of social integration, cultural diversity and collective identity is perceived as an irreversible achievement of modernity, and fuels our visions for a sustainable urban future. Nevertheless, we are witnessing increasing fragmentation and seclusion, which threatens the existence of the open city. Suburban compounds, gated communities, university campuses, covered shopping malls, urban entertainment areas, airport security zones, holiday resorts, all tend to develop into privatized and controlled zones, which are connected with the city at large by a limited number of corridors and access points. Public space - traditionally understood as the ultimate space of social encounter and equality - is being eroded by commerce, changing lifestyles and functionality. This lecture will address whether these conditions are destroying the sensible tissue of the open city, which are intended to encourage social interaction and balance. Are cities degenerating into secluded islands that denying a balanced urban totality? And how might the open city react to these developments?</div>

Depuis quelques décennies, de nouveaux types d’ensembles résidentiels clôturés ont commencé à voir le jour, particulièrement dans le sud-ouest des Etats-Unis. A partir des années 1960, alors que la prospérité de l’après-guerre est à son apogée, des ensembles résidentiels clôturés pour retraités fortunés commencent à émerger en Floride, en Californie et en Arizona. Alors que durant les décennies 1970 et 1980, des quartiers huppés font sécession pour s’ériger en communautés privées et clôturées, c’est durant les années 1990 que les gated communities se popularisent particulièrement...<br />
<br />
Le plan que nous suivrons est le suivant. Nous aborderons tout d’abord le concept de gated community pour ensuite nous attarder à la question sous un angle historique, permettant de définir les gated communities comme une évolution des ensembles suburbains. Ensuite, nous nous intéresserons à l’environnement social créé par ces communautés : la sécession urbaine créée par des impératifs économiques, l’idéal communautaire comme moteur d’un repli identitaire et finalement l’influence du discours de l’insécurité, par rapport aux trois enjeux énoncés dans l’hypothèse.</div>

Today there is a widespread fear of crime on a global scale. This can be seen as a response to social inequalities, social polarisation and the fragmentation of cities, which has to a large extent been caused by neo-liberalism. Worldwide, an increasing number of middle and high-income groups have looked to security measures, such as cameras, fences, walls and gates, to separate themselves from other people in the city. These physical measures, in combination with hired guards, replace the ‘older’ social control mechanisms, which are based on social cohesion within the community concerned. One may question whether those living in gated ‘communities’ indeed feel responsible for other urbanites. In other words, will such a hard closure (physically-marked segregation) lead to soft closure, reflected in social-cultural and political segregation? What is the impact of the lifestyle(s) of those living in gated communities on the dynamics of the city, urban identity and urban governance?</div>
</div>
<b>Peer Smets</b> is assistant professor at the department of sociology, VU University Amsterdam and has recently co-edited the special issue ‘Countering Urban Segregation’ of Urban Studies. Nowadays, he publishes on neighbourhood dynamics in Amsterdam and interethnic contacts at the neighbourhood level.</div>

What does the Western city at the end of the twentieth century look like? How did the modern metropolis of congestion and density turn into a posturban or even postsuburban cityscape? What are edge cities and technoburbs? How has the social composition of cities changed in the postwar era? What do gated communities tell us about social fragmentation? Is public space in the contemporary city being privatized and militarized? How can the urban self still be defined? What role does consumer aestheticism have to play in this? These and many more questions are addressed by this uniquely conceived multidisciplinary study. The Urban Condition seeks to interfere in current debates over the future and interpretation of our urban landscapes by reuniting studies of the city as a physical and material phenomenon and as a cultural and mental (arte)fact. </div>

<b>The Ghent Urban Studies Team</b> responsible for the writing and editing of this volume is directed by Kristiaan Versluys and Dirk De Meyer at the University of Ghent, Belgium. It is an interdisciplinary research team of young academics that further consists of Kristiaan Borret, Bart Eeckhout, Steven Jacobs, and Bart Keunen. The collective expertise of GUST ranges from architectural theory, urban planning, and art history to philosophy, literary criticism and cultural theory.</div>

<div><b>Abstract from the publisher : </b></div> </div> The rise of residential private governance may be the most extensive and dramatic privatization of public life in U.S. history. Private communities, often called common interest developments, are now home to almost one-fifth of the U.S. population—indeed, many localities have mandated that all new development be encompassed in a CID governed in a homeowners association (HOA). The ubiquity of private communities has changed the nature of local governance. Residents may like closer control of neighborhood services but may also find themselves contending with intrusions an elected government would not be allowed to make, like a ban on pets or yard decorations. And if things go wrong, the contracts residents must sign to purchase within the community give them little legal recourse.<br /> <br /> In Beyond Privatopia: Rethinking Residential Private Government, attorney and political science scholar Evan McKenzie explores emerging trends in private governments and competing schools of thought on how to operate them, from state oversight to laissez-faire libertarianism. The most common analyses see CIDs from a neoclassical economic, positive point of view. HoAs, this strain of analysis maintains, are more efficient and frugal than municipalities. And what could be more democratic than government of the neighbors, by the neighbors? But scholars coming from institutional analysis, communitarian, and critical urban theory frameworks see possible repercussions. These include a development’s failure leaving residents on the hook for crippling sums, capture or extension of the local state, and convergence of public and private local governments.<br /> <br /> “This is a human institution that involves millions of people, so we need to think about not just what it is but how it functions in our system of social organization,” McKenzie writes. Developer Del Webb unveiled Sun City six years later. Adjacent to Youngtown, it offered modest homes abutting a golf course. In the ensuing decades, active adult communities have proliferated, including Harold Schwartz’s "The Villages" in central Florida, today the nation’s single largest retirement community.<br /> <br /> For nearly sixty years, the success of these and similar communities have changed the image of retirees from frail, impoverished old people to energetic, well-off adults enjoying a resort-like lifestyle. While some experts predicted these communities would fail or undermine the obligations between generations, they are now firmly embedded as one possible extension of the American dream.<br /> <br /> Judith Ann Trolander has written the first book-length history of the "active adult" lifestyle. Examining the origins, development, failures, and challenges facing these communities as the baby boomer population continues to age, she offers a truly original defense of a sometimes controversial aspect of American life.<br /> <br /> <b>Judith Ann Trolander</b> is professor of history at the University of Minnesota, Duluth.</div> </div>

L’évolution des sociétés contemporaines, et la mondialisation en particulier, ont pour effet l’homogénéisation culturelle, la dilution des groupes d’appartenance et l’approfondissement des ségrégations urbaines.
En réaction à ces tendances se multiplient diverses formes de repli communautaire dont les résidences surveillées peuvent constituer un exemple.
A partir de recherches menées au Brésil et d’un état de la recherche sur le phénomène en France, on peut se demander s’il s’agit de nouvelles formes de sécession par rapport à la société globale et à l’Etat.
