</div>
The idea of the open city as a place of social integration, cultural diversity and collective identity is perceived as an irreversible achievement of modernity, and fuels our visions for a sustainable urban future. Nevertheless, we are witnessing increasing fragmentation and seclusion, which threatens the existence of the open city. Suburban compounds, gated communities, university campuses, covered shopping malls, urban entertainment areas, airport security zones, holiday resorts, all tend to develop into privatized and controlled zones, which are connected with the city at large by a limited number of corridors and access points. Public space - traditionally understood as the ultimate space of social encounter and equality - is being eroded by commerce, changing lifestyles and functionality. This lecture will address whether these conditions are destroying the sensible tissue of the open city, which are intended to encourage social interaction and balance. Are cities degenerating into secluded islands that denying a balanced urban totality? And how might the open city react to these developments?</div>

Installation, intégration, mise à l'écart ", qui s'est tenu à l'Ecole normale supérieure de Lyon les 24 et 25 février 2011. Cette rencontre visait à interroger la place jouée par les migrations à destination des villes dans la construction du groupe social urbain et dans sa façon de vivre et de s'approprier la ville et, en retour, comment celle-ci les transforme.<br /> <br /> Si, quantitativement, l'importance de cette mobilité urbano-centrée est en général avérée dans les phases de croissance urbaine, comment celle-ci s'inscrit-elle dans les trajectoires personnelles, dans les parcours individuels des hommes et des femmes qui franchissent, au Moyen Age, les portes d'une ville ? C'est seulement, semble-t-il, à cette échelle d'analyse que l'on devrait être capable de distinguer, au-delà des contraintes politiques ou institutionnelles déjà évoquées, les "stratégies" d'implantation en ville et d'accès à la ville de ces nouveaux arrivants et leur insertion dans un nouvel environnement social.<br /> <br /> Cette réflexion collective souligne combien l'étude des migrations s'avère être un jalon important pour une histoire comparée des villes.</div> </div>

<div><b>Abstract from the publisher:</b></div> </div> Cities and Social Equity is a report by the Urban Age research team with commissioned pieces from Ipsos MORI, United Nations Institute for the Prevention of Crime and the Treatment of Offenders (ILANUD), the Centre for Metropolitan Studies (CEM), Getulio Vargas Foundation (FGV) and the Faculty of Architecture and Urbanism at the Mackenzie Presbyterian University. In 2008, the Urban Age undertook and commissioned research on the five largest cities in South America (São Paulo, Rio de Janeiro, Buenos Aires, Bogotá and Lima), which culminated in the Urban Age South America conference in São Paulo in December 2008.<br /> <br /> With a combined population of nearly 60 million and dramatic growth in recent decades, these five cities are places of mix, change and extreme polarisation which can be destabilising, inhumane and wasteful of resources. Cultural diversity — the multitude of different lifestyles that are not necessarily based on ethnic culture — is a catchphrase increasingly used in place of multiculturalism and in conjunction with globalization. Even though it is often used as a slogan it does capture a widespread phenomenon that cities must contend with in dealing with their increasingly diverse populations. The contributors examine how Russian cities are responding and through case studies from Moscow, St. Petersburg, Novosibirsk, and Sochi explore the ways in which different cultures are inscribed into urban spaces, when and where they are present in public space, and where and how they carve out their private spaces. Today I'll be mentioning a number of different kinds of diversity... and asking the general question, what are our limits in allowing them their expression in the city? I'll be drawing on some of my own recent work, and on the work of lots of colleagues, to make the argument that though we in Australia are well-schooled in the discourses of things like multi-culturalism that value and acknowledge diversity, there is some evidence in our cities that we, some of us, are not very good, in fact, at accommodating or encouraging, and sometimes even tolerating, some differences. And that sometimes visible difference has become tied up with fear, notions of risk, and disorder.</div>

</div>
"Emergency on planet Cape Town" introduces the emotional production of urban space as an important dimension for understanding urban dynamics in post-conflict societies such as South Africa. Drawing on a wide range of geographical, sociological, anthropological and psycho-analytical literature and on an analysis of three contemporary examples of urban transformation projects in the City of Cape Town, the author suggests that current integration politics are failing because of a lack of recognition of the politics of emotion that have shaped the city in the past. What is needed, argues the author, is a spatial politics of reconciliation that addresses both the emotional meaning attached to urban spaces, but also the very concept and image of Cape Town as a European city.</div>

La Grande-Bretagne, depuis longtemps confrontée à des épisodes de tensions urbaines, a développé dès les années 1980 une réflexion axée sur le multiculturalisme, la lutte contre la discrimination raciale et contre la sous-représentation politique des minorités. Ces approches ont abouti, dans la décennie suivante, à des politiques ambitieuses contre la discrimination raciale dans la police.<br />
<br />
Les idées de citoyenneté, de valeurs communes, et la notion de community cohesion du New Labour de Tony Blairl es ont éclipsées après la vague d’émeutes de 2001. Mais le multiculturalisme continue d’inspirer nombre de politiques Outre-Manche et d’animer un vif débat.<br />

L’objectif des travaux de la commission n’était pas d’évaluer la nouvelle politique de la ville. <br />
Il était de montrer ce que les efforts actuellement déployés pour mieux intégrer les quartiers <br />
sensibles à leur environnement, peuvent apporter : <br />

- soit directement en matière de production nette de logements, de requalification, et de <br />
diversification de l’offre, <br />

La notion d’intégration est omniprésente dans le débat social. Elle permet à la fois de penser les institutions, les normes et les politiques qui assurent la régulation sociale et d’analyser les phases du processus au cours duquel les individus parviennent à participer à des groupes déterminés et à la société dans son ensemble. L’objectif de ce livre est d’interroger le système social dans sa globalité en partant des différents types de liens sociaux (filiation, participation élective, participation organique et citoyenneté) qui attachent les individus entre eux et à la société. Sa problématique repose sur l’hypothèse que l’intégration est fondamentalement inégale en raison de la fragilité intrinsèque de ces liens sociaux et de la fragilisation poussée de leur entrecroisement. Pour en faire la démonstration, il interroge, d’une part, la transformation du système normatif qui encadre ces liens et, d’autre part, à partir de nombreux exemples, les obstacles réels auxquels sont confrontés les différents groupes sociaux pour s’y conformer. Il débouche sur une typologie qui permet de comparer les différents paliers de l’intégration et, par conséquent, les inégalités structurelles à l’origine des tensions sociales actuelles.
Serge Paugam est sociologue, directeur de recherche au CNRS et directeur d’études à l’École des hautes études en sciences sociales. Ses travaux portent sur les inégalités, les ruptures sociales et les formes contemporaines du lien social. Ce livre est le résultat d’un travail d’équipe, qui a été élaboré au sein de l’Équipe de recherche sur les inégalités sociales (ERIS) du Centre Maurice Halbwachs.

Les chroniques de Sylvie Blanchet nous plongent dans le quotidien d'une cité populaire dont l'apparente banalité fait immédiatement sens. L'attention apportée au menu détail, à ce que l'on voit sans toujours le remarquer, compose au fil de ces tranches de vie d'enfances populaires et écolières, un tableau profondément humain et sensible, touchant et parfois poignant. Sans misérabilisme ni dénonciation, l’auteur se rapproche avec justesse au plus près de l'existence de ces familles et de ces enfants qu'elle côtoie, depuis de longues années, dans son métier d'enseignante spécialisée.<br />

Loin d'exalter l'étrangeté d'autres cultures, elle nous invite à rendre familiers ceux que l'on croyait si différents. Elle enrichit progressivement notre connaissance de ce qui construit ces vies nichées dans les marges et les interstices de la société et de la scolarité. Non pour dresser une irréductible barrière entre "eux" et "nous", mais pour souligner combien il peut être nécessaire de ne pas généraliser ni de figer les trajectoires et le devenir d'individus dont on découvre les ressources et capacités d'adaptation.<br />

Particulariser le social, c'est considérer la dimension individuelle au sein d'un même groupe ou d'une même famille, bref, réintroduire la complexité, l'histoire et la singularité au coeur de nos destinées (Pierre Périer).<br />

C’est à partir de la fin du Moyen Age que commencent à se préciser la figure et le statut de l’étranger. Il fait alors l’objet d’une attention renouvelée, tant au niveau des pouvoirs centraux qu’à l’échelle locale. Omniprésent sur les littoraux atlantiques, il contribue à l’ouverture maritime de biens des villes européennes ou américaines, après avoir longtemps – et avant tout – incarné un "danger venu de la mer" (razzias, piraterie). Tour à tour condamné, dénoncé ou protégé, l’étranger peut être doté, sur le long terme, de toutes les vertus par les populations d’accueil ou être, au contraire, affublé des plus grands maux. Il fait peur et attire à la fois : vu comme une menace pour certains, il constitue pour d’autres un gage de prospérité et de progrès. Il peut bousculer les traditions, provocant adhésion ou rejet. De bouc-émissaire en période de crise ou de tension, il peut se transformer en un formidable acteur du développement économique, social et culturel.</div>

Lieux de transit ou d’installation définitive, les villes-ports constituent des observatoires privilégiés pour l’étude de ces étrangers, qui y occupent une place singulière, parfois centrale. Fruit d’une collaboration franco-allemande, les différentes contributions, réunies ici dans une optique comparative, entendent confronter expériences individuelles ou collectives, en s’attachant notamment aux réseaux relationnels et aux conditions d’existence : sont non seulement évoqués les étrangers ayant foulé de leurs pieds la France et les pays germaniques, mais aussi ces très nombreux allemands ou français qui ont décidé de quitter leur pays d’origine pour s’installer en territoire étranger. Avec des motivations et des parcours individuels qui relèvent certes parfois du domaine de l’aventure, mais qui permettent surtout de s’interroger sur les phénomènes d’intégration, d’exclusion ou de transferts culturels qui ont marqué, sur le long terme, nos sociétés contemporaines.</div>
