Accordingly, the point of the conference was not so much to examine individual urban creative industries projects. Considering the many different urban development issues, such as shrinking resources, (in)stability, and rampant urban growth, the conference, rather, attempted to shed light on the heterogeneous forces at work and tried to forecast possible future developments. The conference approached the multifaceted and rather controversial creative city debate from various points of view. &lt;br /&gt; &lt;br /&gt; The conference&amp;rsquo;s goal was to analyze the economic, social, political, and cultural requirements for urban development as well as the global dimension of such processes. The conference focused on the following questions: As far as urban development is concerned, how do growth, on one hand, and the necessity for social and ecological Sustain- ability, on the other hand, interact? How does a created environment affect social space? How should a city be in order to promote creativity? When it comes right down to it, what actually is creativity? Au-del&amp;agrave; du bilan qu&amp;rsquo;il dresse du PNRU, le programme national de r&amp;eacute;novation urbaine lanc&amp;eacute; en 2003, ce rapport a pour d&amp;rsquo;autres contextes nationaux, ce qui permet de jeter une lumi&amp;egrave;re neuve sur nos d&amp;eacute;bats hexagonaux.&lt;br /&gt; &lt;br /&gt; Toutes les contributions de cet ouvrage s&amp;rsquo;enrichissent en effet de perspectives internationales. La derni&amp;egrave;re partie est m&amp;ecirc;me consacr&amp;eacute;e &amp;agrave; l&amp;rsquo;&amp;eacute;tude syst&amp;eacute;matique des politiques urbaines men&amp;eacute;es dans quatre pays &amp;ndash; l&amp;rsquo;Allemagne, les &amp;Eacute;tats-Unis, les Pays-Bas et le Royaume-Uni &amp;ndash; qui se distinguent par leur histoire, leur r&amp;eacute;gime de protection sociale, leur mode d&amp;rsquo;articulation entre sph&amp;egrave;res publique et priv&amp;eacute;e, et par la nature des relations entre leurs &amp;eacute;chelons locaux et nationaux.&lt;br /&gt; &lt;br /&gt; D&amp;rsquo;un contexte &amp;agrave; l&amp;rsquo;autre, les r&amp;eacute;ponses varient. Aucune n&amp;rsquo;est exempte d&amp;rsquo;effets pervers, aucune n&amp;rsquo;&amp;eacute;chappe aux difficult&amp;eacute;s de mise en &amp;oelig;uvre. Le constat n&amp;rsquo;en demeure pas moins le m&amp;ecirc;me partout : les d&amp;eacute;marches politiques ascendantes et participatives am&amp;eacute;liorent les relations entre les habitants et les acteurs locaux. Elles ont, des habitants, notamment en att&amp;eacute;nuant le sentiment d&amp;rsquo;ins&amp;eacute;curit&amp;eacute; et en am&amp;eacute;liorant la qualit&amp;eacute; de vie ressentie.&lt;br /&gt; &lt;br /&gt; D&amp;rsquo;o&amp;ugrave; la premi&amp;egrave;re conclusion &amp;agrave; tirer des pages qu&amp;rsquo;on va lire : pour gagner en efficacit&amp;eacute;, la politique de la ville doit adopter une approche d&amp;eacute;cisionnelle r&amp;eacute;solument ascendante, participative, et ancr&amp;eacute;e localement. Ensuite, soulignant l&amp;rsquo;importance des repr&amp;eacute;sentations, ce rapport invite &amp;agrave; corriger le regard et &amp;agrave; consid&amp;eacute;rer les quartiers non comme des puits de probl&amp;egrave;mes mais comme des gisements de ressources. Enfin, en termes d&amp;rsquo;objectif, un glissement s&amp;rsquo;op&amp;egrave;re, l&amp;rsquo;id&amp;eacute;al de mixit&amp;eacute; sociale c&amp;eacute;dant le pas aux efforts en faveur de la mobilit&amp;eacute; sociale et r&amp;eacute;sidentielle des habitants.&lt;br /&gt; &lt;br /&gt; Pour aller dans ce sens, il nous faut encore construire ou parfaire les outils de l&amp;rsquo;observation. Malgr&amp;eacute; les progr&amp;egrave;s accomplis dans la connaissance des territoires, gr&amp;acirc;ce &amp;agrave; l&amp;rsquo;&lt;i&gt;Observatoire national des zones urbaines sensibles&lt;/i&gt;, il reste difficile aujourd&amp;rsquo;hui d&amp;rsquo;appr&amp;eacute;hender les parcours des personnes et d&amp;rsquo;identifier les m&amp;eacute;canismes sous-jacents producteurs d&amp;rsquo;in&amp;eacute;galit&amp;eacute;s, de discrimination et d&amp;rsquo;exclusion. Dot&amp;eacute;e de tels instruments, la politique de la ville pourra servir d&amp;rsquo;aiguillon aux politiques sectorielles &amp;ndash; urbaines, &amp;eacute;conomiques et sociales &amp;ndash;, veiller &amp;agrave; leur adaptation selon les besoins des quartiers et des habitants. Ces quartiers pourront alors jouer effectivement une fonction de sas, voire de tremplin, pour les m&amp;eacute;nages qui y r&amp;eacute;sident.&lt;br /&gt; &lt;br /&gt; Ce rapport s&amp;rsquo;inscrit clairement dans la continuit&amp;eacute; des travaux du Centre d&amp;rsquo;analyse strat&amp;eacute;gique ces derni&amp;egrave;res ann&amp;eacute;es. The insecurity of tenure, the poor housing conditions, the insufficient supply of basic public services such as water, sewage, streets, electricity, schools, and health centers, as well as the need for political and social inclusion, have been the focus of discussions at international conferences. The response to these challenges has been articulated by an international consensus of comprehensive approaches for improving the living conditions in informal areas, raising the quality of life in poor and deteriorated districts, creating circumstances for long-term poverty alleviation, and guaranteeing legal and secure tenure. A commitment to the Millennium Development Goals by the member countries of the United Nations is assured by their having put these strategies on their national agendas. In Egypt, GTZ supports governmental authorities of various levels in performing their tasks by adopting a variety of conceptual approaches, such as participatory strategies for upgrading informal areas and capacity development. GTZ also strengthens private sector and civil society organizations in recognizing and exercising their responsibility within the urban community and their roles in resolving existing problems. This book features a comprehensive view of sustainable urban development, and of all stakeholders involved in that process. Africa&amp;rsquo;s future will be to an increasing extent urban. Nevertheless, the inherited legal, institutional and financial arrangements for managing urban development are inadequate. The recent decades of neo-liberal political and economic reforms have increased social inequality across urban space. Access to employment, shelter and services is precarious for most urban residents. Extra-legal housing and unregistered economic activities proliferate. Basic urban services are increasingly provided informally. The result is the phenomenal growth of the informal city and extra-legal activities. How do urban residents see these activities? What do they accomplish through them? How can these &amp;ldquo;informal&amp;rdquo; cities be governed?&lt;br /&gt; &lt;br /&gt; The case studies are drawn from a diverse set of cities on the African continent.
