The Comparative Urban Studies Project at the Woodrow Wilson Center began a project in 1997 designed to both identify factors that contribute to making urban areas centers of violence and poverty and propose policy recommendations for improvements and making urban areas more sustainable. Population growth, resource stress, environmental degradation, social fragmentation, communal violence, and international crime were identified by the Center's research group as critical challenges for urban areas throughout the world. The group then concluded that ensuring that cities more effectively meet the needs of their citizens is directly related to the way in which they are governed.&lt;/div&gt;
&amp;nbsp;&lt;/div&gt;
This report is composed of papers, policy briefs, and discussions that outline some of the basic challenges facing the world's cities.&lt;/div&gt;

Published by the Institutional Capacity and Finance Sector of the Inter-American Development Bank and the Cities Alliance, this publication documents the evolution of settlement upgrading programmes both in theory and practice and describes the most critical challenges in improving the quality of life of the settlements&amp;rsquo; inhabitants.&lt;br /&gt;
&lt;br /&gt;
Seven chapters each address a theme, presenting current knowledge on the theme, challenges, and successful experiences in confronting these challenges. Among the volume&amp;rsquo;s overarching recommendations is a call for the expansion of the scale of the interventions so that the more than 100 million poor people living in cities of the Latin America Caribbean (LAC) region may see marked improvements in their quality of life within a reasonable time span.&lt;br /&gt;
&lt;br /&gt;
This publication aims to contribute to the policy dialogue and to the debate about the design and implementation of settlement upgrading programmes taking place in all countries of the LAC region. It is expected that the analysis of the rich operational experiences will be of interest to specialists and elected officials of other developing regions that are confronting similar problems.&lt;/div&gt;

Despite the rapid creation of jobs in the greater Atlanta region, poverty in the city itself remains surprisingly high, and Atlanta's economic boom has yet to play a significant role in narrowing the gap between the suburban rich and the city poor. This book investigates the key factors underlying this paradox.&lt;br /&gt;
&lt;br /&gt;
The authors show that the legacy of past residential segregation as well as the more recent phenomenon of urban sprawl both work against inner city blacks. Many remain concentrated near traditional black neighborhoods south of the city center and face prohibitive commuting distances now that jobs have migrated to outlying northern suburbs.&lt;br /&gt;
&lt;br /&gt;
The book also presents some promising signs. Few whites still hold overt negative stereotypes of blacks, and both whites and blacks would prefer to live in more integrated neighborhoods. The emergence of a dynamic, black middle class and the success of many black-owned businesses in the area also give the authors reason to hope that racial inequality will not remain entrenched in a city where so much else has changed.&lt;/div&gt;

Enqu&amp;ecirc;te apr&amp;egrave;s enqu&amp;ecirc;te, des m&amp;eacute;nages (souvent modestes) continuent ainsi &amp;agrave; confesser leur d&amp;eacute;sir de p&amp;eacute;riurbanit&amp;eacute;. D&amp;rsquo;autant qu&amp;rsquo;on observe, dans ces espaces, des formes (que certains disent troubles parce que liminales) d&amp;rsquo;une urbanit&amp;eacute; qui &amp;eacute;chappe aux cat&amp;eacute;gories pr&amp;eacute;existantes par trop inscrites dans l&amp;rsquo;opposition ville-campagne. Par ailleurs, des projets citoyens y voient le jour, bien loin de ce que Nicolas Laruelle (2008) appelle un &amp;laquo; individualisme pavillonnaire &amp;raquo;.&lt;/span&gt;&lt;/p&gt;
&lt;p style="font-family: Arial,Helvetica,sans-serif; font-size: 12px; color: rgb(51, 51, 51);"&gt;Pourtant, nombreuses sont les &amp;eacute;tudes qui montrent que ce choix de localisation est contraint : le p&amp;eacute;riurbain ne serait une &amp;laquo; terre promise &amp;raquo; qu&amp;rsquo;en raison d&amp;rsquo;une offre insuffisante de logements dans les quartiers centraux ou de la faiblesse des ressources financi&amp;egrave;res des m&amp;eacute;nages. D&amp;rsquo;aucuns allant m&amp;ecirc;me jusqu&amp;rsquo;&amp;agrave; caract&amp;eacute;riser ces territoires par une forme e nd&amp;eacute;mique d&amp;rsquo;anomie sociale, qu&amp;rsquo;ils corr&amp;egrave;lent &amp;agrave; un d&amp;eacute;ficit chronique d&amp;rsquo;urbanit&amp;eacute;.&lt;/p&gt;

                <text>&lt;div&gt;&lt;b&gt;Extract from the editorial by Geoff Stahl : &lt;/b&gt;&lt;/div&gt; &amp;nbsp;&lt;/div&gt; This special section of Culture Unbound: &amp;ldquo;City Signs/Signs of the City&amp;rdquo; is a collection of essays that deals with the semiotic push and pull of cities, or what Roland Barthes has referred to as the city&amp;rsquo;s &amp;ldquo;semantic force&amp;rdquo; (Barthes 1986: 91). It gathers together articles that deal with the city of signs and signs of the city, in the broadest sense of these terms. Each in their own way works through the city as a repository of signs and resident sign systems, as a signifying vehicle itself. As these essays attest, by virtue of its promiscuous generation of meaning the city has long existed as an object constituted by and constitutive of the modern gaze, a communicative device, social medium, and pole around which a diverse range of practices, meaningful acts and acts of meaning, can coalesce.  &lt;br /&gt; &lt;br /&gt; This section of Culture Unbound represents a cross-section of the work being done around urban sign systems in a number of cities around the globe. The authors have presented articles that, directly and indirectly, grapple with what Gottdeiner and Lagapoulos have stated is the value of a socio-semiotic approach to the city, exploring &amp;ldquo;the articulation between semiotic and non-semiotic social processes in the ideological production and conception of space&amp;hellip;&amp;rdquo; (14).
