Être pleinement de son époque empêche de fixer son regard sur elle pour mieux la saisir. Le présent est devenu si envahissant... La crise que nous traversons ne s’accompagne paraît-il d’aucune alternative. Comment la raconter, cette crise ? Elle ne porte pas de nom. Instrument de gouvernance et de normalisation en même temps que principe dialectique, la crise cherche toujours à instaurer sa raison supérieure. On fait semblant d’adhérer au présent, mais une naïveté sincère et grave, une candeur extrêmement sérieuse ont disparu. Et pourtant, au fond ça résiste encore un peu. Au vent de l’éventuel, l’Utopie reste un sentiment plus partagé qu’on ne pourrait le croire.

L’avenir des villes est trop peu présent dans les débats politiques. Pourtant, c’est sans doute dans les villes que se jouera une partie du destin de l’humanité, car déjà plus de la moitié de la population de notre planète – près de 3 milliards d’individus – est aujourd’hui composée de citadins. Dans trente ans, c’est-à-dire demain, ils seront 5 milliards vivant dans plus d’une trentaine de mégapoles de plus de 10 millions d’habitants.
Ce sont les villes qui poseront à l’avenir les problèmes les plus sérieux à l’humanité...
Les sociétés pourront-elles faire face à ces défis grâce à de nouvelles solidarités, grâce à l’innovation, aux réseaux intelligents, aux progrès des moyens de déplacement, à de nouvelles gouvernances adaptées à la maîtrise du phénomène urbain ? Pourront-elles créer suffisamment d’emplois pour les quartiers de ces villes tentaculaires ? Quelle sera la vie des femmes et des hommes dans ces futures mégapoles ? Quels scenarii prendre en compte pour agir dès maintenant sur les facteurs qui façonneront la ville de demain ? Quelles sont les réponses des prospectivistes et des urbanistes à ces questions qui interpellent le monde politique ?

Troisième et dernier volet des Universités populaires radiophoniques proposées par Grenouille et l’association Art-Cade autour du projet Archist, à la convergence des pratiques de l’art contemporain et de réflexions sur la ville.<br />

Enregistré en public le 28 mai 2011, place Jean-Jaurès dans le quartier de St Marcel, nous sommes en compagnie de <b>Stany Cambot</b>, architecte et animateur du collectif Echelle Inconnue, pour aborder la ville sous l’angle de la mobilité. Une notion derrière laquelle se profile aussi la question de l’articulation entre pragmatisme et utopie en urbanisme.<br />
<br />
Une conversation qui commence par poser quelques repères historiques sur l’Utopia de Thomas More, l’urbanisme "idéal" au XVIIIe et XIXe siècle, la Smala, exemple unique d’une ville nomade dessinée en Algérie par l’émir Abdelkader pour échapper aux colons français.<br />
<br />
Nous abordons ensuite la question des mobilités dans les villes actuelles : la place qu’y occupent les gens du voyage, les migrants ou les SDF, à travers les travaux et projets menés par Echelle Inconnue.</div>

This Theme Year, entitled “State, Space and Citizenship: Indian Cities in the Global Era,” takes urbanization to be one of the defining elements of change in contemporary India. <br /> <br /> Offering a ‘historical turn’ to the issues raised by the Theme Year, this interdisciplinary graduate student conference centers on the question of how the past is regularly—or irregularly—bounded, contested and re-framed in the dynamic discourses of urban planning, development and citizenship in India. What are the various avatars assumed by ‘the past’ in the context of contemporary urbanization (e.g. tradition, heritage, the authentic indigenous, nostalgia, official histories, subaltern interpretations)? What is the role of the past in urban planning and development agendas, claims to citizenship and space, and the changing discourses of the state? Rue Nahalat Binyamin à Tel-Aviv, pas loin du shouk ha-Carmel, le marché couvert de fruits, de légumes et d’objets hétéroclites, il y a deux petits vieux qui passent la journée assis sur leur balcon, à regarder la vie en bas. Au petit matin, ils voient les marchands de tissus qui s’agitent à la réception des rouleaux de textile, puis les conducteurs impatients qui remplissent l’air de leurs coups de klaxons et de leurs invectives. Enfin le soir venu, la rue déverse toute la jeunesse de la ville sur les trottoirs. Des dizaines de bars et de cafés se font concurrence dans toute la ville, attirant une clientèle enjouée et infidèle, toujours à la recherche des nouvelles tendances nocturnes de la métropole.<br />
<br />
Les deux petits vieux sur leur balcon sont à peine moins âgés que leur ville. Tel-Aviv célèbre cette année son centième anniversaire. Le rêve de ses fondateurs, qui l’ont appelée "colline du printemps"s était de construire la première cité hébraïque moderne, avec de l’électricité, des égouts, comme en Europe, disaient-ils. Ils ont choisi de la bâtir en bord de mer, éloignée de quelques centaines de mètres du port arabe de Jaffa.<br />
<br />
Aujourd’hui, la ville compte près de 400.000 habitants et son agglomération rassemble 3 millions de personnes, soit plus de la moitié des habitants du pays. Sa croissance continue d’attirer les nouveaux venus et elle se veut toujours un bastion de la modernité. Poumon économique d’Israël, centre de l’activité culturelle, Tel-Aviv a choisi de laisser la place aux idées et aux opinions. A 60 kilomètres de la chaste et compliquée Jérusalem, elle se veut un îlot de liberté, tolérant toutes les pratiques sociales et religieuses...</div>

Notre recherche s’organise autour des concepts d’art, d’espace urbain et d’utopie. L’accent sera mis sur le décalage existant entre l’espace conçu par les concepteurs des espaces urbains de la ville et l’espace pratiqué, pensé ou relaté par les passants.<br />
<br />
Ce que l’on veut analyser plus précisément c’est ce que devient, à l’usage, une ville pensée en termes d’utopie et quels sont les avatars de la fonction de l’art fortement présente dans la conception. Dans ce sens, notre première question s’interroge sur les relations existantes entre l’art et l’espace urbain où l’œuvre se situe. Cette question sous-entend deux axes principaux à explorer : celui qui questionne l’intention des concepteurs de ces espaces artialisés et celui qui s’intéresse aux pratiques de l’espace urbain et à la perception des œuvres d’art disposées à travers le tissu urbain.<br />
<br />
Pour nous mettre en œuvre cette problématique, tout en partant de l’ethnographie comme cadre méthodologique, nous avons décidé de nous concentrer sur une ville concrète, conçue et construite d’une façon assez particulière : Gibellina en Sicile (proche de Trapani). Détruite en 1968 par un tremblement de terre, elle a été conçue comme "le musée d’art contemporain en plein air le plus grand d’Europe" et cette conception nous l’a fait choisir comme un excellent exemple pour étudier la problématique que nous venons vient d’ébaucher.</div>

An account of the resource
To a backdrop of dizzying urbanization, French utopian thinkers of the nineteenth century set out to explore the transformative possibilities of the modern metropolis. Linking literary analyses with diverse strands of cultural and intellectual history, this study considers how the utopian vision of the city in turn came to impinge on prose writing by poets: in Saint-Simonian literature, and in texts by Théophile Gautier, Charles Baudelaire and Arthur Rimbaud. At points steeped in the hyperbolic rhetoric of utopian projects, these texts nonetheless wear away at the internal coherence of that rhetoric and the idealizing meanings it supports. What emerges from Greg Kerr’s analysis is a hitherto unfamiliar dimension of these writings, revealing the alertness of some of the greatest exponents of nineteenth-century poetry to the dynamic possibilities of utopian writing, and suggesting new ways to understand the evolution of poetic discourse across the century.

Les textes ici réunis vont de l’approche théorique (la ville comme langage et comme mémoire, la tension utopique de l’espace) à des considérations plus concrètes, notamment sur la politique de la ville et la question des banlieues. Sans que jamais ne soit abandonnée une approche plus sensible, qui fait la part belle à la promenade comme méthode : cela même à quoi les lecteurs du Dépaysement ont été familiarisés.<br />
<br />
Défini comme un devenir illimité, aux bords de plus en plus imprécis, le phénomène urbain est abordé comme un énorme puzzle dont toutes les pièces ne coïncident pas toujours forcément entre elles, ne serait-ce qu’à cause de l’écart entre les "pièces montées" de l’architecture et le bricolage de la ville en train de s’inventer et se réécrire sans fin.</div>

Lancé en 1953 par Eugène Claudius Petit, ancien ministre de la Reconstruction et de l’Urbanisme, Firminy-Vert, près de Saint-Etienne (Loire), devient rapidement célèbre, par son ampleur, comme exemple de l’urbanisme corbuséen. Dessiné par les architectes Charles Delfante, André Sive et Marcel Roux, le quartier a été conçu selon les principes de la Charte d’Athènes. Il y a 40 ans, l’historien de l’architecture <b>Yvan Christ</b> publiait <i>Paris des utopies</i>, espèce d’inventaire à la Prévert des "grands projets" recalés à l’examen de sortie. C’était les années Pompidou ; Paris pleurait ses halles centrales et Malraux lui-même refusait tout sursis à l’architecture d’Hector Guimard. l’idée d’un pont Napoléon sommé d’une effigie impériale façon colosse de Rhodes passait alors pour une bimbeloterie pittoresque, la démesure corbuséenne la reléguant ad aeternam au placard des nains de jardin. Seulement, les modernes ont passé et, après eux, les post-modernes. Autoproclamé "grand", Paris s’interroge...</div>

Il nous a semblé opportun et jouissif de rééditer ce catalogue d’extravagances séculaires. On l’a agrémenté de quelques trouvailles ayant échappé à l’auteur – une grandiloquente pâtisserie placardée à l’arrière du palais de l’institut, les gratte-ciel crypto-staliniens de la porte Maillot –, ainsi que des projets plus contemporains qui démontrent avec quelle vigueur la vieille capitale des Mérovingiens continue d’exciter la verve des architectes.</div>

Among their least appealing aspects, cities are frequently characterized by concentrations of insecurity and exploitation. Cities have also long represented promises of opportunity and liberation. Public decision-making in contemporary cities is full of conflict, and principles of justice are rarely the explicit basis for the resolution of disputes. If today’s cities are full of injustices and unrealized promises, how would a Just City function? Is a Just City merely a utopia, or does it have practical relevance? This book engages with the growing debate around these questions.<br /> <br /> The notion of the Just City emerges from philosophical discussions about what justice is combined with the intellectual history of utopias and ideal cities. The contributors to this volume, including Susan Fainstein, David Harvey and Margit Mayer articulate a conception of the Just City and then examine it from differing angles, ranging from Marxist thought to communicative theory. The arguments both develop the concept of a Just City and question it, as well as suggesting alternatives for future expansion. <div><b>Abstract from the publisher : </b></div> </div> This study recovers Italo Calvino's central place in a lost history of interdisciplinary thought, politics, and literary philosophy in the 1960s. Drawing on his letters, essays, critical reviews, and fiction, as well as a wide range of works--primarily urban planning and design theory and history--circulating among his primary interlocutors, this book takes as its point of departure a sweeping reinterpretation of Invisible Cities. Passages from Calvino's most famous novel routinely appear as aphorisms in calendars, posters, and the popular literature of inspiration and self-help, reducing the novel to vague abstractions and totalizing wisdom about thinking outside the box. The shadow of postmodern studies has had a similarly diminishing effect on this text, rendering up an accomplished but ultimately apolitical novelistic experimentation in endless deconstructive deferrals, the shiny surfaces of play, and the ultimately rigged game of self-referentiality.</div> </div> In contrast, this study draws on an archive of untranslated Italian- and French-language materials on urban planning, architecture, and utopian architecture to argue that Calvino's novel in fact introduces readers to the material history of urban renewal in Italy, France, and the U.S. in the 1960s, as well as the multidisciplinary core of cultural life in that decade: the complex and continuous interplay among novelists and architects, scientists and artists, literary historians and visual studies scholars. His last love poem for the dying city was in fact profoundly engaged, deeply committed to the ethical dimensions of both architecture and lived experience in the spaces of modernity as well as the resistant practices of reading and utopian imagining that his urban studies in turn inspired.</div> </div> <b>Letizia Modena </b>is Assistant Professor of Italian at Villanova University.</div> </div>
