Le montant total des constructions nouvelles aux Pays-Bas diminuera dans l'avenir en fonction des modifications démographiques. De plus en plus, le marché du logement existant devra répondre aux demandes du logement. En conséquence, la redistribution des programmes de construction sera de toute première importance. L'analyse des « chaînes de logements vacants » est utilisée pour la succession de locataires par habitation. La reconstitution des «chaînes de logements vacants » prises individuellement est cependant très aléatoire et manque d'appui théorique. Le modèle basé sur l'étude des arrivées et des départs, qui est décrit dans cet article, fournit une alternative et peut être utilisé pour évaluer le montant total et la composition du roulement qui résulte d'une différenciation spécifique des programmes de construction. Un pas décisif a été fait dans l'élaboration du modèle — il s'agit de la délimitation spatiale et sectorielle de sous-marchés du logement. La délimitation spatiale des sous-marchés est réalisée au moyen d'une analyse de regroupement. C'est par l'analyse loglinéaire qu'on réalise la délimitation sectorielle des sous-marchés et qu'on évalue les liens existant entre ces sous-marchés.</text>

                <text>It is estimated that there are currently 3.9 million people living in urban poverty in Thailand, without the existence of an effective social assistance safety-net. This thesis presents an analysis of Thai governments’ urban poverty alleviation policy. The central aim of the thesis is to question whether Thai government policy on urban poverty alleviation can be effective for the poor and the poorest in urban slum communities. Qualitative methods are used, supported by documentary research, and the author’s own experience of being a community development worker and researcher in the urban slums of Thailand over a period of 18 years. I have endeavoured to elicit information from the range of stakeholders engaged with contemporary urban poverty alleviation policy in Bangkok. Thus the research includes the perspectives of policy makers, the poor, and the poorest. I distinguish between these latter two groups by describing those who have access to some government provision for the urban poor and those who are excluded from such provision. I interviewed 18 policy makers, 15 community savings groups committee members, and 65 of the excluded poorest. I investigated the development of policy relating to the urban poor through an analysis of key government reports and documents. I examined all of the government policy documents relating to policies for urban poverty alleviation and the Thai Governments’ five year National Economic and (later) Social Development Plans from 1961 to 2006. I also analysed each of the fifty four Government statements on their policies to the National Assembly covering this period. This research produced two major new vehicles for understanding and interpreting Thai government urban poverty alleviation policy. First, the policy document research enabled me to construct a critical account of the historical development of policy relating to the urban poor, particularly those in slum communities. Second, the interviews produced a unique view of the often desperate lives lived by some Thai citizens who are part of communities residing in what is estimated as 2,000 slums in Thailand. This view is seen through the eyes of both the urban poor and the policy makers. I found attitudes of the policy makers towards the urban poor contain a number of diverse stances, both negative and positive. The Government’s preferred way of helping, previously by housing improvements, and recently by promoting credit and loan schemes with a low interest rate to strengthen community-based organisations and emphasise self-reliance, does help some of the poor; it also excludes others. An important discussion in the thesis is about self-reliance. This is widely referred to by all stakeholders-from HM The King, through leading thinkers including Buddhist scholars, to the poorest in the slum communities. I analyse what such a concept means to each of these groups. I have found there may be little agreement, either on what is being spoken about, or what the implications of self-reliance are for helping Thailand’s poorest citizens. The thesis is also concerned with how to improve the situations of the poor. There is therefore a review of some curricula relating to the training of social/community workers to assess how well students are prepared for their work. The conclusions make some practical recommendations for change at a policy level, via civil society, and in professional education. The direct education and training of the poor is seen as crucial to any substantial improvements. My own experience, producing the thesis in a western country, is included throughout. This is in order to reflect on my learning and the challenges of researching within and outside the Thai social structure.</text>

                <text>Very high resolution images are particularly well adapted to damage assessment methodology in urban area because on one hand it allows an analysis focused on the buildings solely through an object-oriented analysis, and on the other hand it permits a quantitative evaluation of this damage assessment using a visually established ground truth. We propose in this paper a method of damage assessment that uses these two benefits. First an original object oriented approach to register the images is presented. Then a simple and fast damage assessment method based on correlation is proposed and tested on the test-case of the earthquake of Bam in December 2003. Each building of a test-area is classified using Support Vector Machines. The performance of the method in each case is evaluated thanks to a manually constructed reference database that uses the European Macroseismic Scale. As a result, 75% of buildings are well classified among four different EMS damage grades.</text>

                <text>How is Globalisation changing the form and spatial structure of cities today? Deceptively simple, this question presents us with a number of methodological challenges and unanswered theoretical problems. What is globalization? Can we define a series of distinctive new phenomena constituting a coherent and logical outline? Do these phenomena influence the structure of cities today? If so, how? Our hypothesis is that processes related to globalisation have resulted in convergent transformation in urban spatial structure in some areas of global cities. However, convergent transformation emerges from very particular spatial, historic and social contexts. Old and new processes are in constant interplay and spatial outcomes are very different at first sight. The dichotomy between 'globalizing' and 'non-globalizing' spaces may contribute for social and spatial division and polarisation in cities. It also represents a new challenge for planners, who have to deal with often contradictory processes stemming from the global and local arenas. The primary hypothesis is supported by empirical evidence on the location patterns of command activities in the Randstad-Holland and Sao Paulo Metropolitan Region. Impacts on the distribution of economic activity, the constitution of business centralities and changes in spatial structure are evaluated in the two cases. We conclude that despite time-space compression caused by developments in transportation technologies and ICT, there is an enduring tendency towards agglomeration of advanced services. We argue that this is a result of the role played by urban technical networks and urban milieux in the organisation of economic activity. We simultaneously emphasize the importance of accessibility, visibility and face-to-face contacts, as necessary elements for the development of synergies between different agents: the urban 'buzz', essential for the appearance of innovation and creativity. The organisation of functional networks in urban territories where global flows are intense ('global cities') obeys a new logic derived from the acceleration of flows and increasing complexity of functional and technical networks in Post-Fordism. These new logic has produced new polycentric urban landscapes, with 'corporate centralities' structured around hubs of connectivity and transferability, where the transfer between several scales of operation (from local to global) is facilitated. </text>

                <text>Increasing mobility has contributed since a couple of years to favor urban sprawl. The negative impacts of urban sprawl are well known, in particular the increase of traffic flows and vulnerability of natural resources. Addressing those questions we propose a spatial decision support system based on a multi-scale approach. On the one hand, fractal geometry is used to determine where new urban developments are possible. Here, the central assumption is the fractal nature of urban growth allowing access to various types of amenities: central amenities (retailing, cultural offer...) and peripheral amenities (open landscape). On the other hand, the accessibility to retail centers offering different amenities is evaluated. Synthetic indicators are proposed taking into account the offer of each retail center as well as the distance to residential areas. The formalization is based on fuzzy sets theory. The fractal modeling and the indicators of accessibility are both integrated in a decision support system by means of a set of rules. The outputs of the system are cartographic representations at several scales where the most interesting locations for new urban developments are identified.</text>

                <text>Transit oriented development has become in the recent years a topic of high interest both for researchers and for practitioners. The French-German project Bahn.Ville 2 has the objective of testing the principles of an urbanism orientated towards rail by implementation on two regional railway lines (St. Etienne – Firminy, Lyon metropolitan region as well as Taunusbahn, Frankfurt/Rhein-Main region). This paper is presenting selected results on - innovations in regional planning instruments in France (Schéma de Cohérence Territorial) and Germany (Regionaler Flächennutzungsplan) and their respective for a better integration of land-use and transport, - specific observations on neighborhood mobility in the station surrounding and propositions for high quality walking environments as well as - the potential of an observation tool designed to support public intervention on land-use and transport around stations. The results constitute three original contributions of the Bahn.Ville 2 project in the sense of the support sustainable mobility by an urbanism orientated towards rail.</text>

                <text>This article accounts for the methodology used to analyze the frequentation of the school facilities in Taboão da Serra (São Paulo), in order to measure the number of free places in the schools. The gathering of information is done in each school unit of the municipal network, in particular data on the distance between residence and school. The statistical processing was enriched by the possibilities of spatialization offered by the use of SIG software, in this case Maptitude. The results were consolidated in a document entitled Atlas for the Management of the School System, an invaluable help to define the Municipal Plan of Education and which was used as base with the decision-making on the improvement of the network schools. </text>

                <text>O presente artigo é um relato da metodologia utilizada para análise do desempenho dos equipamentos escolares em Taboão da Serra (SP) com vistas à caracterização de excesso ou escassez de vagas. A coleta de informações se inicia em cada unidade escolar da rede municipal de ensino, recolhendo, entre outros, dados indicadores da relação residência com a escola. O tratamento estatístico foi enriquecido com as possibilidades de espacialização com o uso de software apropriado, no caso, Maptitude. Os resultados foram consolidados num documento que se intitulou Atlas para Gestão do Sistema Educacional, constituindo-se em importante subsídio para definição do Plano Municipal de Educação e fundamentação para tomada de decisões no que diz respeito à melhoria da rede física de ensino. </text>

                <text>Un des impacts sur l’environnement urbain qui peuvent être considérées dans le procès de conversion de la coverture des terres est le changement de champ thermique par remplacement de la couverture superficiel naturelle, et l’appropriation de ces espaces pour les activités humaines. Cet article, l’avait comme zone d’étude la ville de Goiânia, capitale de l’Etat de Goias, le objective cet article est analyser le standart de distribution spatiale de la température de surface (TST) en Goiânia vers les années 2002 et 2011, utilisant les données du TM et ETM + à bord des satellites 5 et 7 de la série Landsat. Le méthode utilisée pour estimer le TST a été validée et évaluée par comparaison entre l’image thermique produire par la bande ETM + 6 et le MOD11A1, qui a montré une bonne corrélation (r² 0,70). Pour établir une étude de comparaison, a été généré des images anomalies thermiques, qui permit a conclu que, l’enregistrement des températures radouci dans le 15 août 2011, sur la zone urbanisée de la ville de Goiania présenté potentiellement plus chaudes qu’en 2002. </text>

                <text>Among the urban environmental impacts that need to be considered in the process of land use, is the change in the thermal field induced by the replacement of the natural land cover, followed by the appropriation of these spaces for anthropic activities. Within this scope, the present work, conducted in the city of Goiânia, capital of the state of Goiás, aims to analyze the spatial distribution and patterns of land surface temperatures (LST) for the years 2002 and 2011, using data from the TM and ETM+ sensors (Landsat series). The method used to estimate the LST was evaluated and validated through comparisons between the thermal image, produced using the ETM+ band, and the MOD11A1 product, which presented good correlation (r² of 0.70). A preliminary comparative analysis, based on the thermal anomaly images, indicated that August 2011, in spite of milder temperatures on day 15, was potentially hotter, particularly along the urbanized areas, in relation to 2002. </text>

                <text>Um dos impactos ambientais urbanos que deve ser considerado no processo da conversão da cobertura e uso da terra é a mudança no campo térmico por meio da substituição de coberturas superficiais naturais e apropriação destes espaços para atividades antrópicas.  Neste sentindo, o presente trabalho, tendo como área de estudo o município de Goiânia, capital do estado de Goiás, busca analisar o padrão de distribuição espacial da temperatura de superfície terrestre (TST) no município de Goiânia para os anos de 2002 e 2011, utilizando dados dos sensores TM e ETM+ abordo dos satélites 5 e 7 da série Landsat. O método usado para estimar a TST foi avaliado e validado através da comparação entre a imagem termal produzida por meio da banda 6 ETM+ e o Produto MOD11A1, o qual apresentou boa correlação (r² de 0,70). Para esboçar uma análise comparativa, foram geradas imagens de anomalias termais, as quais permitiram concluir que mesmo com o registro de temperaturas mais amenas em 15 de agosto de 2011, a área urbanizada do município de Goiânia apresentou-se potencialmente mais quente em relação a 2002. </text>

                <text>A partir d'une base de données statistiques homogènes et de fonds cartographiques à différents niveaux spatiaux élaborés par nos critères, nous avons dressé un constat du fait urbain au Maghreb. La population urbaine progresse à un rythme soutenu mais donne lieu à une urbanisation qui est loin d'être un processus uniforme dans les territoires et entre les pays. La diversité des situations nationales, l'existence de traditions citadines... expliquent l'hétérogénéité des contextes urbains. L'explosion urbaine fulgurante que connaît l'ensemble du Maghreb est un phénomène récent mais dont le processus a démarré au début du 20ème siècle engendré par la colonisation et les mutations démographiques. Le système urbain des pays du Maghreb se modifie, les mutations sont particulièrement vigoureuses et elles affectent tous les échelons de la hiérarchie urbaine qui tend vers un équilibre. La volonté étatique de diffuser et d'harmoniser le fait urbain dans leur territoire s'est traduit par une stratégie reposant principalement sur les politiques économiques et administratives. Les littoraux concentrent toujours l'essentiel des villes, mais un début d'équilibrage des disparités régionales se met progressivement en place. Les dernières décennies ont vu exploser les tissus urbains et croître les populations urbaines, apparaître des métropoles, émerger des réseaux dynamiques de petites villes ce qui a profondément bouleversé l'armature urbaine de chaque pays. Cependant en près de 40 années, les pays du Maghreb ont construit et organisé des armatures urbaines répondant davantage à leurs objectifs.</text>

Using some indicators of ageing expressed in a very simple form (associations between several broad age groups in local populations) the paper will describe and analyse the clear reversal of a tendency noticed in the evolution of the structure of ages in cities and countries. From 1975 to 1982, as a by-product of a powerful movement of exurbanisation dominated by relatively young couples and their children, the country population of the Rhones-Alpes region marked a clear tendency to rejuvenation; conversely the decline of migration shifts of populatioh to cities (country exodus, increased interurban migrations and international migrations), the general fall of their fecundity and the extension of the mean duration of life has produced a noticeable ageing of the urban population. The variety of local and regional situations is studied through the recent evolution of ageing in the 85 Rhonè-Alpines urban built-up areas of over 5,000 inhabitants, among which we observe very important contrasts. The disparate trends can be partly explained by the divergent evolution of economic activities (here in crisis, there in full expansion), in the general slackening of growth in large built-up areas and in certain patterns of migration affecting the pensioners.</text>

                <text>Utilisant quelques indicateurs de vieillesse exprimés sous une forme très simple (rapports entre les divers grands groupes d'âges constitutifs d'une population), l'auteur souligne le net renversement de tendance observé dans l'évolution de la structure des âges des villes et des campagnes : de 1975 à 1982, sous l'influence d'un puissant mouvement d'exurbanisation mettant en jeu des couples relativement jeunes et leurs enfants, la population rurale de la région Rhône- Alpes a marqué une nette tendance au rajeunissement; inversement l'affaiblissement des courants migratoires en direction des villes (exode rural, migrations interurbaines et migrations internationales), s 'ajoutant à la baisse générale de la fécondité et à l'allongement de la durée moyenne de vie, a provoqué un vieillissement sensible de la population urbaine. La diversité des situations locales et régionales est étudiée à travers l'évolution récente du vieillissement dans l'ensemble des 85 unités urbaines rhône-alpines de plus de 5000 habitants, parmi lesquelles on observe des contrastes très importants. La disparité des destins urbains trouve son explication dans l'évolution divergente des activités économiques (ici en crise, là en plein essor), dans le mouvement général de desserrement des grandes agglomérations et dans certains phénomènes de tropisme affectant les retraités.</text>

                <text>Nous cherchons à mesurer l'impact de l'article 55 de loi SRU sur la production effective de logements sociaux, en utilisant plusieurs méthodes contrefactuelles (Double Différence, Double Changement) et en les confrontant à une nouvelle méthode qui utilise uniquement l'information passée des communes soumises à l'article 55 quant à leur production de logement social pour construire la distribution contrefactuelle. Nous montrons que notre stratégie repose sur des hypothèses moins contraignantes et plus susceptibles d'être vérifiées de manière indirecte que les méthodes concurrentes. En particulier, l'avantage de cette méthode est de ne pas supposer de condition de support, qui ne pourrait être vérifiée dans le cas d'espèce. Sur un espace concernant quatre départements de Rhône- Alpes, il s'agit, pour nous de mieux comprendre et représenter les interactions entre caractéristiques socio-économiques des communes qui composent cet espace, et les formes de mobilité quotidienne de leurs actifs. Le choix méthodologique a consisté à établir des classements typologiques des 1553 communes : l'un repose sur les distributions statistiques du lieu de travail des résidents et des modes de transport utilisés ; l'autre sur des indicateurs socio-économiques (PCS et revenus). La mise en correspondances de ces typologies, par une analyse factorielle, permet de dégager une classification communale qui croise les deux séries de dimensions, mobilité et socio-économique, et de délivrer une représentation spatiale qui restitue des territoires très homogènes quant à ces deux dimensions. Les représentations cartographiques de ces deux typologies, et de la classification finale, permettent de restituer ces décompositions et recompositions territoriales.</text>

                <text>Notre recherche porte sur l'analyse qualitative d'un corpus de conversations spontanées, enregistrées dans un milieu urbain en Sardaigne (Italie). Plus précisément, nous avons focalisé notre attention sur Cagliari, capitale administrative et centre principal de l'île. De nombreux éléments sont pris en compte dans le cadre de notre recherche, à partir des spécificités du point d'investigation visé - la ville - et des questions théoriques et méthodologiques qui sont forcément liées à ce contexte d'analyse : interdisciplinarité de la recherche, choix des contextes d'enquête, techniques de recueil des données, etc. La situation italienne fournit un observatoire idéal pour l'analyse des phénomènes de bilinguisme, de diglossie, de changement et mélange codique, compte tenu de la large gamme de distances structurelles entre les codes en contact. Les données constituant notre corpus consistent d'un ensemble de textes oraux recueillis en situation de conversation spontanée dans des contextes d'interaction assez variés. Ces textes se situent à des divers degrés dans une échelle de formalité ayant à ses extrêmes des situations de type " formel " (Institutions publiques : employé - usagers) et respectivement, " informel " (sortie du lycée : étudiants). L'analyse de ce type de production spontanée nous permet d'illustrer l'évolution du répertoire linguistique " sarde-italien " et plus globalement du sarde en tant que langue minoritaire et " menacée ", dans une perspective dynamique qui ne veut pas être de type " archéologique " mais vise plutôt à mettre en relief la langue sarde dans son interaction quotidienne avec la langue nationale.</text>

                <text>Cette thèse aide à approfondir les connaissances sur les différentes sources d'incertitude dans l'évaluation économique du risque inondation. Elle explore plusieurs disciplines afin d'analyser l'impact des stratégies utilisées pour modéliser l'aléa inondation et la vulnérabilité d'un territoire, sur l'évaluation des dommages potentiels. On a mesuré la variabilité des estimations en fonction des bases de données, modèles, méthodes et échelles considérés pour : analyser la probabilité des inondations (hydrologie) ; modéliser et cartographier l'aléa inondation (hydraulique) ; caractériser la vulnérabilité des enjeux et leur susceptibilité à subir des dommages (génie civil, géographie et économie de l'environnement). Les analyses et méthodes développées devront appuyer la prise en compte d'incertitudes, la détermination de priorités et l'optimisation de la distribution des ressources entre les différents modules de l'évaluation. Afin d'explorer un degré de complexité supplémentaire d'analyse de risque, nous avons développé une méthode d'analyse de la vulnérabilité systémique des réseaux d'infrastructure en lien avec leur résilience.</text>

                <text>Les difficultés grandissantes de l'entreprise d'autobus X9 qui exerce son activité à la fois sur la ville de Ouaga et sur les liaisons interurbaines et internationales, ont amené les autorités Burkinabées à rechercher les solutions permettant la mise au point d'un système de transport collectif pérenne dans cette ville répondant aux besoins de transport de la population. La coopération Française ayant été saisie d'une demande d'assistance a souhaité situer les solutions envisageables dans une approche d'ensemble considérant l'ensemble des déplacements et donc des modes de transport utilisées pour assurer la mobilité des ouagalais. Le système de déplacements étant dominé par les deux-roues, il est apparu nécessaire d'apporter une attention particulière à ce mode de transport pour en comprendre le fonctionnement aux cotés des autres modes que sont les transports collectifs et la voiture particulière, et éclairer l'importance relative qu'il conviendrait que les pouvoirs publics et les bailleurs de fond apportent à chaque mode. Les objectifs de l'étude sont alors les suivants : - Estimer le rôle actuel de chaque mode par rapport à la mobilité des ouagalais - Analyser les modalités de fonctionnement de ces modes, et principalement des deux-roues - Analyser les comportements de mobilité et usage des modes - Apprécier le coût et l'efficacité de ces différents modes, et dégager des éléments d'évaluation</text>
