Socio-Spatial Polarisation and Survival Strategies in two Brussels' Neighbourhoods. Socio-spatial polarisation in the Brussels urban region can be dealt with at three levels at which different spatial processes are operating. The first level operates to distinguish the city from its periphery and results from the economic growth and suburbanisation of the 1960s. The second level of polarisation occurs within Brussels itself and relates to mechanisms in the housing market and the impact of economic crisis on these. Thirdly, in certain districts of Brussels there is a spiral of degradation, both in environmental and in social terms. They are becoming something like the 'no go areas' of American cities. Two such disadvantaged areas are examined here. Both are close to the city centre, on the old industrial axis, and both have strong concentrations of foreigners. Although apparently similar, the two areas actually offer very different opportunities for community development and social integration, essentially related to the heterogeneity of the environment and the social cohesion of the populations concerned. Cultural and political events are congestion factors, incompatible with the main value of any network: fluidity. However, from the beginning of the 1980's, the Parisian city transport authority (RATP) initiated a process of “humanization” of its spaces. Since then, Culture has been springing up in the Paris métro in many ways, ranging from live performances of famous artists (Placebo, PJ Harvey, Supergrass, etc.) to exhibitions, including the redesigning of certain. Each of these events is an underground manifestation of wider urban cultures, as evidenced by the design of the Louvres-Rivoli station, which reproduces the works exhibited in the eponymic museum – clearly a way of displaying the city's patrimony. The invited artists are not issued from the subway anymore: they became famous in a much wider cultural area, the occidental one. Political activity is still officially excluded, though: demonstrating in the métro spaces has been forbidden since 1948, there are no notice boards devoted to public expression, and even leafletting is prohibited.<br /><br />Nevertheless, since the begining of the 2000's, political events have mushroomed all over the network, in illegal ways. Between 2001 and 2003, hundreds of advertising posters were smeared by anticapitalist and feminist activists. Several anarchist unions also organized “open door” sessions (during which people did not have to pay to enter the métro), thereby advocating free transport. These movements have been followed by spontaneous action, of a political but also of a cultural type, as exemplified by flash mobs or subway parties. Using various examples, we intend to show that each time political and cultural events bloom spontaneously, they specifically refer to the métro. A transformation is happening that managing authorities have not planned: the métro is becoming less and less of an urban network and more and more of a territory in itself. This article presents the results of a research on two participative practices carried out in two of Rome’s municipalities, namely Participatory Budgeting and the collection of comments on the City’s new master plan. Practices are compared through a typology based one hand on their impacts on the political and institutional systems (expressed by a «consultative vs. decisional» continuum) and on the other hand on the kinds of social interaction («aggregative vs. deliberative»). Explanations of the differentiated nature of the analyzed practices are found in several independent variables, such as the specific public policy domain that hosts each practice, practice regulations, their creators’ and promoters’ political cultures and strategies. A final question concerns two alternative scenarios : practices of deliberative democracy may either be penned into policy niches, thus not affecting major decisions within the urban context, or be an ingredient of policies for common goods, alternative to the neo-liberal policies that have been prevailing in many cities’ agendas over the last 20 years. D’autre part, depuis les années 1990, des nouvelles politiques publiques incluant des outils participatifs ont été implémentées à Bruxelles. Cependant, les associations d’immigrés ne sont pas adéquatement intégrées dans ces espaces. Pourquoi réserve-t-on si peu d’espace à ces associations ? La perspective néo-institutionnaliste est utile pour identifier les facteurs expliquant cette faible participation des associations d’immigrés. The political participation of immigrants is an important gauge of their integration into the receiving society more generally, as well as an indicator of the degree of openness of political elites towards ethnic minorities. With the restructuring of State intervention and the diffusion of civic culture, the role that immigrant associations play in shaping urban social policies has become another important form of political participation. As the Belgian city with the highest percentage of migrants and naturalized foreigners and benchmarked as multicultural by the regional government, Brussels presents a test case. Since the beginning of the nineties, new public policies including participative tools have been introduced in Brussels. However, immigrant associations are not adequately involved in these processes. Why is such little space given to migrant associations in the participative procedures of these new urban policies? The neo-institutionalist perspective will be helpful in identifying the major factors that explain the relatively low participation of immigrant associations. Urban insecurity shapes the anxious meta-narrative of an urbanity in crisis. The Caracazo (uprising that caused hundreds of deaths in 1989 in Caracas) defines a critical turn in the experiencing of urban fears, at least among middle-class sectors: the myth of an inclusive-urbanity-in-a-democratic-society breaks up when traditionally excluded people burst into the formal city. Former social framing and State-society ties are undermined in a time of crisis. The growing fear of insecurity triggers off socio-spatial transformations which are actually socially and racially driven. This paper aims at politicizing fear of crime and insecurity in Caracas by "situating" it, and by underlying its performativity. As a socially-contingent category, fear can be instrumentalized in different ways. It appears that fear of crime and insecurity contributes to consolidate, more than create, urban territorialities grounded on classism and racism. The hegemonic narrative of fear is powerful - and legitimate - enough not to address root drivers of fragmenting dynamics, as a technology of control.
