&lt;br /&gt;
Au Sud comme au Nord, la participation fait aujourd&amp;rsquo;hui partie des grands principes des politiques urbaines. Si l&amp;rsquo;Am&amp;eacute;rique latine et des villes comme Porto Alegre, au Br&amp;eacute;sil, ont jou&amp;eacute; un r&amp;ocirc;le pionnier dans le d&amp;eacute;veloppement de la d&amp;eacute;mocratie participative, il faut &amp;eacute;galement tenir compte d&amp;rsquo;autres r&amp;eacute;gions, telles que le continent africain, le Proche et le Moyen-Orient.&lt;br /&gt;
&lt;br /&gt;
Loin de rester inactifs, les citadins d&amp;rsquo;Afrique et d&amp;rsquo;Orient multiplient les initiatives, le plus souvent en marge des cadres officiels. Faisant acte de r&amp;eacute;sistance, voire de d&amp;eacute;sob&amp;eacute;issance quand leurs int&amp;eacute;r&amp;ecirc;ts sont menac&amp;eacute;s, ils cherchent aussi &amp;agrave; n&amp;eacute;gocier avec les institutions l&amp;rsquo;acc&amp;egrave;s aux biens publics.&lt;br /&gt;

                <text>We propose here a frame of analysis which allows to present a case study, that of the Belfort-Montbéliard-Héricourt Urban Area in the North-East of France , in a more general perspective: that of the local development. &lt;br /&gt;&lt;br /&gt;The approach in terms of local development rests on the identification of a territory considered as a space of active solidarity within which partners are called to mobilize and to coordinate the local resources in a prospect of diversification and enrichment of the economic and social activities. So, in the foundation of the approach in terms of local development, there is this concern to identify concrete socio-economic relations and potential partnerships transcending, if necessary, the borders of the institutional territories considered here in the sense of territories inherited from the political and administrative organization. &lt;br /&gt;&lt;br /&gt;Consequently, dealing with the case of the Belfort-Montbéliard-Héricourt Urban Area in a perspective of local development, it is to know to which extend this precise case informs us about the types of relations between different actors and institutions. &lt;br /&gt;&lt;br /&gt;In that case, the local projects are developed on a territory based on a political action. This political action leans on a certain socio-economic reality, which attends then to an operational and institutional recognition of this territory, notably by the central government. &lt;br /&gt;&lt;br /&gt;Finally, this example shows how local initiatives can anticipate state initiatives particularly in the field of local partnership. In that case, partnership can be identify in between different local or extra-local authorities, in different fields, between different economic and social organisations.</text>

Ces changements n'ont pas réussi à effacer l'héritage indigène. Cette hypothèse est établie après avoir constaté l'évolution de l'habitat indien, en particulier le bohío qui s'est transformé jusqu'à constituer l'habitat traditionnel des paysans cubains. Cette étude montre que l'habitat traditionnel a résisté au temps comme aux conceptions architecturales modernistes, ou aux politiques erronées de conception de l'habitat qui n'ont tenu compte ni des traditions populaires ni du mode de vie adapté aux conditions du pays.</text>

Quelles étaient les techniques de restauration et de conservation du patrimoine archéologique en Russie, au Caucase ou en Asie centrale ? Quelles en étaient les finalités politiques, économiques et esthétiques ? Dans quelle mesure ces pratiques demeurent-elles toujours d'actualité ?                 <text>Par son emplacement sur l'embouchure de plusieurs grands fleuves qui se joignent en s'ouvrant sur la mer de Chine, la cité portuaire de Hội An a connu un brassage d'hommes venus de différents horizons apportant naturellement avec eux leurs différents cultures : tout d'abord les Chams, puis les Việt et les Japonais, et ensuite les Chinois qui l'ont particulièrement prospérée. Ils ont tous construit leur ville et l'ont aménagée à leurs manières, en fonction non seulement de leurs besoins matériels mais également et surtout de leurs croyances d'un espace de vie humaine imprégné de présence spirituelle (forces surnaturelles, âmes des ancêtres, dieux et esprits divers). Sa taille réduite (de quelques kilomètres carrés) fait d'elle un condensé d'histoire et de diversité culturelle. Son visage d'antan est resté pratiquement intact en traversant presque tout le XXe siècle n'ayant pas été choisie ni par l'administration française coloniale ni par l'État vietnamien moderne pour devenir un port commercial ou industriel. Ainsi, Hội An a été promue par l'Unesco " patrimoine mondial ", en 1999 et enchante le visiteur depuis sa redécouverte ; depuis la sortie de l'économie planifiée du Vietnam, elle connaît une affluence touristique internationale. Le tourisme promeut son patrimoine unique mais le met immédiatement en danger par le développement de la ville. Le défi est grand pour les aménageurs du XXIe siècle qui doivent tenir compte non seulement du patrimoine urbain de la vieille ville mais aussi de l'augmentation nécessaire de sa capacité d'accueil des touristes dont le nombre est accru également par le tourisme balnéaire. Depuis peu, les responsables de la ville ont mis en avant la nécessité d'assurer le développement durable pour une ville écologique, nécessité accrue par l'aménagement de site de l'île de Cham classée patrimoine naturel, et de l'estuaire au biotope très sensible. La problématique tourisme-patrimoine devient celle des liens et contradictions existants entre tourisme-patrimoine-écologie ; l'approche écologique peut-elle assurer un développement assurant la protection patrimoniale tant urbaine que naturelle et en même temps le développement du tourisme essentiel pour l'économie locale ?</text>

                <text>La problématique de la petite ville et la pertinence des objets urbains doivent être reconsidérées avec les recompositions territoriales et les processus contemporains de métropolisation. Le constat d'une multiplication d'opérations de requalification des centres des petites villes depuis deux décennies amène à repenser les modes de production urbaine. Notre hypothèse est que la requalification des centres-villes s'inscrit dans un processus de patrimonialisation qui participe à une nouvelle conception de l'urbanité à travers une mise en scène des espaces centraux. On interroge donc la constitution de nouvelles figures de l'urbanité et l'émergence de nouveaux discours sur les figures de la petite ville à travers l'instrumentalisation des valeurs patrimoniales dans le champ de l'aménagement et de l'urbanisme.&lt;br /&gt;Les notions de patrimoine, d'identité et d'urbanité sont examinées à partir d'un échantillon de vingt&lt;br /&gt;petites villes du département de l'Isère. L'étude des procédures de requalification et des stratégies des acteurs met en évidence des modalités d'une construction politique d'un type d'urbanité. Notre&lt;br /&gt;recherche analyse particulièrement la production de centralité et les implications physiques et&lt;br /&gt;symboliques des opérations de revalorisation et esthétisation des espaces publics. Ces dernières&lt;br /&gt;mobilisent des signes de temps long et d'une « ancienneté » générique comme en témoigne le&lt;br /&gt;recours banalisé aux mobiliers urbains « de style » ainsi qu'aux artefacts renvoyant à des imaginaires&lt;br /&gt;du passé urbain.</text>
