En Syrie, où environ un tiers de la population vit de l'agriculture, la notion de ruralité peut sembler encore vivace. Cependant, ici aussi, les campagnes sont reliées depuis toujours aux marchés urbains qui dictent les productions agricoles. Malgré cela, le dualisme urbain-rural apparaît encore largement dans les discours des habitants, discours souvent teintés de représentations communautaires liées à une origine géographique : un Druze à Damas est forcément un homme du Djebel, image négative de surcroît pour un damascène. Il est synonyme d'une ruralité qui exprime surtout la différence et le rejet social. La stratégie de la communauté druze du sud syrien a été d'enjamber les frontières étatiques pour tenter de fuir un enclavement social, économique et politique. Essentiellement rurale, la communauté druze a capté lors de ses migrations des fonts et des attributs d'urbanité qui contribuèrent à redessiner les nouvelles frontières intra-régionales lors du retour des pionniers. En recréant ces nouvelles frontières dans l'espace régional où de nouvelles formes d'inégalités sont apparues : appropriation foncière, revenus migratoires, accaparement des richesses agricoles et industrielles dans le domaine privé, consommation démesurée sont autant de nouvelles fractures qui nourrissent les représentations.

Favoriser les modes de déplacements doux et plus particulièrement le déplacement piéton exige de mener deux actions conjointes : réduire l'exposition au risque du piéton et réinventer le sens des espaces publics urbains (EPU). La première revient à intégrer la question du différentiel de vitesse entre l'usager motorisé, le cycliste et l'usager des transports en commun. Elle exige également la vigilance du piéton. La seconde action consiste à d'offrir un environnement facilitant " l'interaction " entre individus, un processus complexe puisqu'il s'agit d'aboutir dans l'instantané à une négociation entre intérêts a priori divergents et ce dans un contexte caractérisé par l'anonymat. L'interaction négociation revêt plus qu'une simple dimension psychologique puisqu'elle participe de l'apprentissage de l'altérité et de la reconnaissance de la dimension politique de la scène où elle se déroule. Aussi, valoriser la marche à pied exige d'établir une distinction entre (1) la gestion des flux de piétons et (2) la conceptualisation des espaces publics urbains (EPU) en vue de faciliter leur partage sur le mode éphémère. Toute action en faveur du déplacement piéton inclut une réflexion sur la réinvention du sens politique des EPU.

What kind of urbanism does Google Earth produce?<br />

Exploring the increasingly decentralized systems through which cities are organized and produced, Distributed Urbanism highlights the architectural practices that are emerging in response. Unlike early models of urbanism, in which centralized models of production, communication and governance were sited within a central business district, contemporary urbanism is shaped by remote, distributed mechanisms such as information technologies, (i.e. SatNav, Google Earth, E-trade, Photosynth or RSS web feeds) cooperative economic models and environmental networks, many of which are physically remote from the cities they shape.<br />

The starting point of this paper is to consider that there is no general answer to the question of the equity of urban road pricing. We therefore simulate and compare the distributional effects on commuters of nine toll scenarios for Paris, assuming that utility is nonlinear in income. We show that the distributional pattern across income groups depends crucially on the level of traffic reduction induced by tolling. Stringent tolls are more favourable to low-income motorists. Equity effects also vary with toll design. Compared to a reference scenario which uniformly charges all motorists driving within Paris, an inbound cordon toll is detrimental to low-incomes. Conversely, granting a rebate to low CO2 emission cars slightly improves their situation while an exemption for Paris residents is neutral. Surprisingly, it matters little for social equity whether toll revenues are allocated to all commuters or solely to public transport users.

The principal research question is “Why do some neighborhoods in U.S. urban areas stay economically healthy and others do not?” This study proposes three hypotheses on diverging paths of neighborhood change: first, neighborhood change is produced by interactions of factors at the metropolitan, municipal, and neighborhood scales; second, “the politics of scale”—city size and the homogeneity level of household interests in a municipality—is an important factor leading to different paths and outcomes of neighborhood change; and third, factors of neighborhood change have altered over time.
The primary data set used in this study is the Neighborhood Change Data Base by GeoLytics that includes the decennial census data across the country from 1970 to 2000 at the census tract level. This study examines the proposed hypotheses with a random sample of 35 metropolitan areas and analyzes the data set using multilevel modeling. Using per capita income and average housing value in neighborhoods, this study develops an index of neighborhood economic condition and uses the change of this index as the dependent variable in the empirical analyses. The explanatory variables included in the model are based on the theories on neighborhood change and the comprehensive model of neighborhood change proposed in this study.
This study finds clear evidence to support the proposed hypotheses. First, neighborhood change is produced by interactions of factors at the metropolitan, municipal, and neighborhood scales. Secondly, the politics of scale matters in neighborhood change in that neighborhoods are more likely improve economically in smaller and more homogeneous cities. Finally, factors affecting neighborhood change have altered over time.
Based on the findings, this study suggests that it is essential to take metropolitan, municipal, and neighborhood contexts into account together in setting public policies for community development. With regard to the politics of scale, larger and more heterogeneous cities should learn from smaller and more homogeneous cities by, for example, working to increase community interaction, which is positively related to city growth. Finally, because the factors associated with neighborhood change were different in different time periods, local governments should plan in preparation for housing market change.
By taking the municipal and metropolitan contexts as well as the neighborhood context into account, this study helps improve our understanding of diverging paths and determinants of neighborhood change. If we know why neighborhoods undergoing changes move in different directions and how the influences of neighborhood change have altered over time, we can do a better job of designing policies to ameliorate different conditions. In a more theoretical vein, this study contributes to the literature by providing a comprehensive model of neighborhood change over space and time.

Le texte part de l'impression largement partagée ‘d'oral débridé', c'est-à-dire de pratiques langagières orales variées propres essentiellement à une population en âge d'être scolarisée auxquelles les travailleurs sociaux sont confrontés souvent dans l'incompréhension, l'étonnement, la crainte ou la réprobation. Dannequin (1997) par exemple dresse la liste des plaintes dont les travailleurs sociaux, éducateurs ou juges, se font l'écho : incivilités, violences verbales, incompréhensions... Les incompréhensions linguistiques seraient dues notamment au plan suprasegmental qui serait « maltraité » : un « débit haché », un « accent banlieue », en même temps qu'une « absence de maîtrise des niveaux de langue » caractériseraient les pratiques des jeunes en âge d'être scolarisé et « agresseraient » les éducateurs. Suivant l'hypothèse de Nicole Gueunier (2000), on peut toutefois considérer que cette « frontière d'incommunicabilité générationnelle relève autant du relationnel et des représentations que du linguistique ». Dans ce texte, nous suivons cette piste de l'incommunicabilité liée à des différences d'interprétation d'un matériau linguistique source de multiples malentendus.

</strong> "Diversité sociale", "ségrégation urbaine", "mixité"…, autant de termes qui font flores aujourd’hui et qui témoignent de l’importance de la composition et de la segmentation sociale de nos villes. On les retrouve dans les travaux de chercheurs, dans les rapports ministériels, dans les textes réglementaires, dans les copies d’étudiants et même dans la presse quotidienne. Pour autant, les questions de société qui se cachent derrière sont-elles aussi claires qu’on voudrait parfois le croire ?<br />
<br />
Ces termes et les questions qu’ils soulèvent ont une histoire et traduisent des débats. Ils nous servent à décrire les territoires urbains et leur renouvellement mais finissent par faire écran à l’analyse, à force d’être employés pour désigner des situations et des processus parfois assez différents les uns des autres. Surtout, ils sont mobilisés – certains diront "instrumentalisés" – pour justifier telle politique, telle opération ou au contraire pour les dénoncer.<br />

L’objet du présent ouvrage est de présenter des contributions de chercheurs, sociologues, géographes, anthropologues, historiens, juristes… rédigées à l’occasion d’un séminaire de recherche initié par le Plan Urbanisme Construction Architecture. Il ne s’agit donc pas d’un travail lexicographique, mais d’un ensemble d’analyses visant à éclaircir la compréhension d’enjeux qui sont au coeur des transformations et des politiques urbaines aujourd’hui, en France, en Europe et ailleurs…

Today I'll be mentioning a number of different kinds of diversity... and asking the general question, what are our limits in allowing them their expression in the city? I'll be drawing on some of my own recent work, and on the work of lots of colleagues, to make the argument that though we in Australia are well-schooled in the discourses of things like multi-culturalism that value and acknowledge diversity, there is some evidence in our cities that we, some of us, are not very good, in fact, at accommodating or encouraging, and sometimes even tolerating, some differences. And that sometimes visible difference has become tied up with fear, notions of risk, and disorder.</div>

This introduction places the articles in the broader context of two prominent urban themes. One is the distinctiveness of the ancient and ever-changing cities of the Middle East. Cities in the region certainly differ among themselves, but share some commonalities in history, spatial structure, political organization, and culture. However, that distinctiveness is eroding under the external influences of globalization, international politics, and neoliberal policies. The second theme in these articles is that of divided or contested cities. The authors apply more general theories of social and symbolic boundaries to urban sociology as well as theories of the social construction of urban space, its representational force and cultural significance.</div>

When the Persian dynast and Karian King Maussollos died in 352/351 BC he was interred in the most incredible dynastic monument the world had ever seen, the eponymous ruler's tomb to be, the Maussolleion at Halikarnassos. The Maussolleion was placed in the city centre of the newly planned residential city and capital of Hekatomnid Karia, and it was staged as the biggest of the sanctuaries of Halikarnassos. Surely, neither discretion nor modesty was involved in this endeavour. It was soon counted as one of the Seven Wonders of the Ancient World, and already in the 18th century it was included as one of the canonical yet quite mysterious monuments of Classical Antiquity. This contribution focuses on the Maussolleion as both a dynastic tomband as a sanctuary celebrating the Hekatomnid dynasty in an Ancient Near Eastern tradition of Divine Kingship. It explores local, regional and supra-regional contexts of similar phenomena in Antiquity. Furthermore, it also focuses on the Maussolleion as a building type, forming a vital part of aristocratic culture by offering a phenomenological view of rulers' tombs and their role in urban planning.

Ce bilan fait état du parcours des études urbaines au Québec durant la première décennie du XXIe siècle. Relativement récentes, les études urbaines se distinguent par l’interdisciplinarité et une distance critique à l’égard de l’action publique. La création du réseau Villes Régions Monde (VRM), il y a une décennie, a favorisé le renouvellement de ce champ de recherche. Comment sont examinés les grands enjeux urbains contemporains ? Quels sont les outils élaborés par les chercheurs pour en faire l’analyse ? Des thématiques comme l’immigration, les dynamiques communautaires, le développement économique, les réformes institutionnelles et la gouvernance, la mobilité, l’environnement, le patrimoine, les formes d’habitation ou encore les représentations territoriales sont explorées. L’état des lieux dressé par les contributeurs met en perspective le dynamisme de la recherche et tente une certaine prospective des avenues à privilégier. Adoptant une position intermédiaire, entre l’Europe et les Amériques, entre les politiques publiques et les pratiques tant sociales que professionnelles, entre les disciplines des sciences sociales et de l’aménagement, les études urbaines québécoises récentes se caractérisent par de nombreuses recherches empiriques et l’attention soutenue portée aux grands centres urbains. Cet ouvrage constitue un point de départ en vue de mieux comprendre la particularité des études urbaines au Québec.</div>
