Ce livre est la synthèse de nombreux travaux universitaires français et étrangers dont l’objet est moins d’approcher le commerce stricto sensu et du seul point de vue géographique que de le mettre en rapport avec d’autres facteurs et processus territoriaux interrogés plus largement par des chercheurs émanant des sciences humaines et sociales (géographes, historiens, économistes, urbanistes, sociologues, anthropologues, etc.).
L’intérêt que représente cet essai est triple : il interroge d’abord l’évolution commerciale de manière transversale, au prisme des approches sociales et sociétales qui permettent d’aborder de véritables questions de fond. Ensuite, il est l’occasion d’interroger le rôle de la fonction commerciale dans la division sociale de l’espace, dans le renouvellement urbain, dans la mobilité des individus et des groupes, etc., en mettant en lumière les formes d’interaction et d’itération capables de produire la ville et la société. Toutefois, le commerce est lui-même influencé par les modes de vie des citadins et des périurbains, par les modes de régulation politique, par les stratégies d’implantation et d’investissement des groupes de la distribution et de la promotion immobilière, et aussi par le religieux ou encore les nouvelles technologies de la communication. C’est donc un regard décentré du commerce que les auteurs proposent avec une vision innovante dans les croisements opérés, par exemple, avec les notions de patrimoine et de genre. C’est aussi une approche plus attentive au mouvement, à l’effet d’entraînement que le commerce développe et aux transformations qu’il accompagne dans trois domaines principaux : l’espace, la société et la gouvernance.
Arnaud Gasnier est maître de conférences en géographie et aménagement à l’université du Maine, Le Mans. Membre de l’UMR ESO (Espaces et sociétés) du CNRS, ses travaux de recherche portent sur la caractérisation des politiques de renouvellement urbain en France à travers le prisme des activités commerciales, de l’espace public et de la gouvernance. Il travaille actuellement sur un contrat européen Urban net Chronotope – Time and space planning for a resilient city.
Nathalie Lemarchand est professeure de géographie à l’université de Paris 8 Vincennes-St-Denis. Membre de l’UMR LADYSS (laboratoire dynamiques sociales et recomposition des espaces) du CNRS, elle est responsable de l’axe consacré aux territoires du quotidien. Ses travaux en géographie du commerce s’inscrivent dans l’analyse culturelle et sociale et portent plus spécifiquement sur les nouveaux territoires commerçants et leur consommation.
Nathalie Lemarchand et Arnaud Gasnier ont présidé la Commission de géographie du commerce du Comité national français de géographie (CNFG) entre 2008 et 2012.

Marie-Christine Steckel-Assouère est maître de conférences HDR à l'université de Limoges, où elle est membre de l'Observatoire sur les mutations institutionnelles et juridiques (OMIJ-EA 3177). Responsable de la commission sur la réforme territoriale du GRALE-CNRS, elle a publié des ouvrages et des articles sur le droit constitutionnel et le droit des collectivités territoriales.

La crise que nous traversons ne s’accompagne paraît-il d’aucune alternative. Comment la raconter, cette crise ? Elle ne porte pas de nom. Instrument de gouvernance et de normalisation en même temps que principe dialectique, la crise cherche toujours à instaurer sa raison supérieure. On fait semblant d’adhérer au présent, mais une naïveté sincère et grave, une candeur extrêmement sérieuse ont disparu. Et pourtant, au fond ça résiste encore un peu. Au vent de l’éventuel, l’Utopie reste un sentiment plus partagé qu’on ne pourrait le croire.

Thème d’actualité, la question du "Grand Paris" ou de "Paris Métropole" est aujourd’hui au cœur des préoccupations des scientifiques et des techniciens et il est porté plus que jamais par les acteurs politiques. Le rapport entre la zone centrale hyperdense et les territoires de la première et de la deuxième couronne et, implicitement, la question clef de la gouvernance métropolitaine, font ressurgir toute une série de problèmes : des différences territoriales trop marquées entre Paris et les communes de banlieue, entre les centres anciens et les pôles nouveaux, entre l’Est et l’Ouest, et au sein même des villes entre leurs quartiers ; des déchirures dues à l’impact des réseaux autoroutiers et ferrés sur le territoire ; des inégalités en termes d’accessibilité ; une domination trop importante de la capitale sur ses marges ; des déséquilibres sociaux aggravés par des processus ségrégatifs.</div>

Parallèlement, persistent des étanchéités entre les disciplines chargées de réflé­chir et d’intervenir sur la construction ou la rénovation des tissus. Il s’agit d’une situation qui s’est installée au cours de ce dernier siècle et que les différents plans d’aménagement de la région métropolitaine - du plan Prost aux SDRIF actuels - n’ont pas su contrecarrer. Les notions de développement durable et de ville durable font l’objet d’un travail critique fragmentaire de la part de nombreux chercheurs. Cependant, leur éclatement et le caractère parfois marginal de l’objet “durable” dans leur démarche masquent les transversalités critiques qui pourraient être mises en évidence sur ces objets du développement et de la ville durables.<br />

Il est temps aujourd’hui nous semble-t-il, d’avoir une approche réflexive s’interrogeant à la fois sur les appuis théoriques, les démarches empiriques, les corpus utilisés et les objectifs visés. Since 1999 when Indonesia initiated the world’s biggest experiment with democratic decentralization (or regional autonomy ) administrations as the primary unit of analysis without disaggregating these two distinct region types.<br />
<br />
In this seminar I will assess the policy implications of decentralization for the city (kota) as the primary administrative unit of enquiry. Not only do urban regions encounter different sorts of challenges and opportunities to rural areas, but cities cannot be neatly contained within the artificial boundaries of autonomous jurisdictions as extended urban spaces typically spill over into neighbouring administrations. The partitioning of urban and peri-urban regions has in turn produced a breakdown in the once centralized city networks for managing public service delivery and development projects. Indonesian cities can no longer rely upon industrial urban peripheries for income, many of which are adapting to autonomy to emerge as urban growth poles in their own right. This situation has compelled city administrations to rethink their responsibilities and the range of opportunities available to them, which has wider policy implications for governance and urban planning at the national level.<br />

Beyond the obvious issues of infrastructure management, transportation, telecommunications, poverty, health care, migration, and education, custodians of the urban future face unprecedented challenges both from the sheer number of human beings in global urban centers and their complex needs. Furthermore, this new reality is set against a backdrop of expanding international terrorism, a neo-liberal consensus that has counseled against governments accepting responsibility for alleviating social problems, and technological changes that are restructuring everyday life.<br />

This talk will address a variety of pertinent policy-making considerations that confront the fluidity and complexity of urban life, from ideas of the “right to the city” and humane civitas to the interrelated pragmatism found in arguments regarding sprawl and urban social sustainability.</div>

This article provides a comparative analysis of different institutional approaches to dealing with antagonistic group identity claims on the city. I discuss Brussels, Johannesburg, Belfast, Sarajevo, Jerusalem, Baghdad, and Kirkuk. These cities are broken down into three categories—(1) cities that have utilized power sharing and forms of transitional democratization effectively enough that stability of the local and national state has occurred, (2) cities that have made some progress but are vulnerable to regression because local political arrangements are not sufficiently stabilizing, and (3) cities where power sharing is itself contested and a potential contributor to further instability. The case studies of local governance of polarized cites reported point to their institutional diversity, frequent fragility, and the evolutionary nature of even the “best case” examples. A difficult predicament is faced by local government reform in cities of inter-group conflict. Shared local governance arrangements need to produce measurable differences on the ground in the short term sufficient to allow institutional legitimacy. Yet, necessary power-sharing limitations on local democracy may make local government less effective in producing these needed tangible changes.</div>

From the late 1980s the production of urban space in Asia has been proceeding under historically new dynamics that are rapidly transforming city life. One dimension of these dynamics is the emergence of a middle class that is pushing for political reform and greater participation in urban governance. At the same time, in an ascendant neoliberal policy era of diminishing scope for public policy, intensifying inter-city competition for global investment and status is turning the economy and political orientation of the city outward toward global accumulation and private management of urban space. As these dynamics interplay, a contest is emerging between two contrasting visions of the urban future. One is the idea of the city as an inclusive cosmopolis actively accommodating diversity and local production of urban space. The other is one of an extroverted globopolis of homogeneous spaces of consumption designed to protect those who are able to access them from the “chaos” of the city of the less wealthy and the poor. While democratization and the rise of civil society provide openings for more cosmopolitan outcomes, fragmentation of the city through mega-projects privatizing urban spaces on very large scales is steering the city toward a globopolis composed of zones of exclusion. The future of cities will depend on how the balance is struck between these two visions of a livable city.</div>

Swyngedouw points to a climate of global consensus that has become pervasive over the past twenty years, effectively suppressing dissent and excluding most people from governance. He explains this consensus as limited to a select group (e.g., elite politicians, business leaders, NGOs, experts from a variety of fields) and perpetuated through "empty signifiers" like the sustainable/creative/world-class city. Swyngedouw argues that this consensus serves a "post-political" neoliberal order in which governments fail to address citizens' most basic needs in order to subsidize the financial sector and take on grandiose projects designed to attract global capital. He asserts that the flipside of management through limited consensus is rebellion on the part of the excluded, which he views as insurgent architecture and planning that claims a place in the order of things. Swyngedouw calls for open institutional channels for enacting dissent, fostering a democratic politics based on equal opportunity for all in shaping the decisions that affect our lives. He envisions the city as "insurgent polis" — a new agora where democratic politics can take place, where anyone can make a case for changing the existing framework.</div>

This paper explores the origins of the Nasrid Alhambra as a statement of monarchical control and power in Granada from the establishment of the Ṣanhāja Berber Zirids in the town in the eleventh century. It will then compare the maturation of the site from an extramural fortress to a royal city under the Nasrids (13th-15th centuries) with the similar process which took place in the Moroccan city of Fes where the Marinid dynasty contructed a royal city in the vicinity of previous extramural fortresses at the same time.</div>
</div>
Although the Alhambra is often seen as unique, it is possible that the site’s development under the Nasrids used the slightly earlier example of New Fes as a model, especially as information about it would have been readily available from Zanata troops closely associated with the Marinids who went to serve the Nasrids. The similarity of the cities’ names in Arabic – the Red City (Madīnat al-Ḥamrā’) and the White City (Madīnat al-Bayḍā’) – suggests at least a degree of mutual recognition and perhaps competition. Both cities may also been seen in the broader context of urban development in the post-caliphal Islamic world where citadels connected to older urban conurbations had become a common way for regimes to physically articulate their relationship with their Muslim subjects. This relationship emphasised the physical (and coercive) power of a regime which implied their ability to both protect and chastise and in most cases other foundations for the good of the populace reassured them of the goodwill of their rulers: a hospital just below the Alhambra; theological colleges (madrasas) and inns in Old Fes.</div>

The purpose of this discussion is to attempt to understand the Alhambra from the perspective of the fourteenth century Muslims of Granada and to restore it to its context which cannot exclude nearby Marinid Morocco given the human contact, the political rivalry, and the artistic competition between Granada and Morocco.</div>

Dean Ellen Schall of NYU’s Robert F. Wagner School of Public Service and Provost Dianne Rekow of NYU’s Polytechnic Institute invite you a book party for author Jonathan Soffer discussing his new book, Ed Koch and the Rebuilding of New York City . Featuring special guest Former Mayor Ed Koch. In 1978, Ed Koch assumed control of a city plagued by filth, crime, bankruptcy and racial tensions. By the end of his mayoral run in 1989, and despite the Wall Street crash of 1987, his administration had begun rebuilding neighborhoods and infrastructure. For better or worse, Koch's efforts convinced many New Yorkers to embrace a new political order subsidizing business, particularly finance, insurance and real estate and privatizing public space. Ed Koch and the Rebuilding of New York City recasts Koch's legacy through personal and mayoral papers, authorized interviews and oral histories, and plots a history of New York City through two rarely studied, yet crucial decades: the bankruptcy of the 1970s and the recovery and crash of the 1980s.</div>

Simon's research employs a feminist political economy lens to examine how state and civil society groups respond to, manage, and/or mediate crisis tendencies in social reproduction resulting from the neoliberal restructuring of welfare in two urban political economies - Toronto and New York. He is also interested in the theory and practice of community unionism, and organized labour's changing relation to the city and urban governance.</div>
