Comment peut-il contribuer à mettre en valeur une ville, son patrimoine, son histoire et ses habitants ? <br />

C'est notamment à ces questions que l'auteur de ce rapport pour le Ministère du logement et de la ville a été chargé de répondre, estimant que le commerce, à l'image du logement et des autres activités, fait partie intégrante de la réflexion urbanistique et contribue à la structurer. <br />
<br />
Il émet 30 propositions autour de 3 axes : dynamiser les commerces de centre-ville ; mettre en place certaines préconisations du rapport Attali qui concernent le commerce et la ville ; développer le commerce dans les quartiers fragiles et dans les vieux centres urbains dégradés.</div>

Phase de transition entre tradition et modernité, la période du Mandat (1920-1940), après la disparition de l'Empire ottoman, place le Liban sous l'administration de la France. Cette influence occidentale, tant politique que culturelle, laisse son empreinte sur l'architecture et le paysage urbain, en particulier à Beyrouth qui devient alors le siège du pouvoir français en Orient.</div>

Les analyses socio-historiques et typologiques dévoilent la richesse architecturale de cet héritage en étudiant les débuts de l'occidentalisation à Beyrouth dans l'architecture domestique, processus qui s'étend des dernières années du XIXe siècle jusqu'aux années trente.</div>

By the end of the twentieth century, decaying inner cities in America continued to lose ground despite the best efforts of local and federal officials. By then the investment in urban revitalization begun during the activist 1960s had become a romantic memory. Roger Biles’s insightful new book shows why. The first major comprehensive treatment of the subject in thirty-five years, superseding Mark Gelfand’s landmark A Nation of Cities, it examines the federal government’s relationship with urban America from the Truman through the Clinton administrations.<br />

Deftly analyzing the efforts of presidents, legislators, and other policy makers to deal with a range of troubling and persistent urban issues—especially problems related to housing, transportation, and poverty—Biles chronicles the attitudes and policy proposals of each president and his chief appointees. He shows that, although various presidents announced initiatives to benefit cities, only Jimmy Carter actually made a sustained effort to do so, while the Eisenhower administration stepped back from New Deal–Fair Deal engagement in urban affairs and LBJ’s Great Society programs succeeded in reviving ailing cities—until money was diverted to the Vietnam war. Biles explains how Ronald Reagan’s New Federalism reduced the federal government’s presence in urban America with a vengeance and how Bill Clinton’s “Third Way” for America’s cities signaled yet another triumph for devolution and decentralization. Au terme des journées insurrectionnelles de 1848, la IIe République est proclamée par un gouvernement provisoire où siège Lamartine, Ledru-Rollin et Arago.<br />
<br />
Cette révolution résulte beaucoup de conditions d’existence (durée et dureté du travail, misère, conditions d’hygiène et de santé, habitat, criminalité) dont atteste une très forte mortalité chez les classes populaires. Il n’est donc pas étonnant que pour la première fois la question du logement apparaît parmi les revendications. La dénonciation des conditions d’insalubrité des logements devient alors une revendication importante qui conduit au premier vote d’une loi sur l’habitat populaire en 1850. Le "logement-marchandise" de Monsieur Vautour, ce type de propriétaire rapace décrit par Balzac et illustré par Daumier ou Grandville, commence à être dénoncé, tandis que différentes initiatives philanthropiques se mettent en place. Cependant il faut attendre 1894 pour qu’une loi crée les Habitations à bon marché (HBM, ancien des actuels HLM), et en 1912 pour que la puissance publique soit autorisée à participer au financement d’habitat de la "classe souffrante";<br />
<br />
Cette étude, parue une première fois en 1966 et complétée depuis, s'intéresse à l'action des acteurs politiques et réformateurs sociaux tels que le vicomte Arnaud de Melun, Frédéric Le Play, Jules Siegfried ou Georges Picot. Ces républicains libéraux oeuvrent lentement à la mise en place d'une intervention publique en faveur du logement afin, notamment, de contrecarrer l'influence grandissante du socialisme parmi la classe ouvrière. <br />
<br />
<b>Roger-Henri Guerrand</b> (1923-2006) était historien de la vie quotidienne en milieu urbain et traitait plus spécialement des problèmes de logement social. Professeur émérite à l'École d'architecture de Paris-Belleville, il était membre du conseil scientifique CEDIAS-musée social. Il a soutenu la première thèse française consacrée à l'histoire du logement populaire en 1966.</div>

La Grande-Bretagne, depuis longtemps confrontée à des épisodes de tensions urbaines, a développé dès les années 1980 une réflexion axée sur le multiculturalisme, la lutte contre la discrimination raciale et contre la sous-représentation politique des minorités. Ces approches ont abouti, dans la décennie suivante, à des politiques ambitieuses contre la discrimination raciale dans la police.<br />
<br />
Les idées de citoyenneté, de valeurs communes, et la notion de community cohesion du New Labour de Tony Blairl es ont éclipsées après la vague d’émeutes de 2001. Mais le multiculturalisme continue d’inspirer nombre de politiques Outre-Manche et d’animer un vif débat.<br />

Un essai éclairant, dans un contexte européen où le multiculturalisme tend à s’effacer au profit d’un "néo-assimilationniste", notamment en France où statistiques ethniques et sous-représentations des minorités restent sujets à polémique.</div>

Romola Sanyal’s talk will address multiple narratives of Dharavi, Mumbai and how these competing and complimentary narratives produce particular claims to citizenship. Much of the work is based around her recent and brief fieldwork in Dharavi, but also draws on postcolonial theory. The fieldwork entailed going on several ‘slum tours' and the talk will pick up on how the slum is narrated through these and other media.<br />
<br />
<b>Romola Sanyal </b>is Lecturer in Global Urbanism at Newcastle University. Her work focuses on the intersection between Refugee Studies and Urban Studies in trying to understand how refugee spaces urbanize. Studying refugee 'colonies' in Calcutta and camps in Beirut, the work endeavours to show how the production of space is central to the production of refugee identity and rights. The aim is not only to debunk widely held beliefs that refugee camps form spaces of exception, by pointing to the complexity of relations that construct refugee identities and spaces, but to show how these sites are becoming increasingly informalized and urbanized as a result of particular geopolitics. Her work studying the refuge through the lens of the city raises critical questions of identity, citizenship and belonging can be raised particularly in relation to space and place.</div>

The colloquium will be focused on one particular city – London – and will bring together the themes of food growing, ‘public’ space and the city to explore thought-provoking questions around food equity, access to public and semi-private space, and the ability of different socio-economic groups to establish their own interests in city planning and construction processes that have consequences for private and community-based food production and distribution (e.g. the provision and retention of community food growing spaces, the creation of productive and educative school grounds, the provision of housing with growing and food preparation spaces). The issue of food, food production and public spaces in cities is currently high on the political agenda. While urban agriculture has a long history, contemporary concerns over the environmental impacts of ‘food miles’ and our industrialised countryside, food security issues, together with growing recognition of the health, social and community benefits of gardening, are driving the issue of local urban food production up the political agenda. With waiting lists for allotments in Camden, for example, currently stretching to an estimated 40 years, and with the nation’s front gardens disappearing under tarmac car parking, attention is turning to the food growing potential of a multitude of overlooked and undervalued city sites.</div>

Today I'll be mentioning a number of different kinds of diversity... and asking the general question, what are our limits in allowing them their expression in the city? I'll be drawing on some of my own recent work, and on the work of lots of colleagues, to make the argument that though we in Australia are well-schooled in the discourses of things like multi-culturalism that value and acknowledge diversity, there is some evidence in our cities that we, some of us, are not very good, in fact, at accommodating or encouraging, and sometimes even tolerating, some differences. And that sometimes visible difference has become tied up with fear, notions of risk, and disorder.</div>
