Comment traiter l'espace périurbain aujourd'hui ?&#13;
&#13;
En tant que "symptôme" d’une nouvelle urbanité, le périurbain pose problème et suscite de vives controverses, dans le champ scientifique comme dans la sphère politique. Nombreuses sont aujourd’hui les études du bâti et des formes urbaines qui doivent traiter d’un vaste territoire périurbain gravitant autour d’un centre. Or ces espaces ne se laissent pas caractériser aussi facilement que des parties de ville plus compactes et circonscrites. L’intérêt à réfléchir aujourd’hui sur ce sujet est lié aussi à une demande du politique confronté au périurbain : ce sont souvent à ces échelles nouvelles que sont les communautés urbaines, communautés de communes ou d’agglomération, régions, que se concentre l’action des élus ; ces échelles doivent être, en amont, bien documentées et théorisées par les chercheurs.&#13;
&#13;
Un ouvrage destiné aux chercheurs, aux aménageurs et aux élus.&#13;
&#13;
Les différentes contributions de spécialistes transcrites dans cet ouvrage reprennent les objectifs du colloque : introduire la démarche scientifique dans les actuelles politiques urbaines et culturelles portant sur le périurbain ; mieux construire le concept de périurbain en histoire de l’architecture, en rapport avec les autres sciences de l’homme et de la société ; réfléchir aux approches et aux méthodes d’analyse des inventaires en situations périurbaines ; mieux penser les rapports théoriques et pratiques entre les processus d’urbanisation, les projets de valorisation, les projets d’urbanisme, les politiques urbaines et culturelles, la création artistique, l’histoire de l’architecture et les inventaires du bâti et de l’espace périurbains.</text>

Elle s'accompagne d'un marquage social traduisant le désir des ménages de se constituer en communautés de pairs, leur refus de la mixité sociale. Ces mobilités centrifuges ont transformé la composition sociale des communes de l'agglomération d'où sont partis les ménages candidats aux implantations périurbaines : les grands ensembles d'habitat social ont ainsi été privés de leurs éléments les plus porteurs d'ascension sociale intergénérationnelle. De plus, on observe la reproduction de processus ségrégatifs autour des villes nouvelles.</text>

                <text>Une étude réalisée au Laboratoire d'Economie des Transports (LET) et à L'Institut National de Recherche sur les transports et leur Sécurité (INRETS) fait l'analyse des liens entre les formes d'organisation urbaine et la mobilité.&lt;br /&gt;Partant du constat des dysfonctionnements urbains en général et d'une dissociation croissante entre les lieux d'habitat et d'emploi, l'objectif de l'étude était d'analyser la question des relations entre la mobilité et les formes urbaines.&lt;br /&gt;La nature du lien entre mobilité et localisations pose toutefois des difficultés méthodologiques. L'analyse en a été faite à travers une comparaison de sept aires urbaines de taille et d'organisation des localisations très différentes. Pour l'étude de la mobilité, seuls les déplacements domicile-travail qui correspondent à la forme de déplacements la plus contrainte ont été pris en compte. &lt;br /&gt;Le premier résultat est tout d'abord la confirmation sur les sept aires urbaines, du double phénomène de concentration et d'étalement urbain pour la population comme pour l'emploi. L'étude a permis aussi de mettre en évidence la constitution de pôles d'emploi en banlieue et en périphérie sur les sept sites mais les polarités mises en évidence ne semblent pas en mesure de résister à la dissociation croissante entre habitat et emploi.&lt;br /&gt;Les analyses effectuées ne permettent pas de trancher, à ce stade, sur l'avantage de telle forme urbaine (centrée ou déconcentrée) sur une autre.</text>

                <text>En prenant l’exemple de deux projets d’implantation universitaire conduits dans l’agglomération lyonnaise, ce travail tente de prendre la mesure des changements qui affectent l’action publique des années 1960 aux années 2000. La période d’analyse retenue est marquée par l’entrée, dans la période contemporaine, des exécutifs des collectivités territoriales dans les réseaux d’action publique qui gouvernent les politiques d’implantation universitaire. Pour autant si les programmes sont co-financés, leurs objectifs ne sont pas co-construits. Ce sont en effet les présidents d’université et le recteur d’académie qui voient leur influence la plus confortée par rapport aux années 1960. Le pouvoir préfectoral, à l’inverse, est en recul. Au niveau central, ce sont essentiellement les instances interministérielles qui perdent l’influence dont elles disposent dans les années 1960. Les services centraux du ministère de l’Education nationale ne sont que modéremment affectés par l’inclusion des collectivités territoriales dans les politiques d’implantation universitaire. Comme dans les années 1960, c’est l’entourage proche du ministre qui, à l’inverse des directions d’administration centrale, dispose d’un pouvoir d’influence sur la conduite de ces programmes. Paradoxalement, la polyarchie institutionnelle croissante du réseau ne se traduit pas par un affaiblissement de la capacité de ses membres à établir des compromis. Si c’est seulement dans l’urgence que les membres du réseau agissent dans les années 1960, ils parviennent dans la période contemporaine à établir des compromis plus durables qui aboutissent cependant à une inflation du nombre d’opérations financées.</text>

Since its founding three hundred years ago, the city of Saint Petersburg has captured the imaginations of the most celebrated Russian writers, whose characters map the city by navigating its streets from the aristocratic center to the gritty outskirts. While Tsar Peter the Great planned the streetscapes of Russia&amp;rsquo;s northern capital as a contrast to the muddy and crooked streets of Moscow, Andrei Bely&amp;rsquo;s novel Petersburg (1916), a cornerstone of Russian modernism and the culmination of the &amp;ldquo;Petersburg myth&amp;rdquo; in Russian culture, takes issue with the city&amp;rsquo;s premeditated and supposedly rational character in the early twentieth century.&lt;br /&gt;
&lt;br /&gt;
&amp;ldquo;Petersburg&amp;rdquo;/Petersburg studies the book and the city against and through each other. It begins with new readings of the novel&amp;mdash;as a detective story inspired by bomb-throwing terrorists, as a representation of the aversive emotion of disgust, and as a painterly avant-garde text&amp;mdash;stressing the novel&amp;rsquo;s phantasmagoric and apocalyptic vision of the city. Taking a cue from Petersburg&amp;rsquo;s narrator, the rest of this volume (and the companion Web site, stpetersburg.berkeley.edu) explores the city from vantage points that have not been considered before&amp;mdash;from its streetcars and iconic art-nouveau office buildings to the slaughterhouse on the city fringes. From poetry and terrorist memoirs, photographs and artwork, maps and guidebooks of that period, the city emerges as a living organism, a dreamworld in flux, and a junction of modernity and modernism.&lt;/div&gt;

La Haute-Normandie actuelle poss&amp;eacute;dait, &amp;agrave; la fin du Moyen Age, tout un semis de petites villes qui relayaient dans la province l&amp;rsquo;influence de la m&amp;eacute;tropole rouennaise. Fortement touch&amp;eacute;es par la guerre de Cent Ans et l&amp;rsquo;occupation anglaise (1417-1450), ces bourgades ont retrouv&amp;eacute; une vie plus tranquille apr&amp;egrave;s la reconqu&amp;ecirc;te de la Normandie par Charles VII (1449-1450). Une accalmie durable suit, en effet, cette p&amp;eacute;riode troubl&amp;eacute;e, consolid&amp;eacute;e par divers privil&amp;egrave;ges royaux. Les sources conserv&amp;eacute;es &amp;agrave; Pont-Audemer, Harfleur, Louviers et Neufch&amp;acirc;tel, plus nombreuses apr&amp;egrave;s 1450, permettent l&amp;rsquo;&amp;eacute;tude de l&amp;rsquo;univers citadin et celle des caract&amp;egrave;res communs aux petites villes normandes. Celles-ci entrent alors dans une nouvelle &amp;eacute;tape de leur existence, temps qui se poursuit jusqu&amp;rsquo;aux guerres de Religion : elles connaissent un lent repeuplement, profitent de la croissance de l&amp;rsquo;activit&amp;eacute; &amp;eacute;conomique, sont marqu&amp;eacute;es par la multiplication des m&amp;eacute;tiers ; soutenues par une active volont&amp;eacute; royale et quelques faveurs fiscales, elles donnent aussi une vigueur nouvelle &amp;agrave; leurs institutions municipales et voient la modification de leur paysage urbain, dont quelques constructions (&amp;eacute;glises, fortifications, maisons particuli&amp;egrave;res) ont subsist&amp;eacute; jusqu&amp;rsquo;&amp;agrave; nos jours.&lt;br /&gt;

Le colloque "Petites ville en montagne, de l’Antiquité au XXe siècle. Europe occidentale et centrale" s’inscrit à la confluence de deux évolutions historiographiques : celle qui, en matière d’histoire urbaine, a conduit les historiens à s’intéresser, sous un angle résolument problématique et conceptuel, aux villes moyennes et petites et même aux plus modestes unités urbaines, formant la strate inférieure du maillage, et à poser d’une autre manière les problématiques des rapports ville-campagne et des rapports entre petites villes et organismes urbains de premier rang. L’autre évolution majeure est la prise en compte – contrecoup sur nos disciplines de la prise de conscience environnementale – du caractère interactif des rapports homme-milieu, ici le milieu des moyennes montagnes (à partir de 600 m) ouest- et centre-européennes, milieu particulier, à bien des égards, au regard du développement des "lieux centraux" et de la strate des villes moyennes et petites.</text>
