On dit souvent que Hongkong est le « Monaco de l'Asie ». C'est assez juste a ce détail prêt. L'île de Hongkong regorge des fortunes les plus importantes d'Asie mais la partie géographiquement rattachée au territoire chinois concentre une population pauvre vivant souvent en dessous du seuil de pauvreté.
Il y a d'un côté la magnifique tour de la banque HSBC construite par Norman Foster, celle de la Bank Of China conçue par l'architecte Pei et toutes les autres qui font de Hongkong la ville la plus verticale au monde.
Et de l'autre, les immeubles insalubres des quartiers de Tsim Tsa Shui, de Mongkok et de Sham Shui Po. Des immeubles jamais rénovés ni remis aux normes où s'entassent "Les hommes grenier" auxquel ce documentaire multimedia est consacré.
Il y a dans ces immeubles des propriétaires, marchands de sommeil qui ont mis de côté la dignité humaine, le droit de pouvoir se loger décemment.
Dans ces dortoirs, où le mot de promiscuité n'est pas assez fort pour y décrire l'atmosphère, on y trouve des Chinois venus à Hongkong chercher une vie meilleure que sur le continent et des Hongkongais déchus de tout revenu, la plupart retraités. C'est ici dans les odeurs de nourriture, de tabac froid et de sueur que l'on découvre des histoires de vie comme celles de Xiao Liu, Li Zhu ou Monsieur Hong.

Il y a des journalistes politiques, économiques, etc… Il n'y a pas de journalistes spécialistes des banlieues.
Fin octobre 2005, la mort dramatique de Bouna et Zyed à Clichy-sous-bois est le point de départ d'un embrasement des banlieues françaises.
Pendant trois semaines, la télévision a consacré des heures d'antenne à ces événements, les banlieues et leurs habitants se retrouvant sous le feu des médias . Choix des mots, choix des images, choix des journalistes envoyés sur le terrain – reporters de guerre de TF1 - , choix des invités « bons clients » censés représenter les jeunes, discours dominant abondamment relayé, amalgames, stigmatisation des quartiers et des jeunes, absence d'autocritique des journalistes.
Avec quel impact sur la vision de la société pour le citoyen téléspectateur?
La première partie de ce film confronte des images issues de journaux télévisés et d'émissions, toutes chaînes confondues. Avec un principe : pas de commentaires de spécialistes des médias, uniquement des extraits, avec des images arrêtées, commentées et décryptées.
Ensuite, la parole est donnée à la banlieue, à des jeunes d'Aulnay-sous-Bois, qui reviennent sur leur rapport aux médias, à l'image donnée de leur quartier. Samir Mihi, éducateur sportif à Clichy-sous-Bois revient sur sa médiatisation. Une mère de famille raconte ce qu'elle a vécu après un passage au 20H de TF1. Enfin, un journaliste témoigne de son travail en banlieue et des choix rédactionnels.
Christophe-Emmanuel Del Debbio est documentaliste et réalisateur. Il a collaboré à l'émission Arrêt sur images de 1997 à 2002.

This paper will explore the emergence of 'East End' as a category of description and analysis in fiction and social scientific discourse.<br />
<br />
Where, exactly (or even approximately!), was the 'East End' and what were its social, cultural and geographical attributes? The paper will pay particular attention to the writings of George Gissing, whose reputation as a novelist of slum life has often led to his being associated with the East End; to the relationship between Gissing and other 'East Enders', such as Arthur Morrison, Walter Besant and the Rev. Osborne Jay; and to the parallels and interactions between Gissing's fiction and Charles Booth's Labour and Life of the People and the associated 'Descriptive Map of London Poverty 1889'. Of special interest is Gissing's early novel, The Unclassed. In its first edition as a three-volume novel (1884), the slums that play a prominent role in The Unclassed were situated in Westminster, but by 1895, in revising – mainly abridging – the novel into a single volume, Gissing relocated the slums to the East End, reflecting shifts in both popular perceptions of the East End and 'real' ongoing changes in the geography of poverty in London in the 1890s that are also revealed by the 1898–99 revised edition of Booth's poverty maps.</div>

This paper looks at East London life before Victorian observers 'invented', 'ideologically constructed', 'mythicised', or 'problematised' the 'East End' (as the fashionable phrases nowadays go). It sets aside the Victorian judgements and anxieties through which many historians still filter their views of East London and, without denying its deprivations, it speculates how best we might treat its 'low life' in its own and more positive terms.<br />
<br />
Recalling Dr Johnson's advice to Boswell in 1783 to go with curious eye and philosophic mind to Wapping the better to measure London's 'wonderful extent and variety', the paper focuses on the century after 1750 or so, to wonder what it was that outsiders were responding to when they described East Enders as 'happy', and allowed them their own exuberant vitality.</div>

L’évocation du problème de la carte scolaire lors de la dernière élection présidentielle traduit, telle qu’elle a été menée, un véritable malaise. Revendiqué par la candidate de gauche comme par le candidat de droite, l’assouplissement de ce système montre à quel point ce sujet préoccupe la société française.<br />
<br />
On l’évoque comme un système d’hypocrites. On dit qu’elle n’existe que pour être contournée. La preuve ! Près d’un tiers des familles aurait recours à des formules dérogatoires, des stratégies de passe-droit pour ne pas envoyer son enfant dans le lycée de son secteur...<br />
<br />
Alors que les responsables politiques ont voulu faire de l’école le creuset de l’égalité républicaine, la carte scolaire semble être à bout de souffle en tant qu’outil vers plus de mixité sociale. Qu’en est-il réellement ? L’école peut-elle être un instrument de la mixité sociale ? Peut-elle contribuer à décloisonner les ghettos, à franchir les murs qui séparent les catégories sociales les unes des autres ?<br />

"Regards croisés" est le témoignage de femmes du quartier de La Rabière, un quartier Zone Urbaine Sensible situé à Joué-lès-Tours en Indre-et-Loire.</div>

Développé sur 18 mois, le projet Regards Croisés conduit dans le cadre d’un Comité de pilotage rassemblant les représentants d’institutions et d’associations intervenant dans le cadre de la politique de la ville, a permis de rencontrer et de donner la parole à six femmes habitantes de quartiers prioritaires pour réfléchir et s’exprimer sur les vies au quotidien.<br />

Avant de réfléchir sur des problématiques sociétales, avant de penser à un niveau "macro social", le souhait est d'entendre six trajets de vie pour réfléchir six parcours d'insertion sociale, d'intégration culturelle, d'accès au marché du travail, de vie quotidienne dans un quartier sensible.</div>

<div><b>Abstract from the publisher:</b></div> </div> Nairobi today has over 10,000 multi-story tenement buildings, many of them offering single rooms and up to eight stories high. Privately owned and exploiting urban space to the maximum, these bear similarities to housing in rapidly industrializing 19th century tenement cities- New York, Glasgow, Berlin and others. This book explores the emergence of tenement markets across time and space. It focuses on two contrasting cities: Berlin, the largest and densest concentration of tenements in the 19th century, and Nairobi, a city today increasingly shaped by tenement investment that exploits urban space to the maximum, displaying pockets of what may well be the highest residential densities on the African continent.<br /> <br /> In examining similar themes in the history of Berlin and Nairobi, Huchzermeyer asks what legitimizes tenement markets over time. She interrogates the role of the late 19th and early 20th century housing discourse in Berlin, within its turbulent context. There is no explicit discourse on Nairobi's present-day tenements. The city's modern urban plans, housing policy and city-region strategy wish tenements away. However, Huchzermeyer finds traces of a pragmatic argument for Nairobi's tenement typology in the approaches that some municipal officials have adopted. This recognizes the convenience and economic buzz of tenement districts and their absorption of unrelenting housing demand. In relation to Nairobi's tenement-dominated context, which is shaped by pragmatism and enterpreneurialism, but also regulatory breakdown, corruption, growing vigilantism and ethnic division amid renewed hope for democratization, Huchzermeyer raises important questions for right to the city.</div> </div> <b>Marie Huchzemeyer </b>is Associate Professor in the School of Architecture and Planning, University of the Witwatersrand, Johannesburg.</div> </div>

Does the place where you lived as a child affect your health as an adult? To what degree does your neighbor's success influence your own potential? The importance of place is increasingly recognized in urban research as an important variable in understanding individual and household outcomes. Place matters in education, physical health, crime, violence, housing, family income, mental health, and discrimination—issues that determine the quality of life, especially among low-income residents of urban areas.<br />
<br />
Neighborhood and Life Chances: How Place Matters in Modern America brings together researchers from a range of disciplines to present the findings of studies in the fields of education, health, and housing. The results are intriguing and surprising, particularly the debate over Moving to Opportunity, an experiment conducted by the Department of Housing and Urban Development, designed to test directly the effects of relocating individuals away from areas of concentrated poverty. Its results, while strong in some respects, showed very different outcomes for boys and girls, with girls more likely than boys to experience positive outcomes. Reviews of the literature in education and health, supplemented by new research, demonstrate that the problems associated with residing in a negative environment are indisputable, but also suggest the directions in which solutions may lie.<br />
<br />
The essays collected in this volume give readers a clear sense of the magnitude of contemporary challenges in metropolitan America and of the role that place plays in reinforcing them. Or, la réalité est complexe, car la carte scolaire a été créée il y a quelques décennies non pas pour favoriser la mixité sociale, mais pour gérer le nombre des élèves dans les collèges...</div>

Cet ouvrage analyse les 35 collèges de l'agglomération de Montpellier et montre que les collèges les moins "mixtes" sont aussi les plus défavorisés, dans ce cas la carte scolaire ne fait que refléter l'habitat et les inégalités sociales de la zone concernée.</div>

Faut-il renoncer pour autant à toute sectorisation ? Il semble que les inégalités de territoires doivent être compensées par des mesures de discrimination positive.</div>

The slum is as old as civilization... The battle with the slum began the day civilization recognized in it her enemy. It was a losing fight until conscience joined forces with fear and self-interest against it. When common sense and the golden rule obtain among men as a rule of practice, it will be over. The two have not always been classed together, but here they are plainly seen to belong together. Justice to the individual is accepted in theory as the only safe groundwork of the commonwealth. When it is practised in dealing with the slum, there will shortly be no slum. We need not wait for the millennium, to get rid of it. We can do it now. All that is required is that it shall not be left to itself.
Jacob A. Riis (1849 - 1914) was a photographer and journalist who documented conditions in New York City's tenement housing in the nineteenth century. This book is a sequel to his work 'How the other half lives' (1890).

Un nouveau rapport publié par l’Organisation mondiale de la Santé (OMS) et le Programme des Nations Unies pour les établissements humains (ONU-HABITAT) montre pour la première fois en quoi la mauvaise santé est liée à la pauvreté en milieu urbain, et pas uniquement parmi les populations les plus démunies. Il invite les décideurs à prendre des mesures en vue de s’attaquer aux inégalités en santé.<br />
<br />
Le rapport est fondé sur une analyse nouvelle qui va au-delà des simples moyennes ou des informations habituelles concernant les villes et identifie les zones où la population est en mauvaise santé et connaît des difficultés d’ordre social, qui ne sont pas d’ordinaire connues. Les efforts déployés par le passé se concentraient surtout sur les moyennes et les différences entre les villes. La nouvelle approche associe les données démographiques disponibles à une analyse novatrice et perce la réalité des villes, au-delà des simples moyennes. Ces observations permettent aux responsables et décideurs d’examiner les tendances, même au sein d’un même quartier, et de comprendre les différences à l’intérieur d’une même ville et d’une ville à l’autre.</div>

On sous-estime généralement la contribution que la planification communale des transports apporte à l’amélioration de la situation des quartiers urbains défavorisés. C’est pourquoi sont présentés ici des concepts permettant d’améliorer, grâce à une démarche intégrée de planification, la mobilité dans les quartiers urbains, sans porter atteinte au développement durable des transports dans l’ensemble de la ville et de la région. <br />
