C&amp;rsquo;est ce &amp;quot;retour sur enqu&amp;ecirc;te&amp;quot; qui fit na&amp;icirc;tre ce livre, qui voudrait donner &amp;agrave; lire ces histoires de pauvret&amp;eacute; ordinaire, de parcours chaotiques en ruptures familiales, de fuite devant les huissiers et de lutte contre la radiation de l&amp;rsquo;assurance ch&amp;ocirc;mage. A travers les histoires de Pascale, Papi, Jeanine, se dessine une image non mis&amp;eacute;rabiliste mais pour autant peu optimiste de la situation des plus faibles en France. Comment les g&amp;eacute;n&amp;eacute;rations successives font-elles face &amp;agrave; cette r&amp;eacute;alit&amp;eacute;, quelles armes utilisent-elles ?&lt;/div&gt;
&lt;br /&gt;
Loin de poser des certitudes, ce travail in&amp;eacute;dit voudrait rompre avec une image homog&amp;egrave;ne d&amp;rsquo;un groupe social. Rompre &amp;eacute;galement avec cette id&amp;eacute;e qu&amp;rsquo;il n&amp;rsquo;y a plus rien &amp;agrave; dire sur les pauvres fant&amp;ocirc;mes d&amp;rsquo;un monde industriel disparu.&lt;/div&gt;

Pourtant, une proportion non négligeable de leurs populations étrangères, en particulier dans les grandes métropoles, viennent d’autres pays développés. Cet article avance l’idée que ces migrants non seulement sont numériquement importants dans les villes mondiales de l’OCDE mais constituent aussi des communautés significatives qui gardent des liens étroits avec leurs pays d’origine. L’article se penche sur le cas du million d’Australiens vivant à l’étranger, dont la moitié dans les villes mondiales européennes et nord-américaines. À partir d’une étude quantitative et qualitative d’un échantillon d’expatriés australiens, l’article analyse les processus de développement de communautés d’expatriés australiens, leurs caractéristiques et les liens maintenus avec la mère-patrie. Cet article examine l’influence de cette diaspora sur l’Australie et son implication dans la vie économique et sociale des pays d’accueil. Le gouvernement australien a récemment mis en place une enquête sénatoriale sur la diaspora nationale et envisage une série de mesures à son propos, qui sont analysées à la fin de l’article. </text>

                <text>In the rapidly growing body of research on diasporas, Europe and North America attention has focused on communities from south nations. However, a significant proportion of their foreign populations, especially in their major metropolitan areas, originate from other developed countries. This paper argues that these migrants not only are numerically significant in OECD world cities but also that they often constitute meaningful communities and maintain significant linkages with their homelands. It focuses on the one million Australians currently living in foreign countries, more than half in the world cities of Europe and North America. It utilises a study collecting both quantitative and qualitative information from a sample of these Australian expatriates. It examines the process of development of the Australian expatriate communities in world cities, their defining characteristics and the linkages they maintain with their homelands. The paper examines the nature of the impact of the diaspora on Australia as well as their involvement in the economy and society of their destinations. The Australian government recently set up a Senate Inquiry into the national diaspora and is contemplating a range of policies with respect to it and the paper concludes with a discussion of these policies. </text>

                <text>Many developing countries in the 1950s, and 1960s adopted a growth centred strategy which was a centralised approach to development with the main focus on efficiency. But this strategy failed to improve the socio-economic situation of the majority of their rural population because it ignored the needs of the urban and rural economy i.e. agriculture, especially in commodities-based export countries. From 1970s onwards, the emphasis has shifted towards more a decentralised approach to development with a rural development bias. But the experience of different countries shows that with such a strategy the objective of equity is attained at the cost of efficiency and national growth. In both the centralised and decentralised approaches, the small towns and intermediate cities remain neglected. The researchers and planners have argued that in countries with an unbalanced settlement hierarchy, especially in the case of urban primacy, equity and efficiency could be achieved by promoting the development of smaller settlements which would integrate the entire urban hierarchy. To get the context for the empirical study, a literature review is undertaken. This examines the theoretical and empirical approaches to the study of development and urbanisation in developing countries. Then, the urbanisation process in Iran is discussed in detail, with particular reference being placed upon the socio-economic transition in the pre and post-Revolutionary era. The present research investigates the impact of development policies on urbanisation in Iran in general and at the provincial level in particular. The centralised development policy of the pre-Revolutionary period created severe regional disparities despite the availability of great wealth (oil) and undermined the peasant economy of the mass rural population. The most conspicuous consequence of this policy was rural-urban migration and rapid growth of urbanisation. This study investigates the impact and effect of such policy in an area where the dependency on agriculture is very high. The post- Revolutionaiy development policies tend to be decentralised and shown a greater concern with agriculture. Thus the research aims to evaluate the effect of a new decentralised policy on rural and urban development at the regional level in Mazandaran province. By closer study of Amol city, the research investigates the impact of rural prosperity on an intermediate city and its hinterland. The research has shown that although the new sectoral development (agriculture) decreased the overall economic gap between rural and urban areas, it has failed to prevent migration and the rapid urban expansion of small cities such as Amol.</text>

                <text>A sustainable and sustaining planning strategy is globally important for metropolitan areas. Sustainable planning addresses the development of strategies to reduce the use of resources, increase economic efficiency and improve integration of social aspects. In contrast, splinter development (e.g. urban sprawl) involves damage to nature and generation of an increasing volume of traffic (these are the main criticisms following a study by Newman and Kenworthy (1989) on the relationship between settlement density and energy consumption). Interestingly, the overly compact city also has this effect as it may generate traffic flows for accessing green and leisure areas, or changes of residence due to a favouring of sites that lie farther away from the centre than the inhabitants' current places of residence. Households not only consume urban amenities integrated into densely populated areas, but also aspire to have access to green and leisure areas. Schwanen et al. (2004) showed that households usually optimize their residential choice with respect to accessibility to various types of amenities, which is inherently linked to the frequentation rate of these amenities (daily, weekly, monthly, and occasional) (c.f. spatial practice of people). Moreover, on an urban scale, over-compactness causes ecological problems such as a lack of green wedges for supplying the city with fresh air (urban microclimate). Thus, we aim to find a solution for managing dispersed development which marries the twin elements of green and built-up space in a highly efficient manner. This solution also needs to incorporate dynamic aspects of a city as well as minimizing traffic costs and emissions. Based on the observation that urban space is founded on the principle of fractal geometry, it seems interesting to explore to what extent fractal geometry may be drawn upon for solving the spatial antagonism of compactness and urban sprawl.</text>

                <text>Face à l'augmentation de la mobilité, les politiques de développement durable cherchent à optimiser l'utilisation des infrastructures de transport existantes. En particulier, les systèmes d'information du trafic à large échelle ont le potentiel d'optimiser l'utilisation du réseau de transport. Ils doivent fournir aux usagers une information fiable en temps réel leur permettant d'optimiser leurs choix d'itinéraires. Ils peuvent également servir d'outils d'aide à la décision pour les gestionnaires du réseau. La thèse étudie comment l'émergence des services Internet sur les téléphones portables et la rapide prolifération des systèmes de géolocalisation permet le développement de nouveaux services d'estimation et d'information des conditions de trafic en réseau urbain. L'utilisation des données provenant de véhicules traceurs nécessite le développement de modèles et d'algorithmes spécifiques, afin d'extraire l'information de ces données qui ne sont envoyées, jusqu'à présent, que par une faible proportion des véhicules circulant sur le réseau et avec une fréquence faible. La variabilité des conditions de circulations, due à la présence de feux de signalisation, motive une approche statistique de la dynamique du trafic, tout en intégrant les principes physiques hydrodynamiques (formation et dissolution de files d'attentes horizontales). Ce modèle statistique permet d'intégrer de façon robuste les données bruitées envoyées par les véhicules traceurs, d'estimer les paramètres physiques caractérisant la dynamique du trafic et d'obtenir l'expression paramétrique de la loi de probabilité des temps de parcours entre deux points quelconques du réseau. La thèse s'appuie sur les données et les infrastructures développées par le projet Mobile Millennium à l'Université de Californie, Berkeley pour valider les modèles et algorithmes proposés.                 <text>Les politiques abordant la problématique énergétique en France dans le domaine immobilier se focalisent sur les actions à conduire à l'échelle du bâtiment. Cette vision parcellaire occulte l'existence d'autres objets immobiliers pour lesquels l'efficacité d'une démarche limitée à la seule mise en œuvre de solutions techniques est insuffisante : c'est le cas des grands patrimoines immobiliers d'envergure nationale. L'approche systémique montre que la résolution du problème soulevé par l'intégration de la nouvelle donne énergétique ne réside pas dans l'action énergétique mais dans la mutation du système de gestion patrimoniale. La compréhension énergétique d'un parc immobilier implique alors de réinterpréter l'objet immobilier lui-même pour comprendre son fonctionnement global et déterminer un processus d'amélioration continue dans lequel devra s'inscrire la maîtrise du flux énergétique. Ce travail de thèse appréhende la complexité fonctionnelle des parcs immobiliers d'envergure nationale en menant une interprétation systémique fondée sur l'établissement d'un concept de performance globale. Cette démarche, avant tout, méthodologique repose sur l'élaboration d'une cartographie des processus macroscopiques devant intervenir en gestion patrimoniale pour obtenir une évolution positive du système immobilier. L'étude menée sur le parc ministériel de la défense a permis de confronter notre démarche à une forme réelle de complexité immobilière et de la mettre en pratique dans le domaine énergétique. L'élaboration d'une stratégie ministérielle et l'établissement d'un système d'information de gestion ont notamment contribué à valider la portée opérationnelle des résultats obtenus. L'émergence d'une véritable pensée stratégique patrimoniale ouvre des perspectives d'évolution systémique fondées sur la réorganisation progressive d'un fonctionnement immobilier souvent rudimentaire</text>

                <text>Vingt ans après l'apparition du développement durable, le moins que l'on puisse dire est que son opérationnalité n'est pas évidente. Cette contribution tente de penser l'après-développement durable, à partir de trois grandes interrogations. Le développement durable ne recèle-t-il pas une contradiction en soi ? Le terme de développement implique une modification structurelle, où celui de durabilité suppose une continuité dans l'utilisation des ressources. Quel sens y a-t-il à préserver des ressources pour des générations futures, si nous ne savons pas lesquelles seront indispensables ? La durabilité fait l'impasse sur le fait que l'histoire de l'humanité est une alternance de phases plus ou moins stationnaires et de ruptures brutales. Est-il vraiment possible d'articuler grandes et petites échelles d'action, comme si les mêmes principes devaient fonctionner du mondial au local dans un grand mécano planétaire ? Du local au global, les interactions ne sont pas les mêmes. Convient-il de rappeler que le local peut être défini comme "ce qui relève du lieu". C'est-à-dire là où la cospatialité remplace la distance. Tout se passe comme si le développement durable révait un monde lisse sans heurts, sans conflits, sans crises : en somme, la négation même de la vie.</text>

                <text>Le développement rural est considéré dans cette étude sous l'angle de ses effets urbanisants : Développement rural et urbanisation sont deux phénomènes étroitement liés. L'urbanisation physique (concentration de population non agricole dans les villes)  ou géographique entraîne incontestablement un développement agricole en même temps qu'une urbanisation sociologique des campagnes (diffusion dans les campagnes d'éléments du mode de vie urbain). Elle a généralement une origine non agricole (développement de l'appareil d'Etat et du secteur tertiaire, développement industriel, tourisme). La tendance générale à une urbanisation du Tiers-Monde apparaît pour les différents pays analysés dans cette étude, mais elle s'effectue selon des modalités trés  différentes en fonction des formations sociales.</text>
