Alors que depuis quelques années, une réflexion s'est développée sur le concept de justice spatiale, cet ouvrage a pour ambition de contribuer au renouveau des analyses portant plus spécifiquement sur les liens entre ségrégation urbaine et justice, en favorisant les échanges scientifiques entre chercheurs issus d'horizons disciplinaires, géographiques et culturels variés. Il vise également à apporter des éléments nouveaux permettant d'éclairer les politiques urbaines qui, dans de nombreux pays, annoncent haut et fort vouloir remédier à la ségrégation parce qu'elle serait injuste par définition.
Issus de l'atelier « Justice spatiale et ségrégation » du colloque international « Justice et injustices spatiales » qui s'est tenu à l'université Paris Ouest Nanterre La Défense en avril 2008, les textes rassemblés dans ce volume explorent ainsi plusieurs grandes questions : toute division socio-spatiale de l'espace - urbain en particulier - est-elle injuste ? Quels sont les processus qui produisent de la ségrégation et en quoi sont-ils injustes ? Les situations de ségrégation produisent-elles des effets injustes (les effets de lieu par exemple) ? Symétriquement, l'objectif de la mixité socio-spatiale, souvent implicitement donné comme l'idéal de la ville juste, ne mérite-t-il pas d'être questionné ? Enfin, la prise en compte de la mobilité n'impose-t-elle pas de repenser les relations entre justice et ségrégation ?

Today, I want to do the impossible and talk about urbanization and urban growth in fifty minutes. I'll give the classic example, which is the greatest project of human intervention or rebuilding, that is the rebuilding of Paris. In doing so, I want to emphasize a couple points. One is that the nineteenth century was a period of phenomenal urban growth and urbanization. I will distinguish those in a minute. Secondly, one of the things that emerges out of this urban growth and urbanization, but particularly the growth of cities large and medium in the nineteenth century, is an increasing geography of class segregation. Also, one of the things that I really enjoy talking about in trying to help people understand is why it is that European suburbs are not at all like American suburbs. Why is it that some people feared by elites were perched on the edge of European cities, whether it's Vienna, Paris, or lots of other places, and not in the center; whereas, in the United States, if you think of the riots in 1967, before most of your times, in Detroit, or Newark, or Watts, or East L.A., it was people in the center with the wealthy people in the periphery fearing the poor people living in the center. Why is it just completely different?

L’évolution des sociétés contemporaines, et la mondialisation en particulier, ont pour effet l’homogénéisation culturelle, la dilution des groupes d’appartenance et l’approfondissement des ségrégations urbaines.

Il y a des journalistes politiques, économiques, etc… Il n'y a pas de journalistes spécialistes des banlieues.
Fin octobre 2005, la mort dramatique de Bouna et Zyed à Clichy-sous-bois est le point de départ d'un embrasement des banlieues françaises.
Pendant trois semaines, la télévision a consacré des heures d'antenne à ces événements, les banlieues et leurs habitants se retrouvant sous le feu des médias . Choix des mots, choix des images, choix des journalistes envoyés sur le terrain – reporters de guerre de TF1 - , choix des invités « bons clients » censés représenter les jeunes, discours dominant abondamment relayé, amalgames, stigmatisation des quartiers et des jeunes, absence d'autocritique des journalistes.
Avec quel impact sur la vision de la société pour le citoyen téléspectateur?
La première partie de ce film confronte des images issues de journaux télévisés et d'émissions, toutes chaînes confondues. Avec un principe : pas de commentaires de spécialistes des médias, uniquement des extraits, avec des images arrêtées, commentées et décryptées.
Ensuite, la parole est donnée à la banlieue, à des jeunes d'Aulnay-sous-Bois, qui reviennent sur leur rapport aux médias, à l'image donnée de leur quartier. Samir Mihi, éducateur sportif à Clichy-sous-Bois revient sur sa médiatisation. Une mère de famille raconte ce qu'elle a vécu après un passage au 20H de TF1. Enfin, un journaliste témoigne de son travail en banlieue et des choix rédactionnels.
Christophe-Emmanuel Del Debbio est documentaliste et réalisateur. Il a collaboré à l'émission Arrêt sur images de 1997 à 2002.

Venant après la citoyenneté civile inventée au XVIIIe siècle et la citoyenneté politique imposée au XIXe, cette citoyenneté sociale se met en place au milieu du XXe siècle. Elle correspond à la reconnaissance de droits sociaux de portée universelle, garants de l’égale dignité de tous selon la déclaration des droits de l’homme de l’ONU en 1948.<br />

Ces droits sociaux ne suffisent cependant pas pour garantir la dignité aux populations reléguées dans les cités sociales excentrées ou les inner cities, qui ne disposent pas de chances suffisamment crédibles d’accéder à une place convenable dans la société. La ville sépare autant et plus qu’elle ne rassemble. Aussi faut-il prolonger le projet de satisfaction des besoins vitaux par celui de l’accroissement de l’égalité des chances entre les individus. Le XXIe siècle sera-t-il celui de la citoyenneté urbaine ?<br />

In contrast to theorizing cities that have experienced disaster or trauma as systems that need to become more resilient, in this talk Karen Till argues that cities marked by past structures of violence and exclusion should be understood as both wounded places and as environments that offer its residents care. The talk draws upon her book in progress and ethnographic research in Bogota, Cape Town and Roanoke, Virginia -- cities in which settlement clearances have produced spaces so steeped in oppression that the geographies of displacement continue to structure urban social relations. She will introduce her concepts of 'wounded city', 'memory-work' and a 'place-based ethics of care' as a means of retheorizing the city. She argues that the memory-work of artists, activists and residents offer alternative models to imagine more socially just urban futures. A deeper appreciation of the lived and place-based experiences and expertise of these urban inhabitants would enable planners, policy makers and urban theorists to consider more ethical and sustainable forms of urban change.<br />

Karen Till's book in progress, Wounded Cities, is based on more than ten years of ethnographic research and examines cities scarred by difficult national histories (Berlin, Germany, Cape Town, South Africa, Bogotá, Colombia, and Minneapolis and Roanoke, USA). The book engages recent debates about divided, resilient and resurgent cities by incorporating ethnographic and residents' insights, as well as relevant interdisciplinary discussions about heritage and memory; rights and cosmopolitics; and collaborative governance and civil society.<br />
Her talk is based on her just published article 'Wounded Cities' in Political Geography 31 (1) (January 2012): 3-14, that includes responses by Rob Shields, Jeff Garmany, and Kevin Ward, with Dr. Till's reply, and outlines some of the major concepts in a preliminary fashion that will be discussed in depth in the book.<br />

This article provides a comparative analysis of different institutional approaches to dealing with antagonistic group identity claims on the city. I discuss Brussels, Johannesburg, Belfast, Sarajevo, Jerusalem, Baghdad, and Kirkuk. These cities are broken down into three categories—(1) cities that have utilized power sharing and forms of transitional democratization effectively enough that stability of the local and national state has occurred, (2) cities that have made some progress but are vulnerable to regression because local political arrangements are not sufficiently stabilizing, and (3) cities where power sharing is itself contested and a potential contributor to further instability. The case studies of local governance of polarized cites reported point to their institutional diversity, frequent fragility, and the evolutionary nature of even the “best case” examples. A difficult predicament is faced by local government reform in cities of inter-group conflict. Shared local governance arrangements need to produce measurable differences on the ground in the short term sufficient to allow institutional legitimacy. Yet, necessary power-sharing limitations on local democracy may make local government less effective in producing these needed tangible changes.</div>

The past two decades have witnessed the emergence throughout Asia of the idea that, through the development of large scale, controlled urban environments master planned and managed on a commercial basis by private developers, cities can transcend their congestion and poverty and enhance their competitiveness in the global economy. These ‘urban integrated megaprojects’ (UIMs) have proliferated in most major cities in the region. In Jakarta, for example, a 1998 study listed 16 privatized ‘new town’ projects either planned or under construction, with a combined land area about equal to that of New York City. In India projects like Dankuni Township in Kolkata and Maha Mumbai have been planned for populations approaching a million. These projects have the potential to dramatically reconfigure the sociospatial landscape of cities throughout Asia. While touted by governments and developers as critical for economic growth, they also raise troubling questions of displacement, environmental damage, and socioeconomic segregation that have major implications for social equity and environmental sustainability. <br />
<br />
In addressing the question of why UIMs have become so prevalent, the literature on these projects has largely focused on two related arguments: that they represent a Westernization or Americanization of urban form; and that they are a product of the desire of an emerging elite to retreat from the chaos of the city into controlled urban enclaves. In other words, most analyses focus on the middle and upper classes and developers as the key agents of this change. In this presentation, I will focus instead on the role of the state in driving this model. I will argue that UIMs represent one manifestation of the privatization of urban planning, i.e. the transfer of responsibility for and power over the visioning of urban futures and the planning, implementation and regulation of urban spaces from public to private sector actors. Highlighting the agency of government planning and policy in driving forward the UIM model focuses attention on the changing dynamics of citizenship in the global era. It calls on us to assess state objectives in pursuing this model, which include the monetization of land and the creation of controlled spaces for accumulation. It also calls attention to the reallocation of rights and privileges that is taking place in contemporary cities, specifically the assertion of ability to pay as a key criterion in determining the right to access urban space, and the growth of state-backed efforts to purge cities of extra-legal appropriations of space by the urban poor.<br />

What dynamics contribute to emergence of social tensions and conflicts in an urban environment? Mass mobilisations and episodes of collective violence have been a constant element in the development of large Indian cities over the twentieth century, and the emergence of a deep fracture between the Hindu and the Muslim community has informed social, political and cultural transformations in post-colonial urban environments. Taking Ahmedabad city (north-western India) as a case study, this paper analyses the explosion of collective violence as part of long-term dynamics of urban transformation. Group tensions can be seen as the expression of social, economic and spatial inequalities that consolidated unbalanced patterns of urban territorial and demographic growth. At the same time, the management of urban growth at a political level contributed to the construction of an urban geography where social differences are inscribed in the organisation of the space. In this context, episodes of collective violence have two dimensions: on one side, they can be read as moments when the many instances of inequality find expression in open confrontations at a street level; on the other, violence leaves deep marks in the city’s social and physical landscape and, in this sense, it is an integral element in the process of urban construction and organisation over time.</div>
