Deux grandes catégories de facteurs explicatifs sont examinées en mobilisant des méthodes statistiques : l'effet du potentiel de marché et la propension à consommer localement. L'estimation des emplois relevant du tourisme permet de prendre en compte la dynamique des services attachée à l'attractivité et à l'équipement des différents espaces. La communication débouche, d'une part, sur l'identification des facteurs structurels relevant de la demande locale et, d'autre part, sur la mise en évidence des configurations territoriales les plus propices au développement de l'emploi résidentiel.</text>

                <text>Simulations have considerable potential for the analysis of the evolution of economics systems, a subject often neglected by mainstream economics where the focus is on static equilibria. This thesis investigates the potential of this approach in urban economics. The purpose is to examine how global phenomena emerge from the interactions of economic agents. This is a promising method as a classical economics, lacking the appropriate analytic tools, concentrates on the existence of equilibria and refrains from investigating their stability. This study demonstrates the potential of simulations in three models. Firstly, in a standard model of traffic congestion it is shown that the Nash equilibrium is unstable and cannot be reached dynamically. Secondly, it is shown that simulations of the formation of urban land rents, reproduce elements of the theoretical equilibrium, and also endogenous vacancies, which are an important real-world phenomenon. Thirdly, an agent-based model of the housing market, which reproduces important empirical phenomena such as price dispersion, non-zero search times and vacancies, has been developed. The model provides a basis for the exploration of the complex dynamics of this market.</text>

Ces fêtes utilisent la musique comme fluide révélateur des adhérences sociales sur les espaces. Le patrimoine devient un des acteurs du jeu et participe à la programmation de la fête. La fête musicale est une mise en scène construite sur un récit qui interfère dans la sphère politique et sur les espaces vécus. On peut donc parler de performativité de la fête musicale. La musique apparaît dans ces fêtes comme un géo-indicateur, un vecteur de circulation entre les échelles territoriales, un fixateur des adhésions territoriales, un constructeur d'images territoriales et un mode de gouvernance. Les fêtes musicales sont un enjeu du développement des petites villes patrimoniales et des communes périphériques du Sud-Ouest de la France d'où sont tirés les exemples de cet article.</text>

L'étalement urbain, l'exclusion sociale et la dépendance automobile vont en effet à l'encontre des logiques de densification, d'intégration et d'économies d'énergies que suppose une ville durable. En Île-de-France, le maintien d'une centralité parisienne très forte, le polycentrisme hérité de la création des cinq villes nouvelles et l'existence de disparités renforcées entre l'est et l'ouest de l'agglomération peuvent être vues comme des atouts, notamment pour limiter la dilatation spatiale et préserver les paysages ruraux comme composante essentielle de l'identité régionale. D'autres spécificités historiques, comme le poids de l'État dans l'aménagement du territoire francilien, renvoient aux enjeux actuels de la gouvernance. Celle-ci est liée à la capacité des élus de différents échelons à clarifier le fonctionnement politique du système territorial vis-à-vis des citoyens et des multiples acteurs désormais impliqués dans les débats sur l'avenir de la région. À ce titre, l'échange et la valorisation d'informations et de savoirs-faire s'avèrent indispensables pour renforcer la compétitivité externe et améliorer la coopération interne de la région.</text>

Le syndrome Nimby gagne la population. Le renforcement des normes européennes visant à permettre une gestion mieux contrôlée du traitement des déchets apparaît comme un fardeau supplémentaire. Ainsi, la mise en place des lois énoncées et édictées par l'Union Européenne s'appliquent à l'échelle locale mais s'insèrent difficilement dans la mesure où elles ne prennent pas en compte les contraintes et les spécificités locales.</text>

                <text>L'objectif de cette thèse de géographie est de proposer une réflexion sur les risques encourus par le District Métropolitain de Quito –DMQ– (Equateur) à partir de la question de la mobilité des personnes et de ses vulnérabilités en partie attribuables aux aléas en présence (séisme, éruption volcanique, inondation...). Inspirée des méthodes d'analyses antérieures du risque réalisées par des géographes de l'Université de Savoie sur les villes de Nice et d'Annecy, cette recherche élaborée de façon à être reproductible, ciblée sur les enjeux, propose une base de réflexion utile aux différents acteurs urbains dans une perspective de planification préventive ; elle fournit des pistes pour la réduction des vulnérabilités et apporte des orientations pour la gestion de crise. Enfin, elle propose une réflexion conceptuelle sur l'articulation des thématiques de la « mobilité » et des « risques » à partir des concepts de « vulnérabilité » et « d'accessibilité ».&lt;br /&gt;&lt;br /&gt;La démonstration se fonde sur un travail de terrain réalisé durant deux ans et demi à Quito, dans le cadre du programme de recherche « Système d'Informations et Risques dans le District Métropolitain de Quito » initié en 1999 par l'Institut de Recherche pour le Développement (IRD) en collaboration avec la Municipalité de Quito. Ce travail, avant tout méthodologique, a nécessité la constitution d'une base de données géoréférencées et documentées (métadonnées), appelée « Mobilité » structurée grâce au Système d'Information Géographique « Savane » développé par l'IRD.</text>

                <text>Migration is a key issue in most of the Middle Eastern countries affected both by a high rate of emigration and increasing immigration. Due to political instability, the region has one the largest refugee and internally displaced populations in the world, mainly consisting of Palestinians and Iraqis. Most of these migrant populations reside in urban areas such as Cairo, ‘Amman, Beirut, and Damascus. At the same time, the whole region is experiencing rapid urban development. The urban population increased from one quarter of the total population in the 1950s to over 60% in 2005. The migrants — domestic and international, forced or not — are one of the main drivers of urban development in the region. Despite the diversity of existing situations, refugee movements are generally long-lasting, and the ends of conflicts do not always mean a return for the entire refugee population. The settlement of these populations generates profound changes in entire neighborhoods. Thus, refugees should not be considered only as recipients of humanitarian assistance, waiting for an eventual return or resettlement in a third country, but also as actors who contribute, through their initiatives and coping strategies, to the development of the cities that host them.</text>

                <text>L'urbanisation est à l'origine de nombreux changements d'usages de l'eau et de la terre au sein des périmètres irrigués, sources de problèmes importants mais aussi de défis et d'opportunités uniques pour les associations d'irrigation et les acteurs socio-économiques en lien avec ces périmètres irrigués. D'un côté, les systèmes irrigués, créés localement sous l'impulsion d'agriculteurs, de sociétés financières ou de l'Etat, ont le plus souvent été conçus avec pour seule vocation l'irrigation agricole. D'un autre côté, l'urbanisation des périmètres irrigués conduit à ce que voient le jour de nouveaux usages bénéficiaires de ces systèmes, dépendants ou non de la production du service d'irrigation, contribuant à une reconnaissance croissante de la potentialité multi-usages de ces systèmes. Sur la base de cas d'étude français et boliviens, cet article propose une analyse de deux problématiques très interdépendantes, l'urbanisation des systèmes irrigués et le développement du multi-usages des canaux. Cet article a pour but : i) d'analyser comment les associations d'irrigation et les acteurs socio-économiques qui bénéficient du fonctionnement des périmètres irrigués s'adaptent les uns aux autres dans ce processus d'urbanisation ; et ii) de comprendre la place que prennent les arrangements institutionnels dans cette adaptation et ce que l'on peut en attendre face aux enjeux de l'urbanisation et du multi-usages des canaux. Dans un premier temps, les conséquences de l'urbanisation des systèmes irrigués sont décrites dans les contextes d'urbanisation français et bolivien. Dans un deuxième temps, les principales composantes du multi-usages des canaux sont décrites, à savoir les externalités positives et négatives générées par ces systèmes en zones urbaines ou périurbaines, et les nouveaux services alternatifs d'eau brute à usage urbain que développent les associations. Dans un troisième et dernier temps, nous analysons les opportunités offertes par ce multi-usages à travers les arrangements institutionnels existants qui lui sont consacrés. Une typologie de ces arrangements locaux est proposée. Il ressort des expériences décrites dans les deux pays d'étude qu'il existe un espace potentiellement important pour ces arrangements institutionnels entre acteurs connectés aux périmètres irrigués, et que ces arrangements quasi-systématiquement entre acteurs locaux et de type « bottom-up », sur la base de problématiques et d'initiatives locales peuvent apporter des réponses satisfaisantes à une large gamme de problèmes posés par l'urbanisation et le multi-usages des périmètres irrigués. Cette discussion, qui se veut beaucoup plus pragmatique que théorique, est susceptible d'aider à mieux penser la façon de mettre en place une gestion intégrée des canaux gravitaires et de leur ressource en eau. On the one hand, irrigation systems, developed locally through farmers' impulsion, private or State donor support, were often designed to meet the needs of agriculture only. On the other hand, the urbanization of irrigation systems enables new and sometimes joint beneficial uses, leading to the growing recognition of the multiple use potential of these systems. This article analyses two very much interdependent issues: urbanization of irrigation schemes and development of surface irrigation canal multiple-uses. The paper aims at analyzing how irrigation associations, agencies and generally benefactors' representatives are adjusting to the urbanization process, and how new agreements are being crafted to address the many issues related to urban encroachment and the multiple uses of canal systems. It analyzes what may be expected from institutional agreements in dealing with this adjustment process. This analysis is based on two country case studies: France and Bolivia. These countries exhibit different socio-economic and legal conditions and traditions. However, Bolivia may be viewed as a good example of developing country context, while France is of interest because of its rather unique legal framework, which bears specific consequences on the way urbanization process is dealt with in irrigation schemes. In France and Bolivia, the consequences of urbanization on irrigation schemes are first presented. Then, the main components of multiple uses from irrigation canals are described, e.g. both positive and negative externalities of canals situated in urban or peri-urban areas, as well as new services that these canals offer, such as raw water service for urban users. At last, the article analyses the different existing institutional agreements that have been designed to ensure the continuous presence of positive externalities, delivery of new services, and tackling negative externalities. A typology of these local agreements is proposed. It appears that there is ample room for institutional agreements of benefit for both irrigation farmers and other users, and that these arrangements almost always designed between local actors in a bottom-up way, based on local issues and initiatives may bring satisfying solutions for a large set of problems dealing with urbanization and multiple uses of canals. This discussion, which remains much more pragmatic that theoretical, may help think better how to implement integrated management for irrigation canals and their water resource. It investigates specific dimensions to integrated water resource management, first by enlarging the concepts of efficiency and water savings, second by broadening the concept of integrated water resource management to artificial resources and theirs management potentialities</text>

                <text>The aim of this article was to assess specific problems concerning traffic congestion access to the city of Paris. First, we attempted to evaluate the evolution of the congestion cost for the Paris Ring-Road (PRR), the major urban highway surrounding the French capital, during the period from 2000-2007. A speed-density methodology was implemented which enabled us to differentiate the external costs of road congestion between speed-classes of 5 km/h. These results were useful to subsequently propose the order of magnitude of time losses at national and regional scales, as well as marginal pricing schemes which could potentially be used in order to correct road congestion externality on the PRR. Our empirical investigation concluded that, in 2007, the PRR was more costly for central Paris area (130 M€) compared to that of seven years earlier (117 M€). The deterioration of traffic conditions, symbolized by the mean speed fall (- 5.2 %), dominates the infrastructure least used (- 2.2 %). Based on these figures, the social cost of road congestion is thought to reach about 0.2 % of the French GDP. This ratio becomes three times higher once reported on a regional scale and underlines that road congestion is an important issue for Ile-de-France. Finally, despite their analytical limitations, the proposed taxes clearly illustrate the challenges related to road-pricing strategies.</text>

                <text>On the southern part of the Parisian Maréchaux' boulevards, the old bus line Petite Ceinture has been replaced by a modern tramway (T3). Simultaneously, the road-space has been narrowed by about a third. A survey conducted on 1,000 users of the T3 shows that the tramway hardly generated any modal report from the private cars (PC) towards the public transit (PT). However, it did generate important intra-modal transfers: from bus and subways towards tramway concerning the PT, surely from Maréchaux' boulevards towards the Parisian Ring-Road (boulevard périphérique, PRR) and/or adjacent streets for the PC. The various benefits and costs of these changes are evaluated in this research. The welfare gains made by PT users are more than compensated by the time losses of the motorists, and in particular, by the additional cost of road congestion on the PRR. The same conclusion applies with regard to CO2 emissions: the reductions saved with the replacement of the busses and some (few) PC are less important than the increased pollution induced by the lengthening of the automobile trips and the increased congestion on the PRR. Even if one ignores the initial investment of 350 M€, the social impact of the T3 project, illustrated by its Clear Discount Value (CDV), is strongly negative. This is especially true for suburbanites. Concerning the lonely inhabitants (electors) of Paris, our analysis shows that they pocket the main part of the benefits while supporting a weak fraction of the costs.</text>

                <text>Afin de combattre la dégradation rapide des écosystèmes mondiaux ainsi que l'épuisement des ressources naturelles, les gouvernements et les autorités de planification recherchent des formes de développement plus durables. La nécessité d'évaluer la «soutenabilité» des propositions de développement est ainsi de grande importance pour la politique et les décideurs. Cependant, des méthodes efficaces pour évaluer la durabilité globale des développements de logement (proposés ou existants) ne sont pas encore établies. Les objectifs de ces recherches adressent ce problème en présentant une nouvelle méthodologie conçue pour évaluer la durabilité des systèmes complexes de développement de logement. Une méthode pour évaluer des indicateurs de durabilité sur une «échelle de soutenabilité», basée sur des centiles d'une population avec l'utilisation de ressource audessus d'un seuil soutenable, a été développée. Cette méthode a été couplée à une technique pour modéliser les systèmes de développement complexes de logement en utilisant la simulation multi-agent. La méthodologie a été mise en pratique dans un cas d'étude du groupe de logements, Christie Walk, situé au centre-ville d'Adélaïde en Australie. Les résultats de cette évaluation ont demontré que Christie Walk est plus soutenable que la plupart de la zone métropolitaine d'Adélaïde. Les resultats des analyses de scénario montrent aussi l'importance d'une bonne infrastructure et conception des développements pour réduire les impacts du comportement humain sur la durabilité des logements. On envisage que cette nouvelle méthodologie, qui couple l'évaluation de la durabilité avec une technique de modélisation integrée, fournira une base fondementale pour résoudre plusieurs des défis auxquels font actuellement face les chercheurs en développement durable, les décideurs et les autorités de planification des environnements urbains en Australie et dans le reste du monde. / In order to combat the rapid degradation of the world's ecosystems and depletion of natural resources, governments and planning authorities are searching for more sustainable forms of development. The need to assess the sustainability of development proposals is thus of great importance to policy and decision makers. However, effective methods of assessing the overall sustainability of housing developments (proposed or existing) have yet to be established. This research aims to address this problem by presenting a new methodology to assess the sustainability of housing development systems. The methodology uses indicators with a common Sustainability Scale which is derived from percentiles of a population with resource use above a predetermined sustainable level, and has been coupled with a technique for modelling complex housing development systems using multiagent based simulation. The methodology was shown to be operational in the case study application of the Christie Walk housing development in inner-city Adelaide, Australia. The results of the assessment showed that the development compared favourably to the rest of the Adelaide metropolitan area. The case study also highlighted, through behavioural scenario analyses, the importance of good infrastructure and design in reducing the impacts of human behaviour on housing development sustainability. It is envisaged that this new methodology of combining sustainability assessment with an integrated modelling technique will provide the basis for a solution to many of the challenges currently facing sustainability researchers, policy makers and planning authorities of urban environments both in Australia and world wide.</text>

                <text>Le base-ball joua dès la fin du 19ème siécle un rôle prépondérant dans la formation des cultures urbaines aux Etats-Unis. Les Dodgers, équipe professionnelle de Brooklyn, gigantesque circonscription (borough) de New York, offrent une illustration exemplaire de cette interaction rarement étudiée entre identités urbaines, passion populaire pour le sport et histoire des entreprises de loisirs. De leur naissance en 1883 à leur délocalisation vers Los Angeles en 1957, les Dodgers s'imposèrent comme club de Brooklyn (home-team) au point que ces deux entités formaient pour beaucoup les deux faces d'une même médaille identitaire. Le club revendiqua des caractéristiques locales et la ville l'associa, particulièrement à travers son éloge du monumental stade Ebbets Field, à un « esprit de Brooklyn » imaginé à la fois bien-pensant, gouailleur, ouvrier et multiethnique. Cette thèse se propose d'étudier les mécanismes sociohistoriques présidant à la construction de cette homologie entre ville et club en insistant sur le poids de la longue durée et sur les complexes dispositifs identificatoires propres au jeu et au spectacle sportifs. D'aucune manière le fruit d'une immanence essentielle, la relation ville/club résulta d'une construction lente et incertaine, alimentée tantôt « par le haut » (les dirigeants, la presse, les notables locaux), tantôt « par le bas » (le public, les joueurs, les Brooklynois). Matrice narrative, le club offrait un vaste répertoire d'identités cohérentes qui le rendait fédérateur pour un très grand nombre de Brooklynois et lui permettait d'influer, hors de la sphère sportive stricto sensu, sur les grands thèmes de son temps, comme le progressisme, la formation de la jeunesse, la lutte anti-communiste, le maintien de rapports de genre asymétriques ou la mise à l'écart des Africains-Américains.</text>
