Pour la prochaine étape de rénovation urbaine, évoquée par François Hollande lors de la campagne présidentielle, le CES de l’ANRU milite en faveur d’un changement des principes directeurs de l’action publique. Plutôt que de "casser les ghettos" et de les adapter à une norme hypothétique, il faudrait miser sur les potentialités des quartiers et les atouts de leurs habitants. As Zane L. Miller and Bruce Tucker point out, however, Over-the-Rhine’s history is also the history of planning for both inner-city neighborhoods and big-city downtowns. Beginning in the 1920s, Cincinnati’s government and civic leaders explored the entire repertoire of policies and programs considered or implemented in cities throughout the country for such closed-in neighborhoods. The first set of attempts included schemes for comprehensive planning, zoning, slum clearance, redevelopment, and neighborhood conservation and rehabilitation.<br /> <br /> Over-the-Rhine survived this first assault on the slums, but at mid-century a new understanding of the city generated different visions of Over-the-Rhine’s future and long and bitter fights for control of that future. While factions fought, the neighborhood deteriorated, and by the 1990s it was one of the poorest and most violent parts of the city. The story ends with a double irony: the adoption of an Over-the-Rhine “urban renewal” plan that endorsed a ghettoish status quo; and the murder of Buddy Gray, the city's premier white community organizer, by a mentally troubled man whom Gray had rescued from the streets and befriended.<br /> <br /> Miller and Tucker look beyond the fight over slums to illuminate other issues in American civilization. Early and very current development debates have been concerned with issues of food security.<br /> <br /> Ensuring sustainable economic development and livelihoods in the context of volatile global markets is another enduring preoccupation of development, as are efforts to guarantee social security or protection. Concern about the relationship between national and human security has been at the centre of recent development debates.<br /> <br /> All these aspects of security have particular implications for and manifestations in cities. Urban economies and livelihoods are inextricably tied into or bypassed by global economic forces. The food riots sparking off in cities around the world are testimony to the fact that urban food security is a critical issue for developing countries. First, it provides a sustained examination, from a variety of viewpoints, of one urban place. Banaras was chosen primarily because it had attracted a sufficient "critical mass" of new scholarship to be especially suggestive... But even though the contributors sketch the outlines of north Indian urban history over the preceeding two centuries, they do not claim that their essays provide a definitive picture.</div>  </div> Rather, the essays explore new vistas, either methodologically or topically. Our second purpose, then, was to suggest by these juxtaposed examinations new ways to approach the history of South Asia.
