Les petites villes constituent un espace intéressant pour questionner la notion d’enclavement, à différentes échelles. En effet, leur insertion plus ou moins bonne dans les réseaux urbains et leur fonction dans l’organisation des territoires leur confèrent une position charnière entre territoires ruraux et espaces urbains, alors qu’à l’échelle locale, elles présentent des éléments de proximité spatiale souvent propices à une bonne intégration sociale. L’étude de deux petites villes de la province sud-africaine du KwaZulu-Natal permet de mettre en valeur le rôle essentiel des acteurs publics et privés dans l’évolution des situations d’enclavement, dans un contexte de recomposition récente des découpages administratifs et une redéfinition des politiques d’aménagement. Assiste-t-on à une inversion de la mise en enclavement qui était la norme à l’époque de l’apartheid ? Quelle place les petites villes occupent-elles au sein des nouveaux territoires ?
Small-sized towns are an interesting case study for the notion of spatial enclosing. They are inserted in urban networks, in dif- ferent ways and they have a key function in polarising both urban and rural territories. At the local scale, they often present ele- ments of proximity which favour social integration. The analysis of two small towns in the South African province of KwaZulu-Natal is a good way to underline the role of both private and public actors in the evolution of enclosing situations, in a broad context of administrative and managing redefinition, in the post-apartheid area. What can be the place of this urban scale in the newly created territories ?

Cette thèse s'interroge sur les mécanismes de développement des petites villes et villes moyennes au Maroc. Après une brève revue de leur poids démographique dans l'urbanisation du pays et des politiques publiques les concernant, des acteurs privilégiés sont mis en exergue en tant que moteur de développement. Il s'agit aussi bien des fonctionnaires de l'Etat dans leurs logiques de consommation et d'investissement que des migrants ruraux qui s'installent dans ces villes pour continuer à bénéficier de la proximité de leur espace rural d'origine. La seconde partie de la thèse est plus spécifique à trois villes de la région Nord-Ouest du Maroc choisies sur la base de critères croisés ; le poids de l'histoire urbaine et le type de rapport au pouvoir central, le niveau et le type de développement de l'arrière pays actuel. En tant que représentatives de différents types de villes intermédiaires, Chefchaouen, Souk El Arbaa et Tiflet sont alors étudiées tour à tour à travers les logiques et comportements de leurs élites économiques d'une part et dans le mode de gestion urbaine de leurs édiles d'autre part. Outre l'interrogation sur le recoupement entre élite économique et élite politique, cette thèse accorde une place primordiale aux ressources de pouvoirs des élites locales et à leur relation au pouvoir central. Si l'étude des élites locales dans le monde arabe et au Maroc en particulier ont privilégié les stratégies de cooptation du pouvoir central, cela a surtout occulté l'émergence d'une élite « non voulue » par le pouvoir central. Quelles sont les sources de légitimité internes de cette élite ? Avec la diversité des territoires se retrouve une diversité de compétences et de valeurs portées par ces élites. L'importance à accorder au « local » est d'autant plus nécessaire que les thérapeutiques actuelles du développement participatif appuyé sur un mouvement associatif supposé compétitif se généralisent sous la pression des organismes internationaux. Cette thèse répond partiellement, et sur des terrains spécifiques, à la question du renouvellement des élites et à la capacité du système politique à intégrer de nouvelles élites ancrées dans leur territoire et ayant davantage de compétences de gestion du développement local.

Dans un contexte de crise urbaine, cette thèse s'interroge sur le déclin des petites villes en Inde et sur les conditions de leur développement. Saisissant l'opportunité d'une décentralisation administrative intervenue dans les années 1983-85 en Andhra Pradesh, cette étude explore le rôle dévolu aux petites villes, prises entre des métropoles toujours plus attractives et des villages en transformation. La recherche est menée à deux échelles, celle du district de Krishna, une région prospère de la côte du Coromandel, et sur un échantillon de six petites villes. Après une revue de la littérature sur le phénomène « petite ville » dans le Tiers Monde et en Inde, une analyse historique présente l'évolution de l'urbanisation en Andhra Pradesh. La définition de l'objet d'étude, les petites villes, est comparé dans les différentes sources mobilisées, puis une nouvelle définition élaborée pour déterminer l'échantillon d'étude. A l'échelle du district, les conditions du dynamisme des petites villes sont analysées en prenant en compte l'évolution démographique, socio-professionnelle et les activités, dominées par le tertiaire tant public que privé. La réforme des mandai, en multipliant les centres administratifs par trois a été un des facteurs de l'éclosion d'une nouvelle génération de petites villes en Krishna. La thèse s'achève sur une analyse fine de l'importante mobilité de la population, déplacements quotidiens et migrations pour un échantillon de quatre centres. Les flux remontants des villages ou descendants des grandes villes mettent en évidence des aires migratoires très vastes. La vitalité des petites villes montre leur rôle essentiel dans la hiérarchie urbaine, ainsi que leur place dans le passage de la ruralité à l'urbanité.

In many societies, petitions are a means of communication between rulers and ruled. Since the 1980s, historians have tried to analyse the nature of this relationship and to answer linked questions, such as the emergence of public opinion, the existence of a civil society and the capacity of a society to develop forms of democracy. Petitions are indeed a very abundant archival resource, and also a very specific individual or collective expression of discontent, protest, opinion or need. As such, they are invaluable historical sources, both informative and reflective of the nature of the society that produced them. From ancient times to the era of Byzantium, from medieval England to18th century North America, or from 18th century Japan to present times, petitions have been crucial in shedding light on the whole governance context, as scholars have frequently shown. In the Ottoman empire, petitions were also central features of the relationship between rulers and ruled. In the Ottoman empire, communication between local societies and the central administration in Istanbul was codified during the period of the old regime on the basis of various medieval practices, themselves sometimes of ancient origin. In cases of conflict, or where generally accepted administrative processes had broken down, or in cases where new demands or problems had arisen, inhabitants were granted the right to write petitions either on an individual basis or as a group (professional, confessional, civic collective body). But this system of petitioning was more than mere recourse to remedies or adjustments. Rather, it was an integral tool in the functioning of the empire and in the definition of imperial power in the provinces. The petition was not just an exceptional tool, but a normal procedure, whose bureaucratic nature had been formalised over the course of the Ottoman centuries. Indeed, the central archives in Istanbul contain hundreds of thousands of such petitions from throughout the empire and spanning the 15th to the 20th centuries. These petitions were registered by a specialised administrative bureau, whose consistency and importance grew as the empire set about constructing its bureaucratic apparatus. Petitions were registered in daftar, and subjected to a whole administrative process that constituted the very essence of imperial authority. The petition cannot be likened to a bottle thrown into the ocean in the hopes of capturing the sultan's attention, and nor was it merely akin to a medieval supplicant's appeal to the sovereign in the hopes of gaining an exception. It was rather an act of codified administrative communication whose role is pivotal to an understanding of the very essence of the Ottoman empire and the relationship between centre and peripheries. This codification had a multifaceted heritage dating from the period from the 16th to the 18th centuries, an era that in administrative terms constitutes the Ottoman old regime. However, during the Tanzimat era and, for cities, the period of municipal reform during the second half of the 19th century, when both the whole administrative system and the very foundations the organisation of society itself were reordered, these old practices were, paradoxically, used intensively to negotiate the accommodation of the new administrative system with local configurations. At the very moment of its reform, the old system was the object of strong collective investment, which reveals both the importance of the old channels of communication and of the mediation process for accommodating the new.

Les approches récentes qui abordent la question de l'"interculturel"ont en commun de rompre avec les théories culturalistes de sens commun et avec les débats idéologiques relatifs à l'intégration des populations issues de l'immigration postulant que chaque groupe est porteur de sa culture en ce qu'il se caractérise par un répertoire de traits culturels stables. Elles ne suggèrent pas moins, schématiquement, deux conceptions distinctes de l'interculturalité, l'une centrée sur les rapports entre des unités préalablement définies ; l'autre qui renvoie à des usages plus variables, plus “situationnels” des caractéristiques culturelles mobilisées comme des ressources d'identification de soi et d'autrui. Nous tenterons ici d'approfondir cette conception plus “situationnelle” de l'interculturalité en rendant compte des usages communs de la catégorisation ethnique tels qu'ils s'offrent à l'observateur, de voir comment, dans ce contexte, des traits culturels peuvent être mobilisés comme des éléments de définition des situations et des individus. Nous nous appuierons pour cela sur les résultats d'une recherche menée dans le quartier de L'Ariane à Nice, typiquement identifié comme “difficile”, “sensible”, “à problèmes” en raison notamment de la présence de nombreuses familles maghrébines et gitanes.

Je me propose d'étudier ici l'articulation entre les solidarités professionnelles et les
mutations de l'espace urbain à partir de l'exemple des petits commerçants et
artisans étrangers, à Paris, entre les deux guerres. En effet, l'indépendance
engendre un rapport particulier au territoire: les petites entreprises tenues par
des migrants sont fondées sur des liens d'interconnaissance et suscitent des pratiques de sociabilité spécifiques. Grâce à l'étude croisée de sources démographique, administrative, fiscale et biographique, cet article tente d'analyser les
trajectoires des petits entrepreneurs, professionnelles et urbaines, en lien avec
les configurations relationnelles dans lesquelles ils s'inscrivent. L'étude des
implantations urbaines des petits entrepreneurs étrangers selon les différentes
échelles du département, de la ville, du quartier puis de la rue, contribue à
expliquer comment les étrangers se répartissent dans la ville, au rythme des
différentes étapes de leur parcours migratoire comme de leur itinéraire économique. Elle montre combien les localisations des petits commerçants et artisans
étrangers sont déterminées par les réseaux migratoires. Mais les boutiques et les
ateliers des étrangers sont également des lieux de sociabilité partagés par l'ensemble des Parisiens, jusqu'à la crise qui génère des discours de rejet des petits
entrepreneurs étrangers.

La hausse de la fécondité et la chute de la mortalité constituent un schéma trop simpliste pour décrire les conséquences de la croissance urbaine en Afrique. Après une description rapide des facteurs de la croissance de la ville d'Abidjan, qui est passée de l'état de bourgade à celui d'agglomération bi-millionnaire en moins de cinquante ans, on se propose de cerner les modes de peuplement suivant les conditions d'habitat. Quatre types d'habitat sont retenus :résidentiel, économique moderne, de cour, et sommaire. Ce sont surtout les conditions d'hygiène qui diffèrent entre ces habitats entraînant des écarts de mortalité importants entre les différentes catégories de population. Il apparait clairement que la majorité de la population bénéficie de conditions nouvelles d'hygiène, et n'intègre pas facilement des comportements nouveaux vis-à-vis de la fécondité. Si le cours du pétrole est reparti à la baisse, ce qui soulage quelques inquiétudes, tout indique qu'il va connaître une forte période de turbulence au cours de la prochaine décennie, pour des raisons géopolitiques (tensions dans les pays producteurs) et géologiques (épuisements progressifs des réserves). Comment les territoires ruraux et périurbains vont-ils être affectés par ces mutations ? Pour certains, les territoires à faible densité seraient condamnés par leur forte dépendance à une mobilité automobile énergivore. Toutefois, rien ne permet d'apporter une réponse assurée à cette question. Pour ce problème, comme pour tant d'autres, le pire n'est pas toujours sûr !

La contradiction entre l'injonction à la mobilité et les coûts individuels et collectifs des déplacements qu'elle implique conduit à revoir les recommandations autant conceptuelles que politiques. Dans la littérature récente, le débat se déplace sur l'accès à la mobilité, la capacité des individus à la mettre en œuvre sans tou-jours la pratiquer. Posséder ce capital en réserve resterait distinctif et deviendrait vertueux. Ce nouvel idéal et concept de mobilité puiseraient dans plusieurs dimensions économiques, cognitives, organisationnelles mais connaît peu de validation empirique, et moins encore statistique. Est-il seulement opérationnel dans l'analyse des cas concrets, convient-il de le concevoir dans les enquêtes statistiques ? La légitimité de cette idée puise dans un constat partagé : une simple mesure de la fréquence ou de la durée des mobilités ne suffit pas à établir l'inégalité des individus face à cette ressource. Une même pratique peut cacher deux stratégies opposées dont on ne peut savoir laquelle est discriminante. En comparaison, l'idée de capital qui sous-entend l'accumulation d'expérience, de capacité à associer différentes formes de mobilités ou d'échanges, lève en partie cette réserve associée à la pratique. Considérer la différenciation du capital de mobilité amène à englober une réalité plus complexe qui redonne son importance au sujet social, ses trajectoires, ses capacités. L'avantage heuristique est de pouvoir comparer la mobilité potentielle à la mobilité effective. Ce que tente ce travail justement est de donner une réalité statistique à la notion de " capital de mobilité ", en s'appuyant sur une enquête réalisée à Santiago du Chili en 2009 . L'exercice suppose d'en définir les contours et les composantes pour ensuite les appliquer aux mesures fournies par cette enquête et imaginer la méthode pour pouvoir ensuite comparer avec les pratiques observées. Pour cela, trois ensembles de statis-tiques seront confrontées, définies de manière indépendante pour éviter les validations tautologiques : des indices ou caractéristiques du capital de mobilité, des mesures de mobilité résidentielle et quotidienne, et des variables de contrôle pour maîtriser les variations universelles de la mobilité (tel le cycle de vie) ou les discrimi-nations (tel le genre). Les conclusions de l'analyse chiffrée sont confrontées à la parole des acteurs, et mises en contexte dans quelques quartiers choisis de la zone métropolitaine ?

Dans cette communication, nous interrogeons la réalité du glissement de la "gestion" à une "gouvernance" des réseaux d'Alimentation en Eau Potable, en mesurant en particulier les effets de deux paramètres. Le premier paramètre concerne la délégation de service public de l'eau, spécificité française au sein de dispositifs européens globalement marqués par la primauté de gestion publique directe. Le deuxième paramètre, le cadre renouvelé des périmètres de l'intercommunalité généraliste, produit plus ou moins une refonte territoriale de l'intercommunalité des services d'eau selon les cas. Notre propos porte sur l'évolution d'ensemble des agglomérations françaises et argumente l'analyse à partir de deux exemples privilégiés, les agglomérations de Dijon et de Rennes.

Les transformations spectaculaires qui ont touché Pékin ces dernières années, notamment juste avant les jeux Olympiques de 2008, ont choqué de nombreux visiteurs, particulièrement ceux qui avaient connu la ville il y a dix ou vingt ans. Les nouveaux développements se manifestent par la prolifération des autoroutes et des gratte-ciel et par la fièvre du commerce et de la finance… Est-ce là le monde et le rêve désignés par le slogan olympique : « un seul monde, un seul rêve » ? La ville réelle actuelle de Pékin est le résultat d’un processus articulant comportement culturel, lutte pour la vie et quête d’une reconnaissance mondiale. Après l’industrialisation de la période maoïste, faire de l’argent est devenu le but principal proposé aux Chinois par la Politique de réforme et d’ouverture de Deng Xiaoping. Mais une dimension semble oubliée, celle de l’homme. Un double hiatus apparaît et grandit entre le projet urbain, la ville réellement construite et le vécu, l’habiter humain.
The phenomenal transformation of Peking (Beijing) in the last years, especially before the 2008 Olympic Games, has shocked a great many people, in particular those who have visited the city before, ten or twenty years ago. All over the city, new developments are revealing highways, skyscrapers and the frenzy of commercial and financial business… Is this the world and the dream suggested by the Olympic slogan: “One world, one dream”? Nowadays and actual city of Peking is a result of quite a long process in which cultural attitude and struggle for life are combined with the search for world recognition. After the focus on industrialisation during the Maoist period, money making became the main goal offered to the Chinese through the reform and opening policy initiated by Deng Xiaoping. But something seems forgotten: human being. A double hiatus appears and grows between the city project, the real built city and the ability of the people to live there, to inhabit this place.

Since the end of the First World War the Rockefeller Foundation has spearheaded a large-scale programme in the field of education for the health professions (doctors and nurses). In several countries throughout the world, but with its efforts concentrated on Europe, it has financed schools, constructed information networks, granted research scholarships and awarded training bursaries. In so doing it has not, however, been in the business of propagating an irresistible 'American model' , nor has it pursued a huge undertaking in disinterested aid. Through an attempt to contextualize these programmes, to bring to light the existence of common reference points, to retrace the work with local participants and to appraise cleavages within the philanthropic apparatus, this article proposes a fine-grained reading of the role of the Rockefeller Foundation at the Faculté de Médecine (Faculty of Medicine) and the Ecole d'Infirmières et d'assistantes sociales (Training School for Nurses and Social Workers) in Lyon between 1917- and 1940. It analyses these institutions in terms of the transactions, negotiations and appropriations that highlight their joint-venture character and it identifies their varied impact.
